There is an exception allowed for abortions deemed \u201cnecessary to prevent the death of the mother or to prevent substantial or irreversible physical impairment of the mother that substantially increases the risk of death.&#8221; Psychological conditions are not included in this exception.<\/span><\/p>\n<p><a href=\"http:\/\/oklegislature.gov\/BillInfo.aspx?Bill=HB2441&amp;Session=2100\"><span style=\"font-weight: 400;\">HB 2441<\/span><\/a><span style=\"font-weight: 400;\"> outlaws abortion after the preborn baby\u2019s heartbeat can be detected, allowing the same exception as HB 1102. It also mandates that abortionists must actually check for the presence of a heartbeat prior to committing an abortion.<\/span> <a href=\"http:\/\/webserver1.lsb.state.ok.us\/cf_pdf\/2021-22%20ENGR\/hB\/HB2441%20ENGR.PDF\"><span style=\"font-weight: 400;\">Provision D<\/span><\/a><span style=\"font-weight: 400;\"> of the bill states that anyone who violates these mandates \u201cshall be guilty of homicide.\u201d<\/span><\/p>\n<p><a href=\"http:\/\/oklegislature.gov\/BillInfo.aspx?Bill=HB1904&amp;Session=2100\"><span style=\"font-weight: 400;\">HB 1904<\/span><\/a><span style=\"font-weight: 400;\"> dictates that all abortions must be performed by board-certified OB-GYNs. Anyone violating the law will be considered guilty of a felony punishable by a term of 1-3 years, according to the<\/span> <a href=\"http:\/\/webserver1.lsb.state.ok.us\/cf_pdf\/2021-22%20ENGR\/hB\/HB1904%20ENGR.PDF\"><span style=\"font-weight: 400;\">text of the bill<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Senator Carri Hicks (D-Oklahoma City)<\/span> <a href=\"http:\/\/www.purcellregister.com\/news\/state\/oklahoma-senate-panel-advances-three-abortion-bills\/article_e56ea5fa-9d14-591b-beca-416856b0be14.html#6\"><span style=\"font-weight: 400;\">objected<\/span><\/a><span style=\"font-weight: 400;\"> to HB 1904, stunningly seeming to equate abortions to vasectomies, asking if HB 1102 would apply to the doctors who perform those procedures, as well. Perhaps Hicks is unaware of the significant differences between sperm (gametes with only half of the genes required to make a human being) and preborn children (which are fully human, with complete and unique sets of DNA).<\/span><\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/alabama-abortions-vasectomies-misses-biological-fact\/\">Alabama lawmaker tries to equate abortions with vasectomies, misses crucial biological fact<\/a><\/em><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Hicks also suggested that the bill is unnecessary because evidence does not show that abortions committed by non-OB-GYNs result in more complications. She called the bill \u201centirely political in nature and not based on scientific evidence&#8221; and\u00a0<\/span><span style=\"font-weight: 400;\">suggested that Oklahoma\u2019s physician shortage might be exacerbated by HB 1102, which, according to her, might drive existing Oklahoma doctors out-of-state. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In truth, 9 out of 10 OB-GYNs<\/span> <a href=\"https:\/\/archive.liveaction.org\/news\/ob-gyn-whether-abortion-safer-childbirth\/\"><span style=\"font-weight: 400;\">refuse<\/span><\/a><span style=\"font-weight: 400;\"> to commit abortions \u2014 and OB-GYNs make up a fraction of the medical community as a whole \u2014 so it\u2019s not as though a sizable percentage of Oklahoma doctors will suffer from having to sacrifice their abortion practices. In fact,<\/span> <a href=\"http:\/\/abortiondocs.org\/\"><span style=\"font-weight: 400;\">AbortionDocs.org<\/span><\/a><span style=\"font-weight: 400;\">, an industry watchdog site which tracks the doctors committing abortions and their locations, lists just<\/span> <a href=\"https:\/\/abortiondocs.org\/states\/OK\/\"><span style=\"font-weight: 400;\">nine doctors<\/span><\/a><span style=\"font-weight: 400;\"> in the entire state who commit abortions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sen. Hicks\u2019s colleague, Sen. George Young (D-Oklahoma City) said that HB 1904 struck him as something \u201cother than helpful or truthful,\u201d and suggested that those opposed to abortion should simply attempt to ban the procedure.
