On December 18th, Susan B. Anthony List’s research arm, the Charlotte Lozier Institute (CLI), released its\u00a0latest report<\/a>\u00a0in an ongoing research project concerning abortion<\/a> coverage and taxpayer funding of abortion in Obamacare health insurance exchange plans for 2021. The report was released by CLI in conjunction with the Family Research Council and the Heritage Foundation. According to CLI, ObamacareAbortion.com<\/a> was launched\u00a0to expose which plans include abortion coverage, after the U.S. Government Accountability Office (GAO) revealed<\/a> in 2014 that\u00a01,036 taxpayer-funded Obamacare health exchange insurance plans<\/em> covered elective abortion. CLI, together with its partners, has released a new report for each plan year since.<\/p>\n

Obamacare plans do not follow Hyde Amendment guidelines<\/strong><\/p>\n

CLI’s 2021 Fact Sheet<\/a>\u00a0found, once again, that “Obamacare contains federal subsidies\/funds for plans covering elective abortion with massive\u00a0taxpayer funding for abortion.” What’s more, no American taxpayer is truly exempt from subsidizing elective abortions<\/em> because “[t]hrough their federal taxes, people who live in states where plans do not cover elective\u00a0abortion are still subsidizing abortion on demand in plans in other states \u2013 this would never be\u00a0allowed if the Hyde amendment had truly been applied to Obamacare.”<\/p>\n

The Hyde Amendment specifically prohibits funding for abortion in federally-run Medicaid programs. As Live Action News previously reported<\/a>, “The\u00a0Hyde Amendment<\/a>\u00a0is a rider that has been added to the House appropriations bill every year since it was first passed on September 30, 1976. Every president since then has supported it, and it is credited with saving at least\u00a02.4 million<\/a>\u00a0lives from abortion.”<\/p>\n

The CLI report specifically calls for passage of the\u00a0H.R.20\/S.109 No\u00a0Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2019<\/a>\u00a0to remedy the problem of Obamacare plans violating Hyde guidelines. Whereas the Hyde Amendment has historically applied to certain federal agencies and been included as a rider in annual appropriations bills, this act would make the Hyde Amendment permanent. It would also expand its applicability to all<\/em> federal agencies, including the U.S. Centers for Medicare and Medicaid Services, which oversees the Obamacare exchange plans<\/a>. The Act was introduced in January of 2019, and was referred to the Subcommittee on the Constitution, Civil Rights, and Civil Liberties. No action has been taken since.<\/p>\n

Which states allow taxpayer funded abortion?<\/strong><\/p>\n

According to the report, the 25 locales that permit elective abortion coverage break down into two categories. Eleven states take part in the federal Obamacare marketplace, and the remaining 13 states, plus Washington, D.C., have their own state-run exchanges. These 25 locales saw a 16% year-over-year increase in the number of healthcare exchange plans offered, from 1,120 plans in 2020 to 1,296 plans in 2021. As in 2020, CLI’s best estimates suggest that 69% of those plans offer elective abortion coverage. Eight states have elective abortion coverage in 100% of their Obamacare insurance plans, down from 100% coverage in nine locales in 2020. Hawaii and Vermont are the only two states to have had elective abortion coverage in 100% of their Obamacare insurance plans every single year since this data tracking began in 2014.<\/p>\n
