Politicians fear the roll-out of prenatal tests for Down syndrome across England, Wales and Scotland will result in discriminatory abortions of babies with the condition.<\/p>\n<p>In a\u00a0<a href=\"https:\/\/hansard.parliament.uk\/Commons\/2020-10-22\/debates\/99E45B05-9C0C-4638-BEA0-A62D214C2A0E\/details\" target=\"_blank\" rel=\"noreferrer noopener\">debate<\/a>, commemorating Down Syndrome Awareness Month, DUP MP Jim Shannon expressed concern that the number of babies born with Down syndrome has fallen by 30% in NHS hospitals that have introduced the new non-invasive prenatal tests.<\/p>\n<p>In recent months, the health services in\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/uk-govt-downs-syndrome-abortion-increase\/\" target=\"_blank\" rel=\"noreferrer noopener\">England &amp; Wales<\/a>\u00a0and\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/uk-govt-downs-syndrome-abortion-increase\/\" target=\"_blank\" rel=\"noreferrer noopener\">Scotland<\/a>\u00a0have announced their intention to roll-out the new tests across all NHS hospitals.<\/p>\n<p>Jim Shannon believes this is putting the UK on the path to the situation in other countries, where almost 100% babies diagnosed with Down\u2019s syndrome are aborted, which is \u201cchilling to the core\u201d.<\/p>\n<p><strong>Outdated and negative views<\/strong><\/p>\n<p>Sharing in his trepidation, SNP MP Dr Lisa Cameron echoed the comments of Stacey Corrigan, whose six-year-old son, Daniel Murray, has Down syndrome.<\/p>\n<p>Stacey had\u00a0<a href=\"https:\/\/www.dailyrecord.co.uk\/news\/scottish-news\/scots-parents-fear-new-downs-22888828\" target=\"_blank\" rel=\"noreferrer noopener\">told the Daily Record<\/a>\u00a0that the current advice given to parents expecting a baby with Down syndrome is both \u201coutdated\u201d and \u201cnegative\u201d.<\/p>\n<p>\u201cMore often than not the termination is booked at that appointment with the parents are still in shock with the diagnosis,\u201d\u00a0she added.<\/p>\n<p>The Scottish mother believes pregnant women deserve to be better informed and supported.<\/p>\n<p>Dr. Lisa Cameron said a\u00a0\u201cmore comprehensive and accurate narrative needs to be provided,\u201d\u00a0recognising the richness and diversity of the Down syndrome community across the UK.<\/p>\n<p><strong>Parents under pressure to terminate pregnancies<\/strong><\/p>\n<p>Stacey isn\u2019t the first mother to express concern over the negative advice given to her following a prenatal diagnosis of Down syndrome.<\/p>\n<p>A\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/doctors-pressured-mother-to-abort-baby-with-downs-syndrome-at-38-weeks\/\" target=\"_blank\" rel=\"noreferrer noopener\">recent report revealed<\/a>\u00a0that pregnant mothers who refuse to abort their children with Down syndrome are being pressured by some medical professionals to change their decision.<\/p>\n<p>One mother, whose child is now three-years-old, said medical professionals told her they could leave her baby with Down syndrome to die if it was struggling after birth.<\/p>\n<p>Another mum told how even at 38 weeks pregnant she was being offered an abortion.<\/p>\n<p><strong>Time for positive conversations about Down syndrome<\/strong><\/p>\n<p>Picking up on these concerns, Rachel Maskell encouraged the present Minister for Health, Helen Whately, to\u00a0\u201cgo away and look again at the conversations that are had with parents who are diagnosed in pregnancy with somebody with Down&#8217;s syndrome and see how we can change that conversation, so that people can understand the positivity of bringing up a child and raising someone into adulthood with Down&#8217;s syndrome?\u201d<\/p>\n<p>In response, the Health Minister said:\u00a0\u201cit is absolutely the case that if, during pregnancy, any abnormality is detected or suspected there should at no stage be any bias towards abortion.\u201d<\/p>\n<p>Concluding the short debate, she added:\u00a0\u201cIt is crucial that we should celebrate the achievements and contributions of those with Down\u2019s syndrome to our society, so we have been and are taking action to support those with disabilities, including Down\u2019s syndrome, but I believe that we can always do more and go further. So I say, let\u2019s do that. Let\u2019s do more and go further to support people with Down\u2019s syndrome to achieve their dreams.\u201d<\/p>\n<p>Earlier this month, Dr. Lisa Cameron launched an Early Day Motion\u00a0<a href=\"https:\/\/edm.parliament.uk\/early-day-motion\/57520\/downs-syndrome-awareness-month\" target=\"_blank\" rel=\"noreferrer noopener\">celebrating<\/a>\u00a0the contribution people with Down syndrome bring to communities, families, workplaces and society at large.<\/p>\n<div id=\"attachment_219367\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-219367\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-219367 size-large\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/03\/heidi-crowter-down-syndrome-700x366.jpg\" alt=\"down syndrome\" width=\"700\" height=\"366\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/03\/heidi-crowter-down-syndrome-700x366.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/03\/heidi-crowter-down-syndrome-300x157.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/03\/heidi-crowter-down-syndrome-768x402.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/03\/heidi-crowter-down-syndrome-500x262.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/03\/heidi-crowter-down-syndrome.jpg 1200w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><p id=\"caption-attachment-219367\" class=\"wp-caption-text\"><a href=\"https:\/\/archive.liveaction.org\/news\/woman-down-syndrome-uk-better-dead\/\" target=\"_blank\" rel=\"noopener\">Heidi Crowter<\/a>, a young woman with Down syndrome, sued the United Kingdom government earlier this year, in partnership with a mother of a child with Down syndrome.<\/p><\/div>\n<p><strong>Scale of Down syndrome abortions<\/strong><\/p>\n<p>There were 3,183 disability selective abortions across England &amp; Wales in 2019, with 656 of those occurring following a prenatal diagnosis of Down syndrome.<\/p>\n<p>However, the figures are likely to be much higher.<\/p>\n<p>In a 2013\u00a0<a href=\"https:\/\/www.telegraph.co.uk\/news\/health\/news\/9845780\/Cleft-lip-abortions-10-times-as-common-as-reported.html\" target=\"_blank\" rel=\"noreferrer noopener\">review<\/a>\u00a0on disability-selective abortions, it was revealed 886 babies were aborted for Down syndrome in England and Wales in 2010, but only 482 of these were reported in official Department of Health records.<\/p>\n<p>The underreporting\u00a0<a href=\"https:\/\/www.gov.uk\/government\/publications\/under-reporting-of-abortions-for-fetal-abnormalities\" target=\"_blank\" rel=\"noreferrer noopener\">was confirmed<\/a>\u00a0in 2014 in a Department of Health review.<\/p>\n<p>There has also been an increase in the number of abortions of babies prenatally diagnosed with Down syndrome since the introduction of new prenatal screening tests.<\/p>\n<p>Figures\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/new-test-brings-big-fall-in-birth-downs-babies-c89krkjcx\" target=\"_blank\" rel=\"noreferrer noopener\">published<\/a>\u00a0last year show that the number of babies born with Down syndrome in the UK has dropped by 30% in NHS hospitals that have introduced the new non-invasive prenatal tests.<\/p>\n<p>The figures prompted Down syndrome advocates to\u00a0<a href=\"https:\/\/dontscreenusout.org\/press-release-downs-syndrome-births-down-30\" target=\"_blank\" rel=\"noreferrer noopener\">ask<\/a>\u00a0the Government to halt the roll-out of the new tests and undertake an inquiry into the impact that the tests are having on the birth numbers of babies with Down syndrome.<\/p>\n<p>However, their pleas appear to have fallen on deaf ears, as the Government recently\u00a0<a href=\"https:\/\/phescreening.blog.gov.uk\/2020\/08\/05\/procurement-process-launched-in-evaluative-roll-out-of-nipt-screening\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>\u00a0that it will be proceeding with the procurement and rollout of a nationwide prenatal testing scheme for Down syndrome \u2013 something which will likely lead to an increase of babies with the condition being aborted.<\/p>\n<p><strong>\u2018Screening out\u2019 babies with Down syndrome seen as \u2018cash cow\u2019<\/strong><\/p>\n<p>Earlier this year a spokesperson for a Chinese biotech firm\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/screening-out-babies-with-downs-syndrome-seen-as-cash-cow-for-chinese-firm\/\" target=\"_blank\" rel=\"noreferrer noopener\">declared<\/a>\u00a0\u201cscreening out\u201d\u00a0babies with Down syndrome is a\u00a0\u201ccash cow\u201d\u00a0funding the growth of the whole business.<\/p>\n<p>The admission came from a spokesperson for BGI Group \u2013 a Chinese genetics conglomerate whose main business is offering non-invasive prenatal tests, primarily used to diagnose Down syndrome.<\/p>\n<p>In a segment from an Aljazeera documentary titled\u00a0<a href=\"https:\/\/www.aljazeera.com\/programmes\/witness\/2019\/07\/genesis-20-hunt-woolly-mammoth-190728124014687.html\" target=\"_blank\" rel=\"noreferrer noopener\">Genesis 2.0<\/a>, the spokesperson gestures towards a digital map of the world and says:\u00a0\u201cYou can see clearly, especially for Down\u2019s syndrome, we have nearly two million samples all over the world. This part is, what we call, BGI\u2019s cash cow, making money to support the growth of the whole group.\u201d<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/olympic-baby-down-syndrome\/\" target=\"_blank\" rel=\"noopener\">Olympic couple welcomes baby with Down syndrome: \u2018He\u2019s absolutely perfect\u2019<\/a><\/em><\/strong><\/p>\n<p>Dismissing a query over potential ethical concerns, she coldly adds:\u00a0\u201c\u2026with the use of our technology, we could avoid the birth of birth defect, like a Down\u2019s syndrome birth, a Down\u2019s syndrome child, we can screen them out, we can avoid the birth of them.\u201d<\/p>\n<p><strong>Legal challenge<\/strong><\/p>\n<p>This week it was\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/high-court-to-hear-landmark-case-against-discriminatory-abortion-law\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>\u00a0that The High Court in London will\u00a0<a href=\"https:\/\/www.crowdjustice.com\/case\/downrightdiscrimination\/\" target=\"_blank\" rel=\"noreferrer noopener\">hear a landmark case<\/a>\u00a0against the UK Government over the country\u2019s discriminatory abortion legislation.<\/p>\n<p>Currently in England, Scotland and Wales, the law singles out babies with disabilities such as cleft lip and club foot and Down syndrome and allows terminations right up to the point of birth.
