{"id":233355,"date":"2020-10-24T09:28:16","date_gmt":"2020-10-24T14:28:16","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=233355"},"modified":"2020-10-22T18:49:10","modified_gmt":"2020-10-22T23:49:10","slug":"catholic-university-grades-states-women-abortion-access","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/catholic-university-grades-states-women-abortion-access\/","title":{"rendered":"Catholic university grades best U.S. states for women based on abortion access"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/c-fam.org\/friday_fax\/catholic-university-the-best-u-s-states-for-women-graded-on-abortion-access\/\">C-FAM \u2014 WASHINGTON, D.C.<\/a>)\u00a0Georgetown University recently <a href=\"https:\/\/giwps.georgetown.edu\/usa-index\/\" target=\"_blank\" rel=\"noopener noreferrer\">released<\/a> its \u201cU.S. Women, Peace and Security Index\u201d designating the best and worst states to be a woman. One of the indicators they measured was what percentage of women aged 15-44 lived in a county that had an abortion clinic.<\/p>\n<p>Georgetown\u2019s newly-released national index ranks the fifty U.S. states and includes an indicator called \u201creproductive healthcare access.\u201d It is defined solely in terms of women living in a county with an abortion clinic. The rationale provided: \u201cProximity to clinics providing abortion services enables women to exercise their right to choose.\u201d<\/p>\n<p>A separate indicator measuring legal protections for women includes seven sub-categories, one of which is whether the state allows abortion without state-mandated in-person counseling.<\/p>\n<p>The Georgetown institute considers itself to be \u201ca continuation of the mandate\u201d of resolution UN Security Council resolution 1325 on Women, Peace and Security,\u201d adopted in the year 2000. This landmark document acknowledged the impact of armed conflict on women and girls around the world, as well as supporting the unique contributions women could make to the process of preventing conflict, negotiating peace, and rebuilding after wars. It makes no mention of abortion or \u201creproductive health.\u201d<\/p>\n<p>The national index was created by Georgetown Institute for Women, Peace and Security (GIWPS), which was launched in 2011 by former Secretary of State and past presidential candidate Hillary Clinton. Georgetown University is a prestigious Jesuit institution based in Washington, D.C. But the focus of Georgetown\u2019s index on abortion is new.<\/p>\n<p>GIWPS had previously <a href=\"https:\/\/giwps.georgetown.edu\/the-index\/\" target=\"_blank\" rel=\"noopener noreferrer\">created<\/a> an international WPS index in collaboration with the Peace Research Institute of Oslo. It ranked countries on women\u2019s wellbeing across eleven indicators, none of which include abortion or the more euphemistic \u201creproductive health.\u201d<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/covid-19-pro-abortion-sacrifices-protect-access\/\">COVID-19 proves pro-abortion movement sacrifices anyone to protect abortion access<\/a><\/em><\/strong><\/p>\n<p>The basis for emphasizing abortion as an essential part of women\u2019s wellbeing in the Women, Peace, and Security policy space is unclear.<\/p>\n<p>The report introducing the new index only cites a survey commissioned by Georgetown. The survey found that a majority of adults\u2014especially Democratic men at 94 percent\u2014thought abortion access was important to women\u2019s rights. But there is scant normative support for including abortion in the index otherwise.<\/p>\n<p>Abortion activists have been <a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/14616742.2017.1413583?scroll=top&amp;needAccess=true&amp;journalCode=rfjp20\" target=\"_blank\" rel=\"noopener noreferrer\">frustrated<\/a> by their lack of a clear foothold in UN Security Council resolutions. They have had better success with the <a href=\"https:\/\/c-fam.org\/briefing_paper\/evidence-of-systemic-and-unlawful-abortion-promotion-by-un-agencies-the-secretariat-and-other-un-entities\/\">bureaucratic<\/a> elements of the UN system, including multiple reports from the UN Secretary-General and a 2015 global study UN Women, which assert on dubious grounds that abortion must be provided in conflict settings as a humanitarian right. While they welcomed the inclusion of \u201csexual and reproductive health\u201d in UN Security Council resolutions when President Obama was in the White House, under President Trump, such references have been repeatedly <a href=\"https:\/\/c-fam.org\/friday_fax\/once-more-trump-keeps-abortion-out-at-un-security-council\/\">blocked<\/a>.<\/p>\n<p>The Women, Peace, and Security agenda has been a high priority of the Trump Administration. President Trump signed the bipartisan WPS Act in 2017, which is the first legislation of its kind in the world. The legislation tasked the sitting administration with drafting a multi-agency strategy.
