Religious leaders are calling for the proposed Termination of Pregnancy Bill to be shelved.\u00a0 Meanwhile, organizations with international funding sources, as well as UN entities, are coordinating to ensure the bill is passed.<\/p>\n<p>Currently, Malawi allows abortion only to save the mother\u2019s life. The proposed bill would <a href=\"https:\/\/www.faceofmalawi.com\/2020\/09\/17\/whats-in-malawis-termination-of-pregnancy-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">allow<\/a> \u201csafe\u201d and \u201clegal\u201d abortions in cases of fetal anomalies, cases of rape or incest, and if the pregnancy is said to threaten the physical or mental health of the mother. Malawi\u2019s Christian Medical and Dental Fellowship <a href=\"https:\/\/righttolife.org.uk\/news\/bill-to-introduce-abortion-up-to-birth-to-be-introduced-to-malawis-national-assembly\/amp\/\" target=\"_blank\" rel=\"noopener noreferrer\">pointed out<\/a> that similar health exceptions have \u201cled other countries to effectively practice abortion on demand.\u201d It is also notable that while the rape and incest exception has a 16-week gestational limit, there is no such restriction on the health exception.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/survey-85-kenyans-pro-life-pressure-legalize-abortion\/\">Survey shows 85% of Kenyans are pro-life, despite international pressure to legalize abortion<\/a><\/em><\/strong><\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/CFZDhM5Gwhk\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>A similar bill was introduced in 2017, a year after a Special Law Commission published a <a href=\"https:\/\/www.lawcom.gov.mw\/sites\/default\/files\/Law%20Commission%20Report%20on%20the%20Review%20of%20the%20Law%20on%20Abortion.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">report<\/a> calling for changes to the country\u2019s abortion laws.\u00a0 The Law Commission cited international pro-abortion organization Ipas, based in the U.S., with providing the funding for the project.<\/p>\n<p>One of the most outspoken proponents of the proposed bill is Emma Kaliya, chairperson of the Coalition for the Prevention of Unsafe Abortions (COPUA).\u00a0 COPUA was established in 2010 with support from Ipas, after Ipas with the Malawian Ministry of Health and the World Health Organization (WHO) to conduct a national strategic assessment on abortion.<\/p>\n<p>Another key advocacy group in support of the bill is the Centre for Solutions Journalism, also based in Malawi and receives <a href=\"https:\/\/csjnews.org\/our-partners\/\" target=\"_blank\" rel=\"noopener noreferrer\">funding<\/a> from Ipas, COPUA, and Amplify Change, an organization that promotes abortion and other \u201csexual and reproductive health and rights\u201d projects in developing countries with funding from Denmark, the Netherlands Sweden, the UK, and other foundations based in Western countries.<\/p>\n<p>Ipas Malawi\u2019s country director recruited obstetricians and gynecologists to be \u201cnew champions\u201d for changing the abortion law, featuring them as speakers at COPUA events and workshops.\u00a0 According to an <a href=\"https:\/\/europepmc.org\/article\/pmc\/pmc6039725\">article<\/a> summarizing advocacy for abortion law reform in Malawi, \u201c[s]ome of them became members of COPUA, while others were on the Special Law Commission, or both.\u201d\u00a0 The article itself was the result of a study funded by the UK government.<\/p>\n<p>Malawi has faced pressure to liberalize its abortion laws from UN human rights bodies including the treaty monitoring committees attached to several treaties it has ratified.\u00a0 Advocates for the abortion bill frequently <a href=\"https:\/\/csjnews.org\/2017\/09\/28\/malawi-csos-ask-government-pass-abortion-law\/\" target=\"_blank\" rel=\"noopener noreferrer\">cite<\/a> these committees\u2019 recommendations as well as guidance from the WHO, although neither are binding.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/africa-ventilators-covid-19-abortion-kits\/\">While Africa asks for ventilators and PPE during COVID-19, groups send abortion kits instead<\/a><\/em><\/strong><\/p>\n<p>Despite the well-funded and well-coordinated campaign to expand abortion in Malawi, local religious leaders are speaking out against it.\u00a0 Two weeks ago, the regional Presbyterian General Assembly reaffirmed its stance against legalizing abortion.\u00a0 The moderator of the assembly, the Reverend Bizwick Nkhoma <a href=\"https:\/\/times.mw\/abortion-bill-faces-another-setback\/\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a>, \u201cWe are repeating that we say no to abortion. This is evil, and it is a sin. We continue to legalise it, we are going to curse the country.\u201d<\/p>\n<p>A coalition of Catholic bishops, other Christian ministers, and Muslim leaders issued a joint <a href=\"https:\/\/www.transcontinentaltimes.com\/abortion-law-renews-debate-in-malawi.html\">statement<\/a> condemning the bill, calling abortion and infanticide \u201cabominable crimes\u201d and \u201cgravely sinful.\u201d<\/p>\n<p>On Monday, the Malawi State House confirmed that the bill will be discussed in the current sitting of Parliament, which ends October 23.<\/p>\n<p><i>Editor&#8217;s Note: <em>Rebecca Oas, Ph.D.\u00a0<\/em>writes for C-Fam.
