{"id":231196,"date":"2020-09-21T16:44:06","date_gmt":"2020-09-21T21:44:06","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=231196"},"modified":"2021-07-14T22:01:47","modified_gmt":"2021-07-15T03:01:47","slug":"infamous-cases-forced-sterilization-america-behind","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/infamous-cases-forced-sterilization-america-behind\/","title":{"rendered":"The most infamous cases of forced sterilization in America&#8230; and the people behind it"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>Recent <a href=\"https:\/\/archive.liveaction.org\/news\/abortion-falsely-blame-pro-lifers-ice-forcibly-sterilized\/\">accusations<\/a> of forced sterilizations have brought the United States&#8217; dark history of eugenic, compulsory sterilization programs \u2014 which once targeted those deemed by elites as &#8220;unfit&#8221;\u00a0\u2014 back into the spotlight.<\/p>\n<p>The 1934 film, &#8220;<a href=\"https:\/\/www.disabilitymuseum.org\/dhm\/lib\/detail.html?id=897\" target=\"_blank\" rel=\"noopener\">Tomorrow&#8217;s Children,<\/a>&#8221; portrayed a state&#8217;s coercive power to eugenically sterilize a young pregnant woman. While the woman portrayed in the film succeeded in stopping the state&#8217;s court order, actual eugenics programs within the United States resulted in the sterilization of an\u00a0<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/26322647\" target=\"_blank\" rel=\"noopener\">estimated<\/a>\u00a060,000 people \u2014\u00a0many minorities, who were eugenically sterilized against their wills. Many more have been subjected to these atrocities worldwide.<\/p>\n<p><strong>California&#8217;s eugenics: Coercive sterilization of over 20,000 people<\/strong><\/p>\n<p>In 1909, California passed the third sterilization bill in the U.S., which sanctioned the coercive sterilization of over 20,000 patients, noted an\u00a0American Journal of Public Health <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC1449330\/pdf\/0951128.pdf\">report<\/a>. According to author Edwin Black, &#8220;[T]he code permitted castration or sterilization of state convicts and the residents of California Home for the Care and Training of Feeble Minded Children in Sonoma County. Two institutional bureaucrats could recommend the procedure if they deemed it beneficial to a subject&#8217;s &#8216;physical, mental, or moral condition.'&#8221;<\/p>\n<p>Eugene S. Gosney, founder and President of the <a href=\"https:\/\/oac.cdlib.org\/findaid\/ark:\/13030\/tf2h4n98gb\/entire_text\/\" target=\"_blank\" rel=\"noopener\">Human Betterment Foundation (HBF)<\/a>, published a study with his associate Paul Popenoe\u00a0entitled &#8220;Sterilization for Human Betterment,&#8221; focusing on sterilizations ordered under California&#8217;s law. In July 1931, Margaret Sanger <a href=\"https:\/\/lifedynamics.com\/app\/uploads\/2015\/09\/1931-07-July.pdf\" target=\"_blank\" rel=\"noopener\">published<\/a>\u00a0Gosney&#8217;s views on sterilization in her\u00a0Birth Control Review. He wrote, &#8220;Eugenic sterilization is, under usual state laws, ordered or permitted by the state, for the benefit of the state&#8230;. Eugenic sterilization starts where contraception stops. It is applied primarily to people or families without the intelligence, emotional stability, or self-control to handle contraceptives successfully. It succeeds where contraception would fail.\u201d<\/p>\n<p>In <a href=\"https:\/\/www.nytimes.com\/1932\/06\/21\/archives\/race-degeneration-seen-for-america-sterilization-of-our-18000000.html?searchResultPosition=3\" target=\"_blank\" rel=\"noopener\">1932<\/a>, according to the New York Times, Gosney&#8217;s group published a paper warning America of &#8220;race degeneration&#8221; unless it adopted &#8220;eugenic sterilization of the large numbers of the mentally defective.&#8221;<\/p>\n<p><strong>Iowa&#8217;s eugenics: Planned Parenthood desired &#8216;wider application&#8217; of coercive sterilization\u00a0<\/strong><\/p>\n<p>Iowa&#8217;s first sterilization law\u00a0<a href=\"https:\/\/eugenicsarchive.ca\/discover\/tree\/5321adc5132156674b000230\" target=\"_blank\" rel=\"noopener\">passed<\/a> in 1911.\u00a0According to researcher <a href=\"https:\/\/ir.uiowa.edu\/cgi\/viewcontent.cgi?referer=https:\/\/www.google.com\/&amp;httpsredir=1&amp;article=9900&amp;context=annals-of-iowa\" target=\"_blank\" rel=\"noopener\">Amy Vogel<\/a>,\u00a0&#8220;In 1929 the Iowa General Assembly created a Board of Eugenics to investigate persons who were a &#8216;menace to society,&#8217; so that such &#8216;degenerates&#8217; could be sterilized. Between then and 1977, when the legislature voted unanimously to abolish the board, it authorized the sterilization of more than two thousand individuals, three-fourths of them women.&#8221;<\/p>\n<p>&#8220;Although the Iowa law was intended to be voluntary, there were undoubtedly instances when patients felt they had little choice,&#8221; she wrote.\u00a0&#8220;&#8230; In Iowa, as in other states, many sterilizations were probably conducted without the knowledge or approval of the Board of Eugenics, but the extent to which physicians acted independently is unknown.&#8221;<\/p>\n<p>Planned Parenthood was a referral agency for Iowa&#8217;s sterilization board, according to a 1969 report published in the\u00a0DesMoines Register. Iowa State&#8217;s Eugenics Board Chairman Dr. S.M. Korson\u00a0admitted a percent of their referrals came from the welfare office or Planned Parenthood.<\/p>\n<p>When Korson\u00a0noted a decrease in sterilizations due to a &#8220;more humane and enlightened attitude,&#8221; <a href=\"https:\/\/youtu.be\/Nq5tS5i_KqQ\" target=\"_blank\" rel=\"noopener\">Rev. Robert L. Webber<\/a>\u00a0\u2014 the executive director of Planned Parenthood of Iowa\u00a0\u2014 attacked board members, saying they &#8220;should reinterpret the law and give it wider application than they do now or they should quit.&#8221;<\/p>\n<p><strong>Minnesota&#8217;s eugenics: Wishing Hitler success<\/strong><\/p>\n<p>In 1925, Minnesota passed legislation allowing the sterilization of \u201cfeeble-minded\u201d and &#8220;insane&#8221; residents of state institutions, according to the\u00a0<a href=\"https:\/\/libguides.mnhs.org\/eugenics\" target=\"_blank\" rel=\"noopener\">Minnesota History Center<\/a>.\u00a0Charles E. Dight, who was &#8220;largely responsible&#8221; for Minnesota\u2019s Sterilization Law, also <a href=\"https:\/\/libguides.mnhs.org\/eugenics\">reportedly<\/a> &#8220;fought unsuccessfully for expansion of the law to include sterilization of the &#8216;unfit&#8217; who lived outside of institutions.&#8221;<\/p>\n<p>In the 1930s, Dight\u00a0<a href=\"http:\/\/collections.mnhs.org\/MNHistoryMagazine\/articles\/49\/v49i03p099-108.pdf\" target=\"_blank\" rel=\"noopener\">joined<\/a>\u00a0the Minnesota Birth Control League, the\u00a0<a href=\"http:\/\/collections.mnhs.org\/MNHistoryMagazine\/articles\/54\/v54i08p359-370.pdf\" target=\"_blank\" rel=\"noopener\">forerunner<\/a>\u00a0of Planned Parenthood of Minnesota. In 1933, as\u00a0<a href=\"http:\/\/www.startribune.com\/oct-14-1914-dight-avenue-s-hitler-connection\/153894385\/\" target=\"_blank\" rel=\"noopener\">president<\/a>\u00a0of the Minnesota Eugenics Society, Dight\u00a0wrote a\u00a0<a href=\"http:\/\/www2.mnhs.org\/library\/findaids\/P1628\/pdfa\/P1628-00001.pdf\" target=\"_blank\" rel=\"noopener\">letter<\/a>\u00a0to Adolf Hitler wishing him success in \u201cstamping out mental inferiority among the German people,\u201d<em>\u00a0<\/em>noting the Nazi leader\u2019s efforts would \u201cadvance the eugenics movement in other nations as well as in Germany.\u201d<\/p>\n<p>According to <a href=\"http:\/\/collections.mnhs.org\/MNHistoryMagazine\/articles\/59\/v59i06p237-248.pdf\" target=\"_blank\" rel=\"noopener\">Minnesota Magazine<\/a>, the state&#8217;s eugenics program authorized the sterilization of 2,350 people.<\/p>\n<div id=\"attachment_125527\" style=\"width: 787px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-125527\" decoding=\"async\" loading=\"lazy\" class=\" wp-image-125527\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/09\/Charles-F-Dight-letter-to-Hitler.png\" alt=\"\" width=\"777\" height=\"457\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/09\/Charles-F-Dight-letter-to-Hitler.png 1028w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/09\/Charles-F-Dight-letter-to-Hitler-300x177.png 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/09\/Charles-F-Dight-letter-to-Hitler-768x452.png 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/09\/Charles-F-Dight-letter-to-Hitler-700x412.png 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/09\/Charles-F-Dight-letter-to-Hitler-500x294.png 500w\" sizes=\"(max-width: 777px) 100vw, 777px\" \/><p id=\"caption-attachment-125527\" class=\"wp-caption-text\">Charles F Dight letter to Hitler ( Image from document provided by the Minnesota Historical Society)<\/p><\/div>\n<p><strong>North Carolina&#8217;s eugenics: Black men, women, and &#8220;feeble-minded&#8221; targeted<\/strong><\/p>\n<p>The state of North Carolina sterilized about 7,600 people before it ended in 1974, according to the Winston-Salem Journal which exposed the program in an award-winning series, \u201c<a href=\"https:\/\/journalnow.com\/news\/local\/about-the-against-their-will-series\/html_e98547a2-90aa-11e2-90c1-001a4bcf6878.html\" target=\"_blank\" rel=\"noopener\">Against Their Will<\/a>.\u201d\u00a0 That\u00a0program targeted many Black men and women for\u00a0<a href=\"https:\/\/youtu.be\/FNnjqkV9QIs\" target=\"_blank\" rel=\"noopener\">forced sterilization<\/a>.\u00a0One of those women was\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/black-woman-sterilized-eugenic-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">Elaine Riddick<\/a>, who became pregnant after rape at age 13.<\/p>\n<p>Watch Riddick&#8217;s emotional story from the documentary film <a href=\"http:\/\/www.maafa21.com\" target=\"_blank\" rel=\"noopener\">Maafa21<\/a> below:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/FNnjqkV9QIs\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>A prominent\u00a0<a href=\"https:\/\/saynsumthn.wordpress.com\/2014\/04\/11\/blacks-sterilized-by-eugenics-program-funded-by-margaret-sanger-supporter\/\">supporter<\/a>\u00a0and staunch\u00a0<a href=\"https:\/\/www.pop.org\/betting-with-lives-clarence-gamble-and-the-pathfinder-international\/\" target=\"_blank\" rel=\"noopener\">advocate<\/a>\u00a0of that eugenics program was Proctor and Gamble heir\u00a0<a href=\"https:\/\/www.angelafranks.com\/margaret-sanger-and-planned-parenthood\/2016\/11\/14\/clarence-gamble-sangers-racist-friend\" target=\"_blank\" rel=\"noopener\">Clarence Gamble<\/a>, who\u00a0served as\u00a0<a href=\"https:\/\/saynsumthn.files.wordpress.com\/2012\/06\/gamble-sterilization-eu.jpg\">director<\/a>\u00a0of\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-founder-margaret-sanger-spoke-ku-klux-klan-supported-eugenics-organization-still-honor\/\" target=\"_blank\" rel=\"noopener\">Margaret Sanger\u2019s<\/a>\u00a0American Birth Control League <a href=\"https:\/\/lifedynamics.com\/app\/uploads\/2015\/09\/1937-10-October.pdf\" target=\"_blank\" rel=\"noopener\">board<\/a>\u00a0(<a href=\"https:\/\/www.nyu.edu\/projects\/sanger\/aboutms\/organization_ppfa.php\">as well as<\/a>\u00a0<a href=\"http:\/\/oasis.lib.harvard.edu\/oasis\/deliver\/~med00082\">Planned Parenthood\u2019s<\/a>).\u00a0It was to Gamble that Sanger\u00a0<a href=\"https:\/\/libex.smith.edu\/omeka\/files\/original\/d6358bc3053c93183295bf2df1c0c931.pdf\" target=\"_blank\" rel=\"noopener\">penned her famous letter about her &#8220;Negro Project&#8221;<\/a>\u00a0to\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/how-planned-parenthood-abortion-corporation\/\">recruit<\/a>\u00a0Black ministers and physicians to further her eugenic agenda in the\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-falsely-dismisses-abortion-black-genocide-claim\/\" target=\"_blank\" rel=\"noopener\">Black community<\/a>.<\/p>\n<p>&#8220;Gamble helped found the Human Betterment League of North Carolina in 1947 to promote eugenic sterilization,&#8221; A 2014 Slate <a href=\"https:\/\/slate.com\/news-and-politics\/2014\/06\/the-maximum-family-grant-and-family-caps-a-racist-law-that-punishes-the-poor.html\" target=\"_blank\" rel=\"noopener\">article<\/a>\u00a0noted that Kuralt\u00a0<a href=\"https:\/\/www.charlotteobserver.com\/news\/local\/article9068186.html\" target=\"_blank\" rel=\"noopener\">believed<\/a>\u00a0sterilization would save taxpayer funding by reducing poverty among the \u201clow mentality-low income families, which tend to produce the largest number of children.\u201d<\/p>\n<p>Live Action News <a href=\"https:\/\/archive.liveaction.org\/news\/eugenicist-coerced-sterilization-north-carolina-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">previously<\/a> documented that\u00a0Kuralt <a href=\"https:\/\/youtu.be\/AeLE6un0HAQ\">influenced the opening<\/a> of\u00a0Planned Parenthood\u2019s first Charlotte clinic.\u00a0In\u00a01983, Planned Parenthood of Greater Charlotte <a href=\"http:\/\/nl.newsbank.com\/nl-search\/we\/Archives?p_product=CO&amp;s_site=charlotte&amp;p_multi=CO&amp;p_theme=realcities&amp;p_action=search&amp;p_maxdocs=200&amp;p_topdoc=1&amp;p_text_direct-0=0EB6CCF7EA0C01C5&amp;p_field_direct-0=document_id&amp;p_perpage=10&amp;p_sort=YMD_date:D&amp;s_trackval=GooglePM\">awarded<\/a> Kuralt the\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-eugenicist-founder-name-awards\/\" target=\"_blank\" rel=\"noopener\">Margaret Sanger Award<\/a>.<\/p>\n<p>North Carolina later became the first state to <a href=\"https:\/\/ncadmin.nc.gov\/about-doa\/special-programs\/welcome-office-justice-sterilization-victims\" target=\"_blank\" rel=\"noopener\">offer<\/a> any kind of restitution to sterilization victims.<\/p>\n<p><strong>Virginia&#8217;s eugenics: Over 8,000 sterilized<\/strong><\/p>\n<p>On March 20, 1924, the Virginia General Assembly passed \u201cThe Racial Integrity Act\u201d overseen by eugenicist <a href=\"https:\/\/web.archive.org\/web\/20120807074422\/http:\/\/hamptonroads.com\/2004\/08\/blackandwhite-world-walter-ashby-plecker\" target=\"_blank\" rel=\"noopener\">Walter Ashby Plecker<\/a>.\u00a0The Assembly also passed\u00a0the state&#8217;s 1924 Sterilization Act, which became a model for other states, after the 1927 U.S. Supreme Court decision\u00a0<a href=\"http:\/\/www.law.cornell.edu\/supct\/html\/historics\/USSC_CR_0274_0200_ZO.html\" target=\"_blank\" rel=\"noopener\"><em>Buck v. Bell<\/em><\/a> upheld it. The act was based on\u00a0<a href=\"https:\/\/web.archive.org\/web\/20080226210813\/http:\/\/www.people.fas.harvard.edu\/~wellerst\/laughlin\/\" target=\"_blank\" rel=\"noopener\">Model Law<\/a>\u00a0written by American Eugenics Society founder <a href=\"https:\/\/library.truman.edu\/manuscripts\/laughlinbio.asp\" target=\"_blank\" rel=\"noopener\">Harry Laughlin<\/a>.<\/p>\n<p>In 1933, Laughlin&#8217;s ideas were <a href=\"https:\/\/lifedynamics.com\/app\/uploads\/2015\/09\/1933-04-April.pdf\" target=\"_blank\" rel=\"noopener\">published<\/a>\u00a0by Margaret Sanger\u2019s Birth Control Review, and in 1938 he\u00a0<a href=\"http:\/\/birthcontrolreview.net\/Birth%20Control%20Review\/1938-04%20April.pdf\" target=\"_blank\" rel=\"noopener\">became part of<\/a>\u00a0the <a href=\"https:\/\/lifedynamics.com\/app\/uploads\/2015\/04\/Harry-Laughlin-COmmittee-on-Planned-Parenthood.jpg\" target=\"_blank\" rel=\"noopener\">Citizen\u2019s Committee on Planned Parenthood<\/a>. Laughlin was an unabashed Nazi sympathizer who, in 1936, \u201creceived an\u00a0<a href=\"http:\/\/historyofeugenics.truman.edu\/exchanging-ideas\/international-discourse\/nazi-connection\/\" target=\"_blank\" rel=\"noopener\">honorary<\/a>\u00a0degree from the Nazi-controlled University of Heidelberg as &#8216;a pioneer in the science of race cleansing,&#8217;\u201d\u00a0according to researcher\u00a0<a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=313820.\" target=\"_blank\" rel=\"noopener\">Paul A. By the outbreak of the Second World War in 1939, an estimated 400,000 people had been sterilized.&#8221;<\/p>\n<div id=\"attachment_231066\" style=\"width: 299px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-231066\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-231066\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/09\/eugene_fischer.jpg\" alt=\"Image: Eugene Fischer (Image: DNA Learning Center) \" width=\"289\" height=\"305\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/09\/eugene_fischer.jpg 289w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2020\/09\/eugene_fischer-284x300.jpg 284w\" sizes=\"(max-width: 289px) 100vw, 289px\" \/><p id=\"caption-attachment-231066\" class=\"wp-caption-text\">Eugen Fischer (Image: DNA Learning Center)<\/p><\/div>\n<p>Another Sanger\u00a0<a href=\"https:\/\/www.nyu.edu\/projects\/sanger\/aboutms\/organization_abcl.php\" target=\"_blank\" rel=\"noopener\">cohort<\/a>,\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-founder-board-non-white\/\" target=\"_blank\" rel=\"noopener\">Lothrop Stoddard<\/a>, traveled to Germany to observe a Nazi eugenics court.<\/p>\n<p>Stoddard was a journalist and Exalted Cyclops of the Massachusetts\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/racist-laughingstock-debate-planned-parenthood-board\/\">chapter of the Ku Klux Klan.<\/a>\u00a0He served on Sanger\u2019s National Council, her ABCL\u00a0<a href=\"https:\/\/www.nyu.edu\/projects\/sanger\/aboutms\/organization_abcl.php\" target=\"_blank\" rel=\"noopener\">Board of Directors<\/a>, and the conference committee of the\u00a0<a href=\"https:\/\/books.google.com\/books?id=vS3lAAAAMAAJ&amp;pg=RA19-PA9&amp;lpg=RA19-PA9&amp;dq=American+Birth+Control+League,+Lothrop+T+SToddard&amp;source=bl&amp;ots=CBroSEVpxv&amp;sig=Z5Bw0I850lHuRu7HeHjCb7P7pMM&amp;hl=en&amp;sa=X&amp;ved=0ahUKEwivge2xt7fZAhVBb60KHSkCCqM4ChDoAQhjMA4#v=onepage&amp;q=American%20Birth%20Control%20League%2C%20Lothrop%20T%20SToddard&amp;f=false\" target=\"_blank\" rel=\"noopener\">First American Birth Control Conference<\/a>.<\/p>\n<p>Stoddard described this Nazi meeting in his book, &#8220;Into the Darkness: A Sympathetic Report from Hitler\u2019s Wartime Reich.&#8221;<\/p>\n<p>\u201cThe first case I saw looked like an excellent candidate for sterilization. A man in his mid-thirties, he was rather ape-like in appearance\u2013receding forehead, flat nose with flaring nostrils, thick lips, and heavy prognathous jaw. Not vicious-looking, but gross and rather dull,\u201d Stoddard wrote in part.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/UsMY2Ex0qzQ\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Sweden&#8217;s eugenics: Sterilization in the name of a &#8216;progressive, enlightened\u00a0welfare state&#8217;<\/strong><\/p>\n<p>&#8220;From 1934 to 1974, 62,000 Swedes were sterilized as part of a national program grounded in the science of racial biology and carried out by officials who believed they were helping to build a progressive, enlightened welfare state,&#8221; <a href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/1997\/08\/29\/sweden-sterilized-thousands-of-useless-citizens-for-decades\/3b9abaac-c2a6-4be9-9b77-a147f5dc841b\/\" target=\"_blank\" rel=\"noopener\">wrote<\/a> the Washington Post in 1997.<\/p>\n<p>&#8220;No one can document with certainty how many of these sterilizations were involuntary,\u00a0but those who have looked at the program believe that, at its peak, a sizable majority were forced&#8230; In some cases, couples judged to be inferior parents were sterilized, as were their children when they became teenagers,&#8221; they added.<\/p>\n<p>The program was strongly supported by Gunnar and Alva Myrdal, the paper noted.\u00a0Gunnar authored the 1500-page book, \u201cAn American Dilemma: the Negro Problem and Modern Democracy,\u201d\u00a0<a href=\"https:\/\/web.archive.org\/web\/20090605224742\/http:\/\/www.carnegie.org\/results\/07\/index.html\" target=\"_blank\" rel=\"noopener\">paid for<\/a>\u00a0by the\u00a0<a href=\"https:\/\/www.philanthropydaily.com\/how-the-carnegie-corporation-contributed-to-ncs-shameful-past\/\" target=\"_blank\" rel=\"noopener\">eugenics-founded<\/a>\u00a0Carnegie Corporation.
