A Connecticut pregnancy center and the City of Hartford are both declaring victory after settling<\/a> a lawsuit the pro-life center filed against the City over a discriminatory 2018 ordinance.<\/p>\n

City Ordinance No. 25-17 requires that because pregnancy centers do not offer abortion, they must display signage stating that they do not have licensed medical professionals on site to provide all services. Caring Families, a Willimantic-based pregnancy center that also runs a mobile pregnancy clinic in Hartford, sued the city in federal court, stating that the ordinance was discriminatory. The mobile pregnancy center does<\/em> have medical personnel on site.<\/p>\n

In contrast, there is no law<\/a> in Connecticut requiring abortions to be committed by licensed physicians.<\/p>\n

Alliance Defending Freedom (ADF) represented Caring Families in the lawsuit. “The ordinance exempts abortion clinics, community health clinics, and all other health care facilities within Hartford, except for pregnancy centers that do not offer abortion,” wrote<\/a> Denise Harle of ADF.\u00a0\u201cThe ordinance therefore unlawfully discriminates against organizations such as Caring Families that do not desire to perform, assist in, or refer for abortion services.\u201d<\/p>\n

In the settlement, the City of Hartford and Caring Families agreed that the Ordinance will remain in effect. The City also agrees that urine pregnancy tests and ultrasounds are the only medical services that Caring Families’ Mobile Care Unit provides to women, and also agrees that because Caring Families has licensed medical personnel on site at all times, the mobile unit cannot be considered a “pregnancy services center” that must follow the ordinance.<\/p>\n

Caring Families agreed to drop the lawsuit and will not pursue further legal action. Urine pregnancy tests like those offered by the mobile clinic are taken at home by women often, and no doctors need be on site to provide the tests. In addition, the trained medical professionals who routinely perform ultrasounds at any<\/em> facility – including abortion businesses – are not typically the doctors themselves.<\/p>\n

The Hartford ordinance was updated to reflect a U.S. Supreme Court ruling that\u00a0overturned<\/a> a similar California law. California went a step further, however, requiring pro-life centers to tell clients where they could access abortion for free or at low cost<\/a>. While the Hartford ordinance does not instruct pregnancy centers to refer women for abortions, it does discriminate by forcing only pro-life centers to post such signage.<\/p>\n

\u201cWhen women are making choices that affect their lives, their health, they deserve to have full information and they deserve to not be deceived about what services are provided,\u201d said Hartford Mayor Luke Bronin, according to\u00a0NBC Connecticut<\/a>.<\/p>\n

And yet, many women have testified that abortion businesses failed to provide them with\u00a0accurate information<\/a>\u00a0on fetal development. The abortion industry also consistently fights laws<\/a> that protect women’s health, encourages employees to\u00a0pressure<\/a>\u00a0women into abortion while failing to dispense information about other options, and works to author and enact laws that would allow non-physicians<\/strong><\/em><\/a> to commit abortions.<\/p>\n

Again, while there is no law<\/a> in Connecticut stating that an abortion must be committed by a licensed physician, the mayor of Hartford is forcing pregnancy centers \u2014 volunteer-staffed and equipped to provide women and families with free<\/em> baby gear, parenting classes, and more \u2014 to pay to print signage at all entry points stating that they are not medical facilities.<\/p>\n

While some pregnancy centers have transitioned from social service agencies to medically-staffed clinics, most centers exist to help disadvantaged women out of their current situations and into better lives without encouraging them to kill their children to succeed.<\/p>\n
