While much of the coverage has focused on the effects of this decision in light of the coronavirus pandemic, abortion proponents are expressing fear that it will undercut their efforts.<\/p>\n<p>The Guttmacher Institute, a pro-abortion research organization, <a href=\"https:\/\/www.guttmacher.org\/article\/2020\/07\/united-states-withdrawal-who-shortsighted-tantrum-lasting-consequences-sexual-and?utm_source=Guttmacher+Email+Alerts&amp;utm_campaign=cf22aa154b-WHO+Withdrawal&amp;utm_medium=email&amp;utm_term=0_9ac83dc920-cf22aa154b-244275881\" target=\"_blank\" rel=\"noopener noreferrer\">characterized<\/a> the withdrawal as a \u201ctantrum\u201d that \u201cwill undermine the progress made on sexual and reproductive health over the past several decades.\u201d The international abortion advocacy group Ipas also took to Twitter <a href=\"https:\/\/twitter.com\/IpasOrg\/status\/1280899960012226570\" target=\"_blank\" rel=\"noopener noreferrer\">denouncing<\/a> the move.<\/p>\n<p>President Donald Trump stated his intention to defund the WHO in April, followed by an announcement that the U.S. would formally withdraw from the global health agency. These decisions were triggered by the WHO\u2019s mishandling of the coronavirus pandemic from its outset, including repetition of the misleading talking points of the Chinese Communist government.<\/p>\n<p>Pro-life organizations were quick to point out that stepping back from the WHO would also be consistent with the administration\u2019s desire to defend unborn human life around the world, citing the many ways in which the WHO <a href=\"https:\/\/c-fam.org\/friday_fax\/the-who-abortion-agenda-another-reason-to-defund-it\/\">promotes<\/a> abortion internationally. Most recently, the WHO <a href=\"https:\/\/c-fam.org\/friday_fax\/who-urges-telemedicine-and-do-it-yourself-abortions-during-covid-pandemic\/\">updated<\/a> its guidance on essential medical services during the pandemic to explicitly include abortion and to advocate for expanded use of telemedicine abortions performed by pregnant women in their own homes.<\/p>\n<p>The process of leaving the WHO will not be complete until July 2021. With a presidential election in November, the possibility remains that if Trump is defeated, the withdrawal may be reversed. President Trump\u2019s Democrat challenger, Joe Biden, has <a href=\"https:\/\/www.politico.com\/newsletters\/politico-pulse\/2020\/07\/08\/biden-vows-to-reverse-trumps-exit-from-who-789030\" target=\"_blank\" rel=\"noopener noreferrer\">pledged<\/a> to rejoin the WHO if elected.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/world-health-organization-telemedicine-diy-abortions-countries\/\">New World Health Organization guidance urges all countries to institute telemedicine and DIY abortions during COVID-19<\/a><\/em><\/strong><\/p>\n<p>In the meantime, while President Trump had threatened to cut funding to the WHO, it is Congress that will ultimately determine whether the U.S. remains the largest donor to the organization. On Sunday, the Democrat-controlled House of Representatives <a href=\"https:\/\/thehill.com\/policy\/healthcare\/public-global-health\/505985-house-spending-bill-counters-trump-threat-to-cut-who\" target=\"_blank\" rel=\"noopener noreferrer\">released<\/a> its annual spending bill, which includes continued funding for WHO. It also includes language that would reverse the Trump administration\u2019s policy banning funding for abortion groups overseas.<\/p>\n<p>The Republican-controlled Senate has yet to release its own appropriations bill, and is unlikely to accept the pro-abortion language in the House version.<\/p>\n<p>Critics of the Trump administration argue that leaving the WHO is irresponsible during a global health crisis, although the President has given assurance that the funds would be redirected to other global health channels. Those channels could <a href=\"https:\/\/www.newsweek.com\/walking-walk-who-withdrawal-opinion-1516277\" target=\"_blank\" rel=\"noopener noreferrer\">include<\/a> bilateral aid and contributions to nongovernmental actors that do not promote abortion<\/p>\n<p>It has been reported that the United States will remain part of the Pan-American Health Organization (PAHO), which is the Western hemisphere subset of WHO. However, as reporters from <em>Health Policy Watch<\/em> have <a href=\"https:\/\/healthpolicy-watch.news\/us-gives-formal-notice-on-withdrawl-from-who-as-of-7-july-2021\/\" target=\"_blank\" rel=\"noopener noreferrer\">speculated<\/a>, this could involve \u201cdemands that the fiercely independent PAHO administration treads more in line with U.S. policies [including] controversial U.S. positions on access to sexual and reproductive health services.\u201d<\/p>\n<p>Meanwhile, the UN Secretary-General Ant\u00f3nio Guterres is <a href=\"https:\/\/www.devex.com\/news\/un-chief-reviewing-whether-us-has-met-conditions-for-who-withdrawal-97659\" target=\"_blank\" rel=\"noopener noreferrer\">reviewing<\/a> the U.S. notice of withdrawal from the WHO to determine if the necessary conditions have been met, including having paid the assessed contributions due thus far.<\/p>\n<p><em>Editor&#8217;s Note: Rebecca Oas, Ph.D.<\/em><i>\u00a0writes for C-Fam.
