Planned Parenthood is already taking advantage of Spokane’s new noise ordinance. Just passed in March, the ordinance seemed directed solely at pro-lifers<\/a>, and more specifically, at one group which meets regularly<\/a> outside of Planned Parenthood.<\/p>\n

The Church at Planned Parenthood<\/a> consists of pro-lifers who meet each week to pray and hold religious services outside the facility. Staffers at the abortion<\/a> business have complained that the songs and prayers can be heard inside the building, and Pastor Ken Peters said the ordinance feels directed squarely at them. \u201cWe really feel like they just don\u2019t like us there, not that we\u2019re disrupting. So we feel unfairly treated,\u201d he told KREM-TV<\/a> in March.<\/p>\n

While the Spokane City Council denies it was directed at pro-lifers specifically, Planned Parenthood seems thrilled, recently including the ordinance as part of its lawsuit against the Church at Planned Parenthood.<\/p>\n

\u201cThese are not protesters,” Karl Eastlund, CEO of Planned Parenthood of Greater Washington and North Idaho, said in a statement. “They are bullies who are trying to take away care from young women, men, the LGBTQ community and Black, Indigenous, people of color in Spokane.” Spokane City Councilwoman Lori Kinnear introduced the ordinance, which strengthens a state law. Previously, it was illegal to \u201cwillfully or recklessly interfere with access to or from a health care facility,” and Kinnear’s ordinance strengthened it to \u201cmaking noise that unreasonably disturbs the peace within the facility.\u201d She is also now complaining that her ordinance is not being upheld by authorities.<\/p>\n

“[W]here\u2019s the disconnect? I don\u2019t think the disconnect is with the ordinance itself,” Kinnear told the Spokesman-Review<\/a>. “I think the disconnect is with the actual enforcement. Either code (enforcement officials) or police just don\u2019t understand how to enforce it. We were so thorough with that ordinance. I don\u2019t know what else could have been done differently.\u201d<\/p>\n

Yet according to police, there has been no violation of the noise ordinance, despite what Planned Parenthood and Kinnear claim. \u201cWe\u2019re there, we\u2019re monitoring the situation, we\u2019re listening to noise levels, we\u2019re taking complaints, and code enforcement officers are using the decibel meters,\u201d police department spokesperson Julie Humphreys said. \u201cWe\u2019re actively enforcing what we\u2019re asked to.\u201d Humphreys also explained that there must be a complaint made for police to enforce the ordinance, and have even had officers on location actively monitoring for noise violations. Yet there have been no complaints made.<\/p>\n

Peters said that they’ll adjust to comply with the noise ordinance if need be, but they won’t go away. \u201cThey can try to keep us quiet with the sound ordinance, but they can\u2019t stop us,” he told the Spokesman-Review. “So if we got to sing quiet, we\u2019ll sing quiet. But we\u2019re not going to stop singing. We\u2019re not going to stop praising. We\u2019re not going to stop.”<\/p>\n
