It also encouraged the expansion of remote or telemedicine distribution of abortion drugs and attention to drug inventory to \u201cmeet the anticipated increase in need\u201d for abortions during the crisis.<\/p>\n<p>This interim guidance, <a href=\"https:\/\/www.who.int\/news-room\/detail\/01-06-2020-maintaining-essential-health-services-new-operational-guidance-for-the-covid-19-context\" target=\"_blank\" rel=\"noopener noreferrer\">released<\/a> June 1, updates and expands on the prior version from March 25. While the earlier document labeled \u201cservices related to reproductive health, including care during pregnancy and childbirth\u201d as a \u201chigh priority\u201d category, it did not explicitly mention abortion.<\/p>\n<p>The new guidance, which is more than four times longer, places maternal and newborn health in a completely separate section from the one on \u201csexual and reproductive health services,\u201d which includes abortion, contraception, and hormonal therapy for \u201cgender-affirming care.\u201d<\/p>\n<p>While the WHO guidance includes the caveat that abortions should be made available \u201cto the full extent of the law,\u201d it also urges countries to \u201cconsider reducing barriers that could delay care.\u201d This would appear to conflict with U.S. law that forbids grant recipients to lobby in favor of abortion.<\/p>\n<p>The guidance also encourages a shift from surgical procedures to \u201cnoninvasive medical methods\u201d using telemedicine and \u201cself-management approaches\u201d where possible, reducing facility visits.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/lRDnVSMr5j0\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>Some countries, including England and France, have already <a href=\"https:\/\/c-fam.org\/friday_fax\/governments-allow-do-it-yourself-abortions-during-covid-19-crisis\/\">followed<\/a> this advice, while other European countries and several U.S. states have classified abortion among other nonessential medical procedures that were put on hiatus during the height of the COVID-19 outbreak.<\/p>\n<p>The WHO also offers recommendations regarding the \u201ctransition toward restoration of activities\u201d as national lockdowns ease. They urge countries to \u201cregularly assess inventory data\u201d relating to abortion supplies to avoid stockouts when normal services resume and \u201cconsider expanding telemedicine mechanisms for medication delivery in contexts where it is proven effective.\u201d<\/p>\n<p>Abortion advocates are expressing hope that temporary measures, like those enacted in France and England, will be continued in the post-COVID world, and serve as an example to other countries. Leah Hoctor, the European director of the Center for Reproductive Rights, <a href=\"https:\/\/www.nytimes.com\/2020\/06\/14\/world\/europe\/coronavirus-abortion-obstacles.html\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a> the New York Times that she welcomed the opportunity to normalize self-administered abortions at home: \u201cThe fact that these laws and policies were changed quickly in order to respond to the pandemic demonstrates that it is possible to modernize European countries\u2019 abortion laws.\u201d<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/abortion-pill-dangerous-safety-requirement\/\">The abortion pill: So dangerous it needs a rare safety requirement<\/a><\/em><\/strong><\/p>\n<p>Yet other countries are continuing to hold the line. Malta, one of the few European nations with strong pro-life protections in law, was <a href=\"https:\/\/www.maltatoday.com.mt\/news\/national\/101340\/coronavirus_who_regional_director_praises_maltas_public_health_measures#.Xq3eRGhKhnJ\" target=\"_blank\" rel=\"noopener noreferrer\">praised<\/a> by the WHO regional director for its public health response to COVID-19, and called \u201ca country to follow.\u201d<\/p>\n<p>Abortion advocates in Malta <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/26410397.2020.1780679\" target=\"_blank\" rel=\"noopener noreferrer\">complained<\/a> that despite this commendation, the country \u201cfails to follow WHO guidelines on SRHR [sexual and reproductive health and rights],\u201d specifically, abortion.\u00a0 Despite pressure from international organizations, including the European Parliament, and a civil society campaign led by the Center for Reproductive Rights, the Maltese government has not used the pandemic to justify changes to its laws on abortion.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/1YuYvyIGWlM\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>Nevertheless, the high profile of the WHO further emboldens those seeking to create an international right to abortion. The International Federation of Gynecology and Obstetrics summarized its <a href=\"https:\/\/twitter.com\/FIGOHQ\/status\/1272111572920471558\" target=\"_blank\" rel=\"noopener noreferrer\">response<\/a> to the new WHO guidance in several repeated Tweets: \u201c#SRHR services including #abortion are ESSENTIAL.\u201d<\/p>\n<p>Editor&#8217;s Note:\u00a0<i>Rebecca Oas, Ph.
