{"id":225616,"date":"2020-06-15T12:50:38","date_gmt":"2020-06-15T17:50:38","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=225616"},"modified":"2023-11-14T20:40:09","modified_gmt":"2023-11-15T02:40:09","slug":"uk-mp-bill-protect-cleft-lip-palate","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/uk-mp-bill-protect-cleft-lip-palate\/","title":{"rendered":"UK MPs introduce bill to protect babies with cleft lip and palate from abortion"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/righttolife.org.uk\/news\/abortions-where-baby-has-cleft-lip-and-cleft-palate-continue-2019-abortion-statistics-reveal\/\">Right to Life UK<\/a>)\u00a0Seventeen abortions were performed on babies with a cleft lip or palate in 2019, with three of those taking place between 24 weeks and birth, <a href=\"https:\/\/www.gov.uk\/government\/statistics\/abortion-statistics-for-england-and-wales-2019\" target=\"_blank\" rel=\"noreferrer noopener\">figures<\/a> released by the Department for Health &amp; Social Care (DoHSC)\u00a0 revealed yesterday.<\/p>\n<p>It is hoped pregnancy terminations for cleft lip or palate will become a thing of the past as a cross-party group of MPs have <a href=\"https:\/\/righttolife.org.uk\/news\/cross-party-group-of-mps-bring-forward-bill-to-clarify-cleft-lip-cleft-palate-and-club-foot-not-grounds-for-abortion\/\" target=\"_blank\" rel=\"noreferrer noopener\">launched a Bill<\/a> seeking to protect babies with these correctable conditions from abortion.<\/p>\n<p>The Abortion (Cleft lip, cleft palate and club foot protection) Bill, which <a href=\"https:\/\/righttolife.org.uk\/news\/abortion-cleft-lip-cleft-palate-and-club-foot-bill-receives-first-reading\/\" target=\"_blank\" rel=\"noreferrer noopener\">received its First Reading<\/a> in the House of Commons on 3 June 2020, seeks to clarify in law that cleft palate, cleft lip, cleft palate and lip, and club foot are not grounds for abortion in the UK.<\/p>\n<p>The issue of abortion for such minor and correctable conditions is of personal significance to Fiona Bruce MP, who is leading the group of MPs bringing forward the Bill, as her son was born with club foot.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/abortions-cleft-lip-palate-skyrocket-england-wales\/\">Abortions for correctable cleft lip and palate skyrocket in England and Wales<\/a><\/em><\/strong><\/p>\n<p>Speaking to The Sun about her son, Fiona <a href=\"http:\/\/thesun.co.uk\/news\/11696388\/laws-pregnant-women-abortions-minor-disabilities\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>:<\/p>\n<p style=\"padding-left: 30px;\"><em>\u201cBeing born with this condition has not held my son back, rather the opposite. It has given him a depth of understanding about the value of every human life.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>\u201cNow in his mid-20s, he lives life to the full and no one would ever know, apart from the most experienced clinician in this field. It is hard to think that such a treatable disability could have deprived my son of life.\u201d<\/em><\/p>\n<p>She added:<\/p>\n<p style=\"padding-left: 30px;\"><em>\u201cThis is a sensible law change that I am inviting all MPs, regardless of where they stand on the wider issue of abortion, to get behind and support.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>\u201cIt has now been 30 years since Parliament properly reviewed our law on abortion for disability.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>\u201cEvery child with one of these conditions deserves the same chance of life as my son. I also want to ensure that no parent has to go through any pressure to abort their baby for what is clearly a correctable condition.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>\u201cIt\u2019s time our legislation caught up to reflect society\u2019s positive changes in attitudes towards those born with disabilities and medical advances in the intervening years.\u201d<\/em><\/p>\n<p>An <a href=\"https:\/\/edm.parliament.uk\/early-day-motion\/57041\/uk-law-on-disabilityselective-abortion\" target=\"_blank\" rel=\"noreferrer noopener\">early day motion<\/a> supporting Fiona\u2019s Bill, launched by Carla Lockhart MP, has now been signed by 30 MPs from the UK Parliament\u2019s five largest parties.<\/p>\n<p>Currently, abortion is allowed up to birth for babies with disabilities. This has been interpreted to include cleft lip, cleft palate and club foot, meaning abortion is legal up to birth based solely on a primary diagnosis of one of these conditions.<\/p>\n<p>All of these conditions can be corrected. The main treatment to correct a cleft lip is an operation, which is <a href=\"https:\/\/www.nhs.uk\/conditions\/cleft-lip-and-palate\/\" target=\"_blank\" rel=\"noreferrer noopener\">usually done<\/a> when a baby is 3 to 6 months, whereas an operation to repair a cleft palate is usually done at 6 to 12 months. Treatment for clubfoot is minimally invasive and is usually achieved using the <a href=\"https:\/\/www.nhs.uk\/conditions\/club-foot\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ponseti method<\/a>.<\/p>\n<p>According to DoHSC statistics, 75 babies with either a cleft lip or cleft palate as their principal condition were aborted between 2011 and 2018.<\/p>\n<p>Sadly, the figures for cleft lip and palate are likely to be much higher, for example a <a href=\"https:\/\/www.telegraph.co.uk\/news\/health\/news\/9845780\/Cleft-lip-abortions-10-times-as-common-as-reported.html\" target=\"_blank\" rel=\"noreferrer noopener\">2013 review by Eurocat showed<\/a> 157 babies were aborted with cleft lip and palate in England and Wales between 2006 and 2010. However, the DoHSC has only recorded 14 such abortions.<\/p>\n<p>While there is <a href=\"https:\/\/www.bbc.co.uk\/news\/health-14015096\" target=\"_blank\" rel=\"noreferrer noopener\">evidence<\/a> the DoHSC collects abortion figures where club foot is listed as the principle condition, it does not make these identifiable in its publication of England &amp; Wales\u2019 annual abortion statistics. Seemingly identifying that such abortions continue to take take place, Health Minister Helen Whately has <a href=\"https:\/\/www.parliament.uk\/business\/publications\/written-questions-answers-statements\/written-question\/Commons\/2020-02-25\/20448\/\">said<\/a> the figures \u201ccould only be obtained at disproportionate cost\u201d.<\/p>\n<p>While the DoHSC are reluctant to release data on club foot, <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-2272783\/Dozens-abortions-carried-foetuses-minor-imperfections-cleft-lip-club-foot.html\" target=\"_blank\" rel=\"noreferrer noopener\">data reported by Eurocat showed<\/a> that 205 babies with club foot were aborted in England and Wales between 2006 and 2010.<\/p>\n<p>There is no shortage of <a href=\"https:\/\/righttolife.org.uk\/news\/cleft-lip-cleft-palate-and-club-foot-did-not-hold-these-individuals-back\/\" target=\"_blank\" rel=\"noreferrer noopener\">testimonials<\/a> from individuals who have been diagnosed with cleft lip, cleft palate or club foot and were not held back, including Steven Gerrard, Peyton Manning, Kristi Yamaguchi and Tom Burke.<\/p>\n<p><a href=\"https:\/\/www.standard.co.uk\/news\/politics\/tory-peer-says-lords-dont-want-disabled-babies-to-live-after-abortion-bill-thrown-out-a3488066.html\" target=\"_blank\" rel=\"noreferrer noopener\">Polling from SavantaComRes<\/a> shows that only one in three people think it is acceptable to ban abortion for gender or race but allow it for disability. The support for allowing disability-selective abortion for conditions such as club foot, cleft lip and cleft palate is likely even lower.<\/p>\n<p>Stories of women who have been offered abortion following the diagnosis of a cleft lip, cleft palate or club foot on their child have proliferated the media in recent weeks.<\/p>\n<p>Sophie Caldecott was repeatedly offered abortions throughout her pregnancy after her 20-week scan showed her daughter had clubfoot.<\/p>\n<p>Sharing her story with the Guardian, Sophie <a href=\"https:\/\/www.theguardian.com\/world\/2020\/may\/28\/mps-bring-bill-to-ban-late-abortions-for-cleft-lip-cleft-palate-and-club-foot\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>:<\/p>\n<p style=\"padding-left: 30px;\"><em>My daughter is now six and you can\u2019t tell that there was anything wrong with her feet or ankles now, thanks to very minor surgery in her first few months and physiotherapy. But when the sonographer discovered the problem, she told my husband and me that we could have our money back for the scans, and implied it was likely we\u2019d want an abortion.<\/em><\/p>\n<p>Sophie was then offered another abortion at her next scan, five weeks later.\u00a0She commented:<\/p>\n<p style=\"padding-left: 30px;\"><em>On the one hand, medical professionals were reassuring me that this was a minor birth defect that could be easily corrected, yet on the other, I was being offered an abortion after the usual 24-week cut-off point as though my child had a severe and life-altering disability.<\/em><\/p>\n<p>Lauren Bolt, whose two-year-old daughter was born with a cleft lip and palate, <a href=\"https:\/\/www.thetimes.co.uk\/article\/mps-seek-to-ban-late-abortions-for-cleft-lip-and-palate-vds8s989d\" target=\"_blank\" rel=\"noreferrer noopener\">told The Times<\/a> it was \u201ctime legislation caught up to reflect society\u2019s positive change in attitudes towards those born with disabilities, and medical advances\u201d.<\/p>\n<p>David Smyth, a lawyer and charity boss who was born with a cleft lip, <a href=\"https:\/\/www.belfasttelegraph.co.uk\/life\/features\/ni-man-david-smyth-born-with-a-cleft-lip-and-palate-urges-support-for-campaign-to-close-abortion-law-loophole-39245262.html\" target=\"_blank\" rel=\"noreferrer noopener\">told the Belfast Telegraph<\/a>,\u00a0<em>\u201c<\/em>It\u2019s shocking babies can be aborted up to birth [for a cleft lip] \u2013 the law must change.\u201d<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/celebrities-cleft-lip-palate-club-foot\/\">Six celebrities prove babies with cleft lip, cleft palate and club foot should not be aborted<\/a><\/em><\/strong><\/p>\n<p>A spokesperson for Right to Life UK, Catherine Robinson said:<\/p>\n<p style=\"padding-left: 30px;\"><em>The abortion statistics released yesterday show that abortions are continuing to happen for correctable conditions such as cleft lip and palate. This shows the urgent need for a law change to clarify that cleft palate, cleft lip, cleft palate and lip, and club foot are not grounds for abortion in the UK.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>People are shocked and horrified when they discover that abortion is permitted up to birth after the diagnosis of cleft lip, cleft palate, and clubfoot as the primary condition, believing it goes against the very fabric of what our country stands for today.\u00a0\u00a0<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>As a society, we should be empowering those with disabilities, and take great pride in the positive contribution they make to our country.
