{"id":224640,"date":"2020-06-02T15:05:01","date_gmt":"2020-06-02T20:05:01","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=224640"},"modified":"2020-06-02T15:04:32","modified_gmt":"2020-06-02T20:04:32","slug":"missouri-abortion-pro-life-state","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/missouri-abortion-pro-life-state\/","title":{"rendered":"Despite recent setback, Missouri remains a strong pro-life state"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/www.nationalreview.com\/corner\/a-pro-life-setback-in-missouri\/\">National Review<\/a>) Last Friday, the pro-life movement received some <a href=\"https:\/\/archive.liveaction.org\/news\/missouri-planned-parenthood-open-dozens-injuries\/\">disappointing news<\/a> out of Missouri, when the state\u2019s Administrative Hearing Commission\u00a0<a href=\"https:\/\/www.operationrescue.org\/wp-content\/uploads\/2020\/05\/Decision-RHSPP-v-MO-Dept-of-Health-5-29-2020.pdf\">determined<\/a>\u00a0that the state must renew the license of the Planned Parenthood facility in St. Louis. In May 2019, citing multiple health and safety violations, the Missouri Department of Health and Senior Services refused to renew the facility\u2019s license.<\/p>\n<p>Local pro-life activists have\u00a0<a href=\"https:\/\/studentsforlife.org\/2019\/03\/08\/why-havent-they-investigated-these-80-planned-parenthood-bound-ambulances\/\">documented<\/a>\u00a0that at least 80 ambulances have been called to the St. Louis Planned Parenthood since 2009. But after the state declined to renew its license, Planned Parenthood pursued legal action and received an injunction against the policy, allowing the facility to remain open while the matter was reviewed. A hearing took place last October, and Friday\u2019s decision allows the Planned Parenthood location to remain open and continue performing abortions.<\/p>\n<p>The decision can be appealed, but it is unclear whether the Missouri Department of Health and Senior Services plans to pursue that avenue.<\/p>\n<div id=\"attachment_205634\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-205634\" decoding=\"async\" loading=\"lazy\" class=\"size-large wp-image-205634\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/06\/planned-parenthood-st.-louis-missouri-700x405.jpg\" alt=\"abortion clinic Missouri\" width=\"700\" height=\"405\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/06\/planned-parenthood-st.-louis-missouri-700x405.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/06\/planned-parenthood-st.-louis-missouri-300x174.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/06\/planned-parenthood-st.-louis-missouri-768x444.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/06\/planned-parenthood-st.-louis-missouri-500x289.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/06\/planned-parenthood-st.-louis-missouri.jpg 833w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><p id=\"caption-attachment-205634\" class=\"wp-caption-text\">Screenshot: CBSN<\/p><\/div>\n<p>In making its decision, the Administrative Hearing Commission considered four separate instances of misconduct on the part of Planned Parenthood. On three occasions, women returned to the facility after having obtained a failed abortion there. On another occasion, a woman was transported from the Planned Parenthood to an emergency room after experiencing substantial blood loss following a second-trimester abortion.<\/p>\n<p>In his 96-page decision, administrative hearing commissioner Sreenivasa Rao Dandamudi identified two violations. The first was Planned Parenthood\u2019s failure to file a complication report after one failed abortion. The second involved a Planned Parenthood staffer who failed to realize that one woman seeking an abortion was pregnant with twins. Dandamudi indicated that this staffer exhibited \u201ccarelessness\u201d in reviewing the ultrasound. He stated that Planned Parenthood\u2019s failure to properly document having addressed this error with the staffer constituted another violation.<\/p>\n<p>However, since this Planned Parenthood facility has performed more than 4,000 abortions since 2018, Dandamudi ruled that it was substantially compliant with the rules and is therefore \u201centitled to renewal of its abortion facility license.\u201d<\/p>\n<p>Multiple aspects of Dandamudi\u2019s decision should concern pro-lifers. The state\u2019s expert witness included Dr. Randall Williams, director of the Missouri Department of Health and Senior Services, and Dr. Donna Harrison, executive director of the American Association of Pro-life Obstetricians and Gynecologists (AAPLOG). Dandamudi acknowledged that both Williams and Harrison had provided \u201cimportant testimony regarding gynecological care,\u201d but he discounted their testimony because, unlike Planned Parenthood\u2019s expert witnesses, they did not have extensive experience performing abortions.<\/p>\n<p>This unfairly put the pro-life argument at a disadvantage. Few pro-life medical professionals have extensive experience performing abortions, and physicians who perform abortions have a vested interest in seeing abortion facilities remain open. Additionally, Dandamudi seemed unconcerned that five Planned Parenthood physicians refused to be interviewed during the state\u2019s investigation.<\/p>\n<p><strong>READ:\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/missouri-planned-parenthood-open-dozens-injuries\/\"><em>Judge allows Missouri Planned Parenthood to stay open, despite dozens of injuries to women<\/em><\/a><\/strong><\/p>\n<p>Though this decision is certainly disappointing, Missouri pro-lifers should not despair. In fact, the state should serve as a model for pro-lifers in other states to follow. Pro-life activists Sam Lee and John Ryan pioneered street-level pro-life activism in front of Missouri abortion clinics in the 1970s. Groups such as the\u00a0<a href=\"https:\/\/www.coalitionforlifestl.com\/\">Coalition for Life<\/a>\u00a0and\u00a0<a href=\"https:\/\/stl-defenders.com\/\">Defenders of the Unborn<\/a>\u00a0do admirable work maintaining a consistent prayerful presence outside the St. Louis Planned Parenthood. The Archdiocese of St. Louis was the first U.S. diocese to launch a full-time\u00a0<a href=\"http:\/\/www.archstl.org\/respectlife\" target=\"_blank\" rel=\"noopener noreferrer\">Respect Life Apostolate<\/a>, and its 44th annual convention is scheduled to take place in October.<\/p>\n<p>Meanwhile, pro-life candidates tend to fare well in both statewide and local elections, and Missouri is among the most active states in terms of enacting legal protections for the preborn. It should come as no surprise that there is only one abortion clinic remaining in the state and that Missouri\u2019s abortion rate is less than one-third of the national average.
