{"id":221087,"date":"2020-03-31T12:46:03","date_gmt":"2020-03-31T17:46:03","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=221087"},"modified":"2023-11-14T20:43:07","modified_gmt":"2023-11-15T02:43:07","slug":"uk-abortion-changes-policy-fetal-pain","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/uk-abortion-changes-policy-fetal-pain\/","title":{"rendered":"UK report calls for changes in abortion policy based on new understanding of fetal pain"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/righttolife.org.uk\/news\/mp-appg-inquiry-pain\/\">Right to Life UK<\/a>) &#8211; A group of MPs led by pro-life MP for Congleton and lawyer Fiona Bruce, have released a report which calls for new guidance related to abortion provision given new developments around the understanding of when unborn babies could begin feeling pain.<\/p>\n<p>The report has been released following an Inquiry that was undertaken by the All Party Parliamentary Pro-Life Group into foetal sentience and pain. Along with undertaking an analysis of the current evidence around fetal pain and development, the Inquiry heard evidence from a number of prominent experts in the field.<\/p>\n<p>The report has recommended that mothers facing invasive procedures, including abortions, which affect an unborn child during pregnancy are provided with updated information on the development of the unborn child.<\/p>\n<p>The report also makes a number of recommendations regarding changes to current guidance from the Royal College of Obstetricians and Gynaecologist (RCOG). This includes:<\/p>\n<ul>\n<li>That the RCOG update its guidance to outline that pregnant woman undergoing an abortion\/foeticide, or other procedures, should be made aware that, from the second trimester (13 weeks), there is a risk the baby feels pain.<\/li>\n<li>Similarly, that the RCOG update its guidance to outline that pregnant woman undergoing an abortion\/foeticide, or other diagnostic and therapeutic procedures from the second trimester (13 weeks) be offered the option of analgesia for the unborn child<\/li>\n<li>Given a greater level of medical consensus at later gestations, the RCOG should update its guidelines to require the use of analgesia\u00a0for all abortions from 18 weeks gestation.<\/li>\n<\/ul>\n<p>Currently, the Royal College of Obstetricians and Gynaecologists author all clinical guidelines for UK abortion providers. They rely on a\u00a0<a href=\"https:\/\/www.rcog.org.uk\/globalassets\/documents\/guidelines\/rcogfetalawarenesswpr0610.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2010 review<\/a>\u00a0they undertook into fetal awareness when providing guidance to abortion providers on whether unborn children in an abortion can feel pain.<\/p>\n<p>They claim that the unborn baby is in an unconscious state and does not reach consciousness until birth. They have been criticised for this conclusion being\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/abortion-regulator-rcog-looks-into-foetal-pain-but-who-looks-into-them\/\" target=\"_blank\" rel=\"noreferrer noopener\">based on the evidence<\/a>\u00a0from only one paper from 1986, an experiment on sheep foetuses exposed to low oxygen levels.<\/p>\n<p>But two medical researchers, including a \u2018pro-choice\u2019 British pain expert who used to think there was no chance unborn babies could feel pain before 24-weeks, say recent studies strongly suggest the assumption is incorrect.<\/p>\n<p><strong>READ:\u00a0<\/strong><em><strong><a href=\"https:\/\/archive.liveaction.org\/news\/pro-abortion-researcher-preborn-pain-earlier\/\">Pro-abortion researcher admits: Preborn babies feel pain far earlier than we thought<\/a><\/strong><\/em><\/p>\n<p>In an\u00a0<a href=\"https:\/\/jme.bmj.com\/content\/46\/1\/3\" target=\"_blank\" rel=\"noreferrer noopener\">article<\/a>, published in the influential Journal of Medical Ethics, the researchers say there is now\u00a0<em>\u201cgood evidence\u201d<\/em>\u00a0that the brain and nervous system, which start developing at 12 weeks\u2019 gestation, are sufficient enough for the baby to feel pain.<\/p>\n<p>They argue that women considering an abortion at this stage of pregnancy should be told about the pain their unborn baby could experience while being terminated.<\/p>\n<p>Noting the increased concerns of women over the pain unborn babies may experience, they say medical staff should ask if the woman wants the baby to be given pain relief.<\/p>\n<p>To carry on regardless of new evidence\u00a0<em>\u201cflirts with moral recklessness,\u201d<\/em>\u00a0they add.<\/p>\n<p>Currently, the use of pain relief during an abortion in the UK is not required by law or suggested in official guidelines. This in itself is contradicted by the\u00a0<a href=\"https:\/\/www.parliament.uk\/business\/publications\/written-questions-answers-statements\/written-question\/Commons\/2019-01-30\/214478\/\" target=\"_blank\" rel=\"noreferrer noopener\">standard NHS practice of giving painkillers<\/a>\u00a0to unborn babies receiving surgery in the womb for\u00a0<a href=\"https:\/\/www.nhs.uk\/conditions\/spina-bifida\/\" target=\"_blank\" rel=\"noreferrer noopener\">spina bifida<\/a>.<\/p>\n<p>The lead author of the article is British professor Stuart Derbyshire, who has acted as a consultant to the US\u2019 largest abortion provider \u2013 Planned Parenthood \u2013 and the Pro-Choice Forum in the UK.<\/p>\n<p>In 2006, he\u00a0<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC1440624\/\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>\u00a0in the British Medical Journal that not talking to women seeking abortions about pain experienced by unborn babies was\u00a0<em>\u201csound policy based on good evidence that foetuses cannot experience pain\u201d<\/em>.<\/p>\n<p>However, due to recent studies, he says\u00a0<em>\u201cit is now clear that the consensus is no longer tenable.\u201d<\/em><\/p>\n<p>Professor Derbyshire and Dr Bockmann advise:\u00a0<em>\u201cGiven the evidence that the foetus might be able to experience something like pain during later abortions, it seems reasonable that the clinical team and the pregnant woman are encouraged to consider foetal analgesia [pain relief].\u201d<\/em><\/p>\n<p>The two medics add that their own\u00a0<em>\u201cstark differences\u201d<\/em>\u00a0on the morality of abortion\u00a0<em>\u201cshould not interfere with discussion of whether foetal pain is possible\u201d<\/em>.<\/p>\n<p>Pro-life groups and leading politicians have called for a parliamentary review on abortion time limits, noting that the last debate had on this issue was in 2008 before any new evidence had come to light.<\/p>\n<p>Calls for a review of time limits were quickly rejected by the UK\u2019s largest abortion provider, the British Pregnancy Advisory Service, who boldly\u00a0<a href=\"https:\/\/www.dailymail.co.uk\/news\/article-7903507\/Unborn-babies-feel-pain-24-week-abortion-limit-scientists-say.html\" target=\"_blank\" rel=\"noreferrer noopener\">told the Mail on Sunday<\/a>:\u00a0<em>\u201cThere is nothing in this paper which would lead to a change in practice.\u201d<\/em><\/p>\n<p>The Royal College of Obstetricians and Gynaecologists declined to comment.<\/p>\n<p>This is in contrast to the French College of Obstetricians and Gynaecologists\u00a0<a href=\"http:\/\/www.cngof.asso.fr\/d_livres\/2008_GO_041_houfflin.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">guidelines<\/a>\u00a0which state:<\/p>\n<p>[English translation]:\u00a0<em>\u201cFetal analgesia is justified by pain stimulation in case of an intracardiac puncture, but also because the injection of KCl [potassium chloride] or death itself can be painful.\u201d<\/em><\/p>\n<p>A\u00a0<a href=\"https:\/\/obgyn.onlinelibrary.wiley.com\/doi\/abs\/10.1002\/pd.5594\">national survey<\/a>\u00a0of French pre-natal diagnosis centers\u00a0<a href=\"https:\/\/righttolife.org.uk\/news\/babies-aborted-late-in-pregnancy-in-france-receive-painkiller-which-is-not-provided-in-the-uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">revealed<\/a>\u00a0that for late-term abortions 97% of abortion clinics or hospitals surveyed will always give unborn babies pain relief prior to administering a lethal injection that induces a heart attack (known as feticide).<\/p>\n<p>A spokesperson for Right to Life UK Catherine Robinson said:<\/p>\n<blockquote><p><em>\u201c17,913 women in the UK\u00a0<a href=\"https:\/\/www.gov.uk\/government\/statistics\/abortion-statistics-for-england-and-wales-2018\" target=\"_blank\" rel=\"noreferrer noopener\">underwent<\/a>\u00a0an abortion at 13 weeks or later, in 2018, without any guidance mandating the use of pain relief for the unborn baby at any age. Yet, babies undergoing correctional surgery in the womb for Spinal Bifida, from 20 weeks gestation, will experience minimal pain as they\u2019ll be administered pain relief.\u00a0<\/em><\/p>\n<p><em>\u201cWhy is there this discrepancy? Perhaps it is because the provision of painkillers to a baby that is about to have their life ended would help bring home the reality of abortion. To recognise their pain would have a deeply humanising effect on unborn babies, which is something that abortion supporters are keen to avoid.
