{"id":215709,"date":"2019-12-20T12:45:25","date_gmt":"2019-12-20T18:45:25","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=215709"},"modified":"2019-12-20T18:24:17","modified_gmt":"2019-12-21T00:24:17","slug":"2020-congress-spending-bills-pro-life-victories","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/2020-congress-spending-bills-pro-life-victories\/","title":{"rendered":"&#8216;It could\u2019ve been worse&#8217; isn\u2019t progress: Congress\u2019s spending bills aren\u2019t pro-life victories"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">On Tuesday, the U.S. House of Representatives <\/span><a href=\"https:\/\/crsreports.congress.gov\/AppropriationsStatusTable\"><span style=\"font-weight: 400;\">passed<\/span><\/a><span style=\"font-weight: 400;\"> two spending packages for fiscal year 2020, which not only costs $1.4 trillion in taxpayer dollars, but also make no strides in adding legal protections for preborn children.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Previous pro-life protections are maintained in the bills, including the Title X Family Planning<\/span> <a href=\"https:\/\/www.hhs.gov\/opa\/title-x-family-planning\/about-title-x-grants\/statutes-and-regulations\/index.html\"><span style=\"font-weight: 400;\">Regulation<\/span><\/a> <span style=\"font-weight: 400;\">and the HHS Fetal Tissue <\/span><a href=\"https:\/\/www.hhs.gov\/about\/news\/2019\/06\/05\/statement-from-the-department-of-health-and-human-services.html\"><span style=\"font-weight: 400;\">Announcement<\/span><\/a>. \u00a0In addition,\u00a0<span style=\"font-weight: 400;\">new pro-abortion proposals that had been included in House-passed appropriations bills were removed. However, the FY2020 spending bills still include several provisions that directly support abortion and abortion providers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Of the millions of dollars in mandatory funding that were extended in the bills, $75 million will continue to go to Obamacare\u2019s sex education program, PREP, along with Title V sexual risk avoidance education (SRA). $3 million of the PREP funding will go to Planned Parenthood, despite the plethora of incriminating incidents that have revealed the nation\u2019s largest abortion provider&#8217;s role in\u00a0<\/span><a href=\"http:\/\/www.centerformedicalprogress.org\/cmp\/investigative-footage\/\"><span style=\"font-weight: 400;\">harvesting and selling<\/span><\/a><span style=\"font-weight: 400;\"> aborted baby parts, in\u00a0<\/span><a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-traffickers-guardians\/\"><span style=\"font-weight: 400;\">failing to report<\/span><\/a><span style=\"font-weight: 400;\"> incidents of rape\/potential rape for their patients, and accepting gender- and race-based donations <\/span><a href=\"https:\/\/www.liveaction.org\/what-we-do\/investigations\/sex-selective-abortion\/\"><span style=\"font-weight: 400;\">targeting female<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.liveaction.org\/what-we-do\/investigations\/racially-motivated-donations\/\"><span style=\"font-weight: 400;\">Black preborn children<\/span><\/a><span style=\"font-weight: 400;\">. Additionally, Planned Parenthood will continue to receive millions more through Medicare reimbursements and discretionary funds. In their 2017 Annual Report, Planned Parenthood indicated that <\/span><a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/4a\/0f\/4a0f3969-cf71-4ec3-8a90-733c01ee8148\/190124-annualreport18-p03.pdf\"><span style=\"font-weight: 400;\">34%<\/span><\/a><span style=\"font-weight: 400;\"> of their revenue came from \u201c<\/span><span style=\"font-weight: 400;\">Government Health Services Reimbursements &amp; Grants.\u201d Congressional spending packages for FY2020 don\u2019t include any provisions to further curb the millions of taxpayer dollars going to America\u2019s abortion giant.<\/span><\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/senators-against-born-alive-planned-parenthood\/\">PROOF: Planned Parenthood funds, supports senators against saving born-alive infants<\/a><\/em><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Another aspect of the trillion-plus dollar deals that pro-life taxpayers should be aware of is the extension of tax credits that can be used to pay for abortion coverage. The bills actually <em>expand<\/em> taxpayer dollars going to abortion through Obamacare insurance plans. And, two amendments included in the packages &#8212; one for credit for health insurance costs and the other for Indian employment credit &#8212; are not covered by the Hyde Amendment, meaning funding going into these programs can be used to cover abortion costs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Many have hailed the exclusion of the Shaheen Amendment &#8212; introduced by Rep. Jeanne Shaheen (D-NH) and included in the House version of the spending packages &#8212; as a pro-life victory. This amendment would have overridden current pro-life protections in international family planning funding policy and increased funding for pro-abortion non-government agencies from $575 million to at least $632.55 million. It also outlined reporting mechanisms written to specifically target pro-life providers. In short, the Shaheen Amendment would have been a financial blow and a major pro-life setback.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Shaheen Amendment and other pro-abortion components that passed in the House version of the bills were excluded from the overall FY2020 packages, and existing pro-life protections were for the most part maintained. Yet, the pro-life American taxpayer should be asking him or herself what these spending packages will cost in 2020.
