They voted 143-69 against\u00a0including a full quote by Pope Francis in their document on\u00a0citizenship that downplayed the issue\u00a0and which\u00a0one bishop argued was necessary to keep the bishops&#8217; priorities in line with the Pope&#8217;s.<\/p>\n<p>This morning during the Fall General Assembly of the United States Conference of Catholic Bishops (USCCB), the bishops debated, and voted upon, a letter based on the USCCB\u2019s <a href=\"http:\/\/www.usccb.org\/issues-and-action\/faithful-citizenship\/upload\/forming-consciences-for-faithful-citizenship.pdf\">document<\/a> on political life, \u201cForming Consciences for Faithful Citizens.\u201d<\/p>\n<p>The letter\u2019s insistence that the slaughter of the unborn remains the &#8220;pre-eminent&#8221; social justice priority for the USCCB came up during the debate. Bishop Robert W. McElroy of San Diego objected, saying, \u201cIt is not Catholic teaching that abortion is the pre-eminent issue that we face as the world in Catholic social teaching. It is not.\u201d<\/p>\n<p><a href=\"https:\/\/faithfulshepherds.com\/bishop\/robert-w-mcelroy\/\">McElroy<\/a> also said he believes that saying the threat of abortion remains the USCCB\u2019s \u201cpre-eminent priority\u201d is \u201cat least discordant with the pope\u2019s teaching if not inconsistent\u201d and that it is a \u201cgrave disservice to our people if we\u2019re trying to communicate to them what the Magisterium teaches.\u201d<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/supreme-court-rejects-abortion-facility-texas\/\">Supreme Court rejects abortion facility\u2019s \u2018fishing expedition\u2019 against Texas bishops<\/a><\/em><\/strong><\/p>\n<p>The bishop of San Diego was contradicted by Bishop Joseph Strickland of Tyler, Texas and Archbishop Charles J. Chaput of Philadelphia. Strickland stated that the word \u201cpre-eminent\u201d must remain in the letter, and Chaput underscored that abortion is indeed the most important social issue of our time.<\/p>\n<p>\u201cI am against anyone stating that our saying it\u2019s \u2018pre-eminent\u2019 is contrary to the teaching of a pope because that isn\u2019t true,\u201d Chaput said.<\/p>\n<p>\u201cIt sets up an artificial battle between the Bishops\u2019 Conference of the United States and the Holy Father which isn\u2019t true,\u201d he continued.<\/p>\n<p>\u201cSo I don\u2019t like the argument Bishop McElroy uses. It isn\u2019t true, you know. We support the Holy Father completely. What he says is true. But I think it has been the very clearly articulated opinion of the bishops\u2019 conference for many years that pro-life is still the pre-eminent issue. It doesn\u2019t mean the others aren\u2019t equal in dignity.\u201d<\/p>\n<p>The bishops applauded Archbishop Chaput\u2019s intervention.<\/p>\n<p>The debate began when Cardinal Blase J. Cupich of Chicago asked (see video below at 49:25) for an amendment to the short letter that would include the entire paragraph 101 from Pope Francis\u2019s controversial 2018 apostolic exhortation <a href=\"https:\/\/m.vatican.va\/content\/francescomobile\/en\/apost_exhortations\/documents\/papa-francesco_esortazione-ap_20180319_gaudete-et-exsultate.html\">\u201c<i>Gaudete et Exsultate<\/i><\/a>.\u201d<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/BgXqaO6pdCs\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>\u201c[Francis] speaks about the need to make sure we avoid those kind of ideological frameworks that our society today is so paralyzed in our political discourse by, but also he wants to make sure as we see here that not only do we avoid that, but we engage one another,\u201d Cupich said.<\/p>\n<p>\u201cHe also makes sure we do not make one issue that a political party or group puts forward to the point where we\u2019re going to ignore all the rest of them. And then he also names some that we don\u2019t name in our document,\u201c he continued.<\/p>\n<p>Cupich was particularly interested in including the final line of the paragraph: \u201cWe cannot uphold an ideal of holiness that would ignore injustice in a world where some revel, spend with abandon and live only for the latest consumer goods, even as others look on from afar, living their entire lives in abject poverty.\u201d<\/p>\n<p>The archbishop of Chicago cited <a href=\"https:\/\/www.lifesitenews.com\/news\/vatican-envoy-tells-u.s-bishops-to-get-in-line-with-pope-francis-in-bomb-drop-address\">the recent speech by the nuncio<\/a> to the USA regarding the \u201cMagisterium of Pope Francis.\u201d<\/p>\n<p>\u201cFrom my perspective it is making sure that we are, as we heard from the nuncio, looking at the particular Magisterium of Pope Francis for us in this very important document,\u201d he said.<\/p>\n<p>Archbishop Jos\u00e9 Gomez said that the drafting committee did not include the full passage from <i>Gaudete et Exsultate<\/i> because it asked for a brief document.<\/p>\n<p>McElroy said he supported Cupich\u2019s amendment for his reasons but also for another:<\/p>\n<p style=\"padding-left: 30px;\"><em>What has been added to this letter that was not in the previous forms is a statement, I believe, that is at least discordant with the pope\u2019s teaching if not inconsistent. The top of the second page of the letter, it says, \u201cThe threat of abortion remains our pre-eminent priority because it directly attacks life itself.\u201d This is taken from the previous statement, but I believe it is not in keeping with that quote from the Holy Father. And this \u201cpre-eminent\u201d quote will be used to in fact undermine the point Pope Francis is making in that paragraph. So either we should get rid of \u201cpre-eminent,\u201d or if we are going to keep \u201cpre-eminent\u201d in there, let\u2019s at least give the pope a fighting chance with his view to keep that whole paragraph in there because that\u2019s where he articulates his vision of this very controversial question. This is the most important focal point of this letter \u2026 and it totally changes the nature of the letter because it will allow people to use it to say, \u201cThis does overcome all the other issues.\u201d It is not Catholic teaching that abortion is the pre-eminent issue that we face as the world in Catholic social teaching. It is not.<\/em><\/p>\n<p>The bishops were asked to vote to approve the text as presented by Gomez. Of the bishops, 143 voted yes, and 69 voted no. Four bishops abstained.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/us-catholic-bishops-call-voters-prioritize-right-life\/\">US Catholic Bishops call on voters to prioritize right to life<\/a><\/em><\/strong><\/p>\n<p><a href=\"https:\/\/twitter.com\/Bishopoftyler\/status\/1194298543739154433\">Strickland tweeted<\/a>, \u201cThank God the USCCB voted to uphold the preeminence of the Sanctity of the life of the unborn. It is sad that 69 voted no.\u201d<\/p>\n<p>At the subsequent press conference, JD Flynn of the <i>Catholic News Agency<\/i> (CNA) asked panelists if the USCCB thinks abortion is the \u201cpre-eminent social priorty of our time.\u201d<\/p>\n<p>Bishop Michael F. Burbidge of Arlington, the chairman of the committee on communications, stated that the word \u201cpre-eminent\u201d is in the document.<\/p>\n<p>\u201cThe letter that was approved does say \u2018the pre-eminent priority,\u2019\u201d he said. \u201cBy using that phrase, \u2018pre-eminent priority,\u2019\u00a0 we\u2019re not diminishing in any way the essential items that all come under the umbrella of the Gospel of Life.\u201d<\/p>\n<p>Cardinal Joseph Tobin of Newark agreed that abortion is the pre-eminent social issue but also suggested that those who consider it the only issue should consider others.<\/p>\n<p>\u201cYes, it is the pre-eminent,\u201d Tobin\u00a0said. \u201cI mean, the vote makes that obvious.\u201d<\/p>\n<p>\u201cI think that there\u2019s a value in that because it\u2019s not in any way to be interpreted as one-issue politics. A challenge I think for people who are thinking and rational is to form an opinion on the question of abortion when the unborn child is disappeared from the debate.
