The outrageous declaration came during a hearing on a proposed pro-life heartbeat law in the state senate.<\/p>\n<p>During its Summer Study Session in mid-August, Tennessee state senators listened to testimony for and against the proposed fetal heartbeat law, <a href=\"http:\/\/wapp.capitol.tn.gov\/apps\/BillInfo\/Default.aspx?BillNumber=HB0077\">HB0077<\/a>, that passed in the state legislature in March. The bill is now before the state senate.\u00a0The exchange took place when Senator Katrina Robinson, a Democrat from Memphis, grilled Hal Rounds, a lawyer from Fayetteville county and a Tennessee Tea Party leader. Blasting the <em>Roe v. Wade<\/em> decision for its agnosticism on the question of when human life begins, Rounds referred to the Tennessee <a href=\"https:\/\/law.justia.com\/codes\/tennessee\/2010\/title-68\/chapter-3\/part-5\/68-3-501\">Uniform Determination of Death Act<\/a>, which defines death as the \u201cirreversible cessation\u201d of heart and brain functions, as an objective medical standard for defining conditions for human life. Rounds asserted that \u201cthe law presumes that if there is a brain functioning and a heart functioning then life is functioning, in the womb or anywhere else. It makes clear that life has a legally medical consensus, even though the court said there is no consensus.\u201d<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/k0WNRR-epPI\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>At the end of Rounds\u2019 testimony about personhood and viability, Senator Robinson <a href=\"https:\/\/fox17.com\/news\/local\/im-a-nurse-what-are-you-tennessee-senator-tea-party-member-duel-on-fetal-heartbeat\">asked<\/a> him when in the womb \u201ca fully functional brain and heart\u201d develops.\u00a0Rounds, not a scientist by profession and without facts at hand, replied, jokingly, &#8220;not until they&#8217;re 20 years old.&#8221; When pressed for when the brain and heart are developed in pregnancy, Rounds said he would let medical professionals determine that, but it was \u201cbefore what is considered viability by the Supreme Court.\u201d Rounds is referring to the formation of the heart, which begins functioning by <a href=\"https:\/\/archive.liveaction.org\/news\/babys-heart-begins-to-beat-as-early-as-16-days-after-conception-study-finds\/\">16-21 days<\/a>\u00a0after conception. The neural tube in a baby closes at <a href=\"https:\/\/lozierinstitute.org\/qa-with-the-scholars-fetal-brain-development-and-pain-capability\/\">three weeks<\/a> gestation, around when the heart begins to beat, at which point the brain begins to function. The corpus callosum, the which connects both hemispheres of the brain, is <a href=\"https:\/\/www.ehd.org\/science_main.php?level=i\">formed at 11-12 weeks<\/a>. However, the human brain\u2019s development is long and complex, not considered fully developed until well into adulthood.<\/p>\n<p>But Senator Robinson disagreed. \u201cIt\u2019s the end of the second trimester,\u201d replied Robinson, to which Rounds correctly pointed out, \u201cThe heart\u2019s beating way before that.\u201d Robinson glared at Rounds and snapped back, \u201cIt\u2019s the end of the second trimester, sir. I\u2019m a nurse; what are you?\u201d<\/p>\n<p><strong>READ:\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/congress-should-pass-the-heartbeat-bill-to-protect-life-once-a-heartbeat-is-detected\/\"><em>The science is clear: At 22 days, a baby\u2019s heart begins to beat<\/em><\/a><\/strong><\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/5q30ao8phNY\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>Robinson&#8217;s comments were beside the point. Human life doesn\u2019t depend on a \u201cfully functional\u201d brain or heart, whatever that vague phrase means. It is an insulting and discriminatory comment towards people who live with brain injuries, mental health conditions, and other diagnoses that affect the brain.<\/p>\n<p>It is a scientific certainty that a new and distinct life begins at the <a href=\"https:\/\/prolifereplies.liveaction.org\/no-one-knows-when-life-begins\/#transcript\">moment of conception<\/a>. Additionally, Robinson\u2019s assertions were profoundly misleading about the reality of a preborn baby\u2019s development in the womb. A baby\u2019s heart in the womb, as previously stated, begins beating <a href=\"https:\/\/archive.liveaction.org\/news\/babys-heart-begins-to-beat-as-early-as-16-days-after-conception-study-finds\/\">16-21 days<\/a> after conception, and the heart completes dividing into four chambers by <a href=\"https:\/\/www.liveaction.org\/learn\/the-problem\/prenatal-development-abortion\/\">week nine<\/a>.<\/p>\n<p>With respect to brain development, there are plenty of signs of neural activity, even in the very early phases of a baby\u2019s development in the womb. According to <a href=\"https:\/\/lozierinstitute.org\/qa-with-the-scholars-fetal-brain-development-and-pain-capability\/\">Dr. Katrina Furth<\/a>, a neuroscientist who focuses on preborn babies, in just the sixth week, the forebrain doubles in size and neurons begin growing at a rate of 250,000 per minute over the next 21 weeks.
