Two abortion-related clinics in Brooklyn might shut down as a result of the new Title X family planning rule but not because of lack of funding, contrary to a widespread false media narrative<\/a>. The new rule requires abortion businesses to separate birth control services from abortion services, both fiscally and physically<\/a>, and requires that recipients of Title X funds refrain from offering or referring for abortions.\u00a0<\/span><\/p>\n

Although several media reports are leading readers to believe that funding has been \u201ccut\u201d from the Title X program, Title X <\/span>funding<\/span><\/a> actually now stands at $400 million — a $114 million increase<\/em><\/a> over previous estimates.\u00a0<\/span><\/p>\n

Until now, Public Health Solutions facilities in New York have been direct recipients of around $4.6 million in Title X funds, according to AM NY<\/a>, which they also\u00a0distribute to sub-recipients. With recent rule changes, however, officials have stated their refusal to comply with the <\/span>new requirements<\/span><\/a>. Two locations in Brooklyn are slated to close if they refuse the funding.<\/span><\/p>\n

\u201cWe will not operate under this rule,\u201d Lisa David, CEO and President of Public Health Solutions, said in no uncertain terms in July, <\/span>according to AM NY<\/span>. \u201cWe\u2019re not going to commit malpractice here. We\u2019re not going to lie to patients,\u201d said Robert Hayes, CEO of Community Health Network, which receives around $700,000 from Public Health Solutions\u2019 Title X funds.\u00a0<\/span><\/p>\n

It is unclear how not<\/em> issuing abortion referrals constitutes “lying to patients” or “malpractice.”<\/p>\n

Planned Parenthood in New York and nationwide<\/span><\/a> are also refusing the funds on these grounds. New York City is even refusing $1.3 million in funds that would have gone to its\u00a0<\/span>public hospitals<\/span><\/a>.\u00a0<\/span><\/p>\n
