Rep. Allen Skillicorn has joined other GOP legislators to introduce <a href=\"http:\/\/www.ilga.gov\/legislation\/101\/HB\/10100HB3850.htm\">House Bill 3850<\/a>, which would restore many of the state&#8217;s abortion restrictions.\u00a0Currently, the Democratic Party controls the Illinois Senate, House, and governorship.<\/p>\n<p>As written, HB 3850 would repeal the state&#8217;s Reproductive Health Act, which was signed into law in June. The Reproductive Health Act removed almost all of the state&#8217;s abortion restrictions, allowing for partial-birth abortions, removing conscience protections for healthcare workers, expanding abortion to all nine months, removing any protections for abortion survivors, and more.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/chicago-tribune-editors-extreme-abortion-illinois\/\">Even the Chicago Tribune\u2019s editors think Illinois\u2019 abortion bills go too far<\/a><\/em><\/strong><\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/CFZDhM5Gwhk\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>In its stead, HB 3850 would create the <a href=\"https:\/\/kanecountyreporter.com\/stories\/512700347-skillicorn-gop-colleagues-introduce-heartbeat-bill\">Illinois Abortion Law of 2019<\/a>, containing provisions of the Illinois Abortion Law of 1975. The 1975 law included many of the state&#8217;s abortion laws before they were repealed by the Reproductive Health Act. HB 3850 also includes provisions which define viability as the time when a fetal heartbeat is detected (usually around six weeks). Additionally, the bill would ban partial-birth abortion while restoring conscience protections for healthcare providers who are unwilling to take part in abortions.<\/p>\n<p>\u201cMany in our Districts and in Illinois were shocked when they discovered that the \u2018Reproductive Health Act\u2019 wasn\u2019t just preserving abortion law in Illinois as it currently stood, which proponents repeatedly claimed, but advanced the most radical abortion law in our State\u2019s history and the Nation,\u201d said Skillicorn in a <a href=\"https:\/\/repskillicorn.com\/2019\/07\/02\/skillicorn-introduces-heartbeat-bill\/\">statement<\/a>. \u201cIt is now conceivable that a 14-year old girl lacking parental consent and advanced in her pregnancy could receive an abortion from a \u2018health worker\u2019 in a facility lacking minimum medical standards, as practitioner and facility licensing have been revoked. And if she would die due to negligence, no record of the death due to a botched abortion would be reported. It\u2019s stunningly inconceivable!\u201d he said.<\/p>\n<p>Rep. Brad Halbrook, another of the bill&#8217;s sponsors, echoed Skillicorn&#8217;s sentiments. \u201cInfants in the third trimester can feel pain and most can survive if born early,\u201d he <a href=\"https:\/\/www.shelbyvilledailyunion.com\/opinion\/columns\/halbrook-among-legislators-calling-for-repeal-of-abortion-legislation\/article_df7d26df-c057-500e-92a3-56a82ecf31ad.html\">said<\/a>. \u201cAbortion in the third trimester is infanticide. What the Democrat majority approved this spring goes beyond even what passed in New York.
