The mainstream media is attempting to paint the new rule requiring a clear separation between a provider&#8217;s abortion business and family planning business as a horrible obstacle for people with low income, but the truth is, <em><strong>even more<\/strong><\/em> funding was given for Title X providers this year than the previous year. <strong>They just won&#8217;t be going to abortion providers.<\/strong> Those Title X Family Planning funds <a href=\"https:\/\/www.hhs.gov\/opa\/title-x-family-planning\/about-title-x-grants\/statutes-and-regulations\/index.html\" target=\"_blank\" rel=\"noopener\">cover<\/a>:<\/p>\n<ul>\n<li>Contraceptives and natural family planning services<\/li>\n<li>Infertility services<\/li>\n<li>Breast and cervical cancer screening and prevention<\/li>\n<li>STD and HIV prevention education, counseling, testing, and referrals<\/li>\n<li>Adolescent abstinence counseling<\/li>\n<li>Other preventative health services<\/li>\n<\/ul>\n<p>The new <a href=\"https:\/\/www.hhs.gov\/about\/news\/2019\/02\/22\/fact-sheet-final-title-x-rule-detailing-family-planning-grant-program.html\" target=\"_blank\" rel=\"noopener\">HHS rule<\/a> <strong>only affects facilities that commit or refer for abortions<\/strong> &#8212; which means it\u00a0would potentially strip Planned Parenthood, the nation&#8217;s largest <a href=\"https:\/\/archive.liveaction.org\/news\/over-half-planned-parenthood-revenue-abortion\/\">abortion<\/a> provider (320,000+ abortions annually) which holds <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-more-abortion-less-healthcare\/\">35%<\/a> of the abortion market share in the United States, of approximately $60 million annually &#8212; and then reroute those funds to other providers.<\/p>\n<p><strong><u>THE FACTS the media isn&#8217;t\u00a0telling you<\/u>:<\/strong><\/p>\n<p><strong>Fact #1:<\/strong> <strong>87% of Title X family\u00a0planning services providers are NOT Planned Parenthood facilities.<\/strong><\/p>\n<p>Planned Parenthood&#8217;s <a href=\"https:\/\/www.plannedparenthoodaction.org\/issues\/health-care-equity\/title-x\" target=\"_blank\" rel=\"noopener\">website<\/a>\u00a0even states that its facilities make up just <em>13 percent<\/em> of all Title X family planning provider facilities. That means the vast majority of Title X providers <em>aren&#8217;t<\/em> Planned Parenthood facilities! But you wouldn&#8217;t know that from Planned Parenthood&#8217;s rhetoric or its reinforcement by the media.<\/p>\n<p><strong>Fact #2<\/strong>: <strong>59% of patients getting Title X services are NOT getting them from Planned Parenthood.<\/strong><\/p>\n<p>Again, Planned Parenthood&#8217;s <a href=\"https:\/\/www.plannedparenthoodaction.org\/issues\/health-care-equity\/title-x\">website<\/a> states that 41% of patients qualifying for Title X services receive care through Planned Parenthood. A definitive majority get those services\u00a0elsewhere. When it comes to contraception,\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/33\/63\/3363814b-938e-4ad5-87d2-57ee98790766\/190117-irreplaceable-role-pp-v01.pdf\">68% of contraceptive patients use other publicly funded providers<\/a> instead of Planned Parenthood.<\/p>\n<p><strong>Fact #3<\/strong>: <strong>Planned Parenthood&#8217;s Title X qualified services have DROPPED 60% over eight years.<\/strong><\/p>\n<p>In a recent interview on FOX, HHS Secretary Alex Azar made this statement: &#8220;Cancer screenings and preventative services [at Planned Parenthood facilities] are down 60 percent over the last eight years.&#8221; (Video below.)<\/p>\n<p><strong>Fact #4<\/strong>: <strong>Federally Qualified Health Centers (FQHCs) outnumber Planned Parenthood centers 20 to 1. <\/strong><\/p>\n<p>FQHCs, which also receive Title X family planning funds, offer a broader range of healthcare than Planned Parenthood. (Data on FQHCs v PP has been previously\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/poor-women-health-centers-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">documented<\/a>\u00a0by Live Action News.) In 2018, Planned Parenthood <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/27\/8a\/278af3a4-8b4c-4289-bfe6-52ee2c3c048a\/pp_by_the_numbers_2018.pdf\" target=\"_blank\" rel=\"noopener\">operated<\/a>\u00a0600 facilities while FQHCs\u00a0<a href=\"https:\/\/data.hrsa.gov\/data\/fact-sheets\" target=\"_blank\" rel=\"noopener\">rose<\/a>\u00a0to 12,000 facilities. Planned Parenthood serves approximately <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-more-abortion-less-healthcare\/\">2.4 million patients<\/a> annually, while FQHCs serve approximately 27 million.<\/p>\n<p><strong>Fact #5:\u00a0<\/strong><strong>Under the Trump administration, Title X is still fully <\/strong><strong><a href=\"https:\/\/appropriations.house.gov\/news\/press-releases\/hr-2740-release-summary\" target=\"_blank\" rel=\"noopener\">funded<\/a> at $400M &#8212; an increase in funding.<\/strong><\/p>\n<p>This $400 million is an increase of $114 million from <a href=\"https:\/\/www.hhs.gov\/opa\/title-x-family-planning\/about-title-x-grants\/funding-history\/index.html\" target=\"_blank\" rel=\"noopener\">previous<\/a> estimates. So what&#8217;s the issue? Abortion providers must now separate their businesses physically and fiscally to qualify. No money has been reduced &#8212; it is simply being rerouted to the thousands of other qualified Title X facilities. In <a href=\"https:\/\/www.hhs.gov\/opa\/grants-and-funding\/recent-grant-awards\/index.html\" target=\"_blank\" rel=\"noopener\">2019<\/a>, Planned Parenthood made up just nine percent of the 90 HHS approved Title X Family Planning grant recipients.\u00a0Planned Parenthood still gets Title X funds and <em>can continue to qualify if they maintain physical and fiscal separation<\/em> of their family planning and abortion business.<\/p>\n<p>The above five facts were alluded to by HHS Secretary Alex Azar in the video interview below, and they&#8217;re facts the mainstream media isn&#8217;t telling the American people. Money given to Planned Parenthood helps to pay for salaries, facility rent, and general overhead of the same facilities and employees who also participate in abortions.<\/p>\n<p>Abortions and taxpayer dollars at Planned Parenthood have been\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-more-abortion-less-healthcare\/\" target=\"_blank\" rel=\"noopener\">increasing<\/a>, generating millions in <a href=\"https:\/\/archive.liveaction.org\/news\/over-half-planned-parenthood-revenue-abortion\/\" target=\"_blank\" rel=\"noopener\">revenue<\/a> for Planned Parenthood (while national abortion totals\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/cdc-abortions-decline-lowest-roe\/\">decrease<\/a>).\u00a0Planned Parenthood actually pocketed $244.8 million in excess revenue over spending (profit) in 2017, a nearly\u00a0<strong>149 percent increase<\/strong>\u00a0from $98.5 million the\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\" target=\"_blank\" rel=\"noopener\">year prior<\/a>.<\/p>\n<p>Between 2016 and 2017, Planned Parenthood&#8217;s taxpayer funding (over half a\u00a0<em>billion<\/em>\u00a0dollars annually) rose nearly four percent (3.69%) even though the abortion vendor has been embroiled in numerous\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthoods-many-abuses-reasons-defund-abortion-corporation\/\" target=\"_blank\" rel=\"noopener\">scandals, abuses and fraud<\/a>, including\u00a0<a href=\"https:\/\/www.liveaction.org\/what-we-do\/investigations\/aidingabusers\/\" target=\"_blank\" rel=\"noopener\">covering<\/a>\u00a0up for child sexual predators and alleged discrimination against\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/employees-planned-parenthood-mask-crack\/\" target=\"_blank\" rel=\"noopener\">pregnant employees<\/a>.<\/p>\n<p style=\"text-align: center;\"><em><strong><a href=\"https:\/\/www.facebook.com\/liveactionnewsonline\/\">\u201cLike\u201d Live Action News on Facebook<\/a>\u00a0for more pro-life news and commentary!<\/strong><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Last week, the 9th Circuit Court allowed the Trump administration&#8217;s new Title X Family Planning funding rule (dubbed by opponents as the &#8220;gag rule&#8221;) to go into effect.
