The administration plans to pursue more ethical research. The move follows <a href=\"https:\/\/www.youtube.com\/user\/centerformedprogress\/playlists\">undercover investigations<\/a> by the Center for Medical Progress (CMP) exposing how Planned Parenthood did business with fetal tissue procurement agencies. The announcement also comes after 74 Members of Congress sent a\u00a0<a href=\"https:\/\/chrissmith.house.gov\/uploadedfiles\/smith-hartzler_azar_letter_on_fetal_tissue_11.30.18.pdf\">letter<\/a>\u00a0to Secretary Alex Azar asking for an HHS-wide moratorium on funding research that uses the body parts of aborted babies. As <a href=\"https:\/\/archive.liveaction.org\/news\/university-lab-mistake-fetal-body-pro-life\/\" target=\"_blank\" rel=\"noopener\">previously<\/a> reported by Live Action News, very recently, a University of California government-funded lab mistakenly sought to obtain aborted fetal body parts from CMP.<\/p>\n<p>In summary, the decision makes five specific changes, which Live Action has\u00a0<a href=\"https:\/\/twitter.com\/LiveAction\/status\/1136327820190334976\" target=\"_blank\" rel=\"noopener\">applauded<\/a>:<\/p>\n<ul>\n<li>Non-renewal of UCSF\u2019s aborted fetal body parts contract<\/li>\n<li>Ban on new aborted body parts acquisitions for intramural research at HHS (FDA+NIH). (ABR) and the Food and Drug Administration [more\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/university-lab-mistake-fetal-body-pro-life\/\" target=\"_blank\" rel=\"noopener\">here<\/a>] that provided human fetal tissue from elective abortions to develop testing protocols.&#8221; Live Action News previously <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-300000-fetal-tissue\/\" target=\"_blank\" rel=\"noopener\">documented<\/a> that between 2010 and 2015, ABR payments to various Planned Parenthood facilities for the body parts of aborted children totaled more than $350,000.<\/p>\n<div id=\"attachment_187018\" style=\"width: 553px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-187018\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-187018\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/08\/ABR-known-payments-to-Planned-Parenthood-for-fetal-tissue.jpg\" alt=\"Image: ABR known payments to Planned Parenthood for fetal tissue (Image credit: Congressional report)\" width=\"543\" height=\"438\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/08\/ABR-known-payments-to-Planned-Parenthood-for-fetal-tissue.jpg 543w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/08\/ABR-known-payments-to-Planned-Parenthood-for-fetal-tissue-300x242.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/08\/ABR-known-payments-to-Planned-Parenthood-for-fetal-tissue-500x403.jpg 500w\" sizes=\"(max-width: 543px) 100vw, 543px\" \/><p id=\"caption-attachment-187018\" class=\"wp-caption-text\">ABR known payments to Planned Parenthood for fetal tissue (Image credit: Congressional report)<\/p><\/div>\n<p>&nbsp;<\/p>\n<p>The HHS statement also claimed that HHS &#8220;<a id=\"anch_29\" href=\"https:\/\/www.hhs.gov\/about\/news\/2018\/09\/24\/statement-from-the-department-of-health-and-human-services.html\">initiated<\/a>\u00a0a comprehensive review of all HHS research involving human fetal tissue from elective abortions to ensure consistency with statutes and regulations governing such research, and to ensure the adequacy of procedures and oversight of this research in light of the serious regulatory, moral, and ethical considerations involved.&#8221;<\/p>\n<p>HHS plans to set up an &#8220;ethics advisory board&#8221; which will review new research proposals for new project grant applications or current research projects that propose to use fetal tissue from elective abortions. The board will &#8220;recommend whether, in light of the ethical considerations, NIH should fund the research project&#8230;.&#8221;<\/p>\n<p>In addition to ABR, HHS will no longer extend a contract to UCSF for research using fetal body parts:<\/p>\n<p style=\"padding-left: 30px;\"><em>When the audit and review began, HHS had an existing contract with the University of California, San Francisco (UCSF) regarding research involving human fetal tissue from elective abortions. HHS has been extending the UCSF contract by means of 90-day extensions while conducting its audit and review. The current extension expires on June 5, 2019, and there will be no further extensions.<\/em><\/p>\n<p>UCSF, which <a href=\"https:\/\/archive.liveaction.org\/news\/paying-millions-abortion-training-taxpayers\/\" target=\"_blank\" rel=\"noopener\">trains<\/a> abortionists, has been <a href=\"https:\/\/archive.liveaction.org\/news\/whos-who-abortion-pill-reversal-study\/\" target=\"_blank\" rel=\"noopener\">pushing<\/a>\u00a0for the expansion of abortion via the <a href=\"https:\/\/archive.liveaction.org\/news\/secrecy-abortion-pill-maker-investors\/\" target=\"_blank\" rel=\"noopener\">abortion pill<\/a> and pushing for the lifting of important <a href=\"https:\/\/archive.liveaction.org\/news\/women-die-abortion-pill-fda-generic\/\" target=\"_blank\" rel=\"noopener\">safety requirements<\/a> &#8212;\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/dangerous-self-abortion-pill-push\/\" target=\"_blank\" rel=\"noopener\">REMS<\/a>\u00a0&#8212;\u00a0put in place by the FDA. UCSF is part of the University of California (UC) schools and, as previously <a href=\"https:\/\/archive.liveaction.org\/news\/university-lab-mistake-fetal-body-pro-life\/\" target=\"_blank\" rel=\"noopener\">documented<\/a>,\u00a0UC\u2019s latest\u00a0<a href=\"https:\/\/finreports.universityofcalifornia.edu\/index.php?file=a133\/2018report.pdf\" target=\"_blank\" rel=\"noopener\">financial audit<\/a>\u00a0(2018) reveals that \u201cIn 2018, federal grants and contracts revenue increased $43.0 million, or 1.3%, as compared to 2017.\u201d All UC projects\u00a0funded by NIH in FY 2019 <a href=\"https:\/\/report.nih.gov\/award\/index.cfm?ot=DH&amp;fy=2019&amp;state=US&amp;ic=NIGMS&amp;fm=&amp;orgid=577507&amp;distr=&amp;rfa=&amp;om=n&amp;pid=#tab2\" target=\"_blank\" rel=\"noopener\">total<\/a> over $77,000,000.<\/p>\n<p>&#8220;The audit and review helped inform the policy process that led to the administration\u2019s decision to let the contract with UCSF expire and to discontinue intramural research \u2013 research conducted within the National Institutes of Health (NIH) \u2013 involving the use of human fetal tissue from elective abortion. Intramural research that requires new acquisition of fetal tissue from elective abortions will not be conducted,&#8221; HHS added.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/gruesome-descriptions-abortion-included-fetal-research-documents\/\">Gruesome description of abortion included in fetal research emails<\/a><\/em><\/strong><\/p>\n<p>A joint op-ed by Rep. Jim Banks and\u00a0David A. Prentice, VP and research director at the Charlotte Lozier Institute, recently <a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/op-eds\/follow-states-lead-and-block-fetal-tissue-in-research\" target=\"_blank\" rel=\"noopener\">published<\/a> in the Washington Examiner, claims NIH research using fetal body parts isn&#8217;t producing lifesaving research:<\/p>\n<p style=\"padding-left: 30px;\"><em>Controlled clinical trials with\u00a0<a href=\"http:\/\/www.nytimes.com\/2001\/03\/08\/health\/08PARK.html\" target=\"_blank\" rel=\"noopener\"><u>fetal tissue transplants<\/u><\/a>\u00a0have revealed results that were \u201ctragic, catastrophic.\u201d The NIH has not funded any fetal tissue trials in over a decade, but approximately $100 million of taxpayer money currently goes toward basic science experiments using aborted fetal tissue. That money would be vastly better spent on ethical research with considerably better chances of success, such as using adult stem cells which are obtained without destruction of the donor. Adult stem cells have become the\u00a0<a href=\"https:\/\/www.ahajournals.org\/doi\/full\/10.1161\/CIRCRESAHA.118.313664\" target=\"_blank\" rel=\"noopener\"><u>gold standard for stem cell treatment<\/u><\/a>, producing hundreds of documented benefits, and have been used to treat nearly 2 million patients.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>Claims about lifesaving research from aborted fetal tissue rely on either ignorance of the science or willful deception. Proponents often claim that vaccines created in the past owe their existence to fetal tissue research, but the facts show that fresh aborted fetal tissue has never been used for vaccine production.<\/em><\/p>\n<p>Live Action News has documented the government&#8217;s long history of funding research utilizing aborted children, including <a href=\"https:\/\/archive.liveaction.org\/news\/uncovered-documents-show-aborted-babies-used-for-govt-research-for-decades\/\" target=\"_blank\" rel=\"noopener\">contracts<\/a> with the Environmental Protection Agency.
