{"id":202160,"date":"2019-05-16T06:04:24","date_gmt":"2019-05-16T11:04:24","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=202160"},"modified":"2019-05-17T15:10:21","modified_gmt":"2019-05-17T20:10:21","slug":"michigan-passes-banning-dismemberment","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/michigan-passes-banning-dismemberment\/","title":{"rendered":"Michigan passes &#8216;dismemberment&#8217; abortion bills, governor vows veto"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>On Tuesday, the Michigan House and Senate voted to pass identical bills that would make the most common second-trimester abortion procedure a felony in the state.<\/p>\n<p>Bills <a href=\"https:\/\/www.legislature.mi.gov\/documents\/2019-2020\/billengrossed\/House\/pdf\/2019-HEBH-4320.pdf\">4320<\/a> and <a href=\"https:\/\/www.legislature.mi.gov\/(S(1drt4ztzxtda1tn31kh2jrqy))\/mileg.aspx?page=getObject&amp;objectName=2019-HB-4320\">4321<\/a> each aim to ban dilation and evacuation or D&amp;E abortions commonly referred to as a \u201cdismemberment\u201d abortions. A doctor who performs the procedure would be committing a felony. A D&amp;E is the most common second-trimester abortion method and involves dilating the woman\u2019s cervix and using instruments to pull the baby&#8217;s limbs from his body. Former abortionist, Dr. Anthony Levatino describes the procedure in the video below:<\/p>\n<p style=\"text-align: center;\">\u00a0<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/jgw4X7Dw_3k\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>During the debate over the bills, lawmakers discussed the cruelty of the procedure. Rep. Pamela Hornberger, the bill\u2019s sponsor, <a href=\"https:\/\/www.mlive.com\/news\/2019\/04\/dismemberment-abortion-ban-up-for-debate-again-in-michigan-legislature.html\">told<\/a> the House Families, Children, and Seniors Committee it was a \u201cgruesome, horrific and cruel abortion procedure whereby a tiny baby in its mother\u2019s womb is literally ripped apart.\u201d<\/p>\n<p>But Dr. Laura Owens on behalf of the ACOG repeated the <a href=\"https:\/\/archive.liveaction.org\/news\/doctors-testify-preborn-humans-respond-pain-early-8-weeks\/\">debunked<\/a> claim that babies aborted with this procedure cannot feel pain. In later testimony, Dr. Donna Harrison, executive director of the American Association of Pro-Life Obstetricians and Gynecologists, explained that babies are anesthetized during fetal surgery, and can most certainly feel pain. The measures passed 58-51 in the House and 22-16 in the Senate.<\/p>\n<p>Michigan Governor Gretchen Whitmer has signaled her opposition to the bills. \u201cI think that these are decisions that should be made between a woman and her doctor,\u201d Whitmer told reporters, according to <a href=\"https:\/\/www.mlive.com\/news\/2019\/05\/michigan-house-joins-senate-in-voting-to-ban-abortion-procedure.html\">Mlive.com<\/a>. \u201cI\u2019ve always supported a woman\u2019s autonomy and freedom to make her own choices, and that should be no surprise to anyone in this town.\u201d<\/p>\n<p><strong>READ:\u00a0<\/strong><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/archive.liveaction.org\/news\/dismemberment-abortions-emotional-burden\/\"><strong><em>Trainer: Dismemberment abortions cause \u2018greater emotional burden\u2019 for abortionists<\/em><\/strong><\/a><\/span><\/p>\n<p>According to the ACLU, courts have blocked similar dilation and evacuation bans in Alabama, Arkansas, Kansas, Kentucky, Louisiana, Ohio, Oklahoma, and Texas.<\/p>\n<p>Right to Life of Michigan has begun filing the paperwork necessary to launch a ballot initiative if this is the case, said spokesperson Chris Gast. According to the <a href=\"https:\/\/www.washingtonexaminer.com\/news\/democratic-michigan-gov-gretchen-whitmer-says-shell-veto-dismemberment-abortion-ban-bill\">Washington Examiner<\/a>, the Michigan constitution allows for legislation to be initiated by citizens. Once they reach the stipulated number of signatures, the law can be enacted without the need for the governor\u2019s signature. \u201cWe applaud our pro-life leaders in the Legislature for passing these bills to end dismemberment,\u201d said Gast in an email to <a href=\"https:\/\/www.mlive.com\/news\/2019\/05\/michigan-house-joins-senate-in-voting-to-ban-abortion-procedure.html\">Mlive<\/a>. \u201cIf Governor Whitmer follows through on her threat, we plan on collecting 400,000 signatures to bypass her and end late-term dismemberment abortions in Michigan.\u201d<\/p>\n<p>According to the <a href=\"https:\/\/www.freep.com\/story\/news\/politics\/2019\/05\/14\/legislature-pass-abortion-bills-whitmer-veto\/3664618002\/\">Detroit Free Press<\/a>, the pro-life group has successfully passed four pro-life bills this way over the last 32 years, including parental consent laws, banning taxpayer funding for abortion, and requiring the purchase of an extra rider on health insurance if coverage for abortion is desired.<\/p>\n<p style=\"text-align: center;\"><em><strong><a href=\"https:\/\/www.facebook.com\/liveactionnewsonline\/\">\u201cLike\u201d Live Action News on Facebook<\/a>\u00a0for more pro-life news and commentary!<\/strong><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On Tuesday, the Michigan House and Senate voted to pass identical bills that would make the most common second-trimester abortion procedure a felony in the state.
