{"id":201422,"date":"2019-05-07T15:49:47","date_gmt":"2019-05-07T20:49:47","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=201422"},"modified":"2019-05-06T22:54:11","modified_gmt":"2019-05-07T03:54:11","slug":"propaganda-poll-public-support-funding-planned-parenthood","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/propaganda-poll-public-support-funding-planned-parenthood\/","title":{"rendered":"Propaganda poll\u00a0claims to show public support for funding Planned Parenthood"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>A pro-abortion health organization has released a <a href=\"https:\/\/www.kff.org\/womens-health-policy\/poll-finding\/kff-poll-public-opinion-and-knowledge-on-reproductive-health-policy\/\" target=\"_blank\" rel=\"noopener\">poll<\/a>\u00a0that claims to show support for funding Planned Parenthood, despite Planned Parenthood&#8217;s more than 330,000 abortions annually and its\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-more-abortion-less-healthcare\/\" target=\"_blank\" rel=\"noopener\">decreasing<\/a> health services. The poll comes on the heels of the Trump administration&#8217;s new HHS rule &#8212; currently enjoined by a judge &#8212; which requires physical separation of facilities that provide abortion from receiving any taxpayer funds under the federal Title X family planning program.\u00a0The poll,\u00a0a sample of 1,200 adults, was designed and analyzed by public opinion researchers at the Kaiser Family Foundation (KFF), which has an extreme bias in favor of abortion. (More on that later).<\/p>\n<p>According to\u00a0<a href=\"https:\/\/thehill.com\/policy\/healthcare\/442016-poll-majority-oppose-trump-administration-restrictions-on-abortion-funding\" target=\"_blank\" rel=\"noopener\">The Hill<\/a>, Kaiser&#8217;s poll allegedly found that &#8220;58 percent of respondents, including 48 percent of Republicans, oppose barring federal funding from clinics that provide abortions or referrals for abortions&#8221; and &#8220;found 69 percent of respondents said they would like their state to continue making payments to Planned Parenthood amid attempts by conservatives in a number of states to defund the clinics.&#8221;<\/p>\n<p>But Kaiser&#8217;s\u00a0<a href=\"http:\/\/files.kff.org\/attachment\/Topline-KFF-Poll-Public-Opinion-and-Knowledge-on-Reproductive-Health-Policy\" target=\"_blank\" rel=\"noopener\">questions<\/a>\u00a0to those surveyed might explain how they got those results. In short, it appears that Kaiser presented Planned Parenthood&#8217;s unchecked propaganda to poll respondents, ensuring results favorable to Planned Parenthood.<\/p>\n<p><strong>Federally Qualified Health Centers v. Planned Parenthood<\/strong><\/p>\n<ul>\n<li><strong>Kaiser Statement<\/strong>: &#8220;[T]he federal government currently provides funding to clinics to help lower-income women afford reproductive health care and preventive care services.&#8221;<\/li>\n<li><strong>Kaiser Question<\/strong>: &#8220;How important, if at all, is it to you that the federal government provides funding for reproductive health services, such as family planning and birth control for lower-income women?&#8221;<\/li>\n<\/ul>\n<p><strong>What Kaiser <em>Didn&#8217;t<\/em> Say:\u00a0<\/strong>There are vast\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/poor-women-health-centers-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">differences<\/a>\u00a0between Federally Qualified Community Health Centers (which provide comprehensive health services to women and families) and Planned Parenthood, whose president called abortion the corporation\u2019s \u201ccore mission.\u201d As Live Action News previously <a href=\"https:\/\/archive.liveaction.org\/news\/poor-women-health-centers-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">documented<\/a>, while Planned Parenthood has shown a drastic\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-more-abortion-less-healthcare\/\" target=\"_blank\" rel=\"noopener\">decrease<\/a>\u00a0in its health services, facilities and clients, community health centers &#8212; which are not abortion centers &#8212; \u00a0have been <em>increasing<\/em> services and clients, helping lower income women and families with comprehensive health care.<\/p>\n<p><strong>New Title X HHS Rule:<\/strong><\/p>\n<ul>\n<li><strong>Kaiser Statement<\/strong>:\u00a0&#8220;[W]hile the federal government provides funding to clinics to help lower-income women afford reproductive health care and preventive care, no federal funds can be used to pay for abortions.&#8221;<\/li>\n<li><strong>Kaiser Question<\/strong>:\u00a0&#8220;Do you (support) or (oppose) a new rule prohibiting federal funding for reproductive health and preventive care services from going to clinics that also provide abortions, even though none of the funds could be used for abortions?&#8221; Kaiser later asked the same question about, &#8220;clinics that also provide referrals for abortions,&#8221; claiming,\u00a0 &#8220;even though none of the funds could be used for abortions?&#8221;<\/li>\n<\/ul>\n<p><strong>What Kaiser <em>Didn&#8217;t<\/em> Say:<\/strong>\u00a0Title X actually <strong>does fund<\/strong> abortion facilities and facilitators. This concept is known as <a href=\"https:\/\/archive.liveaction.org\/news\/yes-your-tax-dollars-fund-abortions-at-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">fungibility<\/a>, and Trump&#8217;s new rule is an attempt to end the forced taxpayer funding of abortion facilities and staff. The claim that &#8220;no federal funds can be used to pay for abortions&#8221; is heavily misleading, because federal funds are paying for the facilities where abortions take place, and the same doctors and staff who commit abortions. This is not a difficult concept to understand. Watch:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/BgB5E91lD6s\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>In addition, Kaiser failed to point out that FQHC&#8217;s vastly outnumber Planned Parenthood (PP) on the reproductive healthcare more commonly known as <em>prenatal care<\/em> &#8212; for women planning to give birth.<\/p>\n<ul>\n<li>2015: PP\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\" target=\"_blank\" rel=\"noopener\">recorded<\/a>\u00a09,419 unspecified prenatal services, while FQHC\u2019s\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds2015\/datacenter.aspx?q=tall&amp;year=2015&amp;state=\" target=\"_blank\" rel=\"noopener\">served<\/a>\u00a0552,150 prenatal patients.<\/li>\n<li>2016: PP\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\" target=\"_blank\" rel=\"noopener\">recorded<\/a>\u00a07,762 unspecified prenatal services, while FQHC\u2019s\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds2016\/datacenter.aspx?q=tall&amp;year=2016&amp;state=\" target=\"_blank\" rel=\"noopener\">served<\/a>\u00a0559,848 prenatal patients.<\/li>\n<li>2017:\u00a0PP\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/80\/d7\/80d7d7c7-977c-4036-9c61-b3801741b441\/190118-annualreport18-p01.pdf\" target=\"_blank\" rel=\"noopener\">recorded<\/a>\u00a09,055 unspecified prenatal services, while FQHC\u2019s\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2017&amp;state=\" target=\"_blank\" rel=\"noopener\">served<\/a>\u00a0573,026 prenatal patients.<\/li>\n<\/ul>\n<p>Undercover investigations\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-purges-prenatal-from-websites-after-live-action-investigation\/\" target=\"_blank\" rel=\"noopener\">conducted<\/a>\u00a0by Live Action have revealed that abortion \u2014 not prenatal care \u2014 is the primary service Planned Parenthood offers to pregnant clients.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/ekgiScr364Y\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Federal Medicaid and Abortion:<\/strong><\/p>\n<ul>\n<li><strong>Kaiser Statement<\/strong>: &#8220;[T]he Medicaid program pays Planned Parenthood clinics for reproductive health and preventive care services provided to people on Medicaid, including birth control, STD testing and treatment, and cancer screenings. Federal Medicaid funds cannot be used to pay for abortions&#8230;.&#8221;<\/li>\n<li><strong>Kaiser Question<\/strong>: &#8220;Do you think your state should continue to pay Planned Parenthood for other family planning services or should state payments to Planned Parenthood be stopped?&#8221;<\/li>\n<\/ul>\n<p><strong>What Kaiser <em>Didn&#8217;t<\/em> Say:<\/strong>\u00a0Planned Parenthood&#8217;s\u00a0health services are\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-more-abortion-less-healthcare\/\" target=\"_blank\" rel=\"noopener\">decreasing<\/a>\u00a0while their abortions are climbing.<\/p>\n<ul>\n<li>In the past 10 years, contraception services have <em>dropped nearly 33 percent<\/em> (32.63%) from 3,889,980 in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2007<\/a>\u00a0to\u00a02,620,867 in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/80\/d7\/80d7d7c7-977c-4036-9c61-b3801741b441\/190118-annualreport18-p01.pdf\" target=\"_blank\" rel=\"noopener\">2017<\/a>.<\/li>\n<li>In the past 10 years, total cancer screenings <em>fell nearly 68 percent<\/em> (67.68%)\u00a0 1,900,850 in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2007<\/a>\u00a0to\u00a0614,361 in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/80\/d7\/80d7d7c7-977c-4036-9c61-b3801741b441\/190118-annualreport18-p01.pdf\" target=\"_blank\" rel=\"noopener\">2017<\/a>.<\/li>\n<\/ul>\n<p><strong>State Medicaid Funds and Abortion:<\/strong><\/p>\n<ul>\n<li><strong>Kaiser Statement<\/strong>: &#8220;What if you heard that even though no payments to Planned Parenthood go directly to abortions, the organization does provide or refer women for abortions.&#8221;<\/li>\n<li><strong>Kaiser Question<\/strong>: &#8220;Would you still want your state to keep paying Planned Parenthood for other family planning services, or would you now want your state to stop all payments to Planned Parenthood?&#8221;<\/li>\n<\/ul>\n<p><strong>What Kaiser <em>Didn&#8217;t<\/em> Say:<\/strong>\u00a0Americans oppose taxpayer funding of abortions, and state Medicaid funds can and do pay for abortions. Live Action News\u00a0previously <a href=\"https:\/\/archive.liveaction.org\/news\/california-taxpayers-half-billion-abortion\/\" target=\"_blank\" rel=\"noopener\">documented<\/a>, in California alone, <em>half a billion<\/em> taxpayers dollars have been used to fund abortion in the past 25 years.\u00a0Previous Live Action News\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/late-term-abortion-caught-ending-babys-life\/\">reports<\/a>\u00a0found that in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/taxpayers-fund-abortion-new-mexico\/\">several states<\/a>\u00a0including\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/taxpayers-fund-abortion-new-mexico\/\" target=\"_blank\" rel=\"noopener\">New Mexico<\/a>, taxpayers are forced to fund late abortion procedures (after the 20th week) done\u00a0<em>for any reason<\/em>\u00a0the woman desires. In addition, abortion advocates have\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/half-abortions-medicaid-taxpayer\/\" target=\"_blank\" rel=\"noopener\">admitted<\/a> that more than half of abortions in Medicaid-coverage states are taxpayer funded.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/-M3yF4EMyK4\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Kaiser Statement<\/strong>: &#8220;What if you heard that cutting off payments to Planned Parenthood would make it difficult for many lower-income women in your state to access certain health services, such as treatment for STDs, cancer screenings, and birth control.&#8221;<\/li>\n<li><strong>Kaiser Question<\/strong>: &#8220;Would you still want to stop state payments to Planned Parenthood, or would you want your state to keep paying Planned Parenthood for other family planning services that are provided to patients?&#8221;<\/li>\n<\/ul>\n<p><strong>What Kaiser <em>Didn&#8217;t<\/em> Say:\u00a0<\/strong>On paper, Planned Parenthood\u2019s contraception services appear to out perform those provided at FQHCs.\u00a0But when you look closely, you see that between 2015 and 2017, while Planned Parenthood\u2019s contraception services\u00a0<strong>dropped<\/strong>\u00a0nearly seven percent (6.69%), FQHCs contraception services\u00a0<strong>increased<\/strong>\u00a0by nearly 13 percent (12.66%).<\/p>\n<p>In fact, in just one year, (<a href=\"https:\/\/archive.liveaction.org\/news\/poor-women-health-centers-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">2016 to 2017<\/a>) FQHC\u2019s services increased by 83,000 to while PP\u2019s decreased by 80,000.
