On Tuesday, the state&#8217;s Senate approved <a href=\"https:\/\/www.texastribune.org\/2019\/04\/01\/texas-abortion-providers-local-governments-couldnt-partner-under-bill\/\">Senate Bill 22<\/a>, its first major anti-abortion bill of the session. Republican Senator Donna Campbell sponsored the legislation, which\u00a0would ban state and local governments from funding abortion providers. It passed the Senate with a vote of 20-11. The <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/86R\/billtext\/pdf\/SB00022I.pdf#navpanes=0\">legislation<\/a> would ban &#8220;&#8230; a sale, purchase, lease, donation of money, goods, services, or real property, or any other transaction between a governmental entity and a private entity that provides to the private entity something of value derived directly or indirectly from state or local tax revenue, regardless of whether the governmental entity receives something of value in return.&#8221;<\/p>\n<p>Campbell took to <a href=\"https:\/\/twitter.com\/DonnaCampbellTX\/status\/1112844191229411337\">Twitter<\/a> after the bill&#8217;s approval. &#8220;Abortion providers unnaturally end the lives of almost 60,000 of our most vulnerable Texans every year,&#8221; she tweeted. &#8220;That fact alone should make them ineligible to receive tax dollars. I&#8217;m proud of the 20 colleagues today who joined me in helping pass SB 22 today.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">Great to have so many wonderful pro-life advocates in Texas. Campbell&#8217;s\u00a0bill aims to take those efforts further by eliminating taxpayer funding on a local level.<\/p>\n<p>In <a href=\"https:\/\/www.texastribune.org\/2019\/04\/01\/texas-abortion-providers-local-governments-couldnt-partner-under-bill\/\">fighting<\/a> for the legislation,\u00a0Campbell and her supporters indicated the desire to put an end to &#8220;sweetheart rent deals&#8221; that some communities have with abortion providers. Campbell gave the example of a Planned Parenthood in Austin which has a <a href=\"https:\/\/www.texastribune.org\/2019\/04\/01\/texas-abortion-providers-local-governments-couldnt-partner-under-bill\/\">rental agreement<\/a> with the city for just $1 per year.\u00a0\u201cNow I don\u2019t know anyone who can get that kind of a real estate in Austin,&#8221; she <a href=\"https:\/\/www.texastribune.org\/2019\/03\/27\/3-texas-abortion-bills-pass-committees-gaining-momentum-senate\/\">said<\/a>.<\/p>\n<p>Abortion advocates decried the\u00a0<a href=\"https:\/\/www.chron.com\/news\/houston-texas\/houston\/article\/Senate-votes-to-ban-government-contracts-with-13733306.php\">bill<\/a>\u00a0because it would impact government partnership with all abortion providers and their affiliates,\u00a0even when those facilities are providing other health services. However, the video below explains how money that goes to abortion providers for other health services is fungible, and still serves to prop up the facilities&#8217; abortion business:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/BgB5E91lD6s\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/texas-bill-rent-planned-parenthood\/\">Texas bill might mean no more free rent for Planned Parenthood<\/a><\/em><\/strong><\/p>\n<p>Other opponents see the bill as an infringement on local\u00a0government.\u00a0\u201cI wanna make sure we get this concept straight,\u201d\u00a0<a class=\"x5l\" href=\"https:\/\/www.kvue.com\/article\/news\/politics\/texas-legislature\/texas-senate-passes-bill-banning-cities-counties-from-giving-abortion-providers-tax-dollars\/269-f28b5b50-38d9-4084-a1d8-7d11611e03e0\" target=\"_blank\" rel=\"noopener external\">said<\/a>\u00a0Sen. Royce West. \u201cThe State is telling local cities, local taxpayers, what they can and cannot spend their money on when we pass this bill, is that correct?\u201d<\/p>\n<p>Campbell replied in the affirmative,\u00a0saying, &#8220;If the local government is using taxpayer dollars for any type of contract with an abortion provider or affiliate, yes, this bill prohibits that transaction.&#8221;<\/p>\n<p>Lt. Governor Dan Patrick voiced his full support of the bill in a <a href=\"https:\/\/www.ltgov.state.tx.us\/2019\/04\/02\/lt-gov-dan-patrick-statement-on-the-passage-of-senate-bill-22\/\">statement<\/a>:<\/p>\n<p style=\"padding-left: 30px;\"><em>There is nothing more important than defending the defenseless. Senate Bill 22, authored by Sen. Campbell, will continue Texas\u2019 commitment to defend the most vulnerable in our society and preserve the sanctity of life. Senate Bill 22 protects Texas taxpayers and affirms Texas\u2019 commitment to protecting life. I strongly support this legislation and congratulate Sen. Campbell for carrying this important bill.<\/em><\/p>\n<p>The bill next heads to the <a href=\"https:\/\/www.chron.com\/news\/houston-texas\/houston\/article\/Senate-votes-to-ban-government-contracts-with-13733306.php\">House<\/a>, which currently has a Republican majority.<\/p>\n<p>In addition, a recent Fifth Circuit Court decision has\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/fifth-circuit-planned-parenthood-videos-texas\/\">cleared the way for the state of Texas<\/a>\u00a0to defund abortion providers like Planned Parenthood.
