The group <a href=\"https:\/\/mailchi.mp\/e211af887e40\/budget-day-205275?e=db9cd628b2\">wrote in an email<\/a>:<\/p>\n<p><em>The state\u2019s program for Alternatives to Abortion was fully funded at $90 million for the biennium. \u00a0This program serves women who are pregnant, think they are pregnant, and mothers of children up to 3 years old. \u00a0In 2005, Texas became the 10th state to fund such a program, and the program has provided over 1 million social services to women and children&#8230;.<\/em><\/p>\n<p>However, the Senate&#8217;s version of the budget bill does not include the full amount, a process of reconciling the variances must be handled by a conference committee before it can pass.<\/p>\n<p><strong>3\/28\/19<\/strong>: <a href=\"https:\/\/hhs.texas.gov\/services\/health\/women-children\/alternatives-abortion\">Alternatives to Abortion<\/a> is a statewide Texas program under the guidance of the Department of Health and Human Services. Through the <a href=\"https:\/\/www.nationalrighttolifenews.org\/2017\/11\/alternative-abortion-program-receives-additional-20-million-state-texas-ensuring-continued-growth-success\/\">program<\/a>, a network of pregnancy\u00a0centers, adoption agencies, and maternity homes offer support and resources to pregnant women, new mothers, and adoptive parents. Since <a href=\"https:\/\/www.nationalrighttolifenews.org\/2017\/11\/alternative-abortion-program-receives-additional-20-million-state-texas-ensuring-continued-growth-success\/\">2006<\/a>, the program has provided invaluable support to mothers who want to choose life. While historically underfunded, it received a $20 million boost in funding for the 2018-2019 year, after hard-fought legislation. According to the <a href=\"https:\/\/www.texastribune.org\/2017\/11\/16\/alternatives-abortion-funding-increases-more-100-percent\/\">Texas Tribune<\/a>, the program provides resources &#8220;until the child&#8217;s third birthday and connect pregnant mothers to financial assistance programs such as Medicaid, CHIP and food stamps,&#8221; as well as &#8220;job training and placement for mothers under the program,&#8221; which proponents say will help\u00a0new mothers to &#8220;become more financially independent and equipped to care for their children, lowering the number of parents relying on state social services.&#8221;<\/p>\n<p>But now, two legislators in the state of Texas have introduced anti-life amendments to cut funding to these agencies.\u00a0The proposed amendments would decimate this funding and cripple the care given to expectant women and new parents.<\/p>\n<p>The three amendments are <a href=\"https:\/\/www.forbes.com\/sites\/chuckdevore\/2019\/03\/25\/on-property-taxes-and-local-government-spending-texas-already-is-california\/#7fb401ea201b\">among 307<\/a> which will be debated as part of the state&#8217;s budget negotiations.\u00a0The <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/86R\/amendments\/prefiled\/pdf\/HB00001H2_860159.PDF\">first amendment<\/a>, introduced by Rep. Gina Calanni,\u00a0reduces funding to the state&#8217;s Alternatives to Abortion (A2A) program by $4,000,000. The <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/86R\/amendments\/prefiled\/pdf\/HB00001H2_860228.PDF\">next amendment<\/a>, proposed by Rep. Donna Howard, adds unnecessary regulations to the A2A program. Among the amendment&#8217;s concerns are reporting requirements that would be cumbersome to A2A&#8217;s life-saving agencies.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/website-busts-myths-pregnancy-centers\/\">New website busts pro-abortion myths about pregnancy centers<\/a><\/em><\/strong><\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\" wp-image-199171 aligncenter\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/unnamed-9-700x525.jpg\" alt=\"Texas, pregnancy\" width=\"580\" height=\"435\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/unnamed-9-700x525.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/unnamed-9-300x225.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/unnamed-9-768x576.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/unnamed-9-500x375.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/unnamed-9.jpg 1200w\" sizes=\"(max-width: 580px) 100vw, 580px\" \/><\/p>\n<p>via Texas Right to LifeEven more alarming, Howard&#8217;s second anti-life <a href=\"https:\/\/capitol.texas.gov\/tlodocs\/86R\/amendments\/prefiled\/pdf\/HB00001H2_860285.PDF\">amendment<\/a> would drastically reduce funding for A2A and abstinence education, stripping more than $27,000,000 from these services. This would seriously undercut the program, which received a total of <a href=\"https:\/\/www.nationalrighttolifenews.org\/2017\/11\/alternative-abortion-program-receives-additional-20-million-state-texas-ensuring-continued-growth-success\/\">$38.3 million<\/a> in funding for 2018 and 2019.<\/p>\n<p>All of these proposals would amend <a href=\"https:\/\/capitol.texas.gov\/BillLookup\/BillStages.aspx?LegSess=86R&amp;Bill=HB1\">House Bill 1<\/a>, the state&#8217;s General Appropriations bill. That bill passed the House committee\u00a0on March 18 and will next be voted on in the House.<\/p>\n<p>The amendments come amidst a <a href=\"https:\/\/www.statesman.com\/news\/20190324\/texas-house-and-senate-diverge-on-budget\">larger effort<\/a> in both the House and the Senate to create a workable budget.\u00a0While these amendments are filed under the guise of reallocating money for other needed services, they are a direct threat to the lives of pre-born infants and the well-being of mothers.
