Recent HHS rule changes put in place by the Trump administration regarding <a href=\"https:\/\/archive.liveaction.org\/news\/nixon-bush-planned-parenthood-family-planning\/\" target=\"_blank\" rel=\"noopener\">TitleX family planning funds<\/a> threaten to remove tax dollars from Planned Parenthood as long as it continues to commit abortions in the same facilities where it dispenses birth control. Supporters of the changes argue that poor and low-income men and women should not be forced to visit abortion facilities in order to access health care, nor should taxpayer dollars be used to <a href=\"https:\/\/archive.liveaction.org\/news\/yes-your-tax-dollars-fund-abortions-at-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">prop up<\/a> abortion facilities. And that&#8217;s what has been happening, as <a href=\"https:\/\/youtu.be\/BgB5E91lD6s\">this video<\/a> explains.<\/p>\n<p>Despite this, supporters of the abortion corporation falsely claim that if Planned Parenthood is defunded, Federally Qualified Health Centers (FQHC),\u00a0as identified by the federal\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx\">Health Resources and Services Administration<\/a>\u00a0(HRSA), would not be able to handle the influx of patients, a claim\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/fqhcs-offer-better-care-women-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">previously<\/a> debunked.<\/p>\n<p>There are vast <a href=\"https:\/\/archive.liveaction.org\/news\/media-claims-defunding-planned-parenthood-hurt-women-wrong\/\" target=\"_blank\" rel=\"noopener\">differences<\/a> between\u00a0community health centers (which provide comprehensive health services to women and families) and Planned Parenthood, whose president called abortion the corporation&#8217;s &#8220;core mission.&#8221;<\/p>\n<p><u><strong>FACILITIES<\/strong><\/u><\/p>\n<p>Planned Parenthood (PP) facilities have been decreasing nationwide, while FQHC sites are increasing:<\/p>\n<ul>\n<li>2015: Planned Parenthood\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\" target=\"_blank\" rel=\"noopener\">operated<\/a> 650 facilities while <a href=\"https:\/\/data.hrsa.gov\/data\/fact-sheets\" target=\"_blank\" rel=\"noopener\">there were<\/a> 9,800 FQHCs.<\/li>\n<li>2016: PP <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\" target=\"_blank\" rel=\"noopener\">reported<\/a> 600 facilities to FQHCs <a href=\"https:\/\/data.hrsa.gov\/data\/fact-sheets\" target=\"_blank\" rel=\"noopener\">recorded<\/a> 10,400.<\/li>\n<li>2017:\u00a0PP still\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/80\/d7\/80d7d7c7-977c-4036-9c61-b3801741b441\/190118-annualreport18-p01.pdf\" target=\"_blank\" rel=\"noopener\">reported<\/a> 600 facilities and FQHCs <a href=\"https:\/\/data.hrsa.gov\/data\/fact-sheets\" target=\"_blank\" rel=\"noopener\">remained<\/a> 10,400.<\/li>\n<li>2018: PP still <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/27\/8a\/278af3a4-8b4c-4289-bfe6-52ee2c3c048a\/pp_by_the_numbers_2018.pdf\" target=\"_blank\" rel=\"noopener\">reported<\/a>\u00a0600 facilities while FQHCs <a href=\"https:\/\/data.hrsa.gov\/data\/fact-sheets\" target=\"_blank\" rel=\"noopener\">rose<\/a>\u00a0to 12,000.<\/li>\n<\/ul>\n<p><u><strong>PATIENTS<\/strong><\/u><\/p>\n<p>Planned Parenthood reports show the abortion vendor served 2.4 million clients annually in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\" target=\"_blank\" rel=\"noopener\">2015<\/a>,\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-2016-women-dont-need\/\" target=\"_blank\" rel=\"noopener\">2016<\/a> and again in <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-more-abortion-less-healthcare\/\" target=\"_blank\" rel=\"noopener\">2017<\/a>.\u00a0But this is a decrease of 700,000 patients (nearly 23 percent) from the 3.1 million PP boasted in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2006-2007-Planned-Parenthood-Annual-Report.pdf\">2006<\/a>.<\/p>\n<p>Meanwhile, between 2015 and 2017, patients at FQHCs increased nearly 12 percent &#8212; to over <strong>27 million<\/strong>:<\/p>\n<ul>\n<li>2015: FQHCs\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx#fn12\" target=\"_blank\" rel=\"noopener\">served<\/a>\u00a024,295,946, of which\u00a020,616,149 were medical clients.<\/li>\n<li>2016: FQHCs\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx#fn12\" target=\"_blank\" rel=\"noopener\">served<\/a>\u00a025,860,296, of which 21,880,295 were medical clients.<\/li>\n<li>2017:\u00a0FQHCs\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx#fn12\" target=\"_blank\" rel=\"noopener\">served<\/a>\u00a0\u00a027,174,372, of which 22,866,468 were medical clients.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<div id=\"attachment_198288\" style=\"width: 672px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-198288\" decoding=\"async\" loading=\"lazy\" class=\"size-large wp-image-198288\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-patients-V-Planned-Parenthood-2017-HRSA-662x700.jpg\" alt=\"Image: FQHC patients 2015 to 2017 (Image 2017 HRSA) \" width=\"662\" height=\"700\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-patients-V-Planned-Parenthood-2017-HRSA-662x700.jpg 662w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-patients-V-Planned-Parenthood-2017-HRSA-284x300.jpg 284w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-patients-V-Planned-Parenthood-2017-HRSA-500x528.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-patients-V-Planned-Parenthood-2017-HRSA.jpg 703w\" sizes=\"(max-width: 662px) 100vw, 662px\" \/><p id=\"caption-attachment-198288\" class=\"wp-caption-text\">FQHC patients 2015 to 2017 (Image 2017 HRSA)<\/p><\/div>\n<p><strong>Mammograms\/Manual Breast Exams<\/strong>:<\/p>\n<p>Planned Parenthood <strong>does <a href=\"https:\/\/youtu.be\/tu_0-iD-rPk\" target=\"_blank\" rel=\"noopener\">not perform<\/a> mammograms<\/strong>, while FQHCs do. Instead, PP offers manual breast exams.<\/p>\n<ul>\n<li>2015: PP <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\" target=\"_blank\" rel=\"noopener\">recorded<\/a> 321,700 manual breast exams, while FQHCs <a href=\"https:\/\/bphc.hrsa.gov\/uds2015\/datacenter.aspx?q=tall&amp;year=2015&amp;state=\" target=\"_blank\" rel=\"noopener\">performed<\/a>\u00a0521,568 mammograms.<\/li>\n<li>2016: PP <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\" target=\"_blank\" rel=\"noopener\">recorded<\/a> 336,614 manual breast exams, while FQHCs\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds2016\/datacenter.aspx?q=tall&amp;year=2016&amp;state=\" target=\"_blank\" rel=\"noopener\">performed<\/a>\u00a0561,269\u00a0mammograms.<\/li>\n<li>2017:\u00a0PP\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/80\/d7\/80d7d7c7-977c-4036-9c61-b3801741b441\/190118-annualreport18-p01.pdf\" target=\"_blank\" rel=\"noopener\">recorded<\/a> 296,310 manual breast exams, while FQHCs\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2017&amp;state=\" target=\"_blank\" rel=\"noopener\">performed<\/a>\u00a0724,187\u00a0mammograms.<\/li>\n<\/ul>\n<p>Figures from Planned Parenthood&#8217;s most recent report (<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-more-abortion-less-healthcare\/\" target=\"_blank\" rel=\"noopener\">2017-2018<\/a>) reveal that manual breast exams there have decreased nearly 73 percent (72.73%) from a high of\u00a01,086,654 in\u00a0<a href=\"https:\/\/www.centerformedicalprogress.org\/wp-content\/uploads\/2015\/05\/2000_-_2001.pdf\" target=\"_blank\" rel=\"noopener\">2000<\/a>. In the past ten years, breast exams have fallen 65 percent (65.19%), from 851,232 in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2007<\/a>\u00a0to\u00a0296,310\u00a0in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/80\/d7\/80d7d7c7-977c-4036-9c61-b3801741b441\/190118-annualreport18-p01.pdf\" target=\"_blank\" rel=\"noopener\">2017<\/a>.<\/p>\n<p><strong>Pap Tests\/ Cervical Cancer Screenings<\/strong>:<\/p>\n<p>Since <a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2005-2006-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2004<\/a>, Pap tests at Planned Parenthood have declined\u00a0nearly 77 percent (76.84%) from a high of\u00a01,183,692.<\/p>\n<ul>\n<li>2015: PP <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\" target=\"_blank\" rel=\"noopener\">recorded<\/a> 293,799 Pap tests, while FQHCs <a href=\"https:\/\/bphc.hrsa.gov\/uds2015\/datacenter.aspx?q=tall&amp;year=2015&amp;state=\" target=\"_blank\" rel=\"noopener\">performed<\/a>\u00a01,863,957 cervical cancer screenings.<\/li>\n<li>2016: PP <a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\" target=\"_blank\" rel=\"noopener\">recorded<\/a> 281,063 Pap tests, while FQHCs\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds2016\/datacenter.aspx?q=tall&amp;year=2016&amp;state=\" target=\"_blank\" rel=\"noopener\">performed<\/a> 1,951,006 cervical cancer screenings.<\/li>\n<li>2017:\u00a0PP\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/80\/d7\/80d7d7c7-977c-4036-9c61-b3801741b441\/190118-annualreport18-p01.pdf\" target=\"_blank\" rel=\"noopener\">recorded<\/a> 274,145 Pap tests, while FQHCs\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2017&amp;state=\" target=\"_blank\" rel=\"noopener\">performed<\/a> 1,853,912 cervical cancer screenings.<\/li>\n<\/ul>\n<p>In 10 years, PP&#8217;s Pap tests decreased nearly 72 percent (71.70%), falling from 968,682 in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2007<\/a>\u00a0to\u00a0274,145\u00a0in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/80\/d7\/80d7d7c7-977c-4036-9c61-b3801741b441\/190118-annualreport18-p01.pdf\" target=\"_blank\" rel=\"noopener\">2017<\/a>.<\/p>\n<p><strong>Contraception<\/strong>:<br \/>\nOn paper, Planned Parenthood&#8217;s contraception services appear to out perform those provided at FQHCs.\u00a0But when you look closely, you see that between 2015 and 2017, while Planned Parenthood&#8217;s contraception services <strong>dropped<\/strong> nearly seven percent (6.69%), FQHCs contraception services <strong>increased<\/strong> by nearly thirteen percent (12.66%).<\/p>\n<p>In fact, in just one year, (2016 to 2017) FQHC&#8217;s services increased by 83,000 to while PP&#8217;s decreased by 80,000. See chart below.<\/p>\n<p>Since\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/01\/2009-Annual-Affiliate-Service-Census-Report..pdf\" target=\"_blank\" rel=\"noopener\">2009<\/a>, contraception services at Planned Parenthood have fallen nearly 35 percent (34.63%) from a high of 4,009,549. In 10 years, contraception services dropped nearly 33 percent (32.63%) from 3,889,980 in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2007<\/a>\u00a0to\u00a02,620,867 in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/80\/d7\/80d7d7c7-977c-4036-9c61-b3801741b441\/190118-annualreport18-p01.pdf\" target=\"_blank\" rel=\"noopener\">2017<\/a>.<\/p>\n<p>Live Action News <a href=\"https:\/\/archive.liveaction.org\/news\/guttmacher-report-women-dont-need-planned-parenthood-contraception\/\" target=\"_blank\" rel=\"noopener\">analyzed<\/a> <a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">data<\/a>\u00a0in 2017, which\u00a0looked at Planned Parenthood centers, Federally Qualified Health Center \u00a0sites, and Title X facilities for 2015, and found:<\/p>\n<ul>\n<li>60 percent of FQHCs offered contraception to at least 10 female clients.<\/li>\n<li>361 counties out of 3,142 counties had both a Planned Parenthood and a FQHC site.<\/li>\n<li>580\u00a0counties had neither.<\/li>\n<li>Out of the 2,201 remaining counties, 54 had no FQHC site and 2,147 had no Planned Parenthood (<a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">table 3<\/a>\/page 7).<\/li>\n<li>In all, Planned Parenthood centers were\u00a0located in just 415 U.S. counties while 1,719 counties had FQHC sites.<\/li>\n<\/ul>\n<p>At that time,\u00a0FQHC sites <a href=\"https:\/\/archive.liveaction.org\/news\/guttmacher-report-women-dont-need-planned-parenthood-contraception\/\" target=\"_blank\" rel=\"noopener\">outnumbered<\/a> Planned Parenthood in counties that provide contraception in every state except Connecticut, Minnesota, and the District of Columbia.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/court-rules-ohio-defund-planned-parenthood\/\">VICTORY: Court rules that Ohio can defund Planned Parenthood<\/a><\/em><\/strong><\/p>\n<div id=\"attachment_198296\" style=\"width: 909px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-198296\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-198296\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-V-Planned-Parenthood-2015-2017.png\" alt=\"Image: FQHC V Planned Parenthood 2015-2017\" width=\"899\" height=\"323\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-V-Planned-Parenthood-2015-2017.png 899w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-V-Planned-Parenthood-2015-2017-300x108.png 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-V-Planned-Parenthood-2015-2017-768x276.png 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-V-Planned-Parenthood-2015-2017-700x252.png 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/03\/FQHC-V-Planned-Parenthood-2015-2017-500x180.png 500w\" sizes=\"(max-width: 899px) 100vw, 899px\" \/><p id=\"caption-attachment-198296\" class=\"wp-caption-text\">FQHC V Planned Parenthood 2015-2017<\/p><\/div>\n<p><strong>Prenatal Care<\/strong>:<\/p>\n<p>Undercover investigations <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-purges-prenatal-from-websites-after-live-action-investigation\/\" target=\"_blank\" rel=\"noopener\">conducted<\/a> by Live Action have revealed that abortion &#8212; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>Planned Parenthood&#8217;s prenatal care services have dramatically decreased from where they were just a few years ago. According to PP&#8217;s most recent annual report (<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-more-abortion-less-healthcare\/\" target=\"_blank\" rel=\"noopener\">2017-2018<\/a>), prenatal care services decreased nearly 71 percent (70.88%) from a high of\u00a031,098 in\u00a0<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2009-2010-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2010<\/a>.
