{"id":196990,"date":"2019-02-20T20:32:40","date_gmt":"2019-02-21T02:32:40","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=196990"},"modified":"2019-02-20T16:34:23","modified_gmt":"2019-02-20T22:34:23","slug":"ct-bill-pregnancy-centers-advertise","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/ct-bill-pregnancy-centers-advertise\/","title":{"rendered":"CT bill would dictate how pregnancy centers advertise their services"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/pregnancyhelpnews.com\/connecticut-bill-attacks-advertising-for-pro-life-pregnancy-centers\">Pregnancy Help News<\/a>) [Last] week, hearings moved forward on a Connecticut bill which would ban pro-life pregnancy centers from advertising themselves in a way that the state deems \u201cfalse, misleading or deceptive.\u201d<\/p>\n<p>After\u00a0<a href=\"https:\/\/pregnancyhelpnews.com\/connecticut-pro-life-centers-rally-at-midnight-hour-to-down-naral-backed-legislation\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>failing to pass<\/strong><\/a>\u00a0in the last legislative session, the legislation has found new steam as politicians seek to\u00a0<a href=\"https:\/\/pregnancyhelpnews.com\/more-states-entertain-new-york-s-abortion-nightmare\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>increase abortion protections<\/strong><\/a>\u00a0in legislatures across the country.<\/p>\n<p>Dozens of supporters of the faith-based centers turned out on Monday to oppose the bill, testifying before the public health committee about their positive experiences.<\/p>\n<p>From\u00a0<a href=\"https:\/\/ctmirror.org\/2019\/02\/11\/pitched-battle-over-bill-to-prohibit-deceptive-advertising-at-faith-based-pregnancy-centers\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em><strong>The CT Mirror<\/strong><\/em><\/a>:<\/p>\n<p><em>Jessica Tallie, who got help through the Women\u2019s Center of Eastern Connecticut, said she went to the center seven years ago as a single, pregnant 21-year-old. Tallie knew she wanted to have her baby, but said she needed assistance getting through her pregnancy.<\/em><\/p>\n<p><em>\u201cThe center gave me a clear overview of who they were, what they believe, and how they operate before I began any sessions with them,\u201d Tallie said. \u201cIt was a professional, transparent, and comfortable environment.\u201d<\/em><\/p>\n<p>Tallie isn\u2019t alone. Lisa Maloney, executive director of\u00a0<a href=\"https:\/\/www.carenetsect.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Care Net of Southeastern Connecticut<\/strong><\/a>\u00a0and president of the\u00a0<a href=\"https:\/\/www.facebook.com\/connecticutpcc\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Connecticut Pregnancy Care Coalition<\/strong><\/a>, submitted 350 exit surveys to the public health committee last year, all testifying to the positive work being done by her center.<\/p>\n<p>\u201cThere\u2019s not one case of a report that we\u2019ve falsely advertised from a client,\u201d she told Pregnancy Help News. \u201cThey cannot site a certain case.\u201d<\/p>\n<div id=\"attachment_196801\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-196801\" decoding=\"async\" loading=\"lazy\" class=\"size-large wp-image-196801\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/02\/christina-marie-bennett-700x379.jpg\" alt=\"pregnancy centers\" width=\"700\" height=\"379\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/02\/christina-marie-bennett-700x379.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/02\/christina-marie-bennett-300x163.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/02\/christina-marie-bennett-768x416.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/02\/christina-marie-bennett-500x271.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2019\/02\/christina-marie-bennett.jpg 1200w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><p id=\"caption-attachment-196801\" class=\"wp-caption-text\">Christina Marie Bennett (Screenshot: YouTube) testifies against the CT bill to control pregnancy centers.<\/p><\/div>\n<p>Modeled after\u00a0similar\u00a0orders passed by\u00a0<a href=\"https:\/\/pregnancyhelpnews.com\/san-francisco-s-attack-on-pro-life-speech-appealed-to-supreme-court\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>San Francisco<\/strong><\/a>\u00a0and\u00a0<a href=\"https:\/\/pregnancyhelpnews.com\/hartford-ord-2017\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Hartford<\/strong><\/a>\u00a0(Conn.), the Connecticut House Bill\u00a0<a href=\"https:\/\/www.cga.ct.gov\/2019\/TOB\/h\/pdf\/2019HB-07070-R00-HB.PDF\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>7070<\/strong><\/a>\u00a0mandates that:<\/p>\n<p><i>No limited services pregnancy c<\/i><i>enter shall make or disseminate or cause to be made or disseminated\u00a0<\/i><i>in any newspaper or other publication, through any advertising\u00a0<\/i><i>device, or in any other manner, including, but not limited to, through\u00a0<\/i><i>use of the Internet, any statement concerning any pregnancy-related\u00a0<\/i><i>service or the provision of any pregnancy-related service (1) that is\u00a0<\/i><i>false, misleading or deceptive or that a limited services pregnancy\u00a0<\/i><i>center reasonably should know to be false, misleading or deceptive, or\u00a0<\/i><i>(2) with the intent not to perform such pregnancy-related service as\u00a0<\/i><i>advertised.<\/i><\/p>\n<p>Maloney says this law could prevent centers from advertising a message as simple as, \u201cPregnant? Need help?\u201d According to the bill\u2019s proponents, she explains, this three-word advertisement implies that a pregnancy center is a \u201creproductive health center\u201d that provides abortions.<\/p>\n<p>She calls the measure a \u201cshow of force.\u201d<\/p>\n<p>\u201cI think that they\u2019re running scared that\u00a0<em>Roe v. Wade<\/em>\u00a0is going to be overturned, so Connecticut is pushing really hard to make sure that they protect abortion rights at all costs,\u201d she said.<\/p>\n<p>That desperation seemed palpable in a statement from Rep. Jillian Gilchrest, D-West Hartford, who cited biased research done by NARAL Pro-Choice Connecticut during Monday\u2019s hearing. According to Gilchrest, women who visited pregnancy help centers were told \u201cthat they were sinning for getting an abortion, that they might not make it out alive, and that some women are left with a half of a baby inside them after having an abortion.\u201d<\/p>\n<p>Maloney, a licensed marriage and family therapist, has been with her center for almost 20 years, having joined the board in 2000, just as the center was converting to a medical clinic. Like countless others who serve in pregnancy help ministry, she became involved in pro-life work after experiencing an unexpected pregnancy of her own.<\/p>\n<p>At just 20-years-old, Maloney was pregnant and alone when her church forced her to stand on stage before the whole congregation and confess her sin. After the church stripped her of her membership, Maloney was all the more alone\u2014and all the more vulnerable to abortion.<\/p>\n<p>But despite her circumstance, she didn\u2019t consider abortion. She went on to have her son, who turned 30 last month.<\/p>\n<p>Still, her experience left a lasting impression\u2014especially after she learned that two other women from her former church had abortions after witnessing what she went through that Sunday morning.<\/p>\n<p>For Maloney, a pregnancy help center could have made a difference in all their lives.<\/p>\n<p>\u201cSo when I heard some years later about a center that would help women who were faced with the exact same situation that I was faced with, I realized that that was something that I needed to be a part of because it was something I didn\u2019t have,\u201d Maloney said.<\/p>\n<p><strong><span style=\"color: #0000ff;\"><em>READ: <a style=\"color: #0000ff;\" href=\"https:\/\/archive.liveaction.org\/news\/officials-connecticut-pregnancy-linked-pro-abortion\/\">Officials deciding fate\u00a0of Connecticut pregnancy centers are linked to pro-abortion group<\/a><\/em><\/span><\/strong><\/p>\n<p>Today, she says her experience has shaped how she views her role at Care Net.<\/p>\n<p>\u201cIt shows me to really be careful and aware of, what are my attitudes when I\u2019m coming in front of (clients),\u201d she said. \u201cAm I coming in front of them in a spirit of humility\u2014that I\u2019ve been there? Or am I coming in front of them with this whole judgmental attitude that I received? So I\u2019m really, really careful about making sure that they know that\u2014\u2018I\u2019ve been there, I get it, I understand that you\u2019re scared.\u2019\u201d<\/p>\n<p>Located in the coastal town of New London, her center serves a mix of college students, military members, and undocumented immigrants, offering free ultrasound scans, pregnancy tests, STD tests, and options consultations. The center even provides free birthing classes with the help of two doulas, one of whom is bilingual.<\/p>\n<p>During Monday\u2019s hearing, bill sponsor Rep. Liz Linehan, D-Cheshire, warned the committee that several centers in Connecticut \u201coperate with the appearance of a medical facility and advertise to people as though they offer abortion and emergency contraception, when they are actually opposed to these services.\u201d<\/p>\n<p>But Maloney says that the Connecticut Department of Public Health, which first licensed her center as an outpatient clinic in 2001, has recognized her center as a medical facility for almost two decades. Her center offers its medical services under the guidance of its volunteer medical director, an emergency room physician.<\/p>\n<div id=\"attachment_169446\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-169446\" decoding=\"async\" loading=\"lazy\" class=\"size-large wp-image-169446\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/07\/IMG_9579-700x525.jpg\" alt=\"\" width=\"700\" height=\"525\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/07\/IMG_9579-700x525.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/07\/IMG_9579-300x225.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/07\/IMG_9579-768x576.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/07\/IMG_9579-500x375.jpg 500w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><p id=\"caption-attachment-169446\" class=\"wp-caption-text\">Community support for ABC pregnancy center located in Connecticut.<\/p><\/div>\n<p>Together with all the other centers in her coalition, Maloney\u2019s clinic adheres to the national code of ethics called, \u201c<a href=\"https:\/\/www.heartbeatinternational.org\/about\/our-commitment\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Our Commitment of Care and Competence<\/strong><\/a>\u201d (CCC), which addresses the vital importance of truthfulness in communications. This ethics code is maintained by\u00a0<a href=\"https:\/\/www.heartbeatinternational.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Heartbeat International<\/strong><\/a>,\u00a0<a href=\"https:\/\/www.care-net.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Care Net<\/strong><\/a>, and\u00a0<a href=\"https:\/\/nifla.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>NIFLA,<\/strong><\/a>\u00a0three of the country\u2019s major pregnancy help networks.<\/p>\n<p>In 2018, the Connecticut Pregnancy Care Coalition\u2019s 11 member centers served nearly 3,000 clients with free pregnancy tests, ultrasounds, material items (such as diapers and baby clothes), and educational classes. That\u2019s an estimated community cost savings of about $1.2 million.<\/p>\n<p>Maloney says the coalition\u2019s centers have only ever wanted to serve women\u2014not to become embroiled in political battles.
