{"id":196613,"date":"2019-02-19T08:17:24","date_gmt":"2019-02-19T14:17:24","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=196613"},"modified":"2019-02-17T22:19:14","modified_gmt":"2019-02-18T04:19:14","slug":"nebraska-strips-pro-life-language","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/nebraska-strips-pro-life-language\/","title":{"rendered":"Nebraska reverses last year&#8217;s victory, strips pro-life language from budget"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>In what could be a setback for the pro-life movement in Nebraska, last week on February 12, the state senate budget appropriations committee\u00a0<a href=\"https:\/\/www.klkntv.com\/story\/39960448\/title-x-language-removed-from-nebraska-state-budget\">voted 5-3 against<\/a> including language that would withhold Title X funds from <a href=\"http:\/\/abortionprocedures.com\">abortion<\/a> providers such as <a href=\"http:\/\/liveaction.org\/abortioncorporation\">Planned Parenthood<\/a>. The measure preventing the funding from going to abortion providers was first put into place last year and had been widely hailed as a pro-life victory.<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">Today, the Nebraska Legislature\u2019s Appropriations Committee stripped key <a href=\"https:\/\/twitter.com\/hashtag\/prolife?src=hash&amp;ref_src=twsrc%5Etfw\">#prolife<\/a> language from the state budget in a committee vote. Less than a year ago, the Legislature stood with Nebraskans and voted for a pro-life budget.<\/p>\n<p>\u2014 Gov. Pete Ricketts (@GovRicketts) <a href=\"https:\/\/twitter.com\/GovRicketts\/status\/1095495412176379906?ref_src=twsrc%5Etfw\">February 13, 2019<\/a><\/p><\/blockquote>\n<p style=\"text-align: center;\"><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>In a statement put out by the Governor on Tuesday, he <a href=\"https:\/\/governor.nebraska.gov\/press\/gov-ricketts-committee-vote-strip-pro-life-budget-provision-%E2%80%9Cappalling%E2%80%9D\">expressed concerns<\/a> for the state in light of the current push for very pro-abortion policies nationwide: \u201cGiven what\u2019s going on in New York and Virginia, the decision to strip the pro-life language out of this year\u2019s budget is especially appalling. I urge the committee to reconsider this initial vote, because how the state spends taxpayer dollars has deep implications for the dignity of human life and Nebraska\u2019s core values.\u201d<\/p>\n<p>Appropriations Committee chairman John Stinner said that the budget would be contentious enough with provisions already included, <a href=\"https:\/\/journalstar.com\/legislature\/senators-vote-to-leave-abortion-funding-provision-out-of-nebraska\/article_c645628f-91d6-5897-9dc3-f39d1dc69cce.html\">according to the Lincoln Journal Star<\/a>. &#8220;He would rather the debates this session be about the budget, and not about a social policy, he said. He would prefer that the content of the Title X provision be put into a bill and debated that way,&#8221; the Star wrote.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-taxpayer-title-x-fund-abortion\/\">How Planned Parenthood uses taxpayer dollars and Title X for abortion<\/a><\/em><\/strong><\/p>\n<p>State Senator Patty Pansing Brooks introduced a related bill on Title X funding that she argues may be used as a means to discuss the Governor&#8217;s pro-life provision. Pansing Brooks\u2019 bill would only permit licensed organizations covered under the state\u2019s Health Care Facilities Licensure Act, and subject to HIPAA Act of 1996 requirements, to be eligible to receive Title X funds. If she is correct and the measure makes its way into this or another bill, then the pro-life provision that the Appropriations Committee voted out may be able to be enacted through a different means.<\/p>\n<p>Planned Parenthood of Nebraska currently receives $300,000 of federal Title X funding each year,\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/nebraska-gov-pete-ricketts\/\">according to The Nebraska Catholic Conference<\/a>. Nationwide, other pro-life medical clinics are <a href=\"https:\/\/archive.liveaction.org\/news\/medical-pregnancy-centers-planned-parenthood\/\">attempting to position themselves for federal Title X dollars<\/a> under a Trump administration rule change. Under Title X, Planned Parenthood receives taxpayer dollars to pay for contraception like Plan B and to cover the organization&#8217;s expenses, freeing its other funding up to pay for expenses related to committing abortions.
