The government\u2019s hope is to increase the birth rate from 1.5 to above a replacement rate of 2.1 by 2030. Some are already pointing to results: the country\u2019s birth rate has increased annually from 2011 when it <a href=\"https:\/\/ec.europa.eu\/eurostat\/tgm\/table.do?tab=table&amp;init=1&amp;language=en&amp;pcode=tps00199&amp;plugin=1\">hit a low of 1.23<\/a>.<\/p>\n<p>On Sunday, Prime Minister Viktor Orban announced a\u00a0<a href=\"https:\/\/www.cnbc.com\/amp\/2019\/02\/11\/have-four-or-more-babies-in-hungary-and-youll-pay-no-income-tax-for-life.html\">seven-point \u201cFamily Protection Action Plan\u201d<\/a> that includes lifetime income tax breaks for women raising more than four children, state support for those buying seven-seat vehicles, favorable mortgage rates for families with multiple children, increased spending on the public healthcare system, and increased spending on preschool and kindergarten. Existing support for families in the country includes paid childcare leave, maternity support, tax benefits, and housing allowances, as well as subsidized textbooks and decreased utility costs. Orban\u2019s announcement of the new pro-family measures included sharp criticism of \u201c<a href=\"https:\/\/abcnews.go.com\/International\/hungarys-prime-minister-promises-subsidies-families-multiple-children\/story?id=61004172\">mixed population countries<\/a>.\u201d His concern seems to be based at least in part on a desire to prevent Christian families from becoming a minority in the country. The plan is likely to pass.<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/abortion-rate-drops-significantly-in-hungary-almost-23-in-5-years\/\">Abortions drop significantly in Hungary, down almost 23% in 5 years<\/a><\/em><\/strong><\/p>\n<p>These measures are in keeping with Hungary\u2019s pro-family constitution, adopted in 2011. <a href=\"https:\/\/www.constituteproject.org\/constitution\/Hungary_2011.pdf\">Article L of the Hungarian Constitution<\/a> specifically states that \u201cHungary shall encourage the commitment to have children.\u201d Last year in a conference given at the Vatican, Minister of State for Family, Youth, and International Affairs\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/hungary-abortion-numbers-plunge-family\/\">Katalin Novak highlighted<\/a> the country\u2019s pro-family policies and discussed the downward demographic trends. \u201cA precondition of the medium and long-term social development and the sustainability of Hungary is a lasting turn in demographic trends,\u201d she stated. \u201cThe objective can be achieved with a stable, complex, targeted and flexible family policy that is capable of adapting to changing needs and conditions.\u201d<\/p>\n<p>Since the implementation of the robust support for families and the adoption of the pro-life constitution, Hungary saw a <a href=\"https:\/\/www.christian.org.uk\/news\/government-pro-life-actions-lead-drop-abortions-hungary\/\">22.9% decline in abortions from 2010 to 2015<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">Just to put things in perspective- the Hungarian government has worked for years to turn around family demografics and has achieved results! <a href=\"https:\/\/t.co\/xIeZbdSROG\">https:\/\/t.co\/xIeZbdSROG<\/a><\/p>\n<p>\u2014 Eduard Habsburg (@EduardHabsburg) <a href=\"https:\/\/twitter.com\/EduardHabsburg\/status\/1094845355315867648?ref_src=twsrc%5Etfw\">February 11, 2019<\/a><\/p><\/blockquote>\n<p style=\"text-align: center;\"><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Hungary is not the only European country to enact similar fertility-encouraging measures. In 2014 a private travel company in Denmark launched their humorous and provocative \u201c<a href=\"https:\/\/www.independent.co.uk\/news\/world\/europe\/denmark-s-bizarre-series-of-sex-campaigns-lead-to-baby-boom-a7062466.html\">Do it for Denmark<\/a>\u201d ad campaign in order to encourage a population boom to counteract declining births and an increasing elderly population. The campaign also involved \u201cDo it for Mom,\u201d which highlighted the pressure on Danish welfare systems that could be relieved through having babies. In 2016, a fertility push from the Italian government\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/worldviews\/wp\/2016\/09\/05\/a-government-campaign-urged-italians-to-have-more-babies-immediately-it-didnt-go-well\/\">fell flat<\/a>.<\/p>\n<p><span style=\"font-weight: 400;\">Critics of Hungary&#8217;s Prime Minister have cited concerns that the country\u2019s\u00a0 2011 Constitutional revisions and subsequent measures have <a href=\"https:\/\/www.reuters.com\/article\/us-hungary-courts\/hungary-to-set-up-courts-overseen-directly-by-government-idUSKBN1OB193\">eroded the separation of powers<\/a>. Some claim that <a href=\"https:\/\/www.nytimes.com\/2018\/12\/25\/world\/europe\/hungary-democracy-orban.html\">financial pressures applied to independent media<\/a> has removed an important\u00a0source of criticism, raising concerns about the state of free democracy within the country. In September, the EU voted to punish Hungary for what it sees as a a <a href=\"https:\/\/www.nytimes.com\/2018\/09\/12\/world\/europe\/hungary-eu-viktor-orban.html\">violation of democratic norms<\/a>.\u00a0<\/span><\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/hungarian-court-condemns-black-market-sales-aborted-fetal-parts-cosmetic-use\/\">Hungarian court condemns black market sales of aborted fetal parts for cosmetic use<\/a><\/em><\/strong><\/p>\n<p>Declining birth rates are a trend in many developed countries as younger generations <a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/japan-ageing-over-90-population-2-million-birthrate-decline-sex-children-marriage-childcare-a7954841.html\">forego families to pursue careers<\/a>. In Europe, as of <a href=\"https:\/\/ec.europa.eu\/eurostat\/tgm\/table.do?tab=table&amp;init=1&amp;language=en&amp;pcode=tps00199&amp;plugin=1\">2016 statistics<\/a>, the top five countries by population in Europe have birth rates below the replacement rate of 2.1: Germany (1.6), France (1.92), United Kingdom (1.79), Italy (1.34), and Spain (1.34). Only the country of Georgia, at 2.23, has a birth rate that exceeds replacement.
