{"id":195914,"date":"2019-02-06T13:54:47","date_gmt":"2019-02-06T19:54:47","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=195914"},"modified":"2019-02-04T23:40:58","modified_gmt":"2019-02-05T05:40:58","slug":"va-governor-misleads-third-trimester-abortions","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/va-governor-misleads-third-trimester-abortions\/","title":{"rendered":"Virginia governor misleads on women&#8217;s reasons for third trimester abortions"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><span style=\"font-weight: 400;\">In an attempt to justify <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=SkTopSKo1xs\"><span style=\"font-weight: 400;\">his support<\/span><\/a><span style=\"font-weight: 400;\"> for a bill that would allow abortions at any \u201c<\/span><a href=\"http:\/\/lis.virginia.gov\/cgi-bin\/legp604.exe?191+ful+HB2491\"><span style=\"font-weight: 400;\">stage of pregnancy<\/span><\/a><span style=\"font-weight: 400;\">,\u201d the communications director for Virginia Governor Ralph Northam (D) has issued a <\/span><a href=\"https:\/\/twitter.com\/AaronBlake\/status\/1090707530370768902\"><span style=\"font-weight: 400;\">written statement<\/span><\/a><span style=\"font-weight: 400;\"> that says: \u201cNo woman seeks a third trimester abortion except in the case of tragic or difficult circumstances, such as a nonviable pregnancy or in the event of severe fetal abnormalities\u2026.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That claim has been disproven by the public disclosures of abortion providers for more than two decades. Yet, politicians, media outlets, and activists continue to repeat it. The salient facts of this matter are documented in Just Facts\u2019 comprehensive research <\/span><a href=\"http:\/\/www.justfacts.com\/abortion.asp#PartialBirth\"><span style=\"font-weight: 400;\">on abortion<\/span><\/a><span style=\"font-weight: 400;\"> and summarized below.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Before partial-birth abortions were banned by <\/span><a href=\"https:\/\/www.congress.gov\/bill\/108th-congress\/senate-bill\/3\/actions\"><span style=\"font-weight: 400;\">federal law<\/span><\/a><span style=\"font-weight: 400;\"> in 2003, it was a preferred method for committing late-term abortions. Dr. Martin Haskell, who is credited with inventing this procedure, stated in a 1993 interview with <\/span><i><span style=\"font-weight: 400;\">American Medical News<\/span><\/i><span style=\"font-weight: 400;\">:<\/span><\/p>\n<p style=\"padding-left: 30px;\"><em><span style=\"font-weight: 400;\">I\u2019ll be quite frank: most of my abortions are elective in that 20\u201324 week range\u2026. In my particular case, probably 20% are for genetic reasons. And the other 80% are purely elective\u2026.<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400;\">A picture of a human during the <\/span><a href=\"https:\/\/www.justfacts.com\/abortion.asp#Science\"><span style=\"font-weight: 400;\">stage of development<\/span><\/a><span style=\"font-weight: 400;\"> specified by Haskell (22 weeks) is shown below:<\/span><\/p>\n<div id=\"attachment_81031\" style=\"width: 327px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-81031\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-81031\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2015\/11\/babyat20weeks.jpg\" alt=\"\" width=\"317\" height=\"476\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2015\/11\/babyat20weeks.jpg 317w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2015\/11\/babyat20weeks-200x300.jpg 200w\" sizes=\"(max-width: 317px) 100vw, 317px\" \/><p id=\"caption-attachment-81031\" class=\"wp-caption-text\">Fetus at 20 weeks (22 weeks LMP)<\/p><\/div>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/abortion-violent-photos-real-abortionist\/\">Abortion is violent and the photos are real, says late-term abortionist<\/a><\/em><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">After Haskell\u2019s statement was entered into the <\/span><a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/CREC-1996-09-19\/html\/CREC-1996-09-19-pt1-PgH10621.htm\"><span style=\"font-weight: 400;\">U.S. Congressional Record<\/span><\/a><span style=\"font-weight: 400;\">, many abortion advocates denied it:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The American Civil Liberties Union, National Organization for Women, People for the American Way, and 50 other organizations sent a joint letter to Congress stating that partial-birth abortions were \u201cmost often performed\u201d in cases \u201cof severe fetal anomalies or a medical condition that threatens the pregnant woman\u2019s life or health.\u201d<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Planned Parenthood issued a press release asserting that partial-birth abortions are performed \u201conly in cases when the woman\u2019s life is in danger or in cases of extreme fetal abnormality.\u201d<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Ronald Fitzsimmons, the executive director of the National Coalition of Abortion Providers appeared on ABC\u2019s <\/span><i><span style=\"font-weight: 400;\">Nightline<\/span><\/i><span style=\"font-weight: 400;\"> and stated that partial-birth abortions were done only in extreme situations of danger to a woman\u2019s life and fetal anomalies.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">However, over the next year and a half, those assertions were discredited by Fitzsimmons and other abortion providers:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Fitzsimmons told the <\/span><i><span style=\"font-weight: 400;\">New York Times<\/span><\/i><span style=\"font-weight: 400;\"> and <\/span><i><span style=\"font-weight: 400;\">American Medical News <\/span><\/i><span style=\"font-weight: 400;\">that he \u201clied through [his] teeth\u201d when he appeared on <\/span><i><span style=\"font-weight: 400;\">Nightline<\/span><\/i><span style=\"font-weight: 400;\"> because he was afraid that the truth would erode public support for abortion. Disowning his previous statements, he stated that partial-birth abortions are \u201cprimarily done on healthy women and healthy fetuses&#8230;.\u201d<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Two doctors at a New Jersey abortion clinic spoke with a North Jersey newspaper under condition of anonymity. Both independently stated that their clinic was performing roughly 1,500 partial-birth abortions per year, most of which were elective and not for medical reasons.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Renee Chelian, president of the National Coalition of Abortion Providers admitted:<\/span><\/li>\n<\/ul>\n<p style=\"padding-left: 30px;\"><em><span style=\"font-weight: 400;\">The spin out of Washington was that it was only done for medical necessity, even though we knew it wasn\u2019t so. I kept waiting for [the National Abortion Federation] to clarify it and they never did. I got caught up: What do we do about this secret? Who do we tell and what happens when we tell? But frankly, no one was asking me, so I didn\u2019t have to worry.<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400;\">Thus, the <\/span><i><span style=\"font-weight: 400;\">New York Times<\/span><\/i> <a href=\"https:\/\/www.nytimes.com\/2003\/04\/22\/health\/possible-ban-on-abortion-technique-leaves-doctors-uneasy.html\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> in 2003 that \u201cone aspect\u201d of the partial-birth abortion debate \u201chas changed\u201d:<\/span><\/p>\n<p style=\"padding-left: 30px;\"><em><span style=\"font-weight: 400;\">When it began, some opponents of the ban said the targeted form of abortion was used only when a fetus had extreme abnormalities or a mother\u2019s health was endangered by pregnancy. <\/span><\/em><\/p>\n<p style=\"padding-left: 30px;\"><em><span style=\"font-weight: 400;\">Now, both sides acknowledge that abortions done late in the second trimester, no matter how they are conducted, are most often performed to end healthy pregnancies because the woman arrived relatively late at her decision to abort.<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400;\">A Guttmacher study from 1987 indicates that only 2 percent of abortions done after 16 weeks of pregnancy are done because of fetal abnormalities.<\/span><\/p>\n<p><b>Resurrecting the Falsehood<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Nearly a decade after the <\/span><i><span style=\"font-weight: 400;\">New York Times<\/span><\/i><span style=\"font-weight: 400;\"> reported the truth about the reasons for late-term abortions, the <\/span><i><span style=\"font-weight: 400;\">Times&#8217;<\/span><\/i><span style=\"font-weight: 400;\"> own editorial board ignored this and <\/span><a href=\"https:\/\/www.nytimes.com\/2012\/07\/26\/opinion\/anti-abortionists-on-trial.html\"><span style=\"font-weight: 400;\">wrote<\/span><\/a><span style=\"font-weight: 400;\"> that abortions after 20 weeks \u201coften involve severely troubled pregnancies that pose risks to a woman\u2019s health or life.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Likewise, Democratic presidential contender Hillary Clinton <\/span><a href=\"https:\/\/www.cbsnews.com\/news\/face-the-nation-transcripts-september-20-clinton-and-paul\/\"><span style=\"font-weight: 400;\">told<\/span><\/a><span style=\"font-weight: 400;\"> CBS\u2019s <\/span><i><span style=\"font-weight: 400;\">Face the Nation<\/span><\/i><span style=\"font-weight: 400;\"> in 2015 that \u201cthe kind of late-term abortions that take place are because of medical necessity.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over the past several days, Governor Northam, who is a pediatric neurologist, spread the same false narrative in an interview with <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=SkTopSKo1xs\"><span style=\"font-weight: 400;\">WTOP radio<\/span><\/a><span style=\"font-weight: 400;\"> and via his <\/span><a href=\"https:\/\/twitter.com\/AaronBlake\/status\/1090707530370768902\"><span style=\"font-weight: 400;\">spokesperson<\/span><\/a><span style=\"font-weight: 400;\">. Throughout this, <\/span><a href=\"https:\/\/www.google.com\/search?q=Northam+%22done+in+cases+where+there+may+be+severe+deformities%22&amp;lr=&amp;biw=1024&amp;bih=659&amp;source=lnt&amp;tbs=cdr%3A1%2Ccd_min%3A1%2F26%2F2019%2Ccd_max%3A2%2F1%2F2019&amp;tbm=nws\"><span style=\"font-weight: 400;\">many media outlets<\/span><\/a><span style=\"font-weight: 400;\"> have published his words without revealing they are untrue.<\/span><\/p>\n<p><b>Expanding Late-Term Abortions<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Despite the <\/span><a href=\"https:\/\/www.congress.gov\/bill\/108th-congress\/senate-bill\/3\/text\"><span style=\"font-weight: 400;\">federal law<\/span><\/a><span style=\"font-weight: 400;\"> prohibiting partial-birth abortions for the past 16 years, a <\/span><a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1363\/4521013\"><span style=\"font-weight: 400;\">2013 Guttmacher paper<\/span><\/a><span style=\"font-weight: 400;\"> estimated that \u201cmore than 15,000\u201d abortions \u201cafter 20 weeks\u201d are still done every year. These are often performed with a procedure called \u201cdismemberment dilation and extraction.\u201d In this type of abortion, as explained by the <\/span><a href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/1996\/09\/17\/harsh-details-shift-tenor-of-abortion-fight\/c65611f7-0ae2-4ef7-821d-2e5149f701e4\/?utm_term=.5c4840734fc4\"><i><span style=\"font-weight: 400;\">Washington Post<\/span><\/i><\/a><span style=\"font-weight: 400;\">, \u201cthe fetal limbs are pulled off the body in utero, sometimes while the fetus is still alive.\u201d A 2007 Supreme Court decision details this process in more depth (WARNING: <\/span><a href=\"http:\/\/www.justfacts.com\/abortion.asp#dismemberment_detailed\"><span style=\"font-weight: 400;\">graphic content<\/span><\/a><span style=\"font-weight: 400;\">).<\/span><\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/jgw4X7Dw_3k\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p><strong>READ:\u00a0<em><a href=\"https:\/\/archive.liveaction.org\/news\/abortionist-killed-preborn-crushing-skull\/\">Late-term abortionist describes crushing the skull of a living preborn baby<\/a><\/em><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">The Virginia House of Delegates <\/span><a href=\"http:\/\/lis.virginia.gov\/cgi-bin\/legp604.exe?191+sum+HB2491\"><span style=\"font-weight: 400;\">has tabled<\/span><\/a><span style=\"font-weight: 400;\"> the late-term abortion bill supported by Northam, but Democrat governor Andrew Cuomo of New York <\/span><a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2019\/s240\"><span style=\"font-weight: 400;\">recently signed<\/span><\/a><span style=\"font-weight: 400;\"> a similar bill into law, and Democrats in Rhode Island are <\/span><a href=\"https:\/\/www.wpri.com\/politics\/abortion-bills-to-be-heard-at-ri-state-house-tuesday\/1736670802\"><span style=\"font-weight: 400;\">advancing<\/span><\/a><span style=\"font-weight: 400;\"> comparable <\/span><a href=\"http:\/\/webserver.rilin.state.ri.us\/BillText\/BillText19\/HouseText19\/H5127.pdf\"><span style=\"font-weight: 400;\">legislation<\/span><\/a><span style=\"font-weight: 400;\">. All of the bills allow abortions at any <\/span><a href=\"https:\/\/www.justfacts.com\/abortion.asp#Science\"><span style=\"font-weight: 400;\">stage of pregnancy<\/span><\/a><span style=\"font-weight: 400;\">, which extends beyond the developmental stage of the premature baby shown below.<\/span><\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-192808\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/12\/premature-baby-preemie-infant-newborn-NICU.jpg\" alt=\"preemie, abortion, \" width=\"663\" height=\"359\" \/><\/p>\n<p><b>\u201cHealth\u201d and \u201cDoctors\u201d<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Virginia, New York, and Rhode Island bills explicitly permit late-term abortions for the \u201chealth\u201d of the mother. As defined by the Supreme Court\u2019s rulings in <\/span><a href=\"http:\/\/www.justfacts.com\/abortion.asp#ConstitutionRoe\"><i><span style=\"font-weight: 400;\">Roe v. Wade<\/span><\/i><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/www.justfacts.com\/abortion.asp#ConstitutionDoe\"><i><span style=\"font-weight: 400;\">Doe v. Bolton<\/span><\/i><\/a><span style=\"font-weight: 400;\">, \u201chealth\u201d can mean \u201cphysical, emotional, psychological, familial\u201d factors like the \u201cstigma of unwed motherhood,\u201d the work of \u201cchild care,\u201d and \u201cthe distress, for all concerned, associated with the unwanted child.\u201d These provisions\u2014which are rarely mentioned by media outlets\u2014provide broad leeway to perform abortions in <\/span><a href=\"https:\/\/www.justfactsdaily.com\/roe-v-wade-allows-abortions-for-all-9-months-of-pregnancy-not-just-the-first-3\/\"><span style=\"font-weight: 400;\">practically every case<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Like <\/span><i><span style=\"font-weight: 400;\">Roe<\/span><\/i><span style=\"font-weight: 400;\"> and <\/span><i><span style=\"font-weight: 400;\">Doe<\/span><\/i><span style=\"font-weight: 400;\">, the bills also leave the determination of \u201chealth\u201d to anyone licensed to perform abortions. Abortion advocates say that such decisions should be decided only by \u201ca woman and her doctor,\u201d but these bills give abortionists the full authority to make that judgment. This includes doctors who conduct abortions and little else. They need not be anyone\u2019s personal physician, obstetrician, or psychiatrist.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The implications of this are clear in the following words of abortionist <\/span><a href=\"http:\/\/www.drhern.com\/biography.pdf\"><span style=\"font-weight: 400;\">Warren Hern<\/span><\/a><span style=\"font-weight: 400;\">, author of \u201cthe nation\u2019s most widely used textbook on abortion standards and procedures.\u201d He <\/span><a href=\"http:\/\/www.justfacts.com\/abortion.asp#ConstitutionDoe\"><span style=\"font-weight: 400;\">declared<\/span><\/a><span style=\"font-weight: 400;\">: \u201cI say every pregnancy carries a risk of death,\u201d and \u201cI will certify that any pregnancy is a threat to a woman\u2019s life and could cause grievous injury to her physical health.\u201d<\/span><\/p>\n<p><b>Summary<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Contrary to Northam and other politicians and activists, most late-term abortions are purely elective and not for medical reasons. Furthermore, they are pushing bills that permit abortions on full-term humans up through birth if any abortionist says it is for a mother\u2019s \u201chealth.\u201d This could apply in virtually every case, because the Supreme Court\u2019s decisions in <\/span><i><span style=\"font-weight: 400;\">Roe v. Wade<\/span><\/i><span style=\"font-weight: 400;\"> and <\/span><i><span style=\"font-weight: 400;\">Doe v.
