Planned Parenthood receives half a billion in state and federal dollars annually, and is one of the largest recipients of Title X dollars. Live Action News has previously\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/yes-your-tax-dollars-fund-abortions-at-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">documented<\/a> how Planned Parenthood&#8217;s taxpayer funding actually pays for abortion staff and facilities:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/BgB5E91lD6s\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><strong><u>Health services and contraceptives have plummeted<\/u><\/strong><\/p>\n<p>According to calculations from Live Action News, while Planned Parenthood only serves approximately 4 percent of women of reproductive age, a review of the organization&#8217;s reports reveal that this massive government spending is not translating into real solutions for women.\u00a0In just the past few years, Planned Parenthood&#8217;s own numbers show that:<\/p>\n<ul>\n<li>The percentage of Planned Parenthood&#8217;s contraceptive services declined from 34 percent in January of\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/files\/9313\/9611\/7194\/Planned_Parenthood_By_The_Numbers.pdf\" target=\"_blank\" rel=\"noopener\">2014<\/a> to 28 percent in January of\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/27\/8a\/278af3a4-8b4c-4289-bfe6-52ee2c3c048a\/pp_by_the_numbers_2018.pdf\" target=\"_blank\" rel=\"noopener\">2018<\/a>.<\/li>\n<li>The estimated number of unintended pregnancies averted by contraceptive services each year dropped 22.33 percent, from 515,000 in January of\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/files\/9313\/9611\/7194\/Planned_Parenthood_By_The_Numbers.pdf\" target=\"_blank\" rel=\"noopener\">2014<\/a>\u00a0to 400,000 in January of\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/27\/8a\/278af3a4-8b4c-4289-bfe6-52ee2c3c048a\/pp_by_the_numbers_2018.pdf\" target=\"_blank\" rel=\"noopener\">2018<\/a>.<\/li>\n<li>Between <a href=\"https:\/\/www.plannedparenthood.org\/files\/9313\/9611\/7194\/Planned_Parenthood_By_The_Numbers.pdf\" target=\"_blank\" rel=\"noopener\">2014<\/a> and <a href=\"https:\/\/www.plannedparenthood.org\/files\/5414\/5678\/8221\/PP_Numbers.pdf\" target=\"_blank\" rel=\"noopener\">2016<\/a>, the estimated number of abortions averted by contraceptive services each year declined nearly 9 percent.<\/li>\n<\/ul>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-185030 size-full\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/07\/Planned-Parenthood-by-the-numbers-Jan-2014-to-Jan-2018-CORRECTED.jpg\" alt=\"Planned Parenthood\" width=\"793\" height=\"181\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/07\/Planned-Parenthood-by-the-numbers-Jan-2014-to-Jan-2018-CORRECTED.jpg 793w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/07\/Planned-Parenthood-by-the-numbers-Jan-2014-to-Jan-2018-CORRECTED-300x68.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/07\/Planned-Parenthood-by-the-numbers-Jan-2014-to-Jan-2018-CORRECTED-768x175.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/07\/Planned-Parenthood-by-the-numbers-Jan-2014-to-Jan-2018-CORRECTED-700x160.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/07\/Planned-Parenthood-by-the-numbers-Jan-2014-to-Jan-2018-CORRECTED-500x114.jpg 500w\" sizes=\"(max-width: 793px) 100vw, 793px\" \/><\/p>\n<p>A review of\u00a0Planned Parenthood&#8217;s &#8220;services&#8221; over the past ten to eleven years reveals:<\/p>\n<ul>\n<li>Breast exam services\u00a0<strong>declined<\/strong>\u00a0nearly 62 percent (882,961 in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2006<\/a>\u00a0to\u00a0336,614 in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\" target=\"_blank\" rel=\"noopener\">2016<\/a>).<\/li>\n<li>Pap tests\u00a0<strong>decreased<\/strong>\u00a0nearly 74 percent (1,070,449 in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2006<\/a>\u00a0to\u00a0281,063 in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\" target=\"_blank\" rel=\"noopener\">2016<\/a>).<\/li>\n<li>Cancer screenings\u00a0<strong>plummeted<\/strong>\u00a067 percent\u00a0(2,007,371 in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2006<\/a>\u00a0to\u00a0660,777 in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\" target=\"_blank\" rel=\"noopener\">2016)<\/a>.<\/li>\n<li>Contraception services\u00a0<strong>dropped<\/strong>\u00a0by over 32 percent (3,989,474 in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2006<\/a>\u00a0to 2,701,866 in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\" target=\"_blank\" rel=\"noopener\">2016<\/a>).<\/li>\n<li>The organization\u2019s\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-2016-women-dont-need\/\" target=\"_blank\" rel=\"noopener\">overall services<\/a>\u00a0<strong>decreased<\/strong>\u00a0nearly 10 percent (<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2006-2007-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2006<\/a>\u00a0to\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\" target=\"_blank\" rel=\"noopener\">2016<\/a>).<\/li>\n<li>The organization\u00a0<strong>shuttered<\/strong>\u00a0more than\u00a0280 facilities (<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2007<\/a>\u00a0to\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/about-us\/who-we-are\/planned-parenthood-at-a-glance\" target=\"_blank\" rel=\"noopener\">2017)<\/a>.<\/li>\n<li>Planned Parenthood\u00a0<strong>lost<\/strong>\u00a0over 700,000 patients,\u00a0<strong>dropping<\/strong>\u00a0nearly 23 percent (3.1 million in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2006-2007-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2006<\/a>\u00a0to 2.4 million in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-2016-women-dont-need\/\" target=\"_blank\" rel=\"noopener\">2016<\/a>.)<\/li>\n<\/ul>\n<p><strong><u>Profits &#8212; and abortions &#8212; have risen<\/u><\/strong><\/p>\n<p>And yet,\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/abortions-drop-20-percent-10-years\/\">figures<\/a>\u00a0indicate that while <a href=\"https:\/\/archive.liveaction.org\/news\/half-planned-parenthoods-non-government-services-revenue-comes-abortion\/\" target=\"_blank\" rel=\"noopener\">profitable<\/a> abortions are on a steady decline nationally, Planned Parenthood&#8217;s marketshare has climbed to nearly 35 percent nationwide.<\/p>\n<div id=\"attachment_184789\" style=\"width: 391px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-184789\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-184789\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/06\/Planned-Parenthood-national-abortion-marketshare-2000-2016-2.jpg\" alt=\"Image: Planned Parenthood national abortion market share 2000-2016 \" width=\"381\" height=\"526\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/06\/Planned-Parenthood-national-abortion-marketshare-2000-2016-2.jpg 381w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/06\/Planned-Parenthood-national-abortion-marketshare-2000-2016-2-217x300.jpg 217w\" sizes=\"(max-width: 381px) 100vw, 381px\" \/><p id=\"caption-attachment-184789\" class=\"wp-caption-text\">Planned Parenthood national abortion market share 2000-2016<\/p><\/div>\n<p>Also while other services decreased, abortions increased <strong>11%<\/strong> at the abortion corporation:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/-zp4rJW1tFY\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Despite this, between\u00a0<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2006-2007-Planned-Parenthood-Annual-Report.pdf\">2006<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\">2016<\/a>, overall taxpayer funding to Planned Parenthood <strong>increased 61 percent<\/strong> and private donations also increased, by nearly 106 percent. In addition, while the taxpayer foots a large portion of the abortion corporation&#8217;s budget, excess revenue over spending (yes,\u00a0<em>profit<\/em>) increased by\u00a0<em>27 percent<\/em>\u00a0<em>in just one year,<\/em>\u00a0from $77.5 million in 2015 to a whopping $98.5 million in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/71\/53\/7153464c-8f5d-4a26-bead-2a0dfe2b32ec\/20171229_ar16-17_p01_lowres.pdf\">2016<\/a><em>.\u00a0<\/em>And\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/need-help-from-planned-parenthood-be-prepared-to-donate\/\">almost every year<\/a>\u00a0since 2000, Planned Parenthood\u2019s revenue has exceeded its expenses by\u00a0<em>tens of\u00a0millions<\/em>\u00a0of dollars (yearly surpluses range from $12.2 million in 2001\u00a0to a high of $155.5 million in 2010).<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-182258 aligncenter\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Planned-Parenthood-excess-revenue-over-expenses-2000-to-2016.jpg\" alt=\"Image: Planned Parenthood excess revenue over expenses 2000 to 2016\" width=\"527\" height=\"411\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Planned-Parenthood-excess-revenue-over-expenses-2000-to-2016.jpg 527w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Planned-Parenthood-excess-revenue-over-expenses-2000-to-2016-300x234.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Planned-Parenthood-excess-revenue-over-expenses-2000-to-2016-500x390.jpg 500w\" sizes=\"(max-width: 527px) 100vw, 527px\" \/><\/p>\n<p style=\"text-align: center;\">Planned Parenthood excess revenue over expenses 2000 to 2016<\/p>\n<p>While massive <em>profits <\/em>with\u00a0decreasing services and increasing abortion market share are more than enough reasons Planned Parenthood should not be taxpayer funded, Live Action has also found:<\/p>\n<ul>\n<li>Documented\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/guttmacher-report-women-dont-need-planned-parenthood-contraception\/\">evidence<\/a>\u00a0that women do not need Planned Parenthood for contraceptive services.<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=qtgqxvaV-8U\">evidence<\/a>\u00a0dispelling the organization\u2019s 3% abortion myth.<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=ekgiScr364Y\">evidence<\/a>\u00a0that the organization lies about the services it provides, including prenatal care.<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=tu_0-iD-rPk\">evidence<\/a>\u00a0that the organization does not provide mammograms, despite claiming that it did.<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-taxpayer-title-x-fund-abortion\/\">evidence<\/a>\u00a0that funding Planned Parenthood also funds its abortion facilities.<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=mkxUAR3a_Jc\">evidence<\/a>\u00a0that the organization has abortion quotas.<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=acb1KUESU6M\">evidence<\/a>\u00a0that abortion is the primary service that taxpayer-funded Planned Parenthood\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=Q7YPUDcMBDE\">offers<\/a>\u00a0pregnant women\u00a0because as a former worker\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=ZDHyy9yCerg\">testified<\/a>, \u201cthey made their money if somebody had an abortion.\u201d<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/www.liveaction.org\/abortioncorporation\/\">evidence<\/a>\u00a0regarding the poor standard of care the abortion corporation gives to their clients. Former Planned Parenthood managers accused the abortion focused organization of \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=0PUFJwiHlJM\">treating women like cattle<\/a>\u201d and using\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=_WXjoqbStEM\">ultrasounds<\/a>\u00a0only for abortions.<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=Byb6ibQb4Nc\">evidence<\/a>\u00a0that Planned Parenthood is misinforming women about the\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=Byb6ibQb4Nc\">development<\/a>\u00a0of their babies.<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthoods-connections-to-eugenics\/\">evidence<\/a>\u00a0that Planned Parenthood was a eugenics-based organization at the time of its founding.<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/report-planned-parenthood-found-engaging-in-medicaid-fraud\/\">evidence<\/a>\u00a0that Planned Parenthood has been\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/audits-show-planned-parenthood-non-compliant-with-federal-discount-drug-program\/\">cited<\/a>\u00a0for overbilling abuses and\u00a0<a href=\"https:\/\/lozierinstitute.org\/profit-no-matter-what\/\">Medicaid fraud<\/a>, and for\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/private-information-planned-parenthood\/\">violating<\/a>\u00a0patient privacy.<\/li>\n<li>Documented\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/5-scandalous-moments-from-live-actions-planned-parenthood-sexed-investigation\/\">evidence<\/a>\u00a0on the kind of sex \u201ceducation\u201d the abortion corporation is giving to teens, promoting BDSM and other disturbing sexual practices.<\/li>\n<\/ul>\n<p>Along with this, a recent Live Action <a href=\"https:\/\/www.liveaction.org\/aidingabusers\/\" target=\"_blank\" rel=\"noopener\">report and docuseries<\/a> detailed the decades-long child sexual abuse <a href=\"https:\/\/archive.liveaction.org\/news\/aiding-abusers-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">cover-up<\/a> at Planned Parenthood, which\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-failed-report-child-sexual-abuse-decades-part-one\/\">failed<\/a>\u00a0to\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-has-failed-to-report-child-sexual-abuse-for-decades-part-two\/\">report<\/a>\u00a0child sexual abuse (a <a href=\"https:\/\/archive.liveaction.org\/news\/requiring-planned-parenthood-report\/\" target=\"_blank\" rel=\"noopener\">violation<\/a> that alone should\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/regulation-remove-title-x-funding-planned-parenthood\/\">result<\/a>\u00a0in the organization losing millions of taxpayer\u00a0dollars granted to it\u00a0under the federal <a href=\"https:\/\/archive.liveaction.org\/news\/requiring-planned-parenthood-report\/\" target=\"_blank\" rel=\"noopener\">Title X<\/a> Family Planning Program).<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/E-Z8KlRUn6A\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Currently, Title X\u00a0<a href=\"https:\/\/www.hhs.gov\/opa\/sites\/default\/files\/provision-of-abortion-related-services.pdf\">requirements<\/a>\u00a0allow recipients to\u00a0discuss abortion with patients; however, the proposed rule <a href=\"https:\/\/www.hhs.gov\/about\/news\/2018\/05\/22\/hhs-announces-proposed-update-to-title-x-family-planning-grant-program.html\" target=\"_blank\" rel=\"noopener\">change<\/a>\u00a0will provide &#8220;a clear separation between Title X programs and programs in which abortion is presented or provided as a method of family planning,&#8221;
