{"id":18301,"date":"2012-06-26T13:06:28","date_gmt":"2012-06-26T17:06:28","guid":{"rendered":"\/news\/?p=18301"},"modified":"2013-04-03T21:31:17","modified_gmt":"2013-04-04T01:31:17","slug":"planned-parenthood-and-chinas-one-child-policy-part-2","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/planned-parenthood-and-chinas-one-child-policy-part-2\/","title":{"rendered":"Planned Parenthood and China\u2019s One-Child Policy: part 2"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><em>&#8220;[T]he Chinese government has the best interests of its people at heart.\u201d<\/em><\/p>\n<p>This is just <a href=\"http:\/\/archive.catholicherald.co.uk\/article\/5th-december-1997\/5\/chinas-deadly-policy\">one<\/a> of many statements that have been made over the years by Planned Parenthood leaders, despite China\u2019s horrible human rights abuses in regards to population policies. Planned Parenthood is well-equipped to speak about the intentions of China\u2019s notorious population policies. After all, it helps enforce them.<\/p>\n<p><a href=\"\/news\/wp-content\/uploads\/2012\/06\/cfpa.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-18322 alignright\" style=\"margin: 15px;\" src=\"\/news\/wp-content\/uploads\/2012\/06\/cfpa-300x97.jpg\" alt=\"\" width=\"300\" height=\"97\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2012\/06\/cfpa-300x97.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2012\/06\/cfpa.jpg 414w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>In an earlier <a href=\"\/news\/investigative\/deadly-cooperation-planned-parenthood-and-chinas-one-child-policy\/\">article<\/a>, I showed how Planned Parenthood not only has stated support at the international level for China\u2019s one-child policy, but openly works with the organization responsible for the recently publicized forced abortion of Feng Jianmei\u2019s 7-month-old daughter. Unfortunately, Planned Parenthood\u2019s cooperation with China\u2019s one-child policy goes much deeper than the abuse of Feng Jianmei. In case there is any doubt as to Planned Parenthood\u2019s culpability in this regard, take a closer look.<\/p>\n<p>International Planned Parenthood Federation (IPPF) has been operating in China for decades. In 1983, IPPF\u2019s Chinese branch, the CFPA, officially became a full member of IPPF.<\/p>\n<p>What exactly does CFPA do? The\u00a0<a href=\"http:\/\/eng.chinafpa.org.cn\/about01.html\">constitution<\/a>\u00a0of the organization explicitly states that CFPA \u201cshall assist the government in maintaining a low birthrate.\u201d As if that isn\u2019t condemning enough, the document also makes clear that the organization will not only support China\u2019s population policies, but will help <em>enforce<\/em> them. Here is an excerpt from CFPA\u2019s list of objectives and missions:<\/p>\n<blockquote><p>Based on the need of the masses, CFPA shall endeavor to improve its service and capacity, and organize and advocate the masses to have less children, be well-off, healthy, and civilized.<br \/>\n[Objective] a. To implement the policies, laws, and regulations on national population and family planning, and promote the masses\u2019 awareness on family planning;<\/p><\/blockquote>\n<p>Even the United States Department of State has recognized that CFPA enforces the one-child policy. In a 2005 human rights <a href=\"http:\/\/www.state.gov\/j\/drl\/rls\/hrrpt\/2004\/41640.htm\">report<\/a> discussing coercive family planning measures, the Department stated:<\/p>\n<blockquote><p>The Population and Family Planning Law, the country&#8217;s first formal law on the subject, entered into force in 2002. The National Population and Family Planning Commission (NPFPC) enforces the law and formulates and implements policies with assistance from the <em>China Family Planning Association<\/em>, which had 1 million branches nationwide.<\/p><\/blockquote>\n<p>It is now clear that Planned Parenthood\u2019s Chinese branch openly implements the one-child policy. What does that policy entail? As explained in the previous article, forced abortions are permitted in the regulations of many Chinese provincial agencies &#8211; including regional offices that CFPA claims as its own. This 2001 <a href=\"http:\/\/hansard.millbanksystems.com\/lords\/2001\/oct\/25\/international-development-bill-hl\/\">testimony<\/a> before the British Parliament explains other means by which CFPA assists the policy:<\/p>\n<blockquote><p>Only a political philosopher could make a distinction between China FPA and the Chinese Government as regards policy&#8230;. In a 1993 report, China FPA admitted that it had, \u2018participated and supervised that the awarding and punishing policies relating to family planning were properly executed.\u2019 IPPF itself has admitted that China FPA, \u2018volunteers sometimes collect the occasional fine when a couple break the birth plan rules\u2019.<\/p><\/blockquote>\n<p>Collecting fines? Implementing punishing policies? Working with agencies responsible for forced abortion? It seems as though Planned Parenthood has conveniently forgotten its \u201cpro-choice\u201d and \u201cpro-women\u201d mantra. Why does Planned Parenthood help enforce a policy that so obviously violates basic human rights?<\/p>\n<p>The evidence is mounting against Planned Parenthood. \u00a0Planned Parenthood must explain why it is working with government entities responsible for forced abortions and heinous human rights abuses. The organization must give account for its enforcement of such an atrocious policy.<\/p>\n<p>As self-declared advocates of &#8220;choice,&#8221; International Planned Parenthood Federation and its American counterpart, Planned Parenthood Federation of America, ought to fight this abuse. Because the United States wishes to maintain a relationship with China, it can be difficult to persuade politicians to take action against China\u2019s one-child policy. Even so, we should pressure leaders and Planned Parenthood to address the abuse. By stopping CFPA, we can address the issue at its core and halt the enforcement.<\/p>\n<p>Planned Parenthood has partnered with the culprits in a horrible abuse. At the least, they should be fighting against rather than enabling these future crimes.<\/p>\n<p>Planned Parenthood has two options: abandon the &#8220;choice&#8221; rhetoric, or abandon CFPA. We will not tolerate China\u2019s one-child policy.
