Bush helped Planned Parenthood push U.S. &#8216;family planning&#8217; programs"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>As is often said, when it comes to unraveling the agendas behind most questionable objectives, follow the money \u2014 and, I might add, the motivation. In the 1960s and early 1970s as the government began to push for federal dollars to fund <a href=\"https:\/\/archive.liveaction.org\/news\/family-planning-suspicion-genocide\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/archive.liveaction.org\/news\/family-planning-suspicion-genocide\/&amp;source=gmail&amp;ust=1541791834259000&amp;usg=AFQjCNGrxGkXZGF2mAa86CLCpkddrNlfRQ\">population control programs<\/a>, this did not occur in a vacuum. In fact, as Live Action News has <a href=\"https:\/\/archive.liveaction.org\/news\/title-x-curb-population-people\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/archive.liveaction.org\/news\/title-x-curb-population-people\/&amp;source=gmail&amp;ust=1541791834259000&amp;usg=AFQjCNFe3KxHufFipSZfBikyt6vS63aycQ\">documented<\/a> in this series on Title X, it was concocted by movers and shakers within <a href=\"https:\/\/archive.liveaction.org\/news\/family-planning-suspicion-genocide\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/archive.liveaction.org\/news\/family-planning-suspicion-genocide\/&amp;source=gmail&amp;ust=1541791834259000&amp;usg=AFQjCNGrxGkXZGF2mAa86CLCpkddrNlfRQ\">eugenics-based<\/a> organizations, most\u00a0notably the Population Council and Planned Parenthood. The previous segment in this series <a href=\"https:\/\/archive.liveaction.org\/news\/population-control-recruited-president\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/archive.liveaction.org\/news\/population-control-recruited-president\/&amp;source=gmail&amp;ust=1541791834259000&amp;usg=AFQjCNERWRt4puwoZfU0zNQf3rFt82jkEQ\">documented<\/a> how the Nixon Administration \u2014 which showed concern over the increase in the Black population at the time \u2014 ushered in huge increases in government dollars for so-called \u201cfamily planning.\u201d In this article, Live Action News will show how the creation of the Federal Title X Program targeting poor families was manipulated by people within the Planned Parenthood and Guttmacher organizations.<\/p>\n<p>The move came at a pivotal moment on the eugenics timeline, because the Black community was quickly gaining traction in the realm of civil rights. Many outspoken Black leaders felt government funded birth control and abortion programs were designed to limit Black births.\u00a0In a\u00a0<a href=\"https:\/\/ia601005.us.archive.org\/4\/items\/transactionsstud4371coll\/transactionsstud4371coll.pdf\" target=\"_blank\" rel=\"noopener\">July 1969 speech<\/a>\u00a0given by Alan F. Guttmacher (a former Planned Parenthood president and VP of the American Eugenics Society who masterminded the <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-president-decriminalize-abortion\/\" target=\"_blank\" rel=\"noopener\">push<\/a> for legal abortion and is <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-population-control-abortion\/\" target=\"_blank\" rel=\"noopener\">credited<\/a> with opening the flood gates of abortion within Planned Parenthood), he\u00a0<a href=\"https:\/\/ia601005.us.archive.org\/4\/items\/transactionsstud4371coll\/transactionsstud4371coll.pdf\" target=\"_blank\" rel=\"noopener\">acknowledged<\/a>\u00a0this suspicion, saying:<\/p>\n<blockquote><p>\u201cIn addition, we must take full cognizance of the fact that our work among some militant minority groups is considered genocidal. They charge that what we are doing is not really trying to give a better family life to the less privileged segments of the community but trying to retard the numerical growth of ethnic minorities.&#8221;<\/p><\/blockquote>\n<p>In that same\u00a0<a href=\"https:\/\/archive.org\/stream\/transactionsstud4371coll\/transactionsstud4371coll_djvu.txt\" target=\"_blank\" rel=\"noopener\">speech<\/a>,\u00a0Guttmacher also acknowledged that funding for the Institute came from grants \u201cfrom the Kellogg, Rockefeller, and Ford Foundations as well as several other lesser foundations.\u201d Some of these same organizations had been funding eugenics for years.\u00a0A <a href=\"https:\/\/www.nytimes.com\/1970\/07\/19\/archives\/will-we-say-it-just-happened-when-the-world-overpopulates-itself-to.html\" target=\"_blank\" rel=\"noopener\">1970 articl<\/a>e published by the New York Times also acknowledged minorities&#8217; fears:<\/p>\n<blockquote><p>Thus the government\u2019s concentration on the procreative proclivities of the poor is often viewed with suspicion. Rockefeller III, a longtime advocate of population control.\u00a0The Executive Director of the project was to be Dr. Charles F. Guttmacher (previously mentioned). At the time this memo was created, coercive population control measures were being considered &#8212; such as poisoning water supplies with birth control chemicals without consumers&#8217; consent or knowledge. George H.W. Bush (R-Texas), who later became our nation\u2019s 41st president. Jaffe) of the &#8220;first Washington office of PPFA.&#8221; That office was called the Center for Family Planning Program Development, which later became the Guttmacher Institute.<\/p>\n<div id=\"attachment_182956\" style=\"width: 487px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-182956\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-182956 size-full\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Jeannie-Rosoff-director-Planned-Parenthood-Washington-Office.jpg\" alt=\"planned parenthood\" width=\"477\" height=\"384\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Jeannie-Rosoff-director-Planned-Parenthood-Washington-Office.jpg 477w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Jeannie-Rosoff-director-Planned-Parenthood-Washington-Office-300x242.jpg 300w\" sizes=\"(max-width: 477px) 100vw, 477px\" \/><p id=\"caption-attachment-182956\" class=\"wp-caption-text\">Jeannie Rosoff, director Planned Parenthood Washington Office<\/p><\/div>\n<p>In an <a href=\"https:\/\/www.smith.edu\/libraries\/libs\/ssc\/prh\/transcripts\/rosoff-trans.pdf\" target=\"_blank\" rel=\"noopener\">interview<\/a> she conducted in 2001 with Rebecca Sharpless, <a href=\"http:\/\/digitalcollections.baylor.edu\/cdm\/ref\/collection\/buioh\/id\/2388\" target=\"_blank\" rel=\"noopener\">published<\/a> by Baylor University Institute for Oral History, Rosoff described the affiliate&#8217;s move to the nation&#8217;s capital:<\/p>\n<blockquote><p>Ostensibly, therefore, the reason for Planned Parenthood\u2018s opening an office in Washington was that federal grants were going to be made out of Washington and therefore one should be there to kind of seize the opportunity and guide the direction of this new national program&#8230; the whole imperative there is not to refinance Planned Parenthood services but to expand services nationwide&#8230; This is where AGI [ Alan Guttmacher Institute] began, really, because to do that, you would really have to go proselytize at the local level&#8230;So Fred Jaffe went to the Ford Foundation and got a large grant essentially for the Washington office to create a technical assistance program&#8230;.<\/p><\/blockquote>\n<p>According to the <a href=\"https:\/\/www.thelancet.com\/pdfs\/journals\/lancet\/PIIS0140-6736(14)61327-1.pdf\" target=\"_blank\" rel=\"noopener\">Lancet<\/a>, Rosoff served two decades &#8220;as President and CEO of the Guttmacher Institute&#8221; after being recruited by PPFA and hired by Frederick Jaffe. She had first-hand knowledge of the behind-the-scenes dealings regarding the passage of the Title X program. In her\u00a0<a href=\"https:\/\/www.smith.edu\/libraries\/libs\/ssc\/prh\/transcripts\/rosoff-trans.pdf\" target=\"_blank\" rel=\"noopener\">interview,<\/a>\u00a0Rosoff seems to indicate that the plan rested on her ability to\u00a0choose the right person to sponsor the legislation.<\/p>\n<blockquote><p>One of the requisites for the chief Republican was that it had to be somebody who had a decent record on civil rights. We did not want any hint of coercion or excessive concern for saving welfare dollars. And Pierre du Pont of Delaware at that time was in Congress&#8230; And he pointed us toward George Bush. And George Bush was serving on the Ways and Means committee as a new congressman from Houston&#8230; [O]ne day, Alan Guttmacher was testifying. I could see that he was asking questions and seemed very supportive. So I went to see him and I said, \u2015You know, this is what we\u2018re thinking of, and would you be interested in it? And he said, \u2015Yeah. While painting\u00a0the picture of an agency which was pushing birth control on the &#8220;ghetto&#8221; rather than the &#8220;middle-class&#8221; who were having more than the optimal amount of children, the paper noted that a &#8220;sizable&#8221; number of Planned Parenthood&#8217;s board was made up of &#8220;preponderantly white and well-to-do&#8221; people. The paper quoted a Planned Parenthood board member who admitted the classist attitude of the organization when he stated, &#8220;What it all comes down to is that we want the poor to stop breeding while we retain our freedom to have large families. It&#8217;s strictly a class point of view.&#8221;<\/p>\n<div id=\"attachment_172361\" style=\"width: 306px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-172361\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-172361 size-full\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/09\/Guttmacher-Compulsory-Birth-Control-1970.jpg\" alt=\"planned parenthood\" width=\"296\" height=\"299\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/09\/Guttmacher-Compulsory-Birth-Control-1970.jpg 296w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/09\/Guttmacher-Compulsory-Birth-Control-1970-80x80.jpg 80w\" sizes=\"(max-width: 296px) 100vw, 296px\" \/><p id=\"caption-attachment-172361\" class=\"wp-caption-text\">Guttmacher Compulsory Birth Control 1970<\/p><\/div>\n<p>Guttmacher suggested to the paper that they were not trying to take away anyone&#8217;s rights, but trying to &#8220;show ghetto families how to space their children and avoid having children they don&#8217;t want.&#8221; But he did not rule out coercion, as the paper noted.<\/p>\n<p>&#8220;Admittedly Guttmacher is buying time,&#8221; writes the New York Times in that 1969\u00a0<a href=\"http:\/\/query.nytimes.com\/gst\/abstract.html?res=9D05E5DB133BE73ABC4153DFB4668382679EDE&amp;legacy=true\" target=\"_blank\" rel=\"noopener\">report<\/a>.\u00a0&#8220;He thinks the voluntary movement should set a deadline of 1980. If world population growth has not dropped below 1.5 percent by then, he says, &#8216;we&#8217;ll have to get tough.'&#8221; That same year, the Population Council\u2019s president, Bernard Berelson, published an\u00a0<a href=\"http:\/\/uscl.info\/edoc\/doc.php?doc_id=83&amp;action=inline\">article<\/a>\u00a0suggesting that if voluntary methods of birth control were not successful, it may become necessary for the government to put a \u201cfertility control agent\u201d in the water supplies of \u201curban\u201d neighborhoods.<\/p>\n<p>By all indications, Congressman <a href=\"https:\/\/archive.liveaction.org\/news\/history-of-george-h-w-bushs-relationship-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">George H.W. W. Bush became a vocal\u00a0<a href=\"https:\/\/saynsumthn.wordpress.com\/2012\/12\/18\/bush-and-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">advocate for Planned Parenthood\u2019s agenda<\/a>\u00a0while serving as a U. S. Congressman from Texas. He\u00a0<a href=\"http:\/\/news.google.com\/newspapers?id=GKAkAAAAIBAJ&amp;sjid=G_4FAAAAIBAJ&amp;pg=5455,80125&amp;dq=george+bush+introduces+family+planning&amp;hl=en\">created<\/a>\u00a0the National Center for Population and Family Planning in the Department of Health Education and Welfare (HEW).<\/p>\n<p>Congressman Bush seemed dismissive of critics of population control who viewed government programs as a means of Black genocide. He said, &#8220;We need to make population and family planning household words. We need to take sensationalism out of this topic so that it can no longer be used by militants who have no real knowledge of the voluntary nature of the program but rather are using it as a political steppingstone. If family planning is anything, it is a public health matter.&#8221;<\/p>\n<p>Recruiting members of the Black community to help push the agenda was a priority for Planned Parenthood groups. As\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/how-planned-parenthood-abortion-corporation\/\" target=\"_blank\" rel=\"noopener\">documented<\/a> many times, founder Margaret Sanger showed Planned Parenthood how to masquerade the true eugenics agenda when she implemented her so-called &#8220;Negro Project.&#8221;<\/p>\n<p>Sanger penned in a\u00a0<a href=\"https:\/\/libex.smith.edu\/omeka\/files\/original\/d6358bc3053c93183295bf2df1c0c931.pdf\">letter<\/a>\u00a0to eugenicist Clarence Gamble regarding her desire to use Black ministers in furthering her organization\u2019s agenda, \u201cWe do not want\u00a0word to go out that we want to exterminate the Negro population.\u201d If it did, these ministers could\u00a0\u201cstraighten out that idea if it ever occurs to any of\u00a0their more rebellious members.\u201d<\/p>\n<div id=\"attachment_171025\" style=\"width: 702px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-171025\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-171025 size-full\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/08\/Margaret-Sanger-Letter-to-Clarence-Gamble-Negro-Project.jpg\" alt=\"planned parenthood\" width=\"692\" height=\"404\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/08\/Margaret-Sanger-Letter-to-Clarence-Gamble-Negro-Project.jpg 692w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/08\/Margaret-Sanger-Letter-to-Clarence-Gamble-Negro-Project-300x175.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/08\/Margaret-Sanger-Letter-to-Clarence-Gamble-Negro-Project-500x292.jpg 500w\" sizes=\"(max-width: 692px) 100vw, 692px\" \/><p id=\"caption-attachment-171025\" class=\"wp-caption-text\">Excerpt: Margaret Sanger Letter to Clarence Gamble, Negro Project<\/p><\/div>\n<p>Planned Parenthood understood that recruiting Black support for government funded population control programs was key, and Rosoff was just the person to make it happen. In the previously mentioned interview, the former Guttmacher staffer explains:<\/p>\n<blockquote><p>One thing which I thought was very important\u00a0was to get the House black caucus absolutely on board on these issues, which nobody thought could be done because everybody\u2014because of genocide issue brewing at the time&#8230;.The entire black caucus signed on as cosponsors. So that meant that all Democrats didn&#8217;t have to worry about protecting their backs. And George Bush organized a lot of the Republicans.<\/p><\/blockquote>\n<p>For her efforts, in 1986, Planned Parenthood <a href=\"https:\/\/www.plannedparenthood.org\/about-us\/newsroom\/campaigns\/ppfa-margaret-sanger-award-winners\" target=\"_blank\" rel=\"noopener\">granted<\/a> Rosoff their infamous Margaret Sanger Award.<\/p>\n<p>As a result of Rosoff&#8217;s recruitment of Rep. Bush, in 1970, the United States House of Representatives voted 298 to 32 to approve the\u00a0<a href=\"https:\/\/www.gpo.gov\/fdsys\/pkg\/STATUTE-84\/pdf\/STATUTE-84-Pg1504.pdf\" target=\"_blank\" rel=\"noopener\">Family Planning Services and Population Research Act, Title X of the Public Health Service Act,<\/a>\u00a0authorizing federal dollars to pay for family planning services for low-income women. The Senate had previously approved the legislation, with the help of Democrat Senator Joseph D. Tydings, a Planned Parenthood supporter who was granted PPFA&#8217;s infamous <a href=\"https:\/\/www.plannedparenthood.org\/about-us\/newsroom\/campaigns\/ppfa-margaret-sanger-award-winners#Tydings\" target=\"_blank\" rel=\"noopener\">Margaret Sanger award<\/a> that same year.<\/p>\n<p>These moves did not silence Black leaders. The following year, on June 22, 1971, civil rights leader <a href=\"https:\/\/saynsumthn.wordpress.com\/2011\/03\/10\/rev-jesse-jacksons-abortion-flip-flop-timeline\/\" target=\"_blank\" rel=\"noopener\">Jesse Jackson<\/a>, then national director of SCLC Operation Breadbasket, told Nixon&#8217;s Population Commission:<\/p>\n<blockquote><p>Birth Control as a National policy will simply marshal sophisticated methods to remove (and control when not remove) the weak, the poor \u2013 quite likely the black and other minorities whose relative increase in population threatens the white caste in this nation. Contraceptives, will become a form of drug warfare against the helpless in this nation. Those who we could not get rid of in the rice paddies of Vietnam we now propose to exterminate, if necessary, eliminate if possible, in the OB wards and gynecology clinics of our urban hospitals. Now they want to dictate our bedroom habits. First the white man tells me to sit in the back of the bus. Now it looks like he wants me to sleep under the bed. Back in the days of slavery, black folks couldn&#8217;t grow kids fast enough for white folks to harvest. Now that we&#8217;ve got a\u00a0little taste of power, white folks want us to call a moratorium on having children.<\/p>\n<div id=\"attachment_170913\" style=\"width: 689px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-170913\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-170913 size-full\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/08\/Dick-Gregory-Ebony-Magazine-Abortion-Genocide.jpg\" alt=\"planned parenthood, family planning, birth control\" width=\"679\" height=\"853\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/08\/Dick-Gregory-Ebony-Magazine-Abortion-Genocide.jpg 679w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/08\/Dick-Gregory-Ebony-Magazine-Abortion-Genocide-239x300.jpg 239w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/08\/Dick-Gregory-Ebony-Magazine-Abortion-Genocide-557x700.jpg 557w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/08\/Dick-Gregory-Ebony-Magazine-Abortion-Genocide-500x628.jpg 500w\" sizes=\"(max-width: 679px) 100vw, 679px\" \/><p id=\"caption-attachment-170913\" class=\"wp-caption-text\">Dick Gregory Ebony Magazine Abortion is Genocide<\/p><\/div><\/blockquote>\n<p>Naomi Gray, a former VP of Planned Parenthood World Population and a Black family planning consultant, told the U.S. population commission that many Blacks felt talk of zero population growth was genocide aimed at them.\u00a0\u201cTo many blacks the zero sounds like zero Black children,\u201d Gray said.\u00a0\u201cWhite interests in this question have ranged, in my experience, from a desire to have the charge refuted, all the way to finding out if blacks are really smart enough to figure out that whites would like to get rid of them in some polite way.\u201d<\/p>\n<p>Even though Gray herself was an advocate of these programs, she admitted, \u201cIt could then legitimately be said that some white interests are more concerned with causing certain black babies not to get born than they are with survival of those already born.\u201d<\/p>\n<p>According to research <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/books\/NBK215219\/\" target=\"_blank\" rel=\"noopener\">published<\/a> by the Institute of Medicine, in 1972, Congress made additional funding for family planning services for low-income available through Medicaid.<\/p>\n<p>In March of 1972, the\u00a0Commission on Population Growth and the American Future,<em>\u00a0<\/em>which Nixon had created three years earlier, began calling for the nationwide legalization of abortion.<\/p>\n<div id=\"attachment_182949\" style=\"width: 460px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-182949\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-182949 size-full\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/commission-on-poulation-growth-and-teh-american-future-maafa21.png\" alt=\"planned parenthood\" width=\"450\" height=\"283\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/commission-on-poulation-growth-and-teh-american-future-maafa21.png 450w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/commission-on-poulation-growth-and-teh-american-future-maafa21-300x189.png 300w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/><p id=\"caption-attachment-182949\" class=\"wp-caption-text\">Nixon&#8217;s Commission on Population and the American Future (Image credit: Maafa21)<\/p><\/div>\n<p>Today, proponents of programs like Title X claim they are helping the poor by providing them with contraceptives. As a result of these kinds of government funded population control programs, the birthrate of women of reproductive age within the U.S. has <a href=\"https:\/\/www.npr.org\/sections\/thetwo-way\/2018\/05\/17\/611898421\/u-s-births-falls-to-30-year-low-sending-fertility-rate-to-a-record-low\" target=\"_blank\" rel=\"noopener\">dropped<\/a> to its lowest point in 30 years.
