{"id":182866,"date":"2018-05-25T10:36:10","date_gmt":"2018-05-25T14:36:10","guid":{"rendered":"https:\/\/www.liveaction.org\/news\/?p=182866"},"modified":"2018-12-08T13:48:45","modified_gmt":"2018-12-08T19:48:45","slug":"family-planning-suspicion-genocide","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/family-planning-suspicion-genocide\/","title":{"rendered":"Government &#8216;family planning&#8217; push once rightly raised suspicion of Black genocide"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>In a <a href=\"https:\/\/archive.liveaction.org\/news\/title-x-curb-population-people\/\">previous article<\/a> in this series on the eugenics and class warfare agenda behind federally funded population programs like Title X and others, I detailed how minority leaders quickly became suspicious of the government&#8217;s push for &#8220;family planning.&#8221; This article will document the beginning of this agenda and how suspicions of these programs targeted at &#8220;low-income,&#8221; impoverished Americans continued.<\/p>\n<p>In 1919, Planned Parenthood founder Margaret Sanger made an astonishing admission. Quoting from Sanger&#8217;s \u201cBirth Control and Racial Betterment,\u201d <a href=\"https:\/\/lifedynamics.com\/app\/uploads\/2015\/09\/1919-02-February.pdf\" target=\"_blank\" rel=\"noopener\">published<\/a> in the February 1919 edition of her Birth Control Review, Sanger says, &#8220;Birth Control will clear the way for eugenics and the elimination of the unfit.&#8221; She went on:<\/p>\n<blockquote><p>Before eugenists and others who are laboring for\u00a0racial betterment\u00a0can succeed,\u00a0they must first clear the way for Birth Control. Like the advocates of Birth Control, the\u00a0eugenists, for instance, are seeking to\u00a0assist the race toward the elimination of the unfit. Both are seeking a single end but they lay emphasis upon different methods&#8230;.<\/p>\n<p>Eugenics without Birth Control seems to us a house builded upon the sands. It is at the mercy of the rising stream of the unfit.<\/p><\/blockquote>\n<p>Sanger&#8217;s statement could almost be described as prophetic. Fears of the overpopulation of certain people groups were and are common in eugenics circles.\u00a0By the 1960s, as discussed in part one of this series, fears of overpopulation were again being driven by organizations with ties to eugenics, pushing for federal dollars to reduce the births of the poor.<\/p>\n<p>This was met with resistance in the United States, where there was a growing concern that the push for federally funded population control was motivated by a sinister plot to limit the births of Blacks and other minorities. After all,\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/black-woman-sterilized-eugenic-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">years of eugenic programs<\/a>, had already been aimed at sterilizing Black Americans, so why wouldn&#8217;t federally funded &#8220;family planning&#8221; programs also target those populations?<\/p>\n<div id=\"attachment_182877\" style=\"width: 424px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-182877\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-182877\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Graffitti-says-Birth-Control-is-a-Plan-to-Kill-Negro.jpg\" alt=\"Image: Graffiti says Birth Control is a Plan to Kill Negro (Image credit: Jet Magazine August 1951) \" width=\"414\" height=\"340\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Graffitti-says-Birth-Control-is-a-Plan-to-Kill-Negro.jpg 414w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Graffitti-says-Birth-Control-is-a-Plan-to-Kill-Negro-300x246.jpg 300w\" sizes=\"(max-width: 414px) 100vw, 414px\" \/><p id=\"caption-attachment-182877\" class=\"wp-caption-text\">Graffiti says Birth Control is a Plan to Kill Negro (Image credit: Jet Magazine, August 1951)<\/p><\/div>\n<p>As Live Action News has previously <a href=\"https:\/\/archive.liveaction.org\/news\/black-woman-sterilized-eugenic-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">documented<\/a>,\u00a0North Carolina\u2019s eugenics program was funded in part by Clarence Gamble, a member of\u00a0<a href=\"http:\/\/liveaction.org\/abortioncorporation\">Planned Parenthood<\/a>\u00a0founder Margaret Sanger\u2019s Boards of Directors for both the <a href=\"https:\/\/lifedynamics.com\/app\/uploads\/2015\/09\/1937-10-October.pdf\">American Birth Control League<\/a> (ABCL)\u00a0<a href=\"https:\/\/www.nyu.edu\/projects\/sanger\/aboutms\/organization_ppfa.php\">as well as<\/a>\u00a0<a href=\"http:\/\/oasis.lib.harvard.edu\/oasis\/deliver\/~med00082\">Planned Parenthood.<\/a>\u00a0He was a close\u00a0<a href=\"https:\/\/collections.countway.harvard.edu\/onview\/items\/show\/6547\" target=\"_blank\" rel=\"noopener\">friend<\/a>\u00a0of the Planned Parenthood Federation\u00a0and was also a financier of Sanger\u2019s birth control crusade. That eugenics board was responsible for the sterilization of Elaine\u00a0Riddick, as seen in the <a href=\"https:\/\/www.youtube.com\/watch?v=FNnjqkV9QIs\" target=\"_blank\" rel=\"noopener\">video clip<\/a> below from the film, <a href=\"http:\/\/www.maafa21.com\" target=\"_blank\" rel=\"noopener\">Maafa21<\/a>:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/FNnjqkV9QIs\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>In Margaret Sanger&#8217;s &#8220;Plan for Peace,&#8221; <a href=\"https:\/\/lifedynamics.com\/app\/uploads\/2015\/09\/1932-04-April.pdf\" target=\"_blank\" rel=\"noopener\">published<\/a> in the April 1932 edition of her Birth Control Review, the Planned Parenthood founder laid out her eugenic ideas for using government resources to reduce populations of those she deemed &#8220;unfit.&#8221;\u00a0It reads in part:<\/p>\n<blockquote><p>&#8230;Second, have Congress set up a special department for the study of population problems and appoint a Parliament of Population, the directors representing the various branches of science this body to direct and control the population through birth rates and immigration, and to direct its distribution over the country according to national needs consistent with taste, fitness and interest of the individuals.<\/p>\n<p>The main objects of the Population Congress would be:<\/p>\n<p>a. to raise the level and increase the general\u00a0 intelligence of population<br \/>\nb. to increase the population slowly by keeping the birth rate at its present level of fifteen per thousand&#8230;<\/p>\n<p>&#8230;The second step would be to take an inventory of the secondary group such as illiterates, paupers, unemployables, criminals, prostitutes, dope-fiends, classify them in special departments under government medical protection, and segregate them on farms and open spaces as long as necessary for the strengthening and development of moral conduct.<\/p>\n<p>Having corralled this enormous part of our population and placed it on a basis of health instead of punishment, it is safe to say that fifteen or twenty millions of our population would then be organized into soldiers of defense-defending the unborn against their own disabilities.<\/p><\/blockquote>\n<div id=\"attachment_183033\" style=\"width: 671px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-183033\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-183033\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Margaret-Sangers-Plan-for-Peace.jpg\" alt=\"Image: Margaret Sanger's Plan for Peace\" width=\"661\" height=\"847\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Margaret-Sangers-Plan-for-Peace.jpg 661w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Margaret-Sangers-Plan-for-Peace-234x300.jpg 234w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Margaret-Sangers-Plan-for-Peace-546x700.jpg 546w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Margaret-Sangers-Plan-for-Peace-500x641.jpg 500w\" sizes=\"(max-width: 661px) 100vw, 661px\" \/><p id=\"caption-attachment-183033\" class=\"wp-caption-text\">Margaret Sanger&#8217;s Plan for Peace (edited)<\/p><\/div>\n<p>In 2017, <a href=\"https:\/\/www.cdc.gov\/nchs\/data\/vsrr\/report004.pdf\" target=\"_blank\" rel=\"noopener\">data<\/a> from the Centers for Disease Control showed that overall, the U.S. birth rate had reached the lowest recorded number of births in 30 years. According to a <a href=\"https:\/\/www.forbes.com\/sites\/ebauer\/2018\/05\/17\/whats-next-for-american-fertility-rates-and-social-security\/#22951c8265e7\" target=\"_blank\" rel=\"noopener\">May 2018 article<\/a> in Forbes:<\/p>\n<blockquote><p>&#8230; [A]s described&#8230; at the Institute for Family Studies,\u00a0<a href=\"https:\/\/www.cdc.gov\/nchs\/nvss\/vsrr\/natality.htm\" target=\"_blank\" rel=\"nofollow noopener\">2017 fertility rates have been published<\/a>, and show a 40 year low\u00a0at 1.76 lifetime births per woman, with the most dramatic declines expressed in &#8220;missing births&#8221; over the past decade, occurring among Hispanic and African-American women, whose fertility rates are now, while still higher, much closer to the already-low rates of white non-Hispanic women. Specifically, the\u00a0fertility rate for black women dropped from 2.15 to 1.89, and that of Hispanic women dropped from 2.85 to 2.1 in the time period of 2008 &#8211; 2016, compared to a decline from 1.95 to 1.72 births per non-Hispanic woman.<\/p><\/blockquote>\n<p>Recently, an Urban Institute report which looked at the\u00a0birth rates for women in their 20s, found that from 2007 to 2012, according to <a href=\"https:\/\/www.cnbc.com\/2015\/04\/27\/baby-bust-millenials-birth-rate-drop-may-signal-historic-shift.html\" target=\"_blank\" rel=\"noopener\">CNBC<\/a>, &#8220;Hispanic women in the age group saw the biggest declines in birth rates\u2014a 26 percent plunge. That was followed by a 14 percent decrease among African-American women and an 11 percent fall for white women.&#8221;<\/p>\n<p>Data on users of Title X clinics by race\/ethnicity\u00a0reveal that poor minorities are growing in their usage of the so-called free &#8220;family planning&#8221; services. In 1991\u00a0the <a href=\"https:\/\/www.cdc.gov\/mmwr\/preview\/mmwrhtml\/00053549.htm#00001130.htm\" target=\"_blank\" rel=\"noopener\">Centers for Disease Control (CDC),<\/a>\u00a0reported the following:<\/p>\n<ul>\n<li>14.9% Hispanic<\/li>\n<li>61.9% White<\/li>\n<li>17.3% Black<\/li>\n<li>.5% Native American<\/li>\n<li>1.2% Asian\/Pacific Islander<\/li>\n<\/ul>\n<div id=\"attachment_183022\" style=\"width: 541px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-183022\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-183022\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Title-X-family-planning-users-by-race-ethnicity-1991.jpg\" alt=\"Image: Title X family planning users by race ethnicity 1991 (Image credit: CDC) \" width=\"531\" height=\"322\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Title-X-family-planning-users-by-race-ethnicity-1991.jpg 531w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Title-X-family-planning-users-by-race-ethnicity-1991-300x182.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Title-X-family-planning-users-by-race-ethnicity-1991-500x303.jpg 500w\" sizes=\"(max-width: 531px) 100vw, 531px\" \/><p id=\"caption-attachment-183022\" class=\"wp-caption-text\">Title X family planning users by race ethnicity 1991 (Image credit: CDC)<\/p><\/div>\n<p>Today, according to figures published in the <a href=\"https:\/\/www.hhs.gov\/opa\/sites\/default\/files\/title-x-fpar-2016-national.pdf\" target=\"_blank\" rel=\"noopener\">2016 Family Planning Annual report<\/a>,\u00a0those numbers are on the rise. A report published by the <a href=\"https:\/\/www.americanprogress.org\/issues\/women\/reports\/2017\/02\/09\/414773\/the-threat-to-title-x-family-planning\/\" target=\"_blank\" rel=\"noopener\">blog<\/a> American Progress states:<\/p>\n<ul>\n<li class=\"selectionShareable\">Out of the 4 million family planning clients who Title X serves, more than half are women of color: 30 percent identify as either black or African American, Asian, Native Hawaiian or Pacific Islander, or American Indian or Alaska Native, and another 32 percent of clients identify as Hispanic or Latino.<\/li>\n<li class=\"selectionShareable\"><strong>21 percent of all Title X clients identify as black or African American, and 30 percent identify as Hispanic or Latino<\/strong>, <strong>while African American people and Hispanic and Latino people make up 13 percent and 17 percent of the U.S. population, respectively.<\/strong><\/li>\n<\/ul>\n<p>The figures show an alarming increase in users among the Black and Hispanic communities, specifically. This means that poor, minority women are likely more highly targeted for population control services through federally funded &#8220;family planning&#8221; programs than in the past.<\/p>\n<p>In 1951, Dr. Charles V. Willie, Professor of Sociology at Syracuse University in New York, noted that Black Americans opposed any government effort to limit their numbers. Professor Willie studied the Black community&#8217;s attitudes on this topic and concluded that they viewed these efforts as Black genocide. &#8220;The genocidal charge of Black people is anchored in good data,&#8221; the professor <a href=\"https:\/\/books.google.com\/books?id=sTcDAAAAMBAJ&amp;pg=PA20&amp;dq=federal,+family+planning,+black,+genocide&amp;hl=en&amp;sa=X&amp;ved=0ahUKEwiFiIKBtJnbAhVR-6wKHZFCCLAQ6AEIJzAA#v=onepage&amp;q=federal%2C%20family%20planning%2C%20black%2C%20genocide&amp;f=false\" target=\"_blank\" rel=\"noopener\">told<\/a> Jet Magazine.\u00a0&#8220;Blacks point out that a leading government spokesperson has declared that an increase in Black people of 1 to 2 percent points of the total population is &#8216;extra-ordinary.&#8217; Blacks also point out that whites were not concerned about their family form and size during the age of slavery.&#8221;<\/p>\n<p>Simone M. Caron&#8217;s research published by the Journal of Social History, entitled,\u00a0<a href=\"https:\/\/www.issues4life.org\/pdfs\/genocideorpowerpolitics.pdf\" target=\"_blank\" rel=\"noopener\">Birth Control and the Black Community in the 1960\u2019s: Genocide or Power Politics?<\/a>,<em>\u00a0<\/em>gave several examples, including the attitudes of the Black Panther party, writing:<\/p>\n<blockquote><p>The Black Panther party considered contraception only one part of a larger government scheme of genocide. Drugs, venereal disease, prostitution, coercive sterilization bills, restrictive welfare legislation, inhuman living conditions, &#8220;police murders,&#8221; rat bites, malnutrition, lead poisoning, frequent fires and accidents in run-down houses, and black over-representation in Vietnam combat forces all contributed to the malicious plan to annihilate the black race.<\/p><\/blockquote>\n<p>Author Donald T. Critchlow, in his book, &#8220;Intended Consequences, Birth Control, Abortion and the Federal Government in Modern America,&#8221;<em>\u00a0<\/em>also noted the opposition, writing, &#8220;The Black Muslim newspaper, <em>Muhammad Speaks<\/em>, kept up a steady attack on federal family planning programs as a white plot against the black community.&#8221;<\/p>\n<p>By 1962, Urban League and NAACP chapters would join the list of &#8220;family planning&#8221; critics, according to <a href=\"https:\/\/www.issues4life.org\/pdfs\/genocideorpowerpolitics.pdf\" target=\"_blank\" rel=\"noopener\">Caron<\/a>:<\/p>\n<blockquote><p>Whitney Young, leader of the Urban League, revoked his group&#8217;s support of contraception in 1962. Several local NAACP chapters followed suit. Marvin Davies, head of the Florida NAACP, rejected contraception and argued that black women needed to produce large numbers of babies until the black population comprised 30-35 percent of Americans; only then would blacks be able to affect the power structure.<\/p><\/blockquote>\n<p>In September of 1965, according to author David Allyn in his <a href=\"https:\/\/books.google.com\/books?id=w_42DAAAQBAJ&amp;pg=PT58&amp;dq=1965,+NAACP+,federal+grant,birth+control&amp;hl=en&amp;sa=X&amp;ved=0ahUKEwjaruWMipvbAhVKKqwKHfT8AjIQ6AEIJzAA#v=onepage&amp;q=1965%2C%20NAACP%20%2Cfederal%20grant%2Cbirth%20control&amp;f=false\" target=\"_blank\" rel=\"noopener\">book<\/a>, &#8220;Make Love, not War,&#8221; &#8220;the NAACP opposed a $91,000 federal grant for the dissemination of birth control information in North Philadelphia. The NAACP charged Planned Parenthood, which had applied for the grant, with attempting to &#8216;help Negroes commit racial suicide.&#8217; &#8221;<\/p>\n<p>Many of these fears were confirmed when, in 1964, the platform of the American Eugenics Party included the following:<\/p>\n<ul>\n<li><strong>The United States is already over-populated. Simply changing the organization&#8217;s name from the American Birth Control League (under Sanger&#8217;s leadership) to Planned Parenthood did not erase Planned Parenthood&#8217;s eugenics ties. By this time, Guttmacher had become more crafty in his\u00a0messaging, promoting the concept as empowering others to make \u201cchoices,\u201d when the real motivation was population control. It was presented at Planned Parenthood\u2019s New York headquarters by the organization\u2019s then-president, George N. Lindsay, who called it the \u201cbest bargain in health services that money could buy.\u201d<\/p>\n<p>Interestingly, a short time later, in 1967, according to HHS&#8217; Administration for Children and Families <a href=\"https:\/\/cb100.acf.hhs.gov\/childrens-bureau-timeline\" target=\"_blank\" rel=\"noopener\">website<\/a>, funds for &#8220;family planning&#8221; were introduced:<\/p>\n<blockquote><p>The <a href=\"https:\/\/www.finance.senate.gov\/imo\/media\/doc\/PrtSSSummary2.pdf\" target=\"_blank\" rel=\"noopener\">1967 Social Security Amendments<\/a> earmarked 6 percent of maternal and child health funds for family planning, officially sanctioning the Children\u2019s Bureau\u2019s involvement in these services for the first time. From fiscal 1967 to fiscal 1970, federal funds allocated to family planning increased to roughly $600 million (in 2010 dollars), over 10 times their level in 1967.<\/p><\/blockquote>\n<p>Author Donald T. Critchlow noted in the aforementioned book that by 1967, the &#8220;Children&#8217;s Bureau budget was increased to $50 million&#8230; but the bureau was hamstrung by restrictions that limited matching grants to state and local agencies. This policy deliberately excluded voluntary agencies such as Planned Parenthood from receiving federal funds administered through state and local agencies.&#8221;<\/p>\n<p>However, Critchlow also observed that by the time Lyndon B.
