During this time frame, many within the population control community, including Planned Parenthood, were concerned about overpopulation, and some would argue the concern was <a href=\"https:\/\/archive.liveaction.org\/news\/family-planning-suspicion-genocide\/\">focused disproportionately on minorities<\/a>.\u00a0This concern wasn&#8217;t new for Planned Parenthood, which has a history\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthoods-connections-to-eugenics\/\" target=\"_blank\" rel=\"noopener\">steeped<\/a>\u00a0in eugenics, an ideology that manifested itself in many ways, including the\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/black-woman-sterilized-eugenic-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">forced sterilization<\/a>\u00a0of many Black citizens.\u00a0As Live Action News previously <a href=\"https:\/\/archive.liveaction.org\/news\/former-planned-parenthood-prez-alan-guttmacher-population-control-coercion-limiting-births\/\" target=\"_blank\" rel=\"noopener\">reported<\/a>, many within Planned Parenthood\u2019s organization and other population control groups thought\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/former-planned-parenthood-prez-alan-guttmacher-population-control-coercion-limiting-births\/\" target=\"_blank\" rel=\"noopener\">coercion<\/a>\u00a0might be needed to stem the growth of people groups they deemed \u201cunfit.\u201d<\/p>\n<p>Part two of the series noted how the Lyndon B. Johnson Administration began touting federally funded &#8220;family planning,&#8221; a term perceived to be more acceptable than &#8220;birth control&#8221; (emphasis on &#8220;control&#8221;) to the Black community. But it was under the Richard Nixon administration that these population control programs grew. Years later, it became public knowledge that President Nixon had made racist statements towards the same population groups these programs were created to &#8220;help.&#8221;<\/p>\n<div id=\"attachment_182902\" style=\"width: 460px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-182902\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-182902 size-full\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/pp-tweets-title-x-richard-nixon.png\" alt=\"population control, planned parenthood\" width=\"450\" height=\"78\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/pp-tweets-title-x-richard-nixon.png 450w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/pp-tweets-title-x-richard-nixon-300x52.png 300w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/><p id=\"caption-attachment-182902\" class=\"wp-caption-text\">Planned Parenthood praised Richard Nixon over creation of Title X (Image credit: Twitter)<\/p><\/div>\n<p>In the <a href=\"https:\/\/www.youtube.com\/watch?time_continue=1&amp;v=6FLhwQ3U3jw\" target=\"_blank\" rel=\"noopener\">clip below<\/a> from the documentary about eugenics, <a href=\"http:\/\/www.maafa21.com\" target=\"_blank\" rel=\"noopener\">Maafa21<\/a>, you can hear actual recordings of then-President Richard Nixon discussing the growth of the Black population with members of his staff. These discussions center around the legalization of abortion, but some believe they may also shed light on Nixon&#8217;s push for federally funded population control programs.<\/p>\n<p>A partial transcript is below (<span style=\"color: #ff0000;\">warning<\/span> &#8211; offensive language):<\/p>\n<p><strong>Nixon<\/strong>: &#8221;\u00a0<em>\u2026 as I told you &#8211;\u00a0 we talked about it earlier &#8211;\u00a0 that a hell of a lot of people want to\u00a0control all the Negro bastards<\/em>.\u201d<\/p>\n<p><strong>Nixon<\/strong>: \u201c<em>You know what we are talking about \u2013 population control<\/em>?\u201d<\/p>\n<p><strong>Unidentified Staff<\/strong>: \u201c<em>Sure<\/em>\u201d<\/p>\n<p><strong>Nixon<\/strong>:\u00a0<em>\u201cWe\u2019re talking really \u2013 and what John Rockefeller really realizes \u2013 look, the people in what we call the <strong>\u201cour class\u201d<\/strong>\u00a0control their populations. Lindsay, chairman of Planned Parenthood-World Population (as it was known then),\u00a0<a href=\"https:\/\/www.nytimes.com\/1968\/11\/13\/archives\/us-fund-rise-urged-for-birth-control.html\" target=\"_blank\" rel=\"noopener\">urged<\/a>\u00a0President Richard Nixon to make more federal money available for poor people&#8217;s \u201cfamily planning.\u201d This move was in line with Planned Parenthood&#8217;s &#8220;<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-always-making-sure-fewer-people-have-children-heres-proof\/\" target=\"_blank\" rel=\"noopener\">blueprint<\/a>&#8221; to force the taxpayer to fund population control programs.<\/p>\n<p><strong><a href=\"https:\/\/archive.liveaction.org\/news\/un-population-each-began-embryo\/\">READ: <em>Speaker reminds UN population commission: Each of us &#8216;began as an embryo&#8217;<\/em><\/a><\/strong><\/p>\n<p>The next year, 1969, the so-called \u201c<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-always-making-sure-fewer-people-have-children-heres-proof\/\" target=\"_blank\" rel=\"noopener\">Planned Parenthood blueprint<\/a>\u201d was underway, and was referred to as &#8220;the ghetto approach&#8221; by the New York Times:<\/p>\n<blockquote><p>Whatever the merits of the argument, the ghetto approach is now the federation\u2019s chief thrust, and it is also the policy of the Federal Government, which since 1966 has undergone a dramatic reversal,\u00a0 moving from almost no action on birth control to a proposed expenditure in 1969 of $31 million. Last month the Department of Health, Education and Welfare (HEW) recommended the adoption of Planned Parenthood\u2019s \u201cblueprint\u201d for supplying free birth control devices to some five million American women below the poverty line.<\/p><\/blockquote>\n<p>Planned Parenthood\u2019s \u201cblueprint\u201d called for an expenditure of about one percent of the nation\u2019s health budget, with an anticipated $78 million from taxpayers in 1970. It also called for an expansion of hospitals\u2019 family planning services as well as programs financed by the federal anti-poverty program.<\/p>\n<p>Then, in a July 1969\u00a0<a href=\"http:\/\/www.presidency.ucsb.edu\/ws\/?pid=2132\" target=\"_blank\" rel=\"noopener\">speech<\/a>, President Nixon stated, \u201cIt is my view that no American woman should be denied access to family planning assistance because of her economic condition.&#8221; He then called upon Congress to &#8220;establish as a\u00a0national goal\u00a0the provision of adequate family planning services within the next five years to all those who want them but cannot afford them&#8230;.&#8221;<\/p>\n<div id=\"attachment_182916\" style=\"width: 160px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-182916\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-182916 size-thumbnail\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Richard-Nixon-150x150.jpg\" alt=\"population control, planned parenthood\" width=\"150\" height=\"150\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Richard-Nixon-150x150.jpg 150w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Richard-Nixon-80x80.jpg 80w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2018\/05\/Richard-Nixon-238x240.jpg 238w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/><p id=\"caption-attachment-182916\" class=\"wp-caption-text\">Richard Nixon<\/p><\/div>\n<p>Programs like this raised red flags with members of the Black community, already struggling for power and equal rights. It became increasingly obvious that the Black community was most suspicious of population control programs funded by the government.\u00a0In September 12, 1968, when the news hit that $500 million in U.S. foreign aid dollars would be used to disseminate birth control, journalist Drew Pearson noted in the Press-Courier, \u201cMany black militants also see the government\u2019s participation in birth control programs as \u201cblack genocide.\u201d As one militant put it to this columnist: \u201cWhitey is trying to get us before we\u2019re born.\u201d In some U.S. cities, the government finances clinics where disadvantaged persons get instruction in family planning and are given contraceptives free of charge.\u201d<\/p>\n<p>This <a href=\"https:\/\/www.youtube.com\/watch?v=yOrz5Pggkm4\" target=\"_blank\" rel=\"noopener\">clip<\/a> from the documentary film <a href=\"http:\/\/www.maafa21.com\" target=\"_blank\" rel=\"noopener\">Maafa21<\/a>\u00a0details additional concerns expressed by those within minority communities:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/KtyhaoBvwYU\" width=\"640\" height=\"355\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>To quell suspicions of &#8220;Black genocide,&#8221; <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-suspicion-black-genocide\/\">Planned Parenthood<\/a>, which was vying for those federal dollars, began <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-suspicion-black-genocide\/\" target=\"_blank\" rel=\"noopener\">adding<\/a> African American leaders to its board. This move was described by an\u00a0<a href=\"https:\/\/www.thelancet.com\/pdfs\/journals\/lancet\/PIIS0140-6736(14)61327-1.pdf\" target=\"_blank\" rel=\"noopener\">insider<\/a> named Jeannie Rosoff, in an <a href=\"https:\/\/www.smith.edu\/libraries\/libs\/ssc\/prh\/transcripts\/rosoff-trans.pdf\" target=\"_blank\" rel=\"noopener\">interview<\/a> she conducted with\u00a0Rebecca Sharpless in 2001:<\/p>\n<blockquote><p>There were always some preachers, black preachers, who kind of thought that the practice of family planning would encourage immorality somehow. That was one small strand. And then there were a lot of, I think, activist black men\u2014and some women\u2014 who essentially thought, \u2015The more of us, the better. The way to improve the racial situation is by numbers. So that it&#8217;s fine to have all these babies. And when things began to spoil in the late sixties, with the Martin Luther King assassination, the Black Panthers, and the Black Power movement, then it sort of just went from, \u2015We should\u00a0have all the babies with guns on the street, to, \u2015Anybody who tries to stop us from having babies is genocide. So that was another element of the opposition. And it was not easy for a group like Planned Parenthood, a basically all-white group, very upper-middle class, to deal with this and to deal with this and argue at public meetings and essentially say, \u2015Can it. It\u2018s not right and it&#8217;s not true. Planned Parenthood at that time hired a sort of ambassador to the black community on the assumption that nobody could argue with blacks except blacks. So they had to find somebody black to rebut this. He had been on the general\u00a0<a href=\"https:\/\/drc.libraries.uc.edu\/bitstream\/handle\/2374.UC\/701255\/ucadfstm_1962_007.pdf?sequence=1\" target=\"_blank\" rel=\"noopener\">board of directors<\/a>\u00a0for some time, serving on the executive committee of Planned Parenthood-World Population by 1963. He served as vice-chairman in 1967, where he presented Planned Parenthood\u2019s infamous Margaret Sanger award to John D. Rockefeller III, also a population control advocate who was pushing federally funded &#8220;family planning.&#8221;<\/p>\n<div id=\"attachment_179584\" class=\"wp-caption aligncenter\">\n<p>Holland was also added as\u00a0<a href=\"https:\/\/profiles.nlm.nih.gov\/ps\/access\/BBGFKF.pdf\" target=\"_blank\" rel=\"noopener\">chairman<\/a>\u00a0of the board of Guttmacher\u2019s newly formed Center for Family Planning, which would later be named the Guttmacher Institute and become a \u201c<a href=\"https:\/\/archive.liveaction.org\/news\/how-independent-is-guttmacher-from-planned-parenthood\/\" target=\"_blank\" rel=\"noopener\">special affiliate<\/a>\u201d to Planned Parenthood. The Center for Family Planning Program Development, later\u00a0renamed for Alan Guttmacher, was considered the watchdog agency over federally funded family planning programs, according to the previously mentioned <a href=\"https:\/\/web.archive.org\/web\/20161001090742\/https:\/\/www.smith.edu\/libraries\/libs\/ssc\/prh\/transcripts\/rosoff-trans.pdf\">interview<\/a> by Rosoff.<\/p>\n<p>She stated:<\/p>\n<blockquote><p>&#8220;So foundations wanted to have some kind of watchdog, policy oriented group to ride herd on the process. They did not think Planned Parenthood could be it because it was too self-involved. They also didn&#8217;t want to create a new entity because they thought, \u2015My god, they would have to support it forever. So the compromise was that they would give the money to Planned Parenthood but under the condition that some entity, which eventually became the Alan Guttmacher Institute, be organized within Planned Parenthood. It would have a separate name. It would have a separate address. It would have a separate national advisory board, even though the board of Planned Parenthood would still have the legal authority. And that\u2018s what existed between maybe 1968 and 1978, when AGI became totally independent&#8230;But that is the same group that had both the Planned Parenthood political function, the lobbying function in\u00a0Washington\u2014I mean writing legislation, lobbying legislation\u2014and the AGI technical assistance function.&#8221;<\/p><\/blockquote>\n<p><strong><a href=\"https:\/\/archive.liveaction.org\/news\/prince-william-population-control-africa\/\">READ: <em>Westerners like Prince William push population control in Africa, but at what cost?<\/em><\/a><\/strong><\/p>\n<p>According to a 1971\u00a0<a href=\"https:\/\/www.nytimes.com\/1971\/05\/09\/archives\/poor-said-to-lack-family-planning-survey-finds-that-4-of-5-in-need.html\" target=\"_blank\" rel=\"noopener\">repor<\/a>t by the New York Times, a survey conducted by the <a href=\"http:\/\/www.worldcat.org\/title\/annual-report\/oclc\/1787743\" target=\"_blank\" rel=\"noopener\">Center for Family Planning Program Development<\/a>\u00a0alarmed the backers of federal programs when it discovered that just one out of five &#8220;medically indigent women of child bearing age was receiving subsidized family planning services in 1969.&#8221;<\/p>\n<p>&#8220;So we then went for a really brand-new piece of legislation which is what became Title X of the Public Health Services Act. It was totally focused on family planning, with independent funding,&#8221; Rosoff said.<\/p>\n<p>The Guttmacher\/Planned Parenthood insider then <a href=\"https:\/\/web.archive.org\/web\/20161001090742\/https:\/\/www.smith.edu\/libraries\/libs\/ssc\/prh\/transcripts\/rosoff-trans.pdf\">described<\/a> how the Title X push actually came about &#8212; and all indications by her words are that Planned Parenthood, through members of its &#8220;special affiliate,&#8221; the Guttmacher Institute (founded by the VP of the American Eugenics Society) sought out a political spokesperson to push what would become the Title X Family Planning program. Who was that political spokesperson? Rep. George H.W.
