Justin Amash for opposing the Prenatal Nondiscrimination Act, it\u2019s only fair that I give the Michigan Republican credit for what he\u2019s doing right. On Wednesday, ThinkProgress\u2019s Annie-Rose Strasser <a href=\"http:\/\/thinkprogress.org\/health\/2012\/06\/06\/495821\/gop-congressman-announces-new-dc-anti-abortion-restrictions-on-facebook\/\">warned<\/a> her left-wing audience that Amash has introduced a bill requiring minors in the District of Columbia to get parental consent before abortions and protecting the conscience rights of D.C. health care workers who refuse to participate in abortions.<\/p>\n<blockquote><p>On Tuesday evening, Del. Eleanor Holmes Norton (D-D.C.) decried Amash\u2019s plans and ongoing efforts by the GOP to restrict abortions solely in the District.<br \/>\n<strong><br \/>\n<\/strong>\u201cRep. Amash is spending time in the House meddling in my district, instead of attending to the needs of his own constituents,\u201d she wrote in a statement. \u201cHis bill would overturn our local laws with no accountability to our residents.\u201d<\/p><\/blockquote>\n<p>Del. Norton apparently didn\u2019t get the memo that that\u2019s how D.C. works. <a href=\"http:\/\/www.law.cornell.edu\/constitution\/articlei#section8\">Article I, Section 8, Clause 17<\/a> of the Constitution gives Congress the authority to \u201cexercise exclusive legislation in all cases whatsoever\u201d over \u201cthe seat of the government of the United States.\u201d In fact, Ms. Norton\u2019s title, \u201cDelegate,\u201d should be a clue &#8211; Congress has <em><a href=\"http:\/\/hobnobblog.com\/2010\/09\/30\/enclave-clause-article-i-section-8-clause-17-of-the-constitution\/\">delegated<\/a> <\/em>that power to a local body, but Congress still ultimately calls the shots.<\/p>\n<p>On its surface, this objection rings hollow, since Democrats tend not to be big sticklers for local autonomy over federal intervention. Dig a little, though, and it becomes outright hypocritical, considering that in 1993 Norton <a href=\"http:\/\/www.ontheissues.org\/House\/Eleanor_Holmes_Norton_Abortion.htm\">co-sponsored<\/a> a version of the Freedom of Choice Act that, while perhaps not as draconian as <a href=\"http:\/\/www.ncregister.com\/site\/article\/why_pro_lifers_fear_foca\/\">the one Barack Obama likes<\/a>, would have forbidden states from prohibiting most abortions.<\/p>\n<p>Norton opposes the bill because she doesn\u2019t believe in parental consent for abortion. If that\u2019s her position, we can have that debate, but can we spare the pretense that there\u2019s a principled stand for local control at stake here?<\/p>\n<p>Not to be outdone, Strasser throws in her own warning about the measure:<\/p>\n<blockquote><p>Amash\u2019s bill could have a particularly debilitating effect on women who have been raped or are victims of incest, while more expansive conscience clauses significantly limit access to abortion procedures.<\/p><\/blockquote>\n<p>When did it become a given that parental consent helps people perpetrate incest? How does that work, exactly? And how does whatever benefit rapists allegedly get out of parental consent laws outweigh the <a href=\"http:\/\/liveaction.org\/blog\/new-report-on-murder-of-pregnant-women-reveals-why-misogynists-love-abortion\/\">benefit rapists and abusive partners<\/a> get out of abortion itself, by enabling them to pressure women into destroying the evidence of their relationship and\/or the offspring they don\u2019t want to be responsible for?<\/p>\n<p>Despite the wailing of the usual suspects, Justin Amash\u2019s bill is a moral, necessary, commonsense measure.
