Rockefeller III\u00a0<a href=\"https:\/\/web.archive.org\/web\/20190613013513\/https:\/\/popcouncil.org\/about\/timeline\" target=\"_blank\" rel=\"noopener\">founded<\/a> the Population Council and served as the organization&#8217;s first president.\u00a0 According to the <a href=\"https:\/\/web.archive.org\/web\/20200623005756\/https:\/\/rockfound.rockarch.org\/documents\/20181\/35639\/Certificate+of+incorporation+of+the+Population+Council%2C+Inc.%2C+pursuant+to+the+membership+corporation+law.pdf\/9dc27c0e-fd6c-4223-a44c-e0dce53cd89b\">Rockefeller Foundation<\/a>, the Population Council, Inc., was <a href=\"https:\/\/web.archive.org\/web\/20200623005757\/https:\/\/rockfound.rockarch.org\/family-planning\">incorporated<\/a>\u00a0following Rockefeller&#8217;s <em>Conference on Population Problems, <\/em>\u201c\u2026to stimulate, encourage, promote, conduct and support significant activities in the broad field of population.\u201d<\/p>\n<p>Like its founder, the Population Council&#8217;s other members were concerned about population issues &#8212; and, like other population organizations such as\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthoods-connections-to-eugenics\/\">Planned Parenthood<\/a>, high ranking Population Council leaders were well connected to the eugenics movement.<\/p>\n<div id=\"attachment_127392\" style=\"width: 160px\" class=\"wp-caption alignleft\"><img aria-describedby=\"caption-attachment-127392\" decoding=\"async\" loading=\"lazy\" class=\"size-thumbnail wp-image-127392\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/09\/frederick-osborn-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/09\/frederick-osborn-150x150.jpg 150w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/09\/frederick-osborn-80x80.jpg 80w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/><p id=\"caption-attachment-127392\" class=\"wp-caption-text\">Frederick Osborn<\/p><\/div>\n<p><a href=\"http:\/\/www.popcouncil.org\/about\/timeline#ourHistory\" target=\"_blank\" rel=\"noopener\">Frederick Osborn<\/a>\u00a0followed Rockefeller as Population Council president in 1957.\u00a0Osborn was a\u00a0<a href=\"http:\/\/www.amphilsoc.org\/collections\/view?docId=ead\/Mss.Ms.Coll.24-ead.xml\" target=\"_blank\" rel=\"noopener\">founding member<\/a>\u00a0of the American Eugenics Society who\u00a0<a href=\"https:\/\/saynsumthn.wordpress.com\/2014\/06\/25\/frederick-osborn-and-planned-parenthood\/\">signed<\/a>\u00a0Margaret Sanger\u2019s \u201cCitizens Committee for Planned Parenthood,\u201d\u00a0<a href=\"http:\/\/birthcontrolreview.net\/Birth%20Control%20Review\/1938-04%20April.pdf\" target=\"_blank\" rel=\"noopener\">published<\/a>\u00a0in April of 1938. Osborn once\u00a0<a href=\"http:\/\/www.uvm.edu\/~eugenics\/primarydocs\/orfofhh000068.xml\" target=\"_blank\" rel=\"noopener\">wrote<\/a>, \u201cEugenic goals are most likely attained under a name other than eugenics.\u201d Some speculate that Planned Parenthood\u2019s infamous slogan, &#8220;<a href=\"https:\/\/saynsumthn.wordpress.com\/2014\/03\/17\/planned-parenthood-every-child-a-wanted-child-slogan-may-originate-in-eugenics\/\" target=\"_blank\" rel=\"noopener\">Every Child a Wanted Child,<\/a>&#8221; may have\u00a0<a href=\"https:\/\/saynsumthn.wordpress.com\/2014\/03\/17\/planned-parenthood-every-child-a-wanted-child-slogan-may-originate-in-eugenics\/\" target=\"_blank\" rel=\"noopener\">originated<\/a>\u00a0with Osborn. Notestein followed Osborn as president\u00a0in 1959.\u00a0Like Osborn, he was member of the American Eugenics Society and as the American Philosophical Society, according to a biography <a href=\"https:\/\/www.scribd.com\/document\/34894927\/Frank-Notestein-Rockefeller-the-Population-Council-and-Eugenics\" target=\"_blank\" rel=\"noopener\">published<\/a> by Princeton University. He\u00a0was also one of the organization&#8217;s\u00a0<a href=\"https:\/\/web.archive.org\/web\/20040522044419\/http:\/\/www.faculty.fairfield.edu\/faculty\/hodgson\/Courses\/so184\/popdocs\/EofPNotestein.pdf\">original four trustees,<\/a> according to the Population Council&#8217;s <a href=\"http:\/\/library.ucsd.edu\/dc\/object\/bb5974338p\/_1.pdf\" target=\"_blank\" rel=\"noopener\">1957 Annual Report<\/a>.<\/p>\n<p>In 1939, Notestein and Osborn\u00a0<a href=\"https:\/\/lifedynamics.com\/app\/uploads\/2015\/09\/1939-0203-February-March.pdf\" target=\"_blank\" rel=\"noopener\">served<\/a> together on the Medical Advisory Board for Margaret Sanger&#8217;s Birth Control Federation. By 1967,\u00a0under Notestein&#8217;s leadership, the <a href=\"http:\/\/www.popcouncil.org\/\">Population Council<\/a>\u00a0released a <a href=\"https:\/\/archive.liveaction.org\/news\/propaganda-film-family-planning-produced-walt-disney\/\">controversial<\/a> film, entitled &#8220;<a href=\"https:\/\/archive.liveaction.org\/news\/propaganda-film-family-planning-produced-walt-disney\/\">Family Planning<\/a>,&#8221;\u00a0which<em>\u00a0<\/em>featured Disney&#8217;s iconic cartoon figure Donald Duck. It was<em>\u00a0<\/em>one of many efforts in the 1960s and &#8217;70s to indoctrinate the culture on the use of birth control.<\/p>\n<p>By 1970, Notestein was serving on the\u00a0<a href=\"https:\/\/profiles.nlm.nih.gov\/ps\/access\/BBGFKF.pdf\" target=\"_blank\" rel=\"noopener\">Board of Directors<\/a>\u00a0of Planned Parenthood-World Population.<\/p>\n<div id=\"attachment_174589\" style=\"width: 160px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-174589\" decoding=\"async\" loading=\"lazy\" class=\"size-thumbnail wp-image-174589\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/Bernard-Berelson-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/Bernard-Berelson-150x150.jpg 150w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/Bernard-Berelson-80x80.jpg 80w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/><p id=\"caption-attachment-174589\" class=\"wp-caption-text\">Bernard Berelson<\/p><\/div>\n<p><a href=\"http:\/\/www.popcouncil.org\/about\/timeline#ourHistory\" target=\"_blank\" rel=\"noopener\">Bernard Berelson<\/a>\u00a0took the helm of Population Council in 1968, as its fourth president.\u00a0A year later, in <a href=\"https:\/\/saynsumthn.files.wordpress.com\/2013\/07\/beyond-fp-berleson.jpg\">1969<\/a>, Berelson\u00a0<a href=\"http:\/\/uscl.info\/edoc\/doc.php?doc_id=83&amp;action=inline\" target=\"_blank\" rel=\"noopener\">published<\/a> an article which suggested that if voluntary methods of birth control were not successful, it may become necessary for the government to put a \u201cfertility control agent\u201d in the water supplies of \u201curban\u201d neighborhoods. The article was published in the journal, &#8220;<a href=\"http:\/\/www.popcouncil.org\/research\/studies-in-family-planning\" target=\"_blank\" rel=\"noopener\">Studies in Family Planning,<\/a>&#8221; published by the Population Council. Guttmacher, M.D. sat on the Population Council&#8217;s first Medical Advisory Board.\u00a0Guttmacher, a former Planned Parenthood president, was also vice president of the American Eugenics Society.\u00a0His ideas of forced or compulsory population control measures were in lock-step with Planned Parenthood\u2019s founder Margaret Sanger, who made sure that Planned Parenthood was\u00a0<a href=\"https:\/\/saynsumthn.wordpress.com\/tag\/alan-guttmacher\/page\/4\/\">knee deep in eugenics<\/a>.\u00a0Guttmacher\u2019s namesake institution, the Guttmacher Institute, would later be referred to as a \u201c<a href=\"https:\/\/archive.liveaction.org\/news\/how-independent-is-guttmacher-from-planned-parenthood\/\">research arm<\/a>\u201d and a \u201c<a href=\"https:\/\/archive.liveaction.org\/news\/how-independent-is-guttmacher-from-planned-parenthood\/\">special affiliate<\/a>\u201d of Planned Parenthood.<\/p>\n<div id=\"attachment_174590\" style=\"width: 160px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-174590\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-174590 size-thumbnail\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/Thomas-Parran-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/Thomas-Parran-150x150.jpg 150w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/Thomas-Parran-80x80.jpg 80w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/Thomas-Parran-500x500.jpg 500w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/><p id=\"caption-attachment-174590\" class=\"wp-caption-text\">Thomas Parran (Photo: NIH\/NLM)<\/p><\/div>\n<p>Thomas Parran, Jr. was on the original Population Council&#8217;s board of trustees.\u00a0On paper, he has a very <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC1381643\/pdf\/pubhealthrep00052-0120.pdf\">distinguished<\/a> career, having been named the nation&#8217;s sixth <a href=\"http:\/\/www.philly.com\/philly\/opinion\/commentary\/should-pitt-cut-ties-with-doctor-linked-to-racist-tuskegee-experiment-20170727.html\">U.S. Surgeon General<\/a>, building support for the passage of Social Security as well as the establishment of the World Health Organization.\u00a0His name even appeared on the\u00a0public health building of the University of Pittsburgh as &#8220;one of the giants of 20th-century medicine.&#8221;<\/p>\n<p>But according to <a href=\"https:\/\/www.usatoday.com\/story\/tech\/sciencefair\/2013\/02\/26\/parran-award-controversy\/1948705\/\">USA Toda<\/a>y,\u00a0&#8220;Parran&#8217;s legacy was tainted in 2010, when the U.S. government apologized to Guatemala for the syphilis experiments that exposed 1,308 men, women and children to syphilis without consent from 1946 to 1948. Parran approved of the experiments, conducted by U.S. Public Health Service physician John Cutler.&#8221;\u00a0(Cutler and his wife Eleise contributed to\u00a0the\u00a0<a href=\"http:\/\/www.heart-intl.net\/HEART\/Internat\/Comp\/PopulationCounc1999.pdf\">Population Council<\/a>\u00a0and Cutler&#8217;s wife\u00a0<a href=\"https:\/\/saynsumthn.wordpress.com\/2010\/10\/01\/population-control-was-the-passion-of-john-c-cutler-author-of-controversial-guatemala-syphilis-study-the-us-now-apologizes-for\/\">admitted<\/a> that she served on the board of Planned Parenthood.)<\/p>\n<p>Earlier this year, Philly.com <a href=\"http:\/\/www.philly.com\/philly\/opinion\/commentary\/should-pitt-cut-ties-with-doctor-linked-to-racist-tuskegee-experiment-20170727.html\">reported<\/a>\u00a0that Parran was suspected of being the &#8220;intellectual inspiration of the infamous Tuskegee Syphilis Study&#8221;:<\/p>\n<blockquote><p>Regrettably, Parran\u2019s great work, impressive resume, and proud legacy are besmirched by his ethical violations. The truth of his association with horrendous experiments using impoverished Alabama sharecroppers, federal prison inmates, and an array of vulnerable subjects in <a href=\"https:\/\/saynsumthn.wordpress.com\/tag\/guatemala-syphilis-study\/\">Guatemala<\/a> who were purposefully infected with syphilis were already known. But newly discovered evidence disclosing his role as the architect of the Tuskegee study may have caused his already troubling case to reach the tipping point&#8230;<\/p>\n<p>Pitt trustees now must confront evidence showing Parran was more than a distant bureaucrat during the Tuskegee study. According to <a href=\"http:\/\/www.orthodoxytoday.org\/articles5\/MessallEugenics.php\">author<\/a> Rebecca Messall, &#8220;Rockefeller money funded eugenic scientists decades before Hitler put eugenic theories into practice.&#8221;<\/p>\n<div id=\"attachment_174607\" style=\"width: 289px\" class=\"wp-caption alignleft\"><img aria-describedby=\"caption-attachment-174607\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-174607 size-medium\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/John-D-ROckefeller-eugenics-279x300.jpg\" alt=\"\" width=\"279\" height=\"300\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/John-D-ROckefeller-eugenics-279x300.jpg 279w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/John-D-ROckefeller-eugenics.jpg 398w\" sizes=\"(max-width: 279px) 100vw, 279px\" \/><p id=\"caption-attachment-174607\" class=\"wp-caption-text\">Rockefeller eugenics (image: New York Times)<\/p><\/div>\n<p>According to author <a href=\"http:\/\/historynewsnetwork.org\/article\/1796\">Edwin Black<\/a> (emphasis added), &#8220;Eugenics would have been so much bizarre parlor talk had it not been for extensive financing by corporate philanthropies, specifically the Carnegie Institution, the Rockefeller Foundation and the Harriman railroad fortune. They were all in league with some of America&#8217;s most respected scientists hailing from such prestigious universities as Stamford, Yale, Harvard, and Princeton. These academicians espoused race theory and race science, and then faked and twisted data to serve eugenics&#8217; racist aims&#8230; <strong>The Rockefeller Foundation helped found the German eugenics program and even funded the program that Josef Mengele worked in before he went to Auschwitz<\/strong>.&#8221;<\/p>\n<p>Black added, &#8220;In May 1926, Rockefeller awarded $250,000 to the German Psychiatric Institute of the Kaiser Wilhelm Institute, later to become the Kaiser Wilhelm Institute for Psychiatry. Among the leading psychiatrists at the German Psychiatric Institute was Ernst R\u00fcdin, who became director and eventually an architect of Hitler&#8217;s systematic medical repression.&#8221;\u00a0(NOTE: In 1933, R\u00fcdin&#8217;s\u00a0call for racial purity was published in Margaret Sanger\u2019s Birth Control Review. According to the documentary film,\u00a0<a href=\"http:\/\/www.maafa21.com\/\" target=\"_blank\" rel=\"noopener\">Maafa21<\/a>, Rudin would be chosen by Hitler to write Germany\u2019s eugenics laws.)<\/p>\n<div id=\"attachment_174614\" style=\"width: 130px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-174614\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-174614\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/11\/John-D-Rockefeller-3rd.jpg\" alt=\"\" width=\"120\" height=\"150\" \/><p id=\"caption-attachment-174614\" class=\"wp-caption-text\">John D Rockefeller III (Image: Rockefeller Foundation)<\/p><\/div>\n<p>Rockefeller III once claimed that birth control was &#8220;directly related to the matter of meaningful peace.&#8221;<\/p>\n<p>In her review of the book, \u201c<a href=\"http:\/\/search.barnesandnoble.com\/Fatal-Misconception\/Matthew-Connelly\/e\/9780674024236\/?itm=1\" target=\"_blank\" rel=\"noopener\">Fatal Misconception: The Struggle to Control World Population<\/a>,\u201d written by Columbia University historian Matthew Connelly, C-Fam <a href=\"https:\/\/c-fam.org\/friday_fax\/new-book-exposes-eugenics-mandate-in-reproductive-rights-agenda\/\">author<\/a> Susan Yoshihara, Ph.D, discovered what led up to Rockefeller&#8217;s founding of the Population Council:<\/p>\n<blockquote><p>In 1952, at a secret, invitation-only gathering in Colonial Williamsburg, John D. Rockefeller III brought together what would become the modern population control establishment. Setting the agenda for the following decades were the heads of the United States Atomic Energy Commission, National Academy of Sciences, and top scientists \u201cfrom embryology to economics,\u201d including past and present Nobel Prize winners.<\/p>\n<p>From verbatim transcripts of the \u201cConference on Population Problems,\u201d just one of the countless number of such meetings the book exposes, Connelly found that what drove them were the questions of how many people the world could hold along with \u201cwhether \u2018industrial development should be withheld\u2019 from poor, agrarian countries like India.\u201d By decreasing mortality and encouraging \u201cbreeding,\u201d development would increase inferior populations and further degrade \u201cthe genetic quality of the human race.\u201d They decided radical measures to reduce birthrates were justified in order to save \u201cWestern Civilization\u201d from being dragged down by the growing humanitarian demands of Third World countries.<\/p>\n<p>Thus was born the Population Council, which would in turn become the nexus of the entire population control movement, going on to coordinate the work of the United Nations, the Ford and Rockefeller foundations, International Planned Parenthood Federation (IPPF) \u2013 founded three weeks later \u2013 as well as major pharmaceutical firms.<\/p><\/blockquote>\n<p>In 1994, with the <a href=\"https:\/\/archive.hhs.gov\/news\/press\/1994pres\/940516.txt\">encouragement<\/a>\u00a0of the Clinton administration, french\u00a0pharmaceutical manufacturer Roussel-Uclaf assigned the <a href=\"https:\/\/www.accessdata.fda.gov\/drugsatfda_docs\/appletter\/2000\/20687appltr.pdf\">US rights<\/a> of marketing and\u00a0<a href=\"http:\/\/www.fda.gov\/downloads\/Drugs\/DrugSafety\/PostmarketDrugSafetyInformationforPatientsandProviders\/ucm086149.pdf\" target=\"_blank\" rel=\"noopener\">distribution<\/a>\u00a0of abortion pill RU-486 to the Population Council.
