The fact is that Guttmacher supports and promotes the full agenda of Planned Parenthood because Guttmacher and Planned Parenthood\u2019s\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/how-independent-is-guttmacher-from-planned-parenthood\/\">collaborations<\/a>\u00a0go back decades.<\/p>\n<div id=\"attachment_84220\" style=\"width: 275px\" class=\"wp-caption alignleft\"><img aria-describedby=\"caption-attachment-84220\" decoding=\"async\" loading=\"lazy\" class=\" wp-image-84220\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/01\/alan-guttmacher-planned-parenthood-eugenics-300x166.jpg\" alt=\"\" width=\"265\" height=\"147\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/01\/alan-guttmacher-planned-parenthood-eugenics-300x166.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/01\/alan-guttmacher-planned-parenthood-eugenics.jpg 672w\" sizes=\"(max-width: 265px) 100vw, 265px\" \/><p id=\"caption-attachment-84220\" class=\"wp-caption-text\">Alan Guttmacher<\/p><\/div>\n<p>For starters, the organization&#8217;s name comes from one of Planned Parenthood\u2019s\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/guttmacher-institute-founder-frederick-jaffe-described-abusive-longtime-colleague\/\" target=\"_blank\" rel=\"noopener\">former presidents,<\/a>\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/1973-video-former-planned-parenthood-eugenicist-president-responds-roe\/\">Alan Guttmacher.<\/a>\u00a0<a href=\"https:\/\/saynsumthn.files.wordpress.com\/2013\/07\/alanguttmachereugenicsqty-1954-55.jpg?w=450\">Guttmacher<\/a> also happened to be a former <a href=\"https:\/\/archive.org\/stream\/AMERICANEUGENICSSOCIETYMEMBERS\/AMERICAN%20EUGENICS%20SOCIETY%20MEMBERS_djvu.txt\">vice president<\/a> of the\u00a0<a href=\"http:\/\/www.amphilsoc.org\/collections\/view?docId=ead\/Mss.575.06.Am3-ead.xml\">American Eugenics Society<\/a>.\u00a0The ideology and conduct of the American Eugenics Society has\u00a0been viewed as extremely racist.<\/p>\n<p>The Guttmacher Institute has defended Planned Parenthood&#8217;s over $500 million dollars of tax payer funding annually. While the organization <a href=\"https:\/\/archive.liveaction.org\/news\/media-claims-defunding-planned-parenthood-hurt-women-wrong\/\">claims<\/a> defunding Planned Parenthood would cause millions of women to lose health services, a <a href=\"https:\/\/archive.liveaction.org\/news\/guttmacher-report-women-dont-need-planned-parenthood-contraception\/\">review<\/a> of the data by Live Action News reveal that this simply is not the case. \u00a0The fact is that Federally Qualified Health Centers (FQHC) offer a broader array of primary care services and can assist far more patients than Planned Parenthood currently does now.<\/p>\n<p>After all, Planned Parenthood has\u00a0<a href=\"https:\/\/twitter.com\/PPact\/status\/838195866523549696\">lost<\/a>\u00a0more than half a million patients (600,000) since 2011, while\u00a0taxpayer-funded health centers, as identified by the federal\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx\">Health Resources and Services Administration<\/a>\u00a0(HRSA), saw a 2 million patient\u00a0<a href=\"https:\/\/townhall.com\/columnists\/ryanbomberger\/2017\/03\/29\/pinkout-planned-parenthoods-abortion-distortion-n2305845\">increase<\/a>\u00a0by 2015,\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx\">providing<\/a>\u00a0care to 24,295,946 patients.<\/p>\n<p style=\"text-align: center;\">\u00a0<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/wIOSKKk_Tc8\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Live Action News has documented that Planned Parenthood, which\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/how-abortion-chain-planned-parenthood-masquerades-as-a-health-care-provider\/\">masquerades<\/a>\u00a0as a health care provider, is actually decreasing the number of services that it offers women. When comparing Planned Parenthood\u2019s services to FQHC sites you see that defunding this abortion corporation will have little effect on women in particular.<\/p>\n<ul>\n<li>In 2015, federal health centers\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=t6a&amp;year=2015&amp;state=\">performed<\/a>\u00a0mammograms on over 521,000 patients \u2013 an increase from 470,000 in\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2014&amp;state=\">2014<\/a>.\u00a0Planned Parenthood\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">performed<\/a>\u00a0zero, because\u00a0Planned Parenthood facilities\u00a0<a href=\"https:\/\/youtu.be\/tu_0-iD-rPk\">do not have mammogram machines<\/a>.<\/li>\n<li>In 2015, Planned Parenthood\u00a0breast exams\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/prenatal-care-cancer-screenings-decrease-planned-parenthood-loses-100000-patients\/\">dropped<\/a>\u00a012 percent from 2014.\u00a0Stunningly, from\u00a0<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2006-2007-Planned-Parenthood-Annual-Report.pdf\">2005<\/a>\u00a0to\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015<\/a>, breast exams declined by more than 62 percent (842,399 to 321,700).<\/li>\n<li>In 2015, federal health centers\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=t6a&amp;year=2015&amp;state=\">administered<\/a>\u00a0over 1.8 million Pap tests to patients \u2014 an increase from 1.7 million in\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2014&amp;state=\">2014<\/a>;\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">Planned Parenthood<\/a>\u2018s\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015\u00a0report<\/a>\u00a0reveals\u00a0that between\u00a0<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2006-2007-Planned-Parenthood-Annual-Report.pdf\">2005<\/a>\u00a0(1,116,681) and\u00a02015\u00a0(293,799), Pap tests (tests for detecting cervical cancer) at Planned Parenthood declined nearly 74 percent (73.68%).<\/li>\n<li>The most recent figures show that cancer screenings continue to decline at Planned Parenthood. From\u00a0<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2006-2007-Planned-Parenthood-Annual-Report.pdf\">2005<\/a>\u00a0(2,009,835) to\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015<\/a>\u00a0(665,234), cancer screenings plummeted\u00a0nearly 67 percent (66.90%).<\/li>\n<li>In 2015, federal health centers\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2015&amp;state=\">cared<\/a>\u00a0for a total of\u00a0552,000 prenatal patients\u00a0\u2014 an increase from 528,000 prenatal patients in\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2014&amp;state=\">2014;<\/a>\u00a0yet\u00a0Planned Parenthood\u2019s prenatal services were nearly cut in half in the last year (17,419 in 2014 to 9,419 in 2015) a trend that has continued for years. From\u00a0<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2005-2006-Planned-Parenthood-Annual-Report.pdf\">2005<\/a>\u00a0(13,261) to\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015<\/a>\u00a0(9419), prenatal care dropped nearly 29 percent (28.97%)\u00a0.<\/li>\n<li>Recently released Planned Parenthood numbers reveal that\u00a0in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015<\/a>,\u00a0contraception services\u00a0at the abortion corporation\u00a0decreased 4.6\u00a0percent from the previous year. In the past ten years (2005 vs. 2015), contraception services at Planned Parenthood decreased by 25 percent\u00a0to their\u00a0lowest in years.<\/li>\n<\/ul>\n<p>Despite these numbers, Live Action News has documented that politicians and media alike repeat Planned Parenthood&#8217;s talking points. And, one of the biggest venues for publishing those talking points comes directly from The Guttmacher Institute.<\/p>\n<p style=\"text-align: center;\">\u00a0<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/RJjSPsVuS8g\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>The fact is that no matter how many &#8220;reports&#8221; Guttmacher authors about Planned Parenthood it is far from independent in its history with the organization.<\/p>\n<p>In years past, the media correctly <a href=\"https:\/\/archive.liveaction.org\/news\/how-independent-is-guttmacher-from-planned-parenthood\/\">referred<\/a> to Guttmacher as a \u201cdivision of Planned Parenthood,\u201d and some supporters referred to Guttmacher as the \u201cresearch arm\u201d of Planned Parenthood. Past issues of Planned Parenthood\u2019s annual reports called Guttmacher a \u201cspecial affiliate\u201d of Planned Parenthood.<\/p>\n<p>Today, it is rarely mentioned. Why?<\/p>\n<p>Even Planned Parenthood themselves at one time correctly referred to the Guttmacher Institute as a special affiliate in:\u00a0<a href=\"http:\/\/www.stopp.org\/PPFAReports\/PPFA1999-00005.pdf\" target=\"_blank\" rel=\"noopener\">1999<\/a>,\u00a0<a href=\"http:\/\/www.centerformedicalprogress.org\/wp-content\/uploads\/2015\/05\/2000_-_2001.pdf\" target=\"_blank\" rel=\"noopener\">2001<\/a>,\u00a0<a href=\"http:\/\/www.stopp.org\/PPFAReports\/PPFA200203002.pdf\" target=\"_blank\" rel=\"noopener\">2002<\/a>,\u00a0<a href=\"http:\/\/prolifeaction.org\/docs\/pp\/PPAnnualReport2003-2004.pdf\" target=\"_blank\" rel=\"noopener\">2003<\/a>,\u00a0<a href=\"http:\/\/www.stopp.org\/PPFAReports\/PPFA200405002.pdf\" target=\"_blank\" rel=\"noopener\">2004<\/a>\u00a0and\u00a0<a href=\"http:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2005-2006-Planned-Parenthood-Annual-Report.pdf\" target=\"_blank\" rel=\"noopener\">2005<\/a>\u00a0\u2013 where on page 15, PPFA references the Guttmacher Institute as a\u00a0\u201cspecial affiliate to which PPFA supplies some support.\u201d<\/p>\n<p>Then, there is that pesky little fact that Planned Parenthood, while getting millions in tax payer revenues, did at one time, send donations to The Guttmacher Institute. But, not to worry, those dollars never influenced the &#8220;research&#8221; organization, right?<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-90282 size-large\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/03\/guttmacher3PPfa-affiliate-Radiance-700x394.jpg\" alt=\"guttmacher3PPfa affiliate Radiance\" width=\"700\" height=\"394\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/03\/guttmacher3PPfa-affiliate-Radiance-700x394.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/03\/guttmacher3PPfa-affiliate-Radiance-300x169.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/03\/guttmacher3PPfa-affiliate-Radiance-768x432.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/03\/guttmacher3PPfa-affiliate-Radiance.jpg 1280w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/p>\n<p>Ryan Bomberger of The Radiance Foundation found\u00a0<a href=\"http:\/\/www.lifenews.com\/2011\/09\/06\/youve-been-guttmacherd-planned-parenthoods-baby\/\" target=\"_blank\" rel=\"noopener\">evidence<\/a>\u00a0that in its 2007 tax filing, Planned Parenthood still listed Guttmacher as an \u201cindependent\u00a0<em>affiliated<\/em>\u00a0organization\u201d (emphasis mine) which was receiving money from the abortion giant. Bomberger wrote, \u201cPlanned Parenthood [&#8230;] gave $2,142,076 of our tax dollars to their \u2018research\u2019 arm, Guttmacher.\u201d<\/p>\n<p>Yet, on their\u00a0<a href=\"http:\/\/www.guttmacher.org\/about\/faq.html#5\" target=\"_blank\" rel=\"noopener\">website<\/a>, Guttmacher claimed that in 2007, their \u201cspecial affiliation\u201d status with PPFA was terminated.<\/p>\n<p>Lest you think the charity only went one way, don&#8217;t. In fact, the so-called independent research organization the <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthoods-former-research-arm-gets-millions-taxpayers\/\">Guttmacher<\/a>\u00a0Institute also gave millions of dollars to Planned Parenthood. Planned Parenthood\u2019s own annual reports show the massive amount:<\/p>\n<ul>\n<li>1991 $4.2 million<\/li>\n<li>1992 $4.2 million<\/li>\n<li>1993 $6.5 million<\/li>\n<li>1994 $5 million<\/li>\n<li>1995 $6.2 million<\/li>\n<li>1996 $5.7 million<\/li>\n<li>1997 $4.7 million<\/li>\n<li>1998 $34.7 million<\/li>\n<li>1999 $6.7 million<\/li>\n<li>2000 $6.4 million<\/li>\n<li><a href=\"http:\/\/prolifeaction.org\/docs\/pp\/PPAnnualReport2001-2002.pdf\">2001<\/a> $16.7 million<\/li>\n<li><a href=\"http:\/\/abortionwiki.org\/images\/e\/e1\/2002_-_2003.pdf\">2002<\/a> $7.8 million<\/li>\n<li><a href=\"http:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2003-2004-Planned-Parenthood-Annual-Report.pdf\">2003<\/a>$7.6 million<\/li>\n<li><a href=\"http:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2005-2006-Planned-Parenthood-Annual-Report.pdf\">2005\u00a0<\/a>$7.2 million<\/li>\n<\/ul>\n<p>Reports after 2005 stop listing Guttmacher, but they do list \u201cprivate contributions\u201d and \u201cother operating revenue\u201d which they do not break down into detail.<\/p>\n<p>For this reason, the American <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthoods-former-research-arm-gets-millions-taxpayers\/\" target=\"_blank\" rel=\"noopener\">taxpayer<\/a>\u00a0deserves to\u00a0know that Guttmacher has been\u00a0<a href=\"http:\/\/download.usaspending.gov\/searchdownloads\/USASpending983298735b48.zip\" target=\"_blank\" rel=\"noopener\">funded<\/a> by the taxpayer for years.
