But Live Action News has\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/fqhcs-offer-better-care-women-planned-parenthood\/\">documented<\/a> time and again the ways in which this claim is deceptive. Federally Qualified Health Centers (FQHCs) can handle Planned Parenthood&#8217;s patient load in the event that the <a href=\"http:\/\/abortionprocedures.com\">abortion <\/a>corporation is defunded, and FQHCs offer even more comprehensive care than Planned Parenthood. So why does the media continue to spout these false narratives? And how can we know that Planned Parenthood&#8217;s claims are not true?<\/p>\n<p>There is more to the data than Planned Parenthood&#8217;s spokespersons and media supporters are acknowledging.<\/p>\n<p><strong>CLAIM<\/strong>: If Planned Parenthood is defunded, women will have few places to go to receive health services, specifically contraception care, because it would <a href=\"https:\/\/www.washingtonpost.com\/graphics\/2017\/national\/planned-parenthood-defunding-replacement\/?utm_term=.6966793a0e28\">overwhelm<\/a> FQHC sites.<\/p>\n<p><strong>WHY THIS CLAIM IS DECEPTIVE<\/strong>: If Planned Parenthood is defunded, Federally Qualified Health Centers (FQHCs) could likely accommodate the influx of contraception patients.\u00a0It is possible that many of Planned Parenthood\u2019s clients are\u00a0<em>already<\/em>\u00a0using FQHCs for primary care services not available at Planned Parenthood, and if this is the case, an influx of Planned Parenthood\u2019s clients to FQHCs may not be nearly as\u00a0large as its supporters claim. Planned Parenthood&#8217;s non-abortion related health services to women have been decreasing for years, as have the organization&#8217;s patient numbers &#8212; which will be shown in detail below.<\/p>\n<p><strong>WHERE THIS CLAIM ORIGINATES<\/strong>: A\u00a0<a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">study<\/a>\u00a0conducted by Guttmacher, which compared the 2015 contraception care services at Planned Parenthood centers (PP), Federally Qualified Health Center (FQHC) sites, and Title X facilities.<\/p>\n<p>Guttmacher is a former research arm and\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/how-independent-is-guttmacher-from-planned-parenthood\/\">special affiliate<\/a>\u00a0to Planned Parenthood, and <a href=\"https:\/\/www.usaspending.gov\/Pages\/AdvancedSearch.aspx?sub=y&amp;ST=C,G,L,O&amp;FY=2017,2016,2015&amp;A=0&amp;SS=USA&amp;k=Guttmacher\">receives<\/a>\u00a0taxpayer funding.\u00a0It has also received <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthoods-former-research-arm-gets-millions-taxpayers\/\">funding<\/a> from Planned Parenthood, so it has good\u00a0<a href=\"http:\/\/download.usaspending.gov\/searchdownloads\/USASpendinge5c0413a42f2.zip\">incentive<\/a>\u00a0to keep Planned Parenthood&#8217;s tax dollars flowing.<\/p>\n<p>Nationally, the Guttmacher data revealed\u00a0<u>(ref: t<a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">able 3<\/a>\/ page 7)<\/u>:<\/p>\n<ul>\n<li>FQHCs operated 9,636 services sites\u00a0in the U.S.<\/li>\n<li>5,829 FQHC\u2019s (60 percent) offered contraceptive care to at least 10 female clients.<\/li>\n<li>361 counties out of 3,142 counties had both a Planned Parenthood and a FQHC site.<\/li>\n<li>580\u00a0counties had neither.<\/li>\n<li>Out of the 2,201\u00a0counties that remained, there were 54 counties that did not have a FQHC site and 2,147 which did not have Planned Parenthood (<a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">table 3<\/a>\/page 7).<\/li>\n<li>In\u00a0at least 23 states, FQHC sites served more contraception clients than Planned Parenthood in at least one or more counties.<\/li>\n<li>In four states (Hawaii, Kentucky, Mississippi and Rhode Island), FQHC sites served more contraception clients than\u00a0Planned Parenthood in every county where Planned Parenthood had a facility.<\/li>\n<li>In two states (Alaska and Georgia), that ratio dropped to 80 percent, 66 percent in one state (Arizona) and 50 percent in Massachusetts, Nebraska and South Carolina.<\/li>\n<li>In all, Planned Parenthood centers were\u00a0located in just 415 U.S. counties while 1,719 counties had a FQHC site.<\/li>\n<li>FQHC sites <a href=\"https:\/\/archive.liveaction.org\/news\/guttmacher-report-women-dont-need-planned-parenthood-contraception\/\">outnumbered<\/a> Planned Parenthood in counties that provided contraception care in every state except Connecticut, Minnesota and the District of Columbia (<a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">table 1<\/a>\/page 1).<\/li>\n<\/ul>\n<p>Live Action News has documented that Planned Parenthood, which <a href=\"https:\/\/archive.liveaction.org\/news\/how-abortion-chain-planned-parenthood-masquerades-as-a-health-care-provider\/\">masquerades<\/a>\u00a0as a health care provider, is actually decreasing the number of services that it offers women. When comparing Planned Parenthood&#8217;s services to FQHC sites you see that defunding this abortion corporation will have little effect on women in particular.<\/p>\n<p>Live Action News has looked at state data as well, in <a href=\"https:\/\/archive.liveaction.org\/news\/unearthed-court-docs-planned-parenthood-considers-all-abortions-medically-necessary\/\">Alaska<\/a>, <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-dominates-abortion-market-arizona-losing-patients-overall\/\">Arizona<\/a>, <a href=\"https:\/\/archive.liveaction.org\/news\/abortion-focused-planned-parenthood-corners-73-percent-indiana-abortion-market\/\">Indiana<\/a>, <a href=\"https:\/\/archive.liveaction.org\/news\/federal-health-centers-exceeded-planned-parenthood-cancer-screenings-iowa-nebraska\/\">Iowa<\/a>, \u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/patients-decreasing-indiana-planned-parenthood-abortions-remain-steady\/\">Kentucky<\/a>, <a href=\"https:\/\/archive.liveaction.org\/news\/minnesota-abortion-numbers-drop-taxpayers-foot-larger-portion-bill\/\">Minnesota<\/a>,\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/federal-health-centers-exceeded-planned-parenthood-cancer-screenings-iowa-nebraska\/\">Nebraska<\/a>, <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-fails-women-taking-lives-900-children\/\">Nevada<\/a>,\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/new-jersey-media-debunked-statistic-misleads-readers-planned-parenthood\/\">New Jersey<\/a>, Tennessee and <a href=\"https:\/\/archive.liveaction.org\/news\/federally-qualified-health-centers-fqhc-outnumber-planned-parenthood-west-virginia\/\">West Virginia.<\/a><\/p>\n<p>A review by <a href=\"https:\/\/www.newsbusters.org\/blogs\/culture\/madeleine-post\/2017\/07\/11\/wrong-bustle-defunding-planned-parenthood-would-save-lives\">Newsbusters<\/a> examined deceptive media reports from\u00a0<a href=\"https:\/\/www.washingtonpost.com\/graphics\/2017\/national\/planned-parenthood-defunding-replacement\/?utm_term=.6966793a0e28\">Mississippi<\/a>.<\/p>\n<p><a href=\"http:\/\/AbortionProcedures.com\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-88619 size-full\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/02\/levatino-ad-LAN.jpg\" alt=\"http:\/\/AbortionProcedures.com\" width=\"306\" height=\"225\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/02\/levatino-ad-LAN.jpg 306w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/02\/levatino-ad-LAN-300x221.jpg 300w\" sizes=\"(max-width: 306px) 100vw, 306px\" \/><\/a><\/p>\n<p>Live Action News has broken down the numbers as follows:<\/p>\n<p><u><strong>FACILITIES<\/strong><\/u><\/p>\n<p>According to the data, there are 9600 FQHC sites (which offer a vast array of health care services). <a href=\"https:\/\/www.guttmacher.org\/gpr\/2017\/05\/federally-qualified-health-centers-vital-sources-care-no-substitute-family-planning\">Guttmacher<\/a>\u00a0claims that 60 percent of those 9600 sites offered contraception services to ten or more clients. If you do the math, that still leaves 5,830 sites.<\/p>\n<p>In contrast, Planned Parenthood states in its 2015 annual report that it operated nearly 650 Planned Parenthood health centers. As of today, however, Planned Parenthood&#8217;s <a href=\"https:\/\/www.plannedparenthood.org\/about-us\/who-we-are\">website<\/a> shows that it operates &#8220;more than\u00a0600\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/health-center\">centers<\/a>,&#8221; a clear decrease from the 800 it operated just ten years ago.<\/p>\n<p><u><strong>PATIENTS<\/strong><\/u><\/p>\n<p>Taxpayer-funded health centers, as identified by the federal\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx\">Health Resources and Services Administration<\/a>\u00a0(HRSA), saw a 2 million patient\u00a0<a href=\"https:\/\/townhall.com\/columnists\/ryanbomberger\/2017\/03\/29\/pinkout-planned-parenthoods-abortion-distortion-n2305845\">increase<\/a>\u00a0by 2015,\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx\">providing<\/a>\u00a0care to 24,295,946 patients. In contrast, Planned Parenthood has\u00a0<a href=\"https:\/\/twitter.com\/PPact\/status\/838195866523549696\">lost<\/a>\u00a0more than half a million patients (600,000) since 2011.<\/p>\n<p><strong>Breast Exams<\/strong>:<\/p>\n<ul>\n<li>In 2015, federal health centers\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=t6a&amp;year=2015&amp;state=\">performed<\/a><strong>\u00a0<\/strong>mammograms on over 521,000 patients \u2013 an increase from 470,000 in\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2014&amp;state=\">2014<\/a>.<\/li>\n<li>Planned Parenthood\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">performed<\/a>\u00a0zero mammograms, because\u00a0Planned Parenthood facilities\u00a0<a href=\"https:\/\/youtu.be\/tu_0-iD-rPk\">do not have mammogram machines<\/a>.<\/li>\n<li>In 2015, Planned Parenthood\u00a0breast exams\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/prenatal-care-cancer-screenings-decrease-planned-parenthood-loses-100000-patients\/\">dropped<\/a><strong>\u00a0<\/strong>12 percent from 2014.\u00a0Stunningly, from\u00a0<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2006-2007-Planned-Parenthood-Annual-Report.pdf\">2005<\/a><strong>\u00a0<\/strong>to\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015<\/a>, breast exams declined by more than 62 percent (842,399 to 321,700).<\/li>\n<\/ul>\n<p><strong>Pap Tests<\/strong>:<\/p>\n<ul>\n<li>In 2015, federal health centers\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=t6a&amp;year=2015&amp;state=\">administered<\/a><strong>\u00a0<\/strong>over 1.8 million Pap tests to patients \u2014 an increase from 1.7 million in\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2014&amp;state=\">2014<\/a>.<\/li>\n<li><a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">Planned Parenthood&#8217;<\/a>s\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015\u00a0report<\/a>\u00a0reveals\u00a0that between\u00a0<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2006-2007-Planned-Parenthood-Annual-Report.pdf\">2005<\/a>\u00a0(1,116,681) and\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015<\/a>\u00a0(293,799), Pap tests (tests for detecting cervical cancer) at Planned Parenthood declined nearly 74 percent (73.68%).<\/li>\n<\/ul>\n<p><strong>Cancer Screenings<\/strong>:<\/p>\n<ul>\n<li>The most recent figures show that cancer screenings continue to decline at Planned Parenthood. From\u00a0<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2006-2007-Planned-Parenthood-Annual-Report.pdf\">2005<\/a>\u00a0(2,009,835) to\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015<\/a>\u00a0(665,234), cancer screenings plummeted\u00a0nearly 67 percent (66.90%).<\/li>\n<\/ul>\n<p><strong>Prenatal Care<\/strong>:<\/p>\n<ul>\n<li>In 2015, federal health centers\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2015&amp;state=\">cared<\/a><strong>\u00a0<\/strong>for a total of\u00a0552,000 prenatal patients\u00a0\u2014 an increase from 528,000 prenatal patients in\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2014&amp;state=\">2014<\/a>.<\/li>\n<li>Planned Parenthood\u2019s prenatal services were nearly cut in half in the last year (17,419 in 2014 to 9,419 in 2015) &#8212; a trend that has continued for years. From\u00a0<a href=\"https:\/\/liveaction.org\/research\/wp-content\/uploads\/2011\/06\/2005-2006-Planned-Parenthood-Annual-Report.pdf\">2005<\/a>\u00a0(13,261) to\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015<\/a>\u00a0(9419), prenatal care dropped nearly 29 percent (28.97%).<\/li>\n<\/ul>\n<p><strong>Contraception Care<\/strong>:<\/p>\n<ul>\n<li>FQHC sites outnumber Planned Parenthood in counties that provide contraception care in every state except Connecticut, Minnesota and the District of Columbia, according to Guttmacher&#8217;s 2015 data (<a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">table 1<\/a>\/page 1).<\/li>\n<li>Planned Parenthood health centers account for just 6 percent of all safety-net family planning providers. (Source: Guttmacher).<\/li>\n<li>Recently released Planned Parenthood numbers reveal that\u00a0in\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015<\/a>,\u00a0contraception services decreased 4.6\u00a0percent from the previous year.<\/li>\n<li>In fact, that\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">latest annual report<\/a>\u00a0reveals that contraception services at Planned Parenthood are at their lowest in years (2,808,815), decreasing nearly\u00a030\u00a0percent since 2009 (4,009,549), according to that year\u2019s\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/2009-Annual-Affiliate-Service-Census-Report..pdf\">Annual Affiliate Service Census Report<\/a>.<\/li>\n<li>A review of the past ten years (2005 vs. 2015), reveals that contraception services at Planned Parenthood have decreased by 25 percent.<\/li>\n<\/ul>\n<p><strong>Abortions<\/strong>:<\/p>\n<ul>\n<li>Abortions are increasing at Planned Parenthood even while the Guttmacher Institute reports they are declining nationally.<\/li>\n<li>Planned Parenthood committed 328,348 abortions in 2015 vs. 323,999 in 2014 (over 4000 more in 2015).<\/li>\n<li>Planned Parenthood <a href=\"https:\/\/archive.liveaction.org\/news\/if-planned-parenthood-not-abortion-why-more-than-a-third-in-us\/\">commits<\/a> one-third of abortions in the U.S., nearly 900 abortions every day.<\/li>\n<li>Planned Parenthood reports 2,889 adoption referrals in 2015. Former Planned Parenthood managers accused the abortion focused organization of &#8220;<a href=\"https:\/\/www.youtube.com\/watch?v=0PUFJwiHlJM\">treating women like cattle<\/a>&#8221; and using <a href=\"https:\/\/www.youtube.com\/watch?v=_WXjoqbStEM\">ultrasounds<\/a> only for abortions.<\/li>\n<li>Planned Parenthood <a href=\"https:\/\/www.youtube.com\/watch?v=Byb6ibQb4Nc\">misinforms women<\/a> about the <a href=\"https:\/\/www.youtube.com\/watch?v=Byb6ibQb4Nc\">development<\/a> of their babies.<\/li>\n<li>Planned Parenthood was founded on the philosophy of\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthoods-connections-to-eugenics\/\">eugenics<\/a>.<\/li>\n<li>Planned Parenthood has been\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/audits-show-planned-parenthood-non-compliant-with-federal-discount-drug-program\/\">cited<\/a>\u00a0for <a href=\"https:\/\/archive.liveaction.org\/news\/report-planned-parenthood-found-engaging-in-medicaid-fraud\/\">overbilling abuses<\/a> and\u00a0<a href=\"https:\/\/lozierinstitute.org\/profit-no-matter-what\/\">Medicaid fraud<\/a>, and\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/private-information-planned-parenthood\/\">violating<\/a>\u00a0patient privacy.<\/li>\n<li>Planned Parenthood is\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-failed-report-child-sexual-abuse-decades-part-one\/\">failing<\/a>\u00a0to\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-has-failed-to-report-child-sexual-abuse-for-decades-part-two\/\">report<\/a>\u00a0child <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-failed-report-child-sexual-abuse-decades-part-one\/\">sexual abuse<\/a> (a violation that alone should\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/regulation-remove-title-x-funding-planned-parenthood\/\">result<\/a>\u00a0in the organization losing millions of taxpayer\u00a0dollars granted to it\u00a0under the federal Title X Family Planning Program).<\/li>\n<li>Planned Parenthood&#8217;s <a href=\"https:\/\/archive.liveaction.org\/news\/5-scandalous-moments-from-live-actions-planned-parenthood-sexed-investigation\/\">teen sex \u201ceducation\u201d<\/a> promotes BDSM and other disturbing sexual practices to teenagers.<\/li>\n<\/ul>\n<p>The list above does not even include the number of women injured or killed after using Planned Parenthood&#8217;s alleged &#8220;services.&#8221;<\/p>\n<p>Taxpayers should not be forced to send half a billion dollars to an organization accused of <a href=\"https:\/\/lozierinstitute.org\/profit-no-matter-what\/\">fraud<\/a> and potential <a href=\"https:\/\/archive.liveaction.org\/news\/senate-judiciary-committee-refers-planned-parenthood-for-fbi-investigation\/\">violations<\/a> of the law, whose <a href=\"https:\/\/archive.liveaction.org\/news\/if-planned-parenthood-not-abortion-why-more-than-a-third-in-us\/\">market share<\/a> of abortions continues to increase while other services are <a href=\"https:\/\/archive.liveaction.org\/news\/prenatal-care-cancer-screenings-decrease-planned-parenthood-loses-100000-patients\/\">decreasing<\/a>.<\/p>\n<p>The government takes vital health dollars away from more worthy facilities like FQHCs,<strong>\u00a0<\/strong>while\u00a0private donations to Planned Parenthood swelled by an additional $92 million in 2015-2016 alone. (The total private donations in 2015-2016 were $445.8 million.)<\/p>\n<p>This\u00a0cash flow\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/18\/40\/1840b04b-55d3-4c00-959d-11817023ffc8\/20170526_annualreport_p02_singles.pdf\">enabled<\/a>\u00a0Planned Parenthood to end its year with an\u00a0excess of $77.5 million in\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/18\/40\/1840b04b-55d3-4c00-959d-11817023ffc8\/20170526_annualreport_p02_singles.pdf\">2015<\/a>, an increase of nearly 39 percent from 2005 when they netted $55.8 million.<\/p>\n<p>Planned Parenthood has\u00a0been\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/need-help-from-planned-parenthood-be-prepared-to-donate\/\">netting a profit for many years<\/a>, with yearly surpluses ranging from $12.2 million in 2001\u00a0to a high of $155.5 million in\u00a0<a href=\"https:\/\/issuu.com\/actionfund\/docs\/ppfa_ar_2011_110112_vf\">2010<\/a>).<\/p>\n<p>It&#8217;s time to remove government dollars from Planned Parenthood once and for all.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Planned Parenthood supporters, with the help of the media, continue to claim that defunding Planned Parenthood will hurt women.
