Under the guise of simply <a href=\"https:\/\/archive.liveaction.org\/news\/yes-your-tax-dollars-fund-abortions-at-planned-parenthood\/\">providing health care<\/a>, Planned Parenthood uses Title X funds &#8212; citizens&#8217; tax dollars &#8212; to fund staff and facilities where abortions are also committed. Doing clinical breast exams, Pap smears, and STD testing in the same building where abortions take place enable Planned Parenthood to maximize its use of government funding to also cover its abortion expenses, thus forcing taxpayers to fund the abortion chain&#8217;s <a href=\"https:\/\/www.abortionprocedures.com\">violent<\/a> and ill-supported activities.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/BgB5E91lD6s\" width=\"640\" height=\"360\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>A 2011 report <a href=\"http:\/\/www.arhp.org\/UploadDocs\/journaleditorialsept2011.pdf\">published<\/a> in the pro-abortion\u00a0journal\u00a0&#8220;<a href=\"https:\/\/archive.liveaction.org\/news\/can-we-trust-new-study-claiming-women-certain-about-abortions\/\">Contraception<\/a>&#8221; noted that:<\/p>\n<ul>\n<li>Title X helps to support staff salaries, not just for clinicians but for front-desk staff, educators and finance and administrative staff.<\/li>\n<li>Title X provides for individual patient education as well as community-level outreach and public education about family planning and women&#8217;s health issues.<\/li>\n<li>Title X also helps to support the infrastructure necessary to keep the doors open \u2014 subsidizing rent, utilities and infrastructure needs like health information technology.<\/li>\n<\/ul>\n<p>A document\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/yes-your-tax-dollars-fund-abortions-at-planned-parenthood\/\">published<\/a> by the Congressional Research Service (CRS) reveals that recipients of Title X dollars can, in fact be abortion facilities, despite the claim that the abortions are &#8220;separate&#8221;:<\/p>\n<blockquote><p>In <strong>2015<\/strong>, the Guttmacher Institute surveyed a nationally representative sample of publicly funded family planning clinics. Respondents included 535 clinics that received Title X funds. Based on that survey, an estimated 10% of clinics that received any Title X funding reported offering abortions separately from their Title X project.<\/p>\n<p>In <strong>2004<\/strong>, following appropriations conference report directions, HHS surveyed its Title X grantees on whether their clinic sites also provided abortions with nonfederal funds. Grantees were informed that responses were voluntary and \u201cwithout consequence, or threat of consequence, to non-responsiveness.\u201d The survey did not request any identifying information. HHS mailed surveys to 86 grantees and received 46 responses. Of these, <strong>9 indicated that at least one of their clinic sites (17 clinic sites in all) also provided abortions<\/strong> with nonfederal funds&#8230;<\/p><\/blockquote>\n<p>In fact, Title X\u00a0<a href=\"https:\/\/www.hhs.gov\/opa\/sites\/default\/files\/provision-of-abortion-related-services.pdf\">requirements<\/a>\u00a0clearly show that abortion facilities can be recipients of Title X\u00a0funds, under the requirements:<\/p>\n<blockquote><p><strong>Certain kinds of\u00a0shared facilities\u00a0are permissible, so long as it is possible to distinguish between the Title X supported activities and non-Title X abortion-related activities:<\/strong><\/p>\n<p><strong>(a)\u00a0A common waiting room is permissible, as long as the costs properly pro-rated;<\/strong><\/p><\/blockquote>\n<p>An analysis of the June 2017\u00a0<a href=\"https:\/\/www.hhs.gov\/opa\/sites\/default\/files\/title-x-directory-grantees.pdf\">Title X Family Planning Directory of Grantees<\/a>\u00a0reveals that government dollars are being sent to Planned Parenthood administration offices and affiliate headquarters, some of which are located ironically at the same addresses as abortion facilities.<\/p>\n<p>The <a href=\"https:\/\/www.hhs.gov\/opa\/sites\/default\/files\/title-x-directory-grantees.pdf\">list<\/a> of grantees under <a href=\"https:\/\/www.hhs.gov\/opa\/title-x-family-planning\/title-x-grantees\/index.html\">Title X<\/a>\u00a0shows that eleven Planned Parenthood affiliates receive direct funding:<\/p>\n<p><strong>1).<\/strong> Planned Parenthood of Southern New England, Inc., identified in the directory as located at 345 Whitney Ave., New Haven, CT 06511. Also shown at this address is a <a href=\"https:\/\/www.plannedparenthood.org\/health-center\/illinois\/chicago\/60603\/loop-health-center-3286-90430\">facility<\/a>\u00a0that performs abortions.<\/p>\n<p><strong>6).<\/strong> Planned Parenthood Minnesota, North Dakota, South Dakota&#8217;s\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-minnesota-north-dakota-south-dakota\/about-us\/contact-us\">administrative headquarters<\/a>, which advertises\u00a0abortions <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-minnesota-north-dakota-south-dakota\/health-care-services\">online<\/a> is shown in the directory at the same location &#8212; 671 Vandalia St., St. Paul, MN 55114 &#8212; as a\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/health-center\/minnesota\/saint-paul\/55114\/st-paul-health-center-vandalia-4055-90720\">facility<\/a>\u00a0which commits abortions.<\/p>\n<p><strong>7).<\/strong> Planned Parenthood of Greater Ohio&#8217;s administrative headquarters is listed in the directory at 206 E. State St., Columbus, OH 43215. The same address advertises <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-greater-ohio\/our-patients\/our-services\">online<\/a> that it also stands ready to commit abortions.<\/p>\n<p><strong>8).<\/strong> Planned Parenthood of Wisconsin, Inc., listed in the directory at 302 Jackson St. N, Milwaukee, WI 53202, contains an abortion facility which\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/health-center\/wisconsin\/milwaukee\/53202\/milwaukee-jackson-street-health-center-3308-91860\">advertises<\/a> abortion as the only &#8220;service&#8221; they provide. And, the <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-wisconsin\/contact-us\">Administrative Offices and Headquarters<\/a> also located at that address\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-wisconsin\/patients\">advertises<\/a> abortions on its website.<\/p>\n<p><strong>9).<\/strong> Planned Parenthood South Atlantic Headquarters &#8212; 100 South Boylan Ave., Raleigh, NC 27603 &#8212; contains a facility that\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/health-center\/north-carolina\/raleigh\/27603\/raleigh-health-center-3338-90860\">advertises<\/a> both abortion referrals and the affiliate&#8217;s headquarters, which also advertises that it offers abortions.<\/p>\n<p><strong>10).<\/strong> Planned Parenthood of the Columbia\/Willamette\u00a0is listed in the directory at 3727 Martin Luther King Jr. Blvd. NE, Portland, OR 97221. Live Action investigators called several Planned Parenthood facilities that perform abortions and also receive Title X funds through state programs.<\/p>\n<p>A sample of those calls is summarized below:<\/p>\n<ul>\n<li>The\u00a0Corning, NY,\u00a0Planned Parenthood (listed as a Title X-funded facility in the state\u2019s\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/Title-X-Clinics-by-County-9-08-16-002.pdf\">2016 directory<\/a>)\u00a0told Live Action\u2019s investigator that the only option they offer pregnant women is abortion: \u201cWe tell you you\u2019re pregnant, and then we offer at Planned Parenthood to do the abortions.\u201d<\/li>\n<li>The\u00a0Brooklyn Park, MN, center made it clear to Live Action\u2019s investigator that\u00a0it\u00a0offers only \u201cpregnancy tests and then abortion care,\u201d despite being listed in the state\u2019s\u00a0<a href=\"http:\/\/www.health.state.mn.us\/divs\/cfh\/program\/familyplanning\/directory.cfm\">directory<\/a>\u00a0of Title X-funded centers.<\/li>\n<li>The\u00a0<a href=\"http:\/\/www.health.state.mn.us\/divs\/cfh\/program\/familyplanning\/directory.cfm\">Title X-funded<\/a>\u00a0Planned Parenthood facility in\u00a0St. Paul, MN,\u00a0states on their website that it has\u00a0\u201ctrained staff to discuss your options with you if you are pregnant.\u201d But\u00a0when a Live Action investigator asked what kind of services are\u00a0offered there\u00a0for pregnant women \u201cwho want to continue with the pregnancy,\u201d the Planned Parenthood staffer responded that, for those women, \u201cwe don\u2019t offer services.\u201d<\/li>\n<li>Planned Parenthood\u2019s\u00a0Eugene-Springfield, OR, center\u00a0told a Live Action investigator, \u201cWe do abortions here\u2026\u201d This Planned Parenthood facility is also a Title X-funded center, according to a\u00a0<a href=\"https:\/\/public.health.oregon.gov\/HealthyPeopleFamilies\/ReproductiveSexualHealth\/Resources\/Documents\/FP_Program_Manual\/AppA.pdf\">2017 state directory<\/a>\u00a0published online.<\/li>\n<\/ul>\n<p>Sending tax dollars to abortion facilities like Planned Parenthood &#8212; and thus funding abortion through the back door &#8212; has many Americans demanding that Congress step in to defund Planned Parenthood. But, there are additional concerns with Planned Parenthood receiving these funds.\u00a0As Live Action News has <a href=\"https:\/\/archive.liveaction.org\/news\/regulation-remove-title-x-funding-planned-parenthood\/\">reported<\/a>, Planned Parenthood\u2019s ongoing history in <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-failed-report-child-sexual-abuse-decades-part-one\/\">failing\u00a0to report<\/a> <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-has-failed-to-report-child-sexual-abuse-for-decades-part-two\/\">suspected child abuse<\/a> should be reason enough to pull Title X funds immediately. A detailed explanation <a href=\"https:\/\/archive.liveaction.org\/news\/regulation-remove-title-x-funding-planned-parenthood\/\">can be found here<\/a>.<\/p>\n<p>Every year, Planned Parenthood receives over half a billion dollars in government funding. Each day that tax dollars continue to flow to the abortion corporation, Planned Parenthood receives $1.5 million of our hard-earned money and violently ends the lives of 900 precious preborn children.
