In the debate over funding the nation&#8217;s top abortion provider, it is important to be aware that several states have just one Planned Parenthood facility. And while Planned Parenthood operates one center in West Virginia, in contrast, there are 28 Federally Qualified Health Centers providing services at 270 sites in the state,\u00a0according to the Rural Health Info <a href=\"https:\/\/www.ruralhealthinfo.org\/states\/west-virginia\">website<\/a>.<\/p>\n<p>In addition to having just one location, news <a href=\"http:\/\/www.wvgazettemail.com\/article\/20150804\/GZ01\/150809785\/1049#sthash.KHLFzdfI.dpuf\">reports<\/a> indicate that the Vienna Planned Parenthood center in West Virginia, which refers for abortions, saw a minuscule number of patients compared to those seen by publicly funded health centers in the state.<\/p>\n<p>While Planned Parenthood in WV saw approximately 960 patients in\u00a0<a href=\"http:\/\/www.wvgazettemail.com\/article\/20150804\/GZ01\/150809785\/1049#sthash.KHLFzdfI.dpuf\">2015<\/a>,\u00a0data <a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?year=2015&amp;state=WV&amp;compare=Nat\">published<\/a> by Health Resources and Services Administration (HRSA) shows that\u00a0in the same year, publicly funded health centers in the state saw almost\u00a0400,000 (399,213) patients.<\/p>\n<p>Planned Parenthood, which <a href=\"https:\/\/archive.liveaction.org\/news\/how-abortion-chain-planned-parenthood-masquerades-as-a-health-care-provider\/\">masquerades<\/a> as a health care provider, has been losing patients nationally as well.<\/p>\n<p><a href=\"http:\/\/liveaction.org\/petition\"><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/01\/DefundAd-400b-1.jpg\" alt=\"Defund Planned Parenthood\" width=\"400\" height=\"170\" class=\"aligncenter size-full wp-image-160409\" \/><\/a><\/p>\n<p>In\u00a02011, Planned Parenthood President Cecile Richards\u00a0<a href=\"https:\/\/www.c-span.org\/video\/?298680-1\/newsmakers-cecile-richards\">boasted<\/a>\u00a0that the organization\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/despite-doubling-taxpayer-funds-decade-planned-parenthood-health-services-plummeted\/\">served three million patients<\/a>. By\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">2015<\/a>, those numbers had dropped by more than\u00a0600,000\u00a0to 2.4 million. Nationally, the organization which now receives over $554 million in annual government revenue has been <a href=\"https:\/\/archive.liveaction.org\/news\/prenatal-care-cancer-screenings-decrease-planned-parenthood-loses-100000-patients\/\">decreasing<\/a> its services &#8211; all except abortion.<\/p>\n<p>In <a href=\"https:\/\/archive.liveaction.org\/news\/while-abortions-decreasing-nationally-planned-parenthood-market-share-continues-rise\/\">FY\u00a02014-2015<\/a>, Planned Parenthood performed 323,999 abortions, accounting for 34.9 percent of the overall abortion\u00a0market share in the United States. (This data is based on the latest abortion numbers published by Guttmacher.)<\/p>\n<p>By <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">FY\u00a02015-2016<\/a>, <a href=\"https:\/\/archive.liveaction.org\/news\/planned-parenthood-newly-released-annual-report-shows-abortions-increased-again\/\">Planned Parenthood\u2019s abortions\u00a0rose to 328,348<\/a>.<\/p>\n<p>This was not the case for many other health services such as cancer screenings like Pap tests and manual breast exams, which decreased nationally at the abortion corporation. In addition, Planned Parenthood&#8217;s\u00a0<a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/20170526_annualreport_p02_singles.pdf\">latest annual report<\/a> reveals that the organization&#8217;s contraception services are at their lowest in years (2,808,815), decreasing nationally nearly\u00a030\u00a0percent since 2009, according to that year\u2019s <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/2009-Annual-Affiliate-Service-Census-Report..pdf\">Annual Affiliate Service Census Report<\/a> (4,009,549).<\/p>\n<p>In West Virginia, a look at contraception care revealed that Planned Parenthood served just <em>one percent<\/em> of all contraception clients that visited publicly funded family planning centers in West Virginia.<\/p>\n<p>And no, those statistics did not originate from the pro-life community.\u00a0The data was put together by Guttmacher, Planned Parenthood&#8217;s former <a href=\"https:\/\/archive.liveaction.org\/news\/how-independent-is-guttmacher-from-planned-parenthood\/\">special affiliate<\/a>, in response to a\u00a0<a href=\"https:\/\/www.guttmacher.org\/article\/2017\/05\/guttmacher-murray-memo-2017\">request<\/a><strong>\u00a0<\/strong>from\u00a0pro-abortion Senator Patty Murray.<\/p>\n<p style=\"text-align: center;\">\u00a0<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/qtgqxvaV-8U\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>The\u00a0<a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">data<\/a>, which\u00a0looked at Planned Parenthood centers (PP), Federally Qualified Health Centers (FQHCs), as well as Title X facilities for 2015 <a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">revealed<\/a>\u00a0that in\u00a0West Virginia:<\/p>\n<ul>\n<li>55 counties offered publicly funded contraception care<\/li>\n<li><strong>One<\/strong> county had at least one Planned Parenthood facility<\/li>\n<li><strong>48 counties<\/strong> had at least one FQHC site<\/li>\n<li>There were <em>no<\/em> Planned Parenthood centers located in 54 counties<\/li>\n<li>Just 1 out of 202 of publicly funded family planning centers in the state was a Planned Parenthood center<\/li>\n<li>Planned Parenthood shows they\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/health-center?location=West+Virginia\">operate<\/a> just <em>one<\/em> facility in the state<\/li>\n<\/ul>\n<p>Nationally, the Guttmacher data revealed some startling facts as well <u>(ref: t<a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">able 3<\/a><\/u><u>\/ page 7)<\/u>:<\/p>\n<ul>\n<li>FQHCs operated 9,636 services sites\u00a0in the U.S.<\/li>\n<li>5,829 FQHCs (60 percent) offered contraceptive care to at least 10 female clients<\/li>\n<li>361 counties out of 3,142 counties had both a Planned Parenthood and a FQHC site<\/li>\n<li>580\u00a0counties had neither<\/li>\n<li>Out of the 2,201\u00a0counties that remained, there were 54 counties that did not have a FQHC site and 2,147 which did not have a Planned Parenthood (<a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">table 3<\/a>\/ page 7)<\/li>\n<li>In\u00a0at least 23 states, FQHC sites served more contraception clients than Planned Parenthood in at least one or more counties<\/li>\n<li>In four states (Hawaii, Kentucky, Mississippi and Rhode Island), FQHC sites served more contraception clients than\u00a0Planned Parenthood in every county where Planned Parenthood had a facility<\/li>\n<li>In two states (Alaska and Georgia) that ratio dropped to 80 percent, 66 percent in one state (Arizona) and 50 percent in Massachusetts, Nebraska and South Carolina<\/li>\n<li>In all, Planned Parenthood centers were\u00a0located in just 415 U.S. counties, while 1,719 counties had a FQHC site<\/li>\n<li>FQHC sites outnumbered Planned Parenthood in counties that provided contraception care in every state except Connecticut, Minnesota and the District of Columbia (<a href=\"https:\/\/www.guttmacher.org\/sites\/default\/files\/article_files\/attachments\/pfcc-tables.pdf\">table 1<\/a>\/ page 1).<\/li>\n<\/ul>\n<p>The Planned Parenthood center in West Virginia is <a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-south-atlantic\/contact-us\">operated<\/a> by\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-south-atlantic\/who-we-are\">Planned Parenthood of South Atlantic<\/a>, headquartered in South Carolina. This Planned Parenthood affiliate is <em>not<\/em> known for its stellar oversight.<\/p>\n<p style=\"text-align: center;\">\u00a0<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/tu_0-iD-rPk\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>As Live Action News has previously <a href=\"https:\/\/archive.liveaction.org\/news\/katie-couric-didnt-show-babies-stored-freezers\/\">reported<\/a>, the\u00a0South Carolina Department of Health and Environmental Control\u2019s Bureau of Health Facilities Licensing and Bureau of Land and Waste Management detailed gross violations against the <em>affiliate<\/em> in September of 2015, which <a href=\"http:\/\/www.scdhec.gov\/health\/docs\/abortion\/PP%20redacted%209.11.15.pdf\">included<\/a> the following violations against their South Carolina center:<\/p>\n<ul>The facility did not have documentation on training in infection control for two\u00a0staff members.<\/ul>\n<ul>Planned Parenthood did not adhere to and follow provisions for tissue examination and disposal and did not have a written policy and procedure regarding registration of fetal death or death certificates.<\/ul>\n<ul>Planned Parenthood\u2019s emergency drug cart did not have a listing of contents on the cart.<\/ul>\n<ul>Expired medications were stored in the patient care areas and pharmacy.<\/ul>\n<ul>Products of conception resulting from abortion procedures were not managed and properly disposed of by incineration according to regulations.<\/ul>\n<ul>Several abortion records involving minors did not include the name of a parent.<\/ul>\n<ul>Sterile gloves were stored and mixed with non-sterile supplies including non-sterile examination gloves.<\/ul>\n<ul>Waste meeting the definition of \u201cinfectious waste\u201d was not managed or properly disposed of by incineration.<\/ul>\n<p>The fact is that Planned Parenthood is not deserving of the dollars they receive from taxpayers. As the Senate gears up to debate continued funding of Planned Parenthood, it is important that senators in West Virginia understand that Planned Parenthood is not the so-called health care organization it portrays itself to be.<\/p>\n<p>Every single day that the Senate delays in defunding Planned Parenthood, the organization aborts almost 900 preborn children and continues to receive $1.5 million from American taxpayers.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Planned Parenthood operates just one facility in the state of West Virginia while Federally Qualified Health Centers (FQHC) operate in many more locations and offer a wider range of services.
