As\u00a0the Senate debates defunding Planned Parenthood, information has resurfaced documenting\u00a0how Planned Parenthood dishonestly\u00a0classifies <em>all<\/em> abortions as &#8220;medically necessary.&#8221;<\/p>\n<p>Planned Parenthood and its supporters often <a href=\"http:\/\/www.msnbc.com\/msnbc-news\/watch\/cecile-richards-ryan-needs-to-pay-attention-to-the-women-of-america-884954691689\">claim<\/a>\u00a0that the majority of the federal tax dollars they receive are mere \u201c<a href=\"https:\/\/archive.liveaction.org\/news\/are-planned-parenthoods-taxpayer-funds-just-reimbursements-as-they-claim-not-quite\/\">reimbursements<\/a>,\u201d but\u00a0these &#8220;reimbursements&#8221; are partially funded by the federal government\u00a0and by the states, 17 of which\u00a0allow tax dollars to fund abortions in some capacity. A new video released by Live Action explains the concept of fungibility, and why claiming that taxpayer dollars don&#8217;t fund abortion just isn&#8217;t accurate:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/BgB5E91lD6s\" width=\"640\" height=\"360\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Planned Parenthood bases its\u00a0false claim in part on the federal Hyde Amendment, which, as Live Action News has <a href=\"http:\/\/liveactionnews.org\/3-ways-taxpayers-are-funding-planned-parenthood\/\" target=\"_blank\" rel=\"noopener noreferrer\">previously<\/a>\u00a0pointed out, prevents federal (not state) dollars from funding <em>most\u00a0<\/em>abortions\u00a0through Medicaid, but holds an exception to allow funding in cases involving rape, incest, and life of the mother.<\/p>\n<div id=\"attachment_167004\" style=\"width: 400px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-167004\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-167004\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/06\/PP-om-Hyde-Amendment.jpg\" alt=\"\" width=\"390\" height=\"209\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/06\/PP-om-Hyde-Amendment.jpg 390w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/06\/PP-om-Hyde-Amendment-300x161.jpg 300w\" sizes=\"(max-width: 390px) 100vw, 390px\" \/><p id=\"caption-attachment-167004\" class=\"wp-caption-text\">PP on Hyde Amendment<\/p><\/div>\n<p><a href=\"https:\/\/www.medicaid.gov\/medicaid\/financing-and-reimbursement\/state-expenditure-reporting\/expenditure-reports\/index.html\">Expenditure<\/a>\u00a0reports\u00a0<a href=\"https:\/\/www.medicaid.gov\/medicaid\/financing-and-reimbursement\/state-expenditure-reporting\/expenditure-reports\/index.html\">published<\/a>\u00a0by the Centers for Medicare and Medicaid Services (CMS) reveal that despite the federal abortion funding prohibition, in 2015, $500,659 taxpayer dollars were allocated for abortions under Medicaid assistance programs. Of that total, $327,341 was paid from the\u00a0federal coffers, and $173,318 was paid by the\u00a0states where the abortions were committed.<\/p>\n<div id=\"attachment_164094\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-164094\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-164094 size-large\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-500K-for-abortions-2015-700x284.jpg\" alt=\"\" width=\"700\" height=\"284\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-500K-for-abortions-2015-700x284.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-500K-for-abortions-2015-300x122.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-500K-for-abortions-2015-768x311.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-500K-for-abortions-2015-500x203.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-500K-for-abortions-2015.jpg 940w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><p id=\"caption-attachment-164094\" class=\"wp-caption-text\">Medicaid: $500K for abortions, 2015<\/p><\/div>\n<p>The prior year was no better.<\/p>\n<p>The net national total of Medicaid program assistance <a href=\"https:\/\/www.medicaid.gov\/medicaid\/financing-and-reimbursement\/downloads\/financial-management-report-fy2014.zip\">expenditures<\/a>\u00a0for 2014 showed that\u00a0taxpayers spent $1,204,949 on abortions, with $604,897 picked up federally and $600,052 picked up by taxpayers within the states.<\/p>\n<div id=\"attachment_164095\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-164095\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-164095 size-large\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-A-million-dollars-for-abortions-2014-700x379.jpg\" alt=\"\" width=\"700\" height=\"379\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-A-million-dollars-for-abortions-2014-700x379.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-A-million-dollars-for-abortions-2014-300x163.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-A-million-dollars-for-abortions-2014-768x416.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-A-million-dollars-for-abortions-2014-500x271.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Medicaid-A-million-dollars-for-abortions-2014.jpg 873w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><p id=\"caption-attachment-164095\" class=\"wp-caption-text\">Taxpayers contributed over a million dollars for abortions in 2014.<\/p><\/div>\n<p>In\u00a0a <a href=\"https:\/\/archive.liveaction.org\/news\/yes-your-tax-dollars-fund-abortions-at-planned-parenthood\/\">previous post<\/a>, I\u00a0detailed how Title X family planning federal dollars\u00a0given to\u00a0Planned Parenthood funded the same facilities and staff that Planned Parenthood\u00a0used to perform abortions.<\/p>\n<p>Title X <a href=\"https:\/\/www.hhs.gov\/opa\/sites\/default\/files\/provision-of-abortion-related-services.pdf\">requirements<\/a>\u00a0allow providers like Planned Parenthood to refer for abortions &#8212; however, the Title X provider is not allowed to schedule the abortion or provide additional assistance to the woman <em>unless\u00a0the abortion is &#8220;medically indicated<\/em>&#8220;:<\/p>\n<blockquote><p>Where a referral to another provider who might perform an abortion is medically indicated because of the patient\u2019s condition or the condition of the fetus (such as where the woman\u2019s life would be endangered), such a referral by a Title X project is not prohibited by section 1008 and is required by 42 CFR 59.5(b)(1). The limitations on referrals do not apply in cases in which a referral is <strong>made for medical indications<\/strong>.<\/p><\/blockquote>\n<p>&#8220;Medically indicated&#8221; is another term for &#8220;medically necessary.&#8221; For most of us, this means in dire circumstances &#8212; and according to the language of the federal Medicaid funding standard defined in the Hyde Amendment, this would seem to hold\u00a0true:<\/p>\n<blockquote><p>( 1) if the pregnancy is the result of an act of rape or incest; or<\/p>\n<p>(2) in the case where a woman suffers from a physical disorder, physical injury, or physical illness, including a life endangering physical condition caused by or arising from the pregnancy itself, that would, as certified by a physician, place the woman in danger of death unless an abortion is performed.<\/p><\/blockquote>\n<p>However, according to some\u00a0recently unearthed testimony from a 2015\u00a0<a href=\"https:\/\/www.aclu.org\/sites\/default\/files\/field_document\/08.27.15_decision_and_order_small.pdf\">court case<\/a>, Planned Parenthood&#8217;s definition is much more broad. When the state of Alaska&#8217;s Department of Health and Social Services drafted a regulation redefining <em>medical necessity<\/em> to match\u00a0the federal Medicaid funding standard, Planned Parenthood sued. The organization\u00a0turned to Judge Sen Tan, who issued an order claiming that <em>psychological reasons<\/em> should be included under &#8220;medical necessity&#8221;:<\/p>\n<blockquote><p>[T]he terms medically necessary abortions or therapeutic abortions are used interchangeably to refer to those abortions certified by a physician as necessary to prevent the death or disability of the woman, or to ameliorate a condition harmful to the woman&#8217;s physical or psychological health, as determined by the treating physician performing the abortion services in his or her professional judgment.<\/p><\/blockquote>\n<p>In response to Judge Tan&#8217;s order, the State argued:<\/p>\n<blockquote><p>Judge Tan&#8217;s standard is so broad and nebulous that it permits a doctor to consider factors it believes should be irrelevant to medical decision-making.<\/p>\n<p>These include social and economic considerations.<\/p><\/blockquote>\n<p>In 2015, Superior Court Judge John Suddock upheld the order, essentially forcing taxpayers in the State of Alaska to fund abortion on demand.<\/p>\n<p>Judge Suddock&#8217;s <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/06\/08.27.15_decision_and_order_small.pdf\">order<\/a>\u00a0is eye opening, because in addition to its\u00a0complete overreach, it reveals the mindset of Planned Parenthood (which currently controls over 35 percent of the abortion market share in the U.S.). It also reveals that when the abortion corporation tells Congress, the media, and the public that tax dollars don&#8217;t\u00a0pay for abortions, its representatives\u00a0know they are being deceptive.<\/p>\n<p><a href=\"http:\/\/liveaction.org\/petition\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-160409\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/01\/DefundAd-400b-1.jpg\" alt=\"\" width=\"400\" height=\"170\" \/><\/a><\/p>\n<p><a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/06\/08.27.15_decision_and_order_small.pdf\">Court testimony<\/a> from Planned Parenthood abortionists in Alaska reveals that they see\u00a0<em>every abortion<\/em>\u00a0as medically necessary.<\/p>\n<p>According to the document, Planned Parenthood abortionist Eric Latzman said\u00a0Planned Parenthood does not log its\u00a0reasons as to why an abortion might\u00a0be medically indicated.\u00a0The document also notes that the contract abortionist only takes &#8220;from two to ten minutes to counsel with patients to determine if\u00a0an abortion is medically indicated.&#8221;\u00a0In addition, it was the standard practice of this Planned Parenthood abortionist to <em>always<\/em> conclude that an\u00a0abortion is medically necessary. The document summarizes Latzman&#8217;s testimony:<\/p>\n<blockquote><p>In other words, an abortion is medically indicated if it will ameliorate a condition harmful to the physical or psychological health of the patient in the professional judgment of the treating physician&#8230;<\/p>\n<p>He has never concluded that an abortion is other than medically indicated when a woman wishes to terminate her pregnancy.<\/p><\/blockquote>\n<p>The testimony of a second Planned Parenthood abortionist, Dr. Jan Whitefield, was also reviewed in the document. Whitefield\u00a0told the court that Medicaid patients make up a large portion of his abortion practice &#8212; about one-third.\u00a0According to the document, Whitefield\u00a0felt that the cost of delivering a baby to term was a &#8220;very substantial amount of money for women of the Medicaid population.&#8221;<\/p>\n<p>And, like his\u00a0colleague,\u00a0abortionist\u00a0Whitefield has &#8220;never found that an abortion is other than medically indicated,&#8221;\u00a0according to the document.<\/p>\n<blockquote><p>His definition of medically indicated is a practical one: if a patient has a problem and an abortion will help resolve the problem, the abortion is medically indicated.<\/p><\/blockquote>\n<p>The State &#8220;proved at trial that Planned Parenthood physicians uniformly certify a Medicaid abortion as medically necessary.&#8221;<\/p>\n<p>Statistics <a href=\"http:\/\/dhss.alaska.gov\/dph\/VitalStats\/Documents\/PDFs\/itop\/2015_ITOP_Report.pdf\">published<\/a>\u00a0by the Alaska Department of Health and Social Services Bureau of Vital Statistics show that in 2015, a total of 1,334 induced terminations were reported to the state. 32.8 percent of the women who obtained abortions that year\u00a0reported that Medicaid was the source of payment, which means\u00a0taxpayers footed the bill for 438\u00a0abortions in Alaska in 2015.\u00a0In 2016, abortions dropped in the state by\u00a05.5 percent (1,260 abortions). However, despite this drop, the percentage of those abortions that were taxpayer funded <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/2016_ITOP_Report-Alaska.pdf\">increased<\/a>\u00a0to 44.1 percent of women (556 abortions).<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-166481 aligncenter\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/Alaska-Funded-abortions-2016.png\" alt=\"\" width=\"742\" height=\"313\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/Alaska-Funded-abortions-2016.png 742w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/Alaska-Funded-abortions-2016-300x127.png 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/Alaska-Funded-abortions-2016-700x295.png 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/Alaska-Funded-abortions-2016-500x211.png 500w\" sizes=\"(max-width: 742px) 100vw, 742px\" \/><\/p>\n<p>According to the Alaska Induced Termination of Pregnancy Statistics reports, which includes the total number of abortions covered by Medicaid, taxpayers paid $135,637 for abortions in <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/2015_ITOP_Report-Alaska.pdf\">2015<\/a> and $153,208 in <a href=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/05\/2016_ITOP_Report-Alaska.pdf\">2016<\/a>.<\/p>\n<div id=\"attachment_163651\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-163651\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-163651\" src=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Cecile-Richards-and-Planned-Parenthood-repeal-Hyde.jpg\" alt=\"\" width=\"600\" height=\"160\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Cecile-Richards-and-Planned-Parenthood-repeal-Hyde.jpg 600w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Cecile-Richards-and-Planned-Parenthood-repeal-Hyde-300x80.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/Cecile-Richards-and-Planned-Parenthood-repeal-Hyde-500x133.jpg 500w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><p id=\"caption-attachment-163651\" class=\"wp-caption-text\">Planned Parenthood president tweets to repeal Hyde<\/p><\/div>\n<p>Planned Parenthood, which currently ends the lives of about 900 preborn children a day, has made it clear that it supports state and federal taxpayer dollars for abortions, and works to challenge any and all abortion restrictions.\u00a0As the Senate picks up the defunding debate, it would be wise for\u00a0legislators to <a href=\"https:\/\/archive.liveaction.org\/news\/abortion-promoter-misleads-support-hyde-amendment\/\">remember that the American people<\/a> want <a href=\"https:\/\/archive.liveaction.org\/news\/most-americans-disagree-with-planned-parenthood-extreme-abortion-views\/\">the opposite<\/a> of what Planned Parenthood wants.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Under the federal Hyde Amendment, abortions which are considered &#8220;medically necessary&#8221; qualify for reimbursement.
