As Congress is considering defunding Planned Parenthood\u2019s half a billion dollars annually, Live Action has highlighted a select number of these declining services in a newly released video, which\u00a0focuses on services reported from a ten-year period\u00a0(2004 to 2014), as well as on Planned Parenthood&#8217;s website and official spokespersons&#8217; statements:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/yJeLTE7aG78\" width=\"640\" height=\"360\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>The data speaks for itself and paints a clear picture of how undeserving Planned Parenthood is of\u00a0those dollars. While politicians and abortion advocates tout a variety of Planned Parenthood&#8217;s health services in an attempt to justify federal funding for the organization, many of those same services are drastically declining.<\/p>\n<p>So what <em>isn&#8217;t<\/em> declining at Planned Parenthood? Two things: abortion and taxpayer funding.<\/p>\n<p>The following report includes\u00a0links to documentation where the information originated. While Planned Parenthood may have adjusted service totals for a specific year in a later report, the statistics used here and in the video are from the most current reports\u00a0available. While the Live Action video focuses on cancer screening services, this article includes additional statistics on declining services.<\/p>\n<p><strong>PATIENTS and FACILITIES<\/strong><\/p>\n<div id=\"attachment_165140\" style=\"width: 310px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-165140\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-165140 size-medium\" src=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2-and-5-million-Patients-PP-300x295.jpg\" alt=\"\" width=\"300\" height=\"295\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2-and-5-million-Patients-PP-300x295.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2-and-5-million-Patients-PP-80x80.jpg 80w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2-and-5-million-Patients-PP-500x492.jpg 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2-and-5-million-Patients-PP.jpg 595w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><p id=\"caption-attachment-165140\" class=\"wp-caption-text\">Planned Parenthood serves half a million less patients.<\/p><\/div>\n<p>In 2011, Planned Parenthood&#8217;s president, Cecile Richards, <a href=\"https:\/\/www.c-span.org\/video\/?298680-1\/newsmakers-cecile-richards\">boasted<\/a>\u00a0of\u00a0the organization&#8217;s three million patients. Now, as of early 2017, that amount is <a href=\"https:\/\/twitter.com\/PPact\/status\/838195866523549696\">half a million <em>less<\/em><\/a>.<\/p>\n<p>One can only speculate why Planned Parenthood&#8217;s patient numbers are falling, but investigative footage by Live Action (as well as the Center for Medical Progress) exposing distasteful and potentially illegal activities by the abortion giant could hold a clue.<\/p>\n<p>In addition to patients, facility numbers are also taking a hit.<\/p>\n<p>In fact, between <a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report.pdf\">2007<\/a>\u00a0and <a href=\"https:\/\/www.plannedparenthood.org\/about-us\/who-we-are\/planned-parenthood-at-a-glance\">2017<\/a>,\u00a0the organization shuttered more than\u00a0200 facilities.<\/p>\n<p>Although Planned Parenthood <a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PPFA1996-7-reduced-size.pdf\">once\u00a0operated<\/a><span class=\"content-block-wrap\">\u00a0900 facilities, t<\/span>oday, the abortion profiteer\u00a0states on its <a href=\"https:\/\/www.plannedparenthood.org\/about-us\/who-we-are\/planned-parenthood-at-a-glance\">website<\/a> that it\u00a0operates &#8220;<span class=\"content-block-wrap\">nearly\u00a0<strong>650\u00a0health centers<\/strong>\u00a0throughout the United States.&#8221;<br \/>\n<\/span><\/p>\n<p>Why is Congress giving hundreds of millions of tax dollars to an organization whose numbers are falling year to year? The truth is that there are more worthy health care providers &#8212; Federally Qualified Health Centers and community health centers\u00a0&#8212; and they outnumber Planned Parenthood facilities by the thousands. In fact, while Planned Parenthood patients declined nearly 17 percent from <a href=\"https:\/\/www.yumpu.com\/en\/document\/view\/25376704\/services-planned-parenthood\/2\">2011<\/a>\u00a0(3 million) to only 2.5 million patients <a href=\"https:\/\/www.plannedparenthood.org\/about-us\/who-we-are\/planned-parenthood-at-a-glance\">today<\/a>, federally funded\u00a0health centers, as identified by the federal Health Resources and Services Administration,\u00a0<a href=\"https:\/\/bphc.hrsa.gov\/uds\/datasnapshot.aspx?year=2015\">served<\/a>\u00a0more than <em>24 million<\/em>\u00a0patients in 2015 alone.<\/p>\n<p>Some\u00a0claim that if Planned Parenthood is defunded, these health centers could not handle the patient influx; however, The Radiance Foundation founder Ryan Bomberger correctly <a href=\"https:\/\/townhall.com\/columnists\/ryanbomberger\/2017\/03\/29\/pinkout-planned-parenthoods-abortion-distortion-n2305845\">pointed out<\/a> that in just <a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx\">two years<\/a>, federally funded health centers increased their patient load by over 2 million.<\/p>\n<p><strong>PAP TESTS and BREAST EXAMS<\/strong><\/p>\n<p>Another area of embarrassing decline for the organization &#8212; which <a href=\"https:\/\/www.plannedparenthood.org\/about-us\/who-we-are\/planned-parenthood-at-a-glance\">claims<\/a>\u00a0to be one of\u00a0<span class=\"st\">the &#8220;nation&#8217;s leading providers of high-quality, affordable health care for women, men, and young people&#8221; &#8212; is\u00a0<\/span>breast exam services.<\/p>\n<p>Between <a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2004-2005-Planned-Parenthood-Annual-Report.pdf\">2004 <\/a>and <a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">2014,\u00a0<\/a>breast exams at Planned Parenthood decreased 60.7 percent.<\/p>\n<div id=\"attachment_165176\" style=\"width: 592px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-165176\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-165176\" src=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PP-Breast-Exam-services-declined.jpg\" alt=\"\" width=\"582\" height=\"246\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PP-Breast-Exam-services-declined.jpg 582w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PP-Breast-Exam-services-declined-300x127.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PP-Breast-Exam-services-declined-500x211.jpg 500w\" sizes=\"(max-width: 582px) 100vw, 582px\" \/><p id=\"caption-attachment-165176\" class=\"wp-caption-text\">PP Breast Exam services declined<\/p><\/div>\n<p>As Live Action has previously documented, Planned Parenthood CEO Cecile Richards admitted before Congress that her organization\u00a0<a href=\"https:\/\/liveaction.org\/what-we-do\/investigations\/mammogram-falsehoods\/\">performs<\/a>\u00a0no\u00a0mammograms at all. HRSA health centers, on the other hand,\u00a0recorded serving more than\u00a0470,000 patients for mammograms in <a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2014&amp;state=\">2014<\/a>,\u00a0and 521,000 in <a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=t6a&amp;year=2015&amp;state=\">2015<\/a>.<\/p>\n<p>But what about Pap smears, which test for cervical cancer? Those\u00a0are also on the decline at Planned Parenthood.<\/p>\n<p>A look at the organization&#8217;s <a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2005-2006-Planned-Parenthood-Annual-Report.pdf\">2005 annual report<\/a> (which contained an update to their 2004 service numbers) reveals\u00a0that Pap tests declined <em>77 percent<\/em> between 2004 (~1.1 million) and\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">2014<\/a>\u00a0(~271,000).<\/p>\n<div id=\"attachment_165177\" style=\"width: 590px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-165177\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-165177\" src=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PP-Pap-test-services-declined-77-percent.jpg\" alt=\"\" width=\"580\" height=\"245\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PP-Pap-test-services-declined-77-percent.jpg 580w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PP-Pap-test-services-declined-77-percent-300x127.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PP-Pap-test-services-declined-77-percent-500x211.jpg 500w\" sizes=\"(max-width: 580px) 100vw, 580px\" \/><p id=\"caption-attachment-165177\" class=\"wp-caption-text\">PP Pap test services declined 77 percent<\/p><\/div>\n<p>In contrast, federal health centers provided\u00a0more than 1.7 million Pap tests to their patients in <a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=tall&amp;year=2014&amp;state=\">2014<\/a>,\u00a0and more than 1.8 million\u00a0in <a href=\"https:\/\/bphc.hrsa.gov\/uds\/datacenter.aspx?q=t6a&amp;year=2015&amp;state=\">2015<\/a>.<\/p>\n<p><strong>CANCER SCREENINGS<\/strong><\/p>\n<p>Overall, cancer screenings at the nation&#8217;s largest abortion provider have\u00a0plummeted\u00a068.3 percent.<\/p>\n<p>In 2004, Planned Parenthood performed a combination of 2,157,849 services (see updated\u00a0<a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2005-2006-Planned-Parenthood-Annual-Report.pdf\">2005 annual report<\/a>),\u00a0which included Pap tests, breast exams, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Colposcopy\">colposcopy procedures<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Loop_electrical_excision_procedure\">LEEP procedures<\/a>, and <a href=\"https:\/\/www.radiologyinfo.org\/en\/info.cfm?pg=cryo\">cryotherapy procedures<\/a>.<\/p>\n<p>Then, by 2014, despite adding HPV vaccinations to this category, cancer screenings <a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">declined<\/a>\u00a0to only 682,208.<\/p>\n<p><strong>PRENATAL SERVICES<\/strong><\/p>\n<p>The abortion giant has insisted that prenatal care is one of its core services that women will lose if its taxpayer funding is cut off.\u00a0But an <a href=\"http:\/\/www.liveaction.org\/defund-debate-hits-live-action-exposes-planned-parenthoods-prenatal-care-deception\/\">investigation<\/a> conducted by Live Action proves those services are virtually nonexistent at the abortion chain.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/ekgiScr364Y\" width=\"640\" height=\"360\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>This is in stark contrast to what Planned Parenthood used to say about prenatal services.\u00a0As Live Action News previously <a href=\"http:\/\/www.liveaction.org\/news\/how-abortion-chain-planned-parenthood-masquerades-as-a-health-care-provider\/\">reported<\/a>, at one time (see <a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PPFA1996-7-reduced-size.pdf\">1996-1997 annual report<\/a>), prenatal care appeared to be Planned Parenthood\u2019s \u201cfastest growing area.&#8221;<\/p>\n<p>This is no longer the case, nor has it been for quite some time. The truth is that abortion has always been Planned Parenthood\u2019s focus, which might explain why this once \u201cfastest growing service\u201d dropped nearly 44 percent between <a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2010-Annual-Affiliate-Service-Census-Report.pdf\">2010<\/a>\u00a0(31,098) and <a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">2014<\/a>\u00a0(17,419).<\/p>\n<p><strong>ADOPTION<\/strong><\/p>\n<p>Adoption did not show up in Planned Parenthood\u2019s services totals until 2005 (see updated numbers in the\u00a0<a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2006-2007-Planned-Parenthood-Annual-Report.pdf\">2006 annual report<\/a>), as Live Action News previously <a href=\"http:\/\/www.liveaction.org\/news\/how-abortion-chain-planned-parenthood-masquerades-as-a-health-care-provider\/\">reported<\/a>. Prior to that year, those numbers were <a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2004-2005-Planned-Parenthood-Annual-Report.pdf\">categorized<\/a>\u00a0as \u201creferred out\u201d and were not included in the overall services totals performed by Planned Parenthood.<\/p>\n<p>Today, despite the fact that <a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">adoption services<\/a> are down nearly 59 percent since <a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2007-2008-Planned-Parenthood-Annual-Report-1.pdf\">2007<\/a>\u00a0<em>and they remain referrals,<\/em>\u00a0Planned Parenthood adds these figures to their overall services. In other words, despite referring women out for adoption services in most cases, Planned Parenthood counts each referral as an actual service in its\u00a0reports.<\/p>\n<p><strong>ABORTIONS<\/strong><\/p>\n<p>While services such as Pap tests, breast exams and cancer screenings are plummeting at Planned Parenthood, surprisingly (or perhaps not so surprisingly) abortions have been on the increase.<\/p>\n<p>The latest Planned Parenthood <a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">report<\/a> shows that the organization\u00a0committed 323,999 abortions, a significant increase of <em>27 percent<\/em> from <a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/2004-2005-Planned-Parenthood-Annual-Report.pdf\">2004<\/a>\u00a0numbers.<\/p>\n<div id=\"attachment_165180\" style=\"width: 310px\" class=\"wp-caption alignleft\"><img aria-describedby=\"caption-attachment-165180\" decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-165180\" src=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/Planned-Parenthood-does-34.9-percent-of-abortions-300x282.png\" alt=\"\" width=\"300\" height=\"282\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/Planned-Parenthood-does-34.9-percent-of-abortions-300x282.png 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/Planned-Parenthood-does-34.9-percent-of-abortions-500x470.png 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/Planned-Parenthood-does-34.9-percent-of-abortions.png 584w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><p id=\"caption-attachment-165180\" class=\"wp-caption-text\">Planned Parenthood does 34.9 percent of abortions<\/p><\/div>\n<p>At the same time, while Planned Parenthood <a href=\"http:\/\/www.liveaction.org\/news\/if-planned-parenthood-not-abortion-why-more-than-a-third-in-us\/\">commits<\/a> 34.9 percent of all U.S.\u00a0abortions, it performs\u00a0less than 2 percent of the country&#8217;s\u00a0breast exams, less than 1 percent of Pap tests, less than 2 percent of the country&#8217;s\u00a0cancer screenings for women, and <em>zero<\/em>\u00a0mammograms.<\/p>\n<p>If Congress wants to hand over half a billion in taxpayer dollars, shouldn&#8217;t the American people expect their money to go someplace\u00a0better than an abortion-focused, less-than-trustworthy organization?<\/p>\n<p>After all, Planned Parenthood been caught haggling over prices for\u00a0aborted baby parts, has been\u00a0<a href=\"http:\/\/www.liveaction.org\/news\/audits-show-planned-parenthood-non-compliant-with-federal-discount-drug-program\/\">cited<\/a>\u00a0for overbilling abuses and <a href=\"https:\/\/lozierinstitute.org\/profit-no-matter-what\/\">Medicaid fraud<\/a>, <a href=\"http:\/\/www.liveaction.org\/news\/private-information-planned-parenthood\/\">violating<\/a>\u00a0patient privacy, and <a href=\"\/news\/planned-parenthood-failed-report-child-sexual-abuse-decades-part-one\/\">failing<\/a> to <a href=\"\/news\/planned-parenthood-has-failed-to-report-child-sexual-abuse-for-decades-part-two\/\">report<\/a> child sexual abuse (a violation that alone should\u00a0<a href=\"\/news\/regulation-remove-title-x-funding-planned-parenthood\/\">result<\/a>\u00a0in the organization losing millions of taxpayer\u00a0dollars granted to it\u00a0under the federal Title X Family Planning Program).<\/p>\n<p>In summary, while the Live Action video focused primarily on cancer screening services over\u00a0the past ten years, using statements by Planned Parenthood spokespersons to demonstrate how they deceptively tout declining service numbers, additional declines outlined here add to the overwhelming argument that Planned Parenthood is undeserving of taxpayer funding.<\/p>\n<p>It is past time for Congress to admit the undeniable fact that, despite doubling taxpayer dollars to Planned Parenthood over a decade ($272.7 million in <a href=\"http:\/\/www.liveaction.org\/news\/wp-content\/uploads\/2017\/04\/PPFA2004-05-Part-2.pdf\">2004<\/a>\u00a0to $553.7 million in <a href=\"https:\/\/www.plannedparenthood.org\/files\/2114\/5089\/0863\/2014-2015_PPFA_Annual_Report_.pdf\">2014<\/a>), these declining health services prove that their focus is not health care; it is abortion.
