Not quite."},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>Is there truth to Panned Parenthood&#8217;s\u00a0claim that the taxpayer funding they receive annually &#8212; to the tune of half a billion dollars &#8212;\u00a0is simply a reimbursement for services rendered under Medicaid? The abortion profiteer&#8217;s president, Cecile Richards, recently\u00a0<a href=\"http:\/\/www.nhregister.com\/general-news\/20170309\/tabar-president-and-ceo-of-planned-parenthood-of-southern-new-england-honored-at-retirement-party\" target=\"_blank\">told<\/a>\u00a0a Connecticut news outlet:<\/p>\n<blockquote><p>We are not in the federal budget. We get reimbursed just like every hospital in America for preventative health care service.<\/p><\/blockquote>\n<p>In a similar vein,\u00a0Dawn Laguens, Planned Parenthood&#8217;s executive vice president,\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=KNLz2DIgFUU\" target=\"_blank\">told<\/a>\u00a0Fox News:<\/p>\n<blockquote><p>The whole term &#8220;defunding&#8221; is very misleading. Planned Parenthood does not get a Publisher&#8217;s Clearinghouse check for $500 million dollars. We&#8217;re not a line item in the budget &#8211; we&#8217;re not in what the proposals for the President says. We get reimbursed for services.<\/p><\/blockquote>\n<p>The average listener to these talking points might believe that they sound reasonable. After all, Planned Parenthood provides low-income women a service, then Medicaid is billed, and finally Planned Parenthood is reimbursed. Right?<\/p>\n<p>In part, yes. But what the public is not told is that these reimbursements keep\u00a0Planned Parenthood&#8217;s multi-million dollar abortion business in operation.\u00a0Planned Parenthood can use the funds they obtain from the taxpayer via Medicaid reimbursements and other revenue to staff their centers, pay salaries, and keep the lights on in the very buildings where abortions are committed. Women who go to Planned Parenthood for an STI test or pap smear become marketing targets for abortion &#8212;\u00a0a fact Planned Parenthood knows very well. Former Planned Parenthood staffers report that the\u00a0organization\u00a0treats &#8220;<a href=\"https:\/\/www.youtube.com\/watch?v=0PUFJwiHlJM\">women like cattle<\/a>&#8221; and strongly encourages\u00a0&#8220;abortion quotas&#8221; with incentives:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/mkxUAR3a_Jc\" width=\"640\" height=\"360\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Pro-lifers contend that since money is fungible and Planned Parenthood is the largest provider of abortions in the nation &#8212; garnering <a href=\"\/news\/if-planned-parenthood-not-abortion-why-more-than-a-third-in-us\/\">over 34 percent<\/a> of the national market share &#8212; the organization should not be given any federal dollars. The money should instead be given to the thousands of Federally Qualified Health Centers (FQHCs) which offer the same legitimate health services, without the added controversy of\u00a0abortions. And they outnumber Planned Parenthood centers 20 to 1.<\/p>\n<p>Kelly Riddell at the Washington Times has <a href=\"http:\/\/www.washingtontimes.com\/news\/2017\/mar\/9\/defunding-planned-parenthood-must-take-precedence\/\" target=\"_blank\">called<\/a>\u00a0abortion Planned Parenthood&#8217;s biggest business, adding:<\/p>\n<blockquote><p><a href=\"http:\/\/www.washingtontimes.com\/topics\/cecile-richards\/\">Ms. Richards<\/a> likes to talk about how the organization is a health care provider, in that it does cancer screenings (no <a href=\"http:\/\/www.washingtontimes.com\/topics\/planned-parenthood\/\">Planned Parenthood<\/a> clinic has a mammogram machine), birth control, and checkups \u2014 but in reality that\u2019s not what generates their income.<\/p>\n<p>A whopping 86 percent of the organization\u2019s non-government provided revenue is garnered from the abortions it provides, generating a significant portion of its profit. Moreover, there\u2019s been several cases where <a href=\"http:\/\/www.washingtontimes.com\/topics\/planned-parenthood\/\">Planned Parenthood<\/a> has, in fact, billed taxpayers for abortions.<\/p>\n<p>You see, the Hyde Amendment prohibits federal funds from being used specifically for abortions, but it doesn\u2019t account for state dollars, vis-a-vis Medicaid programs. Seventeen states allow for elective abortions to be reimbursed by Medicaid. According to research compiled by Toomanyaborted.com, in California alone, it appears taxpayers foot the bill for about 80,000 abortions a year.<\/p><\/blockquote>\n<p dir=\"ltr\">The truth is that there are several additional funding streams from federal agencies, other than Medicaid, to Planned Parenthood.\u00a0As Live Action News has <a href=\"http:\/\/liveactionnews.org\/3-ways-taxpayers-are-funding-planned-parenthood\/\">detailed<\/a>\u00a0previously, one way taxpayers are funding Planned Parenthood is through grants under the Affordable Care Act&#8217;s <a href=\"https:\/\/www.cms.gov\/CCIIO\/Programs-and-Initiatives\/Health-Insurance-Marketplaces\/assistance.html\">Navigator<\/a>\u00a0program.<\/p>\n<p dir=\"ltr\">This program has been funneling dollars to the abortion corporation for years.\u00a0In 2015, The Hill published a <a href=\"http:\/\/thehill.com\/policy\/healthcare\/252597-planned-parenthood-awarded-1-million-in-obamacare-grants\">report<\/a>\u00a0detailing how the Obama administration had awarded more than $1 million in grants to Planned Parenthood to\u00a0promote\u00a0the Affordable Care Act (ObamaCare).<\/p>\n<p>A <a href=\"http:\/\/www.gao.gov\/products\/GAO-15-270R\">study<\/a>\u00a0conducted by the Government Accountability Office in 2015 found that in addition to Planned Parenthood Federation of America, several Planned Parenthood affiliates (which are separate entities) also receive federal dollars. A search conducted March 9, 2017,\u00a0<a href=\"https:\/\/www.usaspending.gov\/Pages\/AdvancedSearch.aspx?sub=y&amp;ST=C,G,L,O&amp;FY=2016&amp;A=0&amp;SS=USA&amp;AA=1200,1300,9700,9100,8900,7500,7000,8600,1500,1600,1900,1400,2000,6900,3600,6800,4700,8000,4900,3100,2400,7300,2800,7200,9568,9565,9507,955F,6100,9577,9594,9516,9547,9572,9523,4500,1100,8300,2700,9506,9542,5400,6500,9300,9504,2900,0500,9533,9512,0300,4100,9543,8800,9502,2500,5900,6300,9524,9508,9514,6200,4600,7100,959P,6000,9561,5000,9000,3300,1000,3400,9580,8400&amp;k=%22Planned%20Parenthood%22\">reveals <span id=\"totalPrimeAmount\">$32,838,391 in direct money was granted to Planned Parenthood affiliates while <span id=\"totalSubAmount\">$61,356,812<\/span> was funneled to the abortion corporation as a sub recipient<\/span><\/a>.<span id=\"totalPrimeAmount\"> In those cases, the dollars are sent directly to another entity,\u00a0<\/span><span id=\"totalPrimeAmount\">which in turn sends the funds to Planned Parenthood.<\/span><strong><span id=\"totalPrimeAmount\"><br \/>\n<\/span><\/strong><\/p>\n<div id=\"attachment_163610\" style=\"width: 795px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-163610\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-163610\" src=\"\/news\/wp-content\/uploads\/2017\/03\/USA-Spending-search-March-8-2017-for-FY-2016.jpg\" alt=\"\" width=\"785\" height=\"610\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/USA-Spending-search-March-8-2017-for-FY-2016.jpg 785w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/USA-Spending-search-March-8-2017-for-FY-2016-300x233.jpg 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/USA-Spending-search-March-8-2017-for-FY-2016-768x597.jpg 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/USA-Spending-search-March-8-2017-for-FY-2016-700x544.jpg 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2017\/03\/USA-Spending-search-March-8-2017-for-FY-2016-500x389.jpg 500w\" sizes=\"(max-width: 785px) 100vw, 785px\" \/><p id=\"caption-attachment-163610\" class=\"wp-caption-text\">USA Spending search to Planned Parenthood conducted March 8 2017 for FY 2016<\/p><\/div>\n<p>Funding was awarded for various reasons, including Title X family planning (the largest <a href=\"https:\/\/www.hhs.gov\/opa\/grants-and-funding\/recent-grant-awards\/index.html\">source<\/a>\u00a0of federal dollars after Medicaid), sex education, HIV prevention, victim assistance, WIC services, and others.<\/p>\n<p>An example of the size of funding just one affiliate might receive can be seen in a report from the <a href=\"http:\/\/www.tri-cityherald.com\/news\/business\/health-care\/article32236182.html\">Tri-City Herald.<\/a>\u00a0In 2015, the U.S. Department of Health and Human Services Office of Adolescent Health allocated $950,000 a year for five years to Planned Parenthood of Greater Washington and North Idaho for &#8220;teen pregnancy prevention programs.&#8221;<\/p>\n<p>And this doesn&#8217;t even begin to touch the state dollars being\u00a0sent into Planned Parenthood&#8217;s coffers through a variety of funding sources.<\/p>\n<p>There are numerous reasons taxpayers should not be forced to fund Planned Parenthood, beginning with the over 320,000 abortions they perform annually.<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/Dd7FREk_HjI\" width=\"640\" height=\"360\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>In addition, the gruesome undercover videos from the Center for Medical Progress exposed high ranking staffers at Planned Parenthood haggling over the price of the body parts of children aborted at several of their facilities.<\/p>\n<p>For this, Planned Parenthood was <a href=\"https:\/\/www.gop.gov\/solution_content\/plannedparenthood\/\">investigated<\/a>\u00a0by a U.S. House Committee, which recommended <a href=\"http:\/\/liveactionnews.org\/congressional-panel-refers-planned-parenthood-gulf-coast-criminal-prosecution\/\">criminal referrals<\/a> for some <a href=\"https:\/\/energycommerce.house.gov\/news-center\/letters\/select-investigative-panel-criminal-and-regulatory-referrals\">affiliates<\/a>\u00a0based on the Committee&#8217;s findings, and also\u00a0<a href=\"https:\/\/energycommerce.house.gov\/sites\/republicans.energycommerce.house.gov\/files\/documents\/Select_Investigative_Panel_Final_Report.pdf\">recommended<\/a>\u00a0a complete defunding of the organization:<\/p>\n<blockquote><p>The Panel found that Planned Parenthood affiliates and clinics have repeatedly neglected their fiduciary duty requiring good stewardship of federal taxpayer dollars through the following: careless management and failed compliance with Medicaid billing procedures; violating federal laws and regulations pertaining to patient consent and the privacy rights of their patients; changing the method of abortion to increase procurement of fetal tissue for which they received a per tissue payment; and a general disinterest in clinical integrity. The Panel recommends that Planned Parenthood lose all federal funding, including reimbursements for Medicaid services.<\/p><\/blockquote>\n<p>In addition, a House Oversight Committee <a href=\"https:\/\/oversight.house.gov\/interactivepage\/plannedparenthood\/\">summary<\/a>,\u00a0which appears on the\u00a0Committee&#8217;s\u00a0website, states the following:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><span class=\"s2\">Planned Parenthood does not need federal subsidies.<\/span><\/li>\n<li class=\"li1\"><span class=\"s2\">Planned Parenthood is\u00a0<a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2015\/09\/Committee-Findings-Planned-Parenthood-Investigation.pdf\"><span class=\"s3\">self-sustaining<\/span><\/a>.<\/span>\n<ul class=\"ul2\">\n<li class=\"li1\"><span class=\"s2\">Reported revenue of $1.3 billion in their most recent annual report.<\/span><\/li>\n<li class=\"li1\"><span class=\"s2\">Reported $127 million in net income and reported holding $1.4 billion in assets for 2013-2014.<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"li1\"><span class=\"s2\">Salaries at Planned Parenthood are lucrative.<\/span>\n<ul class=\"ul2\">\n<li class=\"li1\"><span class=\"s2\">President Cecile Richards was paid more than $2.47 million from 2009 to 2013, including $590,928 in 2013.<\/span><\/li>\n<li class=\"li1\"><span class=\"s2\">A significant number of Planned Parenthood executives earn in excess of $200,000 annually.<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"li1\"><span class=\"s2\">Planned Parenthood spends millions on\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=GL0HqMYPSzg&amp;feature=youtu.be&amp;t=5m8s\"><span class=\"s3\">travel, galas and real estate<\/span><\/a>.<\/span>\n<ul class=\"ul2\">\n<li class=\"li1\"><span class=\"s2\">Spends nearly $14,000 a day on travel.<\/span><\/li>\n<li class=\"li1\"><span class=\"s2\">Spent $34.8 million in 2011 to purchase corporate office space two blocks from Madison Square Garden.<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"li1\"><span class=\"s2\">Taxpayer dollars subsidize Planned Parenthood\u2019s\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=aSMWyAwWTro&amp;feature=youtu.be&amp;t=1m41s\"><span class=\"s3\">political affiliates<\/span><\/a>.<\/span><\/li>\n<li class=\"li1\"><span class=\"s2\">Planned Parenthood\u2019s claim that only\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=xmuXbGjyXLc&amp;feature=youtu.be&amp;t=14s\"><span class=\"s3\">\u201cthree percent\u201d<\/span><\/a>\u00a0of all health services provided are abortion services is false.<\/span><\/li>\n<li class=\"li1\"><span class=\"s2\">Over the last decade, cancer screenings at Planned Parenthood are declining while abortions are increasing.<\/span><\/li>\n<li class=\"li1\"><span class=\"s2\">Numerous\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=vIokTvy7iEM&amp;feature=youtu.be&amp;t=4m48s\"><span class=\"s3\">alternatives<\/span><\/a>\u00a0to Planned Parenthood exist.<\/span><\/li>\n<\/ul>\n<p>As a business, Planned Parenthood is far from trustworthy.<\/p>\n<p><a href=\"http:\/\/liveaction.org\/petition\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-160409\" src=\"\/news\/wp-content\/uploads\/2017\/01\/DefundAd-400b-1.jpg\" alt=\"\" width=\"400\" height=\"170\" \/><\/a><\/p>\n<p>Live Action News has reported (<a href=\"\/news\/planned-parenthood-failed-report-child-sexual-abuse-decades-part-one\/\">here<\/a> and <a href=\"\/news\/planned-parenthood-has-failed-to-report-child-sexual-abuse-for-decades-part-two\/\">here<\/a>) how Planned Parenthood has failed to report child sexual abuse in many instances, in what appears to be a <a href=\"http:\/\/liveactionnews.org\/regulation-remove-title-x-funding-planned-parenthood\/\">violation<\/a>\u00a0of the federal Title X Family Planning Program, the very program which currently funnels millions of tax dollars to the abortion organization.<\/p>\n<p>A <a href=\"https:\/\/lozierinstitute.org\/profit-no-matter-what\/\">2017 report<\/a>,\u00a0conducted by the Charlotte Lozier Institute and Alliance Defending Freedom, looked at publicly available audits and discovered several egregious examples of fraud and abuse associated with Planned Parenthood.<\/p>\n<p>The study found (among other abuses):<\/p>\n<ul>\n<li>Planned Parenthood affiliates have been identified as the source of <strong>at least $12.8 million <\/strong>in waste, abuse, and potentially fraudulent overbilling and penalties.<\/li>\n<\/ul>\n<ul>\n<li>One audit uncovered <strong>$5.2 million<\/strong> in overbilling by two California Planned Parenthood affiliates; the average overbilled amount per audited year in a single audit was <strong>$94,409.<\/strong><strong>\u00a0<\/strong><\/li>\n<\/ul>\n<ul>\n<li>Three federal audits specifically identify Planned Parenthood \u2013 and only Planned Parenthood \u2013 as the problem in state family planning program overbilling.<\/li>\n<\/ul>\n<p>Regardless of how\u00a0Planned Parenthood&#8217;s taxpayer funding\u00a0money is obtained, money is fungible and can be used to offset Planned Parenthood&#8217;s costs, thereby freeing up Planned Parenthood&#8217;s other funds to further its abortion business.<\/p>\n<p>It is time to defund Planned Parenthood.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Is there truth to Panned Parenthood&#8217;s\u00a0claim that the taxpayer funding they receive annually &#8212;
