As <a href=\"http:\/\/liveactionnews.org\/examining-the-extreme-womens-protection-health-act-of-2013\/\">first analyzed<\/a> during its <a href=\"http:\/\/liveactionnews.org\/further-thoughts-on-deceptively-titled-womens-health-protection-act-of-2013\/\">initial introduction in 2013<\/a>, this is a dangerous piece of legislation.<\/p>\n<div id=\"attachment_43265\" style=\"width: 230px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-43265\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-43265\" src=\"\/news\/wp-content\/uploads\/2013\/11\/220px-Richard_Blumenthal_Official_Portrait.jpg\" alt=\"\" width=\"220\" height=\"279\" \/><p id=\"caption-attachment-43265\" class=\"wp-caption-text\">Senator Richard Blumenthal<\/p><\/div>\n<p>Blumenthal had <a href=\"http:\/\/archive.jsonline.com\/news\/statepolitics\/baldwin-joins-bill-to-stop-states-from-curbing-abortion-access-b99142310z1-231821341.html\">acknowledged in 2013<\/a> that the bill was unlikely to pass Congress, even while pro-abortion President Barack Obama was in office and the Senate was controlled by pro-abortion Democrats. The chances are even slimmer now, with the White House, Senate, and House all controlled by pro-life Republicans.<\/p>\n<p>Still, Blumenthal and his forces have pulled out all the stops. The bill is also sponsored by Senator Tammy Baldwin (D-Wisc.) and Representatives Lois Frankel (D-Fla.), Judy Chu (D-Calif.) and Marcia Fudge (D-Ohio). Blumenthal has <a href=\"http:\/\/www.blumenthal.senate.gov\/whpa\/\">an entire interactive page<\/a> dedicated to the bill, and there is also an <a href=\"http:\/\/www.actforwomen.org\/\">Act for Women! website<\/a>. Close to 90 groups are part of the campaign, including abortion industry profiteers such as Planned Parenthood, NARAL Pro-Choice America, and the Center for Reproductive Rights, along with\u00a0groups such as\u00a0the American Civil Liberties Union.<\/p>\n<p>Planned Parenthood tweeted support for the Act.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Thrilled for today\u2019s reintro of the Women\u2019s Health Protection Act to protect our health care access: <a href=\"https:\/\/t.co\/4xGWOo9klM\">https:\/\/t.co\/4xGWOo9klM<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/ActForWomen?src=hash\">#ActForWomen<\/a> <a href=\"https:\/\/t.co\/62KRDEIn3V\">pic.twitter.com\/62KRDEIn3V<\/a><\/p>\n<p>\u2014 Planned Parenthood (@PPact) <a href=\"https:\/\/twitter.com\/PPact\/status\/837370170230235136\">March 2, 2017<\/a><\/p><\/blockquote>\n<p>When the bill was introduced, even the pro-abortion Rewire (formerly RH Reality Check)\u00a0<a href=\"https:\/\/rewire.news\/article\/2017\/03\/03\/democrats-fortify-resistance-trumps-anti-choice-agenda\/\">acknowledged<\/a>\u00a0that the bill is unlikely to pass, but couldn&#8217;t resist taking a stab at President Trump. Christine Grimaldi writes:<\/p>\n<blockquote><p>Although the legislation remains unlikely to advance in the GOP-controlled U.S. House of Representatives and U.S. Senate, the strong showing of original co-sponsors signals that Democrats in both chambers remain largely united in their resistance to the Trump administration\u2019s anti-choice agenda.<\/p><\/blockquote>\n<p>Grimaldi categorizes abortion as a procedure which is similar to forms of legitimate health and medical care. The bill similarly get this wrong. With added emphasis, Grimaldi writes, &#8220;Under the Women\u2019s Health Protection Act, neither the states nor the federal government could single out abortion providers for restrictions that don\u2019t apply to <em>similar medical services.&#8221;\u00a0<\/em>What medical procedure could be similar to ending the life of a human person? Even the bill&#8217;s text fails to explain it satisfactorily by simply noting that &#8220;[t]he term &#8216;medically comparable procedures&#8217; means medical procedures that are similar in terms of risk, complexity, duration, or the degree of sterile precaution that is indicated.&#8221;<\/p>\n<p><a href=\"http:\/\/liveaction.org\/petition\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-160409\" src=\"\/news\/wp-content\/uploads\/2017\/01\/DefundAd-400b-1.jpg\" alt=\"\" width=\"400\" height=\"170\" \/><\/a><\/p>\n<p>In <a href=\"https:\/\/chu.house.gov\/media-center\/press-releases\/chu-fudge-frankel-blumenthal-baldwin-over-130-democrats-introduce-bill\">a press release<\/a>, Rep. Chu connects the reintroduction, which came a year after the decision&#8217;s oral arguments, <a href=\"http:\/\/liveactionnews.org\/breaking-u-s-supreme-court-texas\/\">with<\/a>\u00a0<em>Whole Woman&#8217;s Health v. Hellerstedt, <\/em>which ultimately struck down Texas laws regulating abortion. But as <a href=\"http:\/\/liveactionnews.org\/most-americans-disagree-with-supreme-court-abortion-safety-laws\/\">a Marist\/Knights of Columbus poll<\/a> found, Americans across varying demographics, politics, and views on abortion actually supported\u00a0the laws that were struck down &#8212; including requiring abortionists to have admitting privileges at hospitals and requiring\u00a0abortion facilities to meet ambulatory surgical center health standards.<\/p>\n<p>This same type of dishonest\u00a0language relating to the decision is also in the bill&#8217;s text:<\/p>\n<blockquote><p>The Supreme Court\u2019s decision in Whole Woman\u2019s Health v. Hellerstedt reaffirmed the constitutional right to abortion and struck down two unnecessary health regulations that created undue burdens upon access to abortion. Congressional action is necessary to put an end to these types of harmful restrictions. In addition, there has been a dramatic increase in the passage of laws that blatantly violate the constitutional protections afforded women, such as bans on abortion prior to viability.<\/p>\n<p>Legal abortion is one of the safest medical procedures in the United States, safer than numerous procedures that take place outside of hospitals, as noted by the Supreme Court in Whole Woman\u2019s Health. That safety is furthered by regulations that are based on medical science and are generally applicable to the medical profession or to medically comparable procedures.<\/p>\n<p>&#8230;<\/p>\n<p>Federal legislation putting a stop to harmful restrictions throughout the United States is necessary to ensure that women in all States have meaningful access to safe abortion services, a constitutional right repeatedly affirmed by the United States Supreme Court, most recently in 2016.<\/p><\/blockquote>\n<p>Chu&#8217;s press release boasts of &#8220;40 cosponsors in the Senate and 102 cosponsors in the House,&#8221; but <a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/senate-bill\/217\/all-info#cosponsors\">such support<\/a> has <a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/448\/all-info#cosponsors\">come solely from<\/a>\u00a0Democrats, making it a completely partisan effort. Act for Women! has aided in concealing this fact\u00a0by failing to reveal the party affiliation of the\u00a0<a href=\"http:\/\/www.actforwomen.org\/the-womens-health-protection-act\/senate-co-sponsors\/\">Senate<\/a> and <a href=\"http:\/\/www.actforwomen.org\/the-womens-health-protection-act\/house-co-sponsors\/\">House<\/a> cosponsors.<\/p>\n<p>Blumenthal, Chu, and Act for Women! claim to be about raising awareness that\u00a0&#8220;[a]ccess to a constitutionally guaranteed right should not depend on one&#8217;s zip code.&#8221; But it is ironic that the bill&#8217;s supporters focus on a supposed\u00a0&#8220;growing national crisis in access to abortion care&#8221; when the\u00a0<em>Roe v. Wade <\/em>Supreme Court decision already made abortion legal in all 50 states, and is still the law of the land. Should <em>Roe<\/em>\u00a0ever be overturned, abortion would not immediately become illegal in all states. Instead, abortion advocates would have to actually work to convince their fellow citizens to support making\u00a0abortion legal, rather than\u00a0relying on <em>Roe<\/em>, which overturned the will of the people in numerous\u00a0states.<\/p>\n<p>States are passing what commonsense regulations on abortion they can, but one wouldn&#8217;t know that from the description provided by Act for Women!. &#8220;Act for Women is a critical effort to ensure our elected officials are doing their part to protect our constitutional rights from not just clinic shutdown laws\u2014but from a range of laws aimed at blocking women\u2019s access to safe and legal abortion services and shaming women for their health care decisions,&#8221; <a href=\"http:\/\/www.actforwomen.org\/about-the-campaign\/\">the website reads<\/a>.<\/p>\n<p>State restrictions\u00a0are listed in several sections of the bill&#8217;s text. According to the bill, &#8220;[state abortion regulations]\u00a0do not significantly advance women\u2019s health or the safety of abortion services, and they make abortion services more difficult to access.&#8221; The state regulations opposed by the bill include:<\/p>\n<ul>\n<li>Requiring &#8220;specific tests or medical procedures&#8221; connected to the abortion<\/li>\n<li>Requiring that the same person who provides &#8220;specified tests, services or procedures&#8221; before or after also perform the abortion<\/li>\n<li>Limiting the abortionist from prescribing drugs<\/li>\n<li>Limit on telemed abortions<\/li>\n<li>Any requirements or limitations &#8220;concerning the physical plant, equipment, staffing, or hospital transfer arrangements of facilities where abortions are performed,&#8221; which also includes admitting privileges<\/li>\n<li>Requirements that the woman make numerous visits to the abortion facility or other sites as part of determining she is sure with her decision, or, as the bill puts it, &#8220;make one or more medically unnecessary in-person visits&#8230;&#8221;<\/li>\n<li>Regulations on training for abortionists<\/li>\n<li>Bans on abortions prior to viability, which includes those having to do with certain procedures<\/li>\n<li>Restrictions on abortions after viability without exceptions for health or life of the woman<\/li>\n<li>Requiring women to provide a reason for their abortion before fetal viability<\/li>\n<\/ul>\n<p>A\u00a0section of the bill also prohibits measures which &#8220;single[] out abortion services or make abortion services more difficult to access&#8221; &#8212; in other words, the bill would do away with any and all restrictions or regulations on abortion. The bill would also disallow any\u00a0regulation\u00a0that\u00a0&#8220;does not significantly advance women\u2019s health or the safety of abortion services.&#8221; However, one could easily argue that safety measures &#8212; such as regulating abortionists&#8217; training, requiring actual physician care beyond a screen time visit with no followup, and restricting abortion to much earlier in pregnancy (as abortion risks increase as pregnancy progresses) &#8212; are common sense measures which most definitely advance the &#8220;safety of abortion services.&#8221;<\/p>\n<div class=\"ArticleAd1\"><!-- \/1011927\/LAN_300_by_250_top_article --><\/p>\n<div id=\"div-gpt-ad-1473179053567-0\" class=\"ArticleAd1a\"><script>\ngoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1473179053567-0'); });\n<\/script><\/div>\n<\/div>\n<p>It isn&#8217;t pro-lifers who are rolling back women&#8217;s safety measures with regard to abortion. It is <a href=\"\/news\/long-history-of-health-violations-at-abortion-chain-suing-over-pro-life-law\/\">abortion facilities<\/a>, like <a href=\"\/news\/abortion-chain-arguing-supreme-court-known-for-dirty-equipment-untrained-staff\/\">Whole Woman&#8217;s Health<\/a>, which <a href=\"\/news\/fabulous-abortion-clinic-suing-texas-caught-using-dirty-instruments\/\">fail to advance the health of women<\/a>\u00a0because of their <a href=\"https:\/\/www.texasallianceforlife.org\/whole-womans-health-fights-hb-2s-increased-abortion-safety-standards-while-violating-current-safety-laws\/\">shoddy businesses<\/a>.<\/p>\n<p><a href=\"\/news\/woman-dies-after-planned-parenthood-abortion\/\">This includes Planned Parenthood<\/a>, the nation&#8217;s largest abortion provider. Speaker Paul Ryan (R-Wisc.)\u00a0<a href=\"\/news\/speaker-paul-ryan-announces-plans-to-defund-planned-parenthood\/\">has revealed plans<\/a>\u00a0to defund the abortion giant, rerouting its government funds to Federally Qualified Health Centers, which <a href=\"http:\/\/liveactionnews.org\/planned-parenthood-can-be-replaced-health-clinics-outnumber-them-20-to-1\/\">outnumber Planned Parenthood facilities 20 to 1<\/a>.<\/p>\n<p>While abortion advocates are pushing for legislation even they know does not have a chance of\u00a0passing, given\u00a0the increase in\u00a0pro-life laws across the country, pro-life legislation does have\u00a0a chance, especially in light of\u00a0President Trump&#8217;s commitment to signing such legislation into law.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Senator Richard Blumenthal (D-Conn.), a lawmaker with a solid pro-abortion record,\u00a0has\u00a0reintroduced\u00a0the deceptively titled Women&#8217;s Health Protection Act.
