Marsha Blackburn (TN) has been investigating the fetal parts industry since 2015, after <a href=\"http:\/\/www.centerformedicalprogress.org\/cmp\/investigative-footage\/\">The Center for Medical Progress<\/a>\u00a0released its undercover videos exposing the alleged sale of fetal parts. This month the Panel gave a Christmas present to multiple players in the abortion industry:\u00a0<a href=\"https:\/\/energycommerce.house.gov\/news-center\/letters\/select-investigative-panel-criminal-and-regulatory-referrals\">referrals for criminal investigations<\/a> to state attorney generals\u00a0and\u00a0the United States Department of Justice.\u00a0Karpen was on this list.<\/p>\n<p><a href=\"http:\/\/abortiondocs.org\/clinic\/abortionist\/350\/douglas-alan-karpen\/\">Karpen<\/a> came under scrutiny when late-term abortionist\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/wonk\/wp\/2013\/04\/15\/the-gosnell-case-heres-what-you-need-to-know\/?utm_term=.ae2e69e21460\">Kermit Gosnell<\/a>\u00a0was discovered to be running what some in the media dubbed a &#8220;house of horrors.&#8221; Gosnell, currently in prison for the murder of a patient as well as the murder of three babies that were born alive during abortions, was considered by abortion advocates to be an anomaly. While they condemned his actions, they insisted Gosnell was an exception, not the norm.<\/p>\n<div class=\"ArticleAd1\"><!-- \/1011927\/LAN_300_by_250_top_article --><\/p>\n<div id=\"div-gpt-ad-1473179053567-0\" class=\"ArticleAd1a\"><script>\ngoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1473179053567-0'); });\n<\/script><\/div>\n<\/div>\n<p>However, halfway across the nation, Karpen&#8217;s abortion centers were revealed to be similar houses of horror. Shortly after Gosnell&#8217;s conviction, Karpen&#8217;s facilities were investigated. (Operation Rescue\u00a0<a href=\"http:\/\/www.operationrescue.org\/archives\/sordid-history-of-abortionist-karpen-should-be-considered-by-tx-medical-board\/\">details the back story here<\/a>.) Less than two years later, the Texas Medical Board <a href=\"http:\/\/www.operationrescue.org\/archives\/sordid-history-of-abortionist-karpen-should-be-considered-by-tx-medical-board\/\">dismissed the charges against Karpen<\/a>, saying there was insufficient evidence that he violated the Medical Practices Act. Until this month, it appeared Karpen was getting off scot free. That\u2019s where the Panel investigation stepped in.<\/p>\n<p>While the referrals redacted the names, they inadvertently left Karpen\u2019s name at the top of one of the documents:<a href=\"\/news\/texas-gosnell-referred-for-criminal-charges-in-congressional-investigation\/screen-shot-2016-12-25-at-10-46-27-pm\/\" rel=\"attachment wp-att-158992\"><img decoding=\"async\" loading=\"lazy\" class=\"alignleft wp-image-158992\" src=\"\/news\/wp-content\/uploads\/2016\/12\/Screen-Shot-2016-12-25-at-10.46.27-PM-700x665.png\" alt=\"\" width=\"531\" height=\"505\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/12\/Screen-Shot-2016-12-25-at-10.46.27-PM-700x665.png 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/12\/Screen-Shot-2016-12-25-at-10.46.27-PM-300x285.png 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/12\/Screen-Shot-2016-12-25-at-10.46.27-PM-768x730.png 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/12\/Screen-Shot-2016-12-25-at-10.46.27-PM-500x475.png 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/12\/Screen-Shot-2016-12-25-at-10.46.27-PM.png 1200w\" sizes=\"(max-width: 531px) 100vw, 531px\" \/><\/a><\/p>\n<p>Even if they hadn\u2019t, the details of his abortion facilities make it clear which late-term abortionist the Panel is discussing. And the criminal referral letter contains troubling details of destruction. The letter\u00a0tells of Karpen&#8217;s\u00a0former medical assistants and office workers who <a href=\"https:\/\/energycommerce.house.gov\/sites\/republicans.energycommerce.house.gov\/files\/documents\/114\/letters\/20161221-TX%20AG%20Late%20Term%20Clinic%20%28Karpen%29%20REDACTED.pdf\">describe<\/a>\u00a0him as\u00a0\u201cconducting himself with that depraved indifference to infant life and committing acts of murder.&#8221; <a href=\"https:\/\/energycommerce.house.gov\/sites\/republicans.energycommerce.house.gov\/files\/documents\/114\/letters\/20161221-TX%20AG%20Late%20Term%20Clinic%20%28Karpen%29%20REDACTED.pdf\">It continues<\/a>:<\/p>\n<blockquote><p>According to several of his employees\u2026 Numerous patients of [Karpen] delivered infants alive prior to their demise, which the doctor himself brought about.<\/p>\n<p>Employee number one also alleged that &#8220;[Karpen] performed numerous abortions during the third trimester in cases that did not involve any serious threats to the mother&#8217;s or the infant&#8217;s health.&#8221;<\/p><\/blockquote>\n<p>The letter continues by alleging Karpen would falsify sonograms to hide the advanced gestational age of the fetus, with one employee saying she had seen it happen in cases as old as 28 weeks.<\/p>\n<p>One employee also said that he did not observe proper sterilization procedures, including putting an unsterilized gloved hand in a patient&#8217;s cervix, even after handling other patients and chemicals. The<a href=\"https:\/\/energycommerce.house.gov\/sites\/republicans.energycommerce.house.gov\/files\/documents\/114\/letters\/20161221-TX%20AG%20Late%20Term%20Clinic%20%28Karpen%29%20REDACTED.pdf\"> referral continues:<\/a><\/p>\n<blockquote><p>&#8230; approximately three or four infants would show signs of life. This typically happened when infants were extracted from the cervix in a breech position. At times, the infant would slide completely out because of the extent of the dilation caused by the laminaria administered to patients. In all such cases, would terminate their lives. The signs of life they exhibited would include movement of the stomach as the infant breathed or movement of the toes or fingers.<\/p><\/blockquote>\n<p>And it continues by discussing employees&#8217;\u00a0<a href=\"https:\/\/energycommerce.house.gov\/sites\/republicans.energycommerce.house.gov\/files\/documents\/114\/letters\/20161221-TX%20AG%20Late%20Term%20Clinic%20%28Karpen%29%20REDACTED.pdf\">descriptions<\/a>\u00a0of how\u00a0Karpen terminated the infants\u2019 lives (<em>warning &#8211; disturbing<\/em>):<\/p>\n<blockquote><p>&#8230; snipping the infant\u2019s spinal cord with scissors; cutting the neck with Sopher forceps or similar instruments; twisting the infant\u2019s head; using forceps, other instruments, or his finger to crush the \u201csoft spot\u201d of the infant\u2019s head, or crushing it by the same means through its stomach; or inserting his finger down its throat. If the infant\u2019s cranium was coming out first, he would usually use his index finger to puncture its head, but if it was coming out feet first, he would instead insert an instrument in the back of the infant\u2019s head.<\/p><\/blockquote>\n<p>One employee <a href=\"https:\/\/energycommerce.house.gov\/sites\/republicans.energycommerce.house.gov\/files\/documents\/114\/letters\/20161221-TX%20AG%20Late%20Term%20Clinic%20%28Karpen%29%20REDACTED.pdf\">said<\/a>:<\/p>\n<blockquote><p>On one occasion, she stated that she learned from a coworker of an infant killed by the doctor after surviving an abortion; as he was preparing to put it into a bag for disposal, she maintained, the infant had \u201copened up his eyes and grabbed his hand.\u201d<\/p><\/blockquote>\n<p>Additionally, the referral notes that one employee <a href=\"https:\/\/energycommerce.house.gov\/sites\/republicans.energycommerce.house.gov\/files\/documents\/114\/letters\/20161221-TX%20AG%20Late%20Term%20Clinic%20%28Karpen%29%20REDACTED.pdf\">said<\/a>\u00a0\u201c[Karpen] performed numerous abortions during the third trimester in cases that did not involve any serious threats to the mother\u2019s or the infant\u2019s health.\u201d<\/p>\n<div class=\"ArticleAd2\"><!-- \/1011927\/LAN_300_BY_250_mid_article --><\/p>\n<div id=\"div-gpt-ad-1473179101244-0\" class=\"ArticleAd2a\"><script>\ngoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1473179101244-0'); });\n<\/script><\/div>\n<\/div>\n<p>After detailing these and many more troubling reports of Karpen\u2019s practices, the referrals then list the state and federal laws violated by his actions. They include, but are not limited to: the Born-Alive Infants Protection Act of 2002, the Partial-Birth Abortion Ban Act of 2003, Texas&#8217; criminal homicide statutes (including capital murder), insurance fraud, Medicaid fraud, falsifying sonogram readings, improper sterilization procedures, and many other violations.<\/p>\n<p>Both the state and federal\u00a0referral conclude with Blackburn saying:<\/p>\n<blockquote><p>[Karpen] was previously referred to the District Attorney of Harris County, but the investigation into the matter was deficient. In light of the gravity of the allegations outlined above and the supporting documentation, I urge your office to conduct a thorough investigation into whether [Karpen] violated federal and state law, and, if you agree that such violations occurred, to take all appropriate action.<\/p><\/blockquote>\n<p>The referrals are now in the hands of the respective state and federal officials. It is likely that pro-life Texas Attorney General\u00a0 Paxton will follow through with investigation. US Attorney General Lynch previously refused to watch the undercover Planned Parenthood videos and instead <a href=\"http:\/\/thefederalist.com\/2015\/07\/23\/doj-investigate-planned-parenthood-video\/\">announced her intention to investigate the Center for Medical Progress,<\/a> so it seems unlikely she will respond to the recommendations from the Panel.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp; Douglas Karpen,\u00a0known as\u00a0the &#8220;Texas Gosnell,&#8221;\u00a0is an abortionist who many believe got away with infanticide&#8211;at least until a congressional committee redialed his number this month.
