{"id":157736,"date":"2016-12-02T08:20:23","date_gmt":"2016-12-02T13:20:23","guid":{"rendered":"\/news\/?p=157736"},"modified":"2016-12-01T22:41:28","modified_gmt":"2016-12-02T03:41:28","slug":"france-debates-law-that-would-criminalize-pro-life-websites","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/france-debates-law-that-would-criminalize-pro-life-websites\/","title":{"rendered":"France debates law that would criminalize pro-life websites"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>(<a href=\"https:\/\/www.lifesitenews.com\/news\/pro-death-storm-looms-over-france-as-gvmt-gears-up-to-criminalize-pro-life\">Life Site News<\/a>)\u00a0The socialist government of France is fast-tracking a bill aimed at criminalizing websites that might dissuade women from abortion.<\/p>\n<p>The newly proposed \u201cdigital interference\u201d law to be debated in the Assembl\u00e9e nationale on Thursday aims at cracking down on French websites that would, in the words of the bill, &#8220;deliberately mislead, intimidate and\/or exert psychological or moral pressure to discourage recourse to abortion.&#8221;<\/p>\n<p>Convicted website owners could face two years in prison and fines up to 30,000 euros ($31,799 USD).<\/p>\n<p>Dr. Joseph Meaney, director of international coordination for Human Life International, called the proposal a \u201cpro-death storm\u201d that has many concerned.<\/p>\n<p>\u201cIt is aimed at banning pro-life websites and is really plunging towards \u2018thought crimes.\u2019 Even liberal bishops are speaking out against the penal sanctions for free speech,\u201d he told LifeSiteNews.<\/p>\n<p>Two of the country\u2019s leading prelates have strongly condemned the proposal.<\/p>\n<div class=\"ArticleAd1\"><!-- \/1011927\/LAN_300_by_250_top_article --><\/p>\n<div id=\"div-gpt-ad-1473179053567-0\" class=\"ArticleAd1a\"><script>\ngoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1473179053567-0'); });\n<\/script><\/div>\n<\/div>\n<p>Cardinal Andr\u00e9 Vingt-Trois of Paris criticized the French government \u201cobsession\u201d with abortion in a<a href=\"http:\/\/www.ndf.fr\/nos-breves\/28-11-2016\/mgr-vingt-trois-le-gouvernement-est-obsede-par-lavortement-il-ferait-mieux-de-soccuper-des-sites-de-radicalisation-terroriste\/\">\u00a0radio interview on Friday<\/a>, stating that the proposed legislation seems to have as its objective the \u201cpromotion of abortion as a normal outcome of pregnancy.\u201d<\/p>\n<p>He questioned why the government would make its top priority counteracting the influence of pro-life websites instead of sites that promote \u201cradical terrorism.\u201d<\/p>\n<p>The government\u2019s proposal even has one notable left-leaning prelate concerned.<\/p>\n<p>Archbishop Georges Pontier of Marseille, who heads the French Bishops\u2019 Conference, slammed the proposal in a<a href=\"http:\/\/www.eglise.catholique.fr\/conference-des-eveques-de-france\/textes-et-declarations\/430718-lettre-de-mgr-pontier-president-hollande\/\">\u00a0letter dated Nov. 22<\/a>\u00a0to president Fran\u00e7ois Hollande, stating that the \u201cserious subject\u201d of abortion cannot be \u201clocked-up in militant positions\u201d favorable to abortion from the outset.<\/p>\n<p>\u201cThis bill calls into question the foundations of our freedoms and especially the freedom of expression,\u201d he said, adding that such a freedom must apply to difficult subjects such as abortion.<\/p>\n<p>Pontier called the proposal an attack on democracy.<\/p>\n<p>\u201cAbove all, it would constitute, despite what its promoters say, a serious precedent for limiting freedom of expression on the Internet. A limitation all the more serious as it affects questions of freedom of conscience. This seems to me to be a very serious attack on the principles of democracy,\u201d he said.<\/p>\n<p>France, where abortion is 100 percent state-funded during the first 12 weeks of gestation, has a long history of criminalizing activities aimed at convincing pregnant women to keep their preborn babies.<\/p>\n<p>The crime of \u201cobstructing\u201d the functioning of an abortion clinic was first adopted by the Neiertz law in 1993. This was<a href=\"http:\/\/eclj.org\/free-speech\/french-institutions\/avortement-pas-de-libert-dexpression-pour-les-ennemis-de-la-libert\">\u00a0widened in 2001<\/a>\u00a0to include exercising \u201cmoral and psychological pressures\u201d on women that might convince them against abortion. Finally, in 2014 the government<a href=\"http:\/\/www.gouvernement.fr\/en\/40th-anniversary-of-the-veil-law\">\u00a0made it a crime<\/a>\u00a0to \u201cobstruct access to information\u201d on abortion while expanding the scope of the offense of \u201cobstruct[ing] the voluntary termination of pregnancy.\u201d<\/p>\n<div class=\"ArticleAd2\"><!-- \/1011927\/LAN_300_BY_250_mid_article --><\/p>\n<div id=\"div-gpt-ad-1473179101244-0\" class=\"ArticleAd2a\"><script>\ngoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1473179101244-0'); });\n<\/script><\/div>\n<\/div>\n<p>Dr. Gregor Puppinck, director of the European Centre of Law and Justice, stated that the proposal \u201cdirectly violates freedom of speech, especially the \u2018freedom of the internet\u2019 which is promoted globally as a condition of democratic life.\u201d<\/p>\n<p>\u201cIt is the very existence of a \u2018democratic society\u2019 that is at stake here,\u201d he said.<\/p>\n<p>Also at stake is the very survival of the country. The country\u2019s overall birthrate has been<a href=\"https:\/\/www.lifesitenews.com\/news\/bon-voyage-frances-population-rate-takes-a-dive\">\u00a0below the replacement level<\/a>\u00a0of 2.1 children per women since the mid-1970s, when abortion was first legalized. The fertility rate of French-born mothers is estimated to be around 1.7 children per woman.
