{"id":155242,"date":"2016-10-26T18:31:21","date_gmt":"2016-10-26T22:31:21","guid":{"rendered":"\/news\/?p=155242"},"modified":"2019-04-29T15:33:39","modified_gmt":"2019-04-29T20:33:39","slug":"federal-report-planned-parenthoods-touted-sex-ed-programs-failure","status":"publish","type":"post","link":"https:\/\/archive.liveaction.org\/news\/federal-report-planned-parenthoods-touted-sex-ed-programs-failure\/","title":{"rendered":"Federal report: Planned Parenthood&#8217;s touted sex ed programs are a failure"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>The <a href=\"https:\/\/web.archive.org\/web\/20161228203950\/https:\/\/www.hhs.gov\/ash\/oah\/oah-initiatives\/evaluation\/grantee-led-evaluation\/summary-ebps.pdf\">results of a five-year report from the Health and Human Services&#8217; (HHS) Office of Adolescent Health<\/a> show that a half billion dollars of spending and half a decade of work has failed to produce the effective sex education programs promised. In fact, a closer look at the data from the HHS office shows that in some cases, the federally-funded sex education programs helped contribute to an <em>increase<\/em> of pregnancy and sexual exploration in teenagers, while other programs didn\u2019t impact behavior changes at all. While those supporting these sex education programs, including Planned Parenthood, have lauded the \u201cevidence-based\u201d curricula they provide, the results show evidence of widespread failure.<\/p>\n<p>There has been one significant result, however: It&#8217;s allowed\u00a0the abortion chain&#8217;s staff to have an entrance into public schools. Considering Live Action&#8217;s <a href=\"https:\/\/web.archive.org\/web\/20161101204208\/http:\/\/plannedparenthoodexposed.com\/sexed\/\">investigation<\/a> into Planned Parenthood&#8217;s sexual advice for children, this is disturbing:<\/p>\n<p style=\"text-align: center;\"><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/u7oeSAOZwdk\" width=\"640\" height=\"360\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>What is supposed to be &#8220;comprehensive sex ed&#8221; curricula that would reduce risky sexual behavior and reduce teen pregnancy has not delivered, as the summary report from HHS reveals. Among the Planned Parenthood recipients mentioned in the HHS report are Planned Parenthood of Greater Orlando, which received $477,790, and Planned Parenthood of the Great Northwest, which received a whopping $4 million.<\/p>\n<div class=\"ArticleAd1\">\n<p><!-- \/1011927\/LAN_300_by_250_top_article --><\/p>\n<div id=\"div-gpt-ad-1473179053567-0\" class=\"ArticleAd1a\"><script>\ngoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1473179053567-0'); });\n<\/script><\/div>\n<\/div>\n<p>The most disturbing finding from the results of the <a href=\"https:\/\/web.archive.org\/web\/20170401041659\/https:\/\/www.hhs.gov\/ash\/oah\/grants\/grantees\/tier1-wa-planned.html\">$4 million that Planned Parenthood of the Great Northwest<\/a>\u00a0received is the failure of the program to deliver as promised. This grant used the Teen Outreach Program (TOP) \u201cevidence-based intervention.&#8221; However, the evaluation of the program revealed, among other things, that \u201cTOP females reported becoming pregnant at a higher rate than females receiving the alternative program.\u201d<\/p>\n<p>But that was counter to the original goal <a href=\"https:\/\/web.archive.org\/web\/20170401041659\/https:\/\/www.hhs.gov\/ash\/oah\/grants\/grantees\/tier1-wa-planned.html\">presented in the program description<\/a>:<\/p>\n<blockquote><p><strong>Goal<\/strong>: To reduce teen pregnancy rates, decrease onset of sexual activity, increase contraception among sexually active youth, decrease academic failure and increase positive attitudes toward service and community engagement.<\/p><\/blockquote>\n<p>The HHS research <a href=\"https:\/\/web.archive.org\/web\/20170202095705\/https:\/\/www.hhs.gov\/ash\/oah\/DEPRECATED\/evaluation-original\/Grantee%20Led%20Evaluations\/ppgnw-abstract.pdf\">abstract presented a research question it sought to answer at the conclusion of the $4 million dollar funding<\/a>:<\/p>\n<blockquote><p>In the spring at the end of the program year, were TOP students less likely than CV students to report ever being pregnant or causing someone to be pregnant?<\/p>\n<p><a href=\"\/news\/federal-report-planned-parenthoods-touted-sex-ed-programs-failure\/screen-shot-2016-10-26-at-12-00-46-am\/\" rel=\"attachment wp-att-155374\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-155374 \" src=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-12.00.46-AM.png\" alt=\"screen-shot-2016-10-26-at-12-00-46-am\" width=\"1125\" height=\"292\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-12.00.46-AM.png 1986w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-12.00.46-AM-300x78.png 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-12.00.46-AM-768x200.png 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-12.00.46-AM-700x182.png 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-12.00.46-AM-500x130.png 500w\" sizes=\"(max-width: 1125px) 100vw, 1125px\" \/><\/a><\/p><\/blockquote>\n<p>&nbsp;<\/p>\n<p>The answer is a resounding no. The recently released report says:<\/p>\n<blockquote><p>After offering the program over nine months to middle and high school students during or after school, TOP youth were as likely as youth offered a four-hour alternative program, to report causing a pregnancy or becoming pregnant, having sexual intercourse, or having recent sexual intercourse without an effective method of birth control both immediately following the conclusion of the program, as well as in an assessment occurring 12 months later. However, TOP\u00ae affected males and females in the study differently. Immediately after the program, TOP males reported lower rates of causing pregnancies than males receiving the alternative program, whereas TOP females reported becoming pregnant at a higher rate than females receiving the alternative program.<\/p><\/blockquote>\n<p>Other Planned Parenthoods across the nation tout these same &#8220;evidence-based&#8221; sex education programs\u00a0&#8212; the ones\u00a0the HHS report shows were ineffective. The most notable is the influence in Texas schools, thanks to a partnership between\u00a0the University of Texas School of Public Health (which received one of these grants) and Planned Parenthood,\u00a0in\u00a0a program for middle schoolers called <em>It&#8217;s Your Game<\/em>.<\/p>\n<p><a href=\"http:\/\/www.stopp.org\/article.php?id=11072\">American Life League&#8217;s STOPP International has taken issue with <em>It&#8217;s Your Game<\/em><\/a>, as well, noting that the program, targeting middle schoolers, uses Planned Parenthood trainers &#8212; not the school&#8217;s educators &#8212; to teach the lessons. STOPP describes one of these lessons:<\/p>\n<blockquote><p>Entitled \u201cCondom Platoon,\u201d it is the saga of condoms that are used incorrectly by a young man named Marvin who has decided to have sex for the very first time with his girlfriend. Marvin and his girlfriend are \u201cpretty serious\u201d about each other, according to the video, and \u201cthey really care about each other.\u201d It goes on to say that \u201cone day, they might get married.\u201d (Cue wedding bells in the background&#8211;really.) But for now, \u201cthey\u2019ve decided they want to have sex, and they\u2019re taking precautions so they don\u2019t get pregnant, or get HIV or another sexually transmitted disease.\u201d<\/p>\n<p>But wait, how does a video like this\u2014a video that shows two young people on the couch together apparently nude\u2014encourage young tweens and teens to delay sexual activity as the parents were promised? The answer is obvious\u2014it does not. It simply encourages children to do what Planned Parenthood promises parents it will discourage them from doing.<\/p><\/blockquote>\n<div class=\"ArticleAd2\">\n<p><!-- \/1011927\/LAN_300_BY_250_mid_article --><\/p>\n<div id=\"div-gpt-ad-1473179101244-0\" class=\"ArticleAd2a\"><script>\ngoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1473179101244-0'); });\n<\/script><\/div>\n<\/div>\n<p>As STOPP notes, part of the concern for this game is the developers&#8217; connections to the abortion chain:<\/p>\n<blockquote><p>All four developers of <em>It\u2019s Your Game<\/em> have connections to Planned Parenthood, including being listed as \u201cinvestigators\u201d in a project that has the University of Texas Prevention Research Center (UTPRC) partnering with Planned Parenthood Gulf Coast in a project based on the theme, \u201cFrom Healthy Children to Healthy Adults.\u201d<\/p><\/blockquote>\n<p>And that&#8217;s how <em>It&#8217;s Your Game<\/em> found its way to the Austin, TX schools, as\u00a0STOPP notes:<\/p>\n<blockquote><p>In Austin, LifeWorks partners with Planned Parenthood of the Texas Capital Region and Austin Independent School District (AISD) in gobbling up a <a href=\"https:\/\/web.archive.org\/web\/20171109101853\/https:\/\/siecus.org\/index.cfm?fuseaction=Page.ViewPage&amp;PageID=1327\">$2.9 million TPPI Tier 1 funding grant<\/a> to implement the \u201cREAL Talk\u201d program. \u201cREAL Talk\u201d administers <em>It\u2019s Your Game: Keep It Real<\/em> to seventh and eighth grade students and <em>Reducing the Risk<\/em> to ninth and tenth grade students attending AISD schools. <a href=\"https:\/\/web.archive.org\/web\/20171109101853\/https:\/\/siecus.org\/index.cfm?fuseaction=Page.ViewPage&amp;PageID=1327\">TPPI<\/a> is President Obama\u2019s Teen Pregnancy Prevention Initiative, and is funded by the federal government to the tune of $110 million.<\/p><\/blockquote>\n<p>The Austin Independent School District had this listed on its <a href=\"https:\/\/web.archive.org\/web\/20150919094654\/http:\/\/www.austinisd.org\/advisory-bodies\/shac\">website<\/a> about the program:<\/p>\n<div><a href=\"\/news\/federal-report-planned-parenthoods-touted-sex-ed-programs-failure\/screen-shot-2016-10-26-at-1-30-09-am\/\" rel=\"attachment wp-att-155379\"><img decoding=\"async\" loading=\"lazy\" class=\"size-large wp-image-155379 aligncenter\" src=\"https:\/\/www.liveactionnews.org\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-1.30.09-AM-700x477.png\" alt=\"screen-shot-2016-10-26-at-1-30-09-am\" width=\"700\" height=\"477\" srcset=\"https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-1.30.09-AM-700x477.png 700w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-1.30.09-AM-300x204.png 300w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-1.30.09-AM-768x523.png 768w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-1.30.09-AM-500x341.png 500w, https:\/\/archive.liveaction.org\/news\/wp-content\/uploads\/2016\/10\/Screen-Shot-2016-10-26-at-1.30.09-AM.png 1738w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/a><\/div>\n<div>Austin ISD reports that one purpose of this program is &#8220;implementing evidence-based teen pregnancy prevention programs to scale in multiple settings and with vulnerable populations.&#8221;<\/div>\n<div><\/div>\n<div>But if the pregnancies are still occurring with no differences (or increases) in rate, then the question is, why is so much money being put into failing programs? Whether it&#8217;s Planned Parenthood or other entities, <em>It&#8217;s Your Game<\/em> isn&#8217;t showing the promised effectiveness.
