Jerry Brown signed AB 1671 into law.<\/em><\/p>\n<p>Newly exposed emails reveal that a bill that may be signed by California Governor Jerry Brown this week came straight from the work of Planned Parenthood feeding suggestions\u00a0to\u00a0the office of the California Attorney General, <a href=\"\/news\/ca-attorney-general-kamala-harris-outspoken-defender-and-supporter-of-planned-parenthood\/\">Kamala Harris<\/a>.<\/p>\n<p><a href=\"\/news\/planned-parenthood-bill-targeting-free-speech-opposed-california-media\/\">Assembly Bill 1671<\/a>\u00a0would make it a crime to record and distribute conversations with health care providers. The <a href=\"http:\/\/m.washingtontimes.com\/news\/2016\/sep\/27\/kamala-harris-planned-parenthood-teamed-up-on-legi\/\">Washington Times reports<\/a> that the bill, which was drafted in response to David Daleiden&#8217;s undercover investigation of Planned Parenthood, was created thanks to\u00a0Planned Parenthood feeding Harris&#8217;s office suggestions. The Times\u00a0states that emails &#8220;depict conversations between the state agency and <a href=\"http:\/\/m.washingtontimes.com\/topics\/planned-parenthood-affiliates\/\">Planned Parenthood<\/a> over AB 1671, which would amend the penal code to make secretly recording and disseminating communications with health care providers a crime.&#8221;<\/p>\n<div class=\"ArticleAd2\">\n<p><!-- \/1011927\/LAN_300_BY_250_mid_article --><\/p>\n<div id=\"div-gpt-ad-1473179101244-0\" class=\"ArticleAd2a\"><script>\ngoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1473179101244-0'); });\n<\/script><\/div>\n<\/div>\n<p>The <a href=\"http:\/\/m.washingtontimes.com\/news\/2016\/sep\/27\/kamala-harris-planned-parenthood-teamed-up-on-legi\/\">Times writes<\/a>:<\/p>\n<blockquote><p>The emails show Beth Parker, chief legal counsel for <a href=\"http:\/\/m.washingtontimes.com\/topics\/planned-parenthood-affiliates\/\">Planned Parenthood Affiliates<\/a> of California, sending multiple drafts of AB 1671 to Jill Habig, who was at the time special counsel to the attorney general.<\/p>\n<p>\u201cAttached is the language for AB 1671, proposed amendments to Penal Code section 632,\u201d Ms. Parker wrote in an email marked March 8. \u201cI look forward to your thoughts about this.\u201d<\/p>\n<p>Ms. Parker sent a revised draft of the legislation to Ms. Habig on March 16. \u201cHere\u2019s the rewrite of the video tape bill,\u201d she wrote. \u201cLet me know what you think.\u201d<\/p><\/blockquote>\n<p>While it&#8217;s not unusual that an attorney general would have a say in creating legislation, the situation\u00a0has raised troubling questions about a possible conflict of interest. While it was widely reported that Planned Parenthood supported AB 1671, the revelation that it reportedly<em>\u00a0helped draft it<\/em> so it could protect itself from undercover reporters, and the cooperation\u00a0between a governmental office and the nation&#8217;s largest abortion chain, is a disturbing commentary on the political power Planned Parenthood\u00a0wields, even allegedly influencing\u00a0the top legal counsel for the state.<\/p>\n<p>Planned Parenthood has confirmed its involvement in\u00a0the passage of AB 1671. The <a href=\"http:\/\/m.washingtontimes.com\/news\/2016\/sep\/27\/kamala-harris-planned-parenthood-teamed-up-on-legi\/\">Washington Times reports<\/a>:<\/p>\n<blockquote><p>Ana Sandoval, director of communications for <a href=\"http:\/\/m.washingtontimes.com\/topics\/planned-parenthood-affiliates\/\">Planned Parenthood Affiliates<\/a> of California, said the organization played a substantive role in the passage of AB 1671.<\/p>\n<p>\u201cAs sponsor of the legislation, <a href=\"http:\/\/m.washingtontimes.com\/topics\/planned-parenthood-affiliates\/\">Planned Parenthood Affiliates<\/a> of California played an integral part in drafting amendments as the bill moved through the legislative process,\u201d Ms. Sandoval said in a statement.<\/p><\/blockquote>\n<p><a href=\"http:\/\/kamalaharris.org\/endorsements\/\">The Los Angeles Times<\/a>\u00a0was <a href=\"\/news\/planned-parenthood-bill-targeting-free-speech-opposed-california-media\/\">one of many media organizations<\/a> that took a firm stance against AB 1671 and the obvious violation of First Amendment rights it would cause. The Los Angeles Times&#8217; <a href=\"http:\/\/www.latimes.com\/opinion\/editorials\/la-ed-planned-parenthood-video-bill-20160831-snap-story.html\">editorial board wrote last month<\/a>:<\/p>\n<blockquote><p>&#8230; [T]his measure would heap more criminal and civil penalties on making a secret recording \u2014 an act that\u2019s already prohibited by state law,\u00a0even when done in the public interest \u2014 simply to satisfy an interest group popular among Sacramento Democrats.\u00a0In fact, it would further disincentivize potential whistleblowers from recording\u00a0malfeasance when\u00a0they witness it&#8230;. The potential for unanticipated and unwelcome consequences is huge.<\/p><\/blockquote>\n<p>But Planned Parenthood welcomes any consequences to others so long as it keeps its abortion business safe&#8211;even at the expense\u00a0of sacrificing free speech rights. And somehow it appears as if the abortion giant has managed to master the puppet strings of a public servant charged with objectively upholding justice.<\/p>\n<div class=\"ArticleAd1\">\n<p><!-- \/1011927\/LAN_300_by_250_top_article --><\/p>\n<div id=\"div-gpt-ad-1473179053567-0\" class=\"ArticleAd1a\"><script>\ngoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1473179053567-0'); });\n<\/script><\/div>\n<\/div>\n<p>Live Action President, <a href=\"http:\/\/liveaction.org\/press\/rose-planned-parenthood-pushing-make-illegal-media-publish-undercover-footage-facilities\/\">Lila Rose, said in response to the bill<\/a>:<\/p>\n<blockquote><p>For years, undercover journalists have documented Planned Parenthood employees covering up for sex traffickers, failing to report child sexual abusers, and trafficking in baby body parts. Rather than be more transparent with the public, Planned Parenthood wants to make it a crime for the media to publish evidence that it might be doing something illegal.<\/p>\n<p>\u201cA watchdog media is a cornerstone of a democratic society, and when the public funds half of the abortion giant\u2019s operations, it has a right to know that its money isn\u2019t being used to break the law or commit abuses. Planned Parenthood commits nearly one third of all abortions in this country \u2014 over 320,000 each year. Americans understand that abortion is a grave act that takes a human life, and undercover journalists have been the ones who have exposed the many abuses that often accompany it.<\/p>\n<p>\u201cThis outrageous bill is a direct attack on the freedom of the press and is blatantly unconstitutional. This bill puts Planned Parenthood\u2019s interests ahead of the First Amendment, its clients, and the public, and it would keep evidence of illegal or abusive activity hidden from nearly everyone\u2019s view.\u201d<\/p><\/blockquote>\n<p>If Gov. Brown signs this bill, he will be going against the recommendations of media organizations and the ACLU.
